For most Indian merchants, the deciding question is not whether a service is called a “gateway” or an “aggregator.” It is whether that provider handles customer money. A payment aggregator (PA) receives payments, pools them and settles the merchant’s funds. A payment gateway (PG) supplies the technology that routes and facilitates payment without handling the funds. For UPI, the merchant also needs an acquiring-bank relationship, because the acquiring bank provides the UPI infrastructure.
Choose the arrangement by mapping your sales channel, UPI acceptance mode, other payment methods, fund flow, settlement terms, onboarding requirements and support—not by treating the two labels as interchangeable.
The short answer: start with fund flow, then fit the UPI channel
If a provider will receive customer payments into its own system, pool those receipts and later transfer the money to you, you are looking at the operational role of a payment aggregator. If it only provides software and connectivity while another regulated participant receives and settles the money, it is performing the operational role of a payment gateway.

The terminology matters because authorization, contracts, settlement responsibility, reconciliation and risk controls follow the actual activity. A company may market an integrated checkout, but you still need to identify the legal entity handling funds and the participant responsible for settlement.

For UPI, do not assume that every merchant must purchase a separate PA service. The National Payments Corporation of India (NPCI) says a merchant should partner with an acquiring bank to enable UPI; the acquiring bank provides the UPI infrastructure. A bank, an aggregator, a gateway or a combination of these can appear in the technical and contractual arrangement, depending on the product and agreement.
Payment aggregator and payment gateway: the operational difference
| Question | Payment aggregator (PA) | Payment gateway (PG) |
|---|---|---|
| Primary job | Enables merchants to accept payment instruments, receives customer payments, pools the money and transfers it to merchants after the agreed period. | Provides technology infrastructure to route and facilitate an online payment without handling the funds. |
| Who handles the money? | The PA receives and settles the funds, subject to the contractual flow. | Another participant—such as a bank or PA—handles receipt and settlement; the PG supplies the technology layer. |
| Merchant relationship | Usually includes onboarding, due diligence, settlement instructions, reconciliation and payment operations. | Usually a technology or outsourcing relationship with a bank or non-bank payment participant. |
| RBI treatment in the 2020 guidance | Non-bank PAs require RBI authorization under the Payment and Settlement Systems Act, 2007. Bank PAs provide the service within their normal banking relationship and do not need separate authorization under that guidance. | The guidance sets baseline technology recommendations and describes PGs as technology providers or outsourcing partners of banks or non-banks. |
| What a merchant must verify | The legal entity named in the contract, its authorization status where applicable, settlement account, payout timing, refunds, disputes and safeguarding arrangements. | Which bank or PA is the contracting settlement participant, how the gateway connects to it and who is liable when routing or reconciliation fails. |
The labels do not override the money flow. A provider that calls itself a gateway but receives, pools or settles merchant funds may have obligations associated with PA activity. Read the agreement and settlement reports to determine what actually happens.
A simple fund-flow test
- A customer authorizes a UPI payment.
- Identify the account or pool that receives the payment first.
- Check whether that participant combines receipts from multiple merchants and later transfers your balance.
- Find the entity that is contractually responsible for the payout, refund and settlement record.
If the provider only sends payment instructions and status messages while the acquiring bank or another participant receives and settles the money, it is functioning as a gateway technology layer. If it takes custody of the receipts and pays you later, it is functioning as an aggregator for that flow.
How UPI acceptance fits into the picture
UPI is the payment rail; PA and PG describe business and technology roles around that rail. NPCI’s official UPI FAQ states: To enabling UPI system, merchant need to partner with the acquirer bank. Acquiring bank will provide the UPI infrastructure to merchant.
See the NPCI UPI Frequently Asked Questions for the applicable merchant guidance.
Merchant onboarding through the acquiring bank includes compliance and risk assessment, creation of merchant identifiers and UPI configuration. NPCI identifies four merchant integration modes. The best mode depends on where a customer pays, not on whether your commercial provider uses the word gateway or aggregator.

| UPI mode | Where it fits | Questions to settle before implementation |
|---|---|---|
| QR | Countertop, storefront, invoice or other situations where the customer scans a displayed code. | Is the QR static or generated for each order? Where is the payment status confirmed? Which account receives the funds? |
| Intent | Mobile web or app checkout where the customer can be handed to a UPI app to approve the payment. | Which UPI apps and operating-system paths are supported? How does the merchant return from the app and confirm the final status? |
| Application-based | A merchant app or software system that integrates UPI payment functionality into its own experience. | Which SDK or API is supplied, who maintains it, and how are retries, callbacks and reconciliation handled? |
| Collect | A request sent to a customer’s UPI address for approval, useful when the merchant initiates the request rather than presenting a checkout amount for scanning. | How is the request identified, how long does it remain valid, and what happens when it expires or is declined? |
NPCI also states that, after customer confirmation, the merchant receives funds immediately into the merchant pool or bank account according to the agreement. “Immediately” in this context does not eliminate the need to read the contract: the destination, reconciliation record, holds, reversals and final payout rules still depend on the acquiring and settlement arrangement.
Which arrangement suits your business?
Physical shop or service counter
A direct acquiring-bank relationship with a merchant QR may be sufficient when your only need is UPI acceptance at a counter. A PA can be useful if you need centralized reporting, multiple locations, automated order matching or additional payment methods, but confirm whether it is actually receiving and settling the funds. A tabletop QR display can make the code visible; it is only a presentation aid and does not replace bank or acquirer onboarding.

An app commonly uses intent or an application-based integration. You may use a gateway technology layer connected to an acquiring bank or PA, or a broader PA arrangement that also handles settlement and reporting. Ask who owns the UPI merchant identifier, who signs the technical agreement, and which party receives transaction status notifications.
Web checkout
A website may need UPI intent, QR and possibly collect, along with cards, wallets or net banking. If you want one integration and one reconciliation feed for several methods, investigate a PA or a gateway connected to a PA. Do not infer current method coverage from the product name; obtain the provider’s current method and settlement documentation.
Marketplace or platform
A platform that accepts money on behalf of multiple sellers has a more complex settlement model than a single merchant. Determine whether the provider supports split or multi-party settlement, which entity is the merchant of record for each transaction, and how seller onboarding and refunds are assigned. The reviewed RBI definitions establish the fund-handling distinction, but platform-specific capabilities and legal structures must be confirmed in the contract.

International sales
If you collect for imports or exports, domestic PA and cross-border PA obligations should not be conflated. RBI’s October 31, 2023 framework for Payment Aggregator–Cross Border (PA-CB) entities separately regulates online import and export payment facilitation. Ask whether your flow is domestic, cross-border or both, and verify the applicable permissions before enabling international collection.

- List every acceptance point. Write down counter payments, invoices, website checkout, mobile app, subscriptions and marketplace flows. Assign each one a UPI mode—QR, intent, application-based or collect—or mark it as not yet decided.
- List every payment method you need. Decide whether UPI alone is enough or whether you also need cards, wallets, net banking or other instruments. The sources establish the broad PA and PG roles, not current provider-by-provider coverage, so verify each method directly.
- Draw the money flow. For one successful payment, record the customer’s UPI app, acquiring bank, gateway or PA, receiving account or pool, reconciliation file and final merchant bank account. Do the same for a refund, a failed payment and a reversed payment.
- Identify the contracting entity. The legal name on your agreement should match the entity responsible for onboarding, settlement and support. If a brand, technical platform and bank all appear, ask which one is the regulated or contractual settlement participant.
- Check onboarding and risk requirements. Confirm business documents, beneficial-owner information, bank-account proof, permitted business category, merchant category code (MCC), transaction limits and any risk review. NPCI describes merchant onboarding as including compliance and risk assessment, with the acquiring bank providing the merchant category code.
- Compare settlement terms. Record the stated settlement cycle, cut-off times, bank holidays, minimum payout, reserve or hold rules, failed-payout process, refund timing and reconciliation format. Treat every time or fee as a contractual term, not as a universal UPI rule.
- Test operational support. Ask how the provider handles duplicate callbacks, a customer debited without a merchant confirmation, a QR payment with an incorrect amount, a bank outage and a disputed transaction. Obtain escalation contacts and response commitments in writing.
- Verify regulatory scope. For a non-bank PA, verify current RBI authorization and the exact legal entity named in the contract. If the flow crosses a national border, separately verify PA-CB applicability. A gateway’s technology role alone does not establish that it is a PA, but actual handling of funds can change the analysis.
Onboarding, KYC and risk checks
UPI onboarding is not only an API exercise. The acquiring bank and its participants may assess your business activity, ownership, website or app, expected transaction profile and risk category before issuing merchant identifiers. The MCC is important because it describes the business category used in payment processing and risk controls.
- Use the exact legal name and bank-account details that will appear in the settlement agreement.
- Describe your products or services accurately; do not choose a low-risk category merely to speed approval.
- Ask which documents are required for your business structure and whether periodic refreshes are expected.
- Confirm transaction and settlement limits before launching a high-value or seasonal campaign.
- Understand what evidence is required for refunds, charge or payment disputes, customer complaints and delivery records.
A provider may use a gateway for the technical connection while the acquiring bank or PA performs the commercial and compliance onboarding. That division is normal; the key is knowing which party can pause transactions, request documents or hold a payout.
Settlement, refunds and reconciliation: questions that prevent surprises
“The payment succeeded” is not the same as “the merchant has reconciled and received the money.” Build your process around a unique order or invoice reference and compare three records: the customer-facing status, the provider’s transaction report and the bank statement.
Settlement questions
- Does the agreement promise settlement to your bank account, a merchant pool or another account?
- What is the normal payout schedule, and what events can delay it?
- Are fees, taxes, refunds or adjustments netted before payout or shown separately?
- Can you download a settlement report that maps each order to a UPI transaction identifier?
Refund and reversal questions
- Who initiates a refund and who communicates its status to the customer?
- How are partial refunds, duplicate payments and payments made for a cancelled order represented?
- What happens if the customer’s account is debited but your system receives a timeout or no callback?
- Which participant investigates a reversal, and what evidence must you provide?
For each exception, document the support ticket number, order reference, UPI transaction identifier, amount, timestamp and current status. Never fulfil a high-value order solely because a browser or app showed a success screen; reconcile against the provider or bank status your agreement defines as authoritative.

Commercial terms and support: compare what is actually documented
| Area | What to compare | Why it matters |
|---|---|---|
| Fees | Current transaction fees, taxes, refunds, minimum charges and any setup or integration cost. | There is no universal current PA or PG price established by the cited sources; use the provider’s dated commercial schedule. |
| Payouts | Settlement timing, cut-offs, bank-holiday treatment, reserves, holds and failed-payout handling. | A low headline fee is less useful if your cash-flow needs are not met. |
| Coverage | Supported UPI modes and any additional payment instruments required by your customers. | Method support varies by implementation and provider; do not infer it from the label. |
| Integration | APIs, SDKs, hosted pages, webhooks, test environment, versioning and deprecation notice. | Your engineering and maintenance burden depends on the technical model. |
| Reconciliation | Reports, transaction identifiers, settlement files, exports and accounting integrations. | Good reconciliation reduces manual investigation of delayed or disputed payments. |
| Risk and disputes | Onboarding checks, transaction monitoring, refund controls, dispute workflow and evidence deadlines. | The fund-handling participant usually controls important operational decisions. |
| Support | Support channels, incident communication, escalation path and documented response commitments. | UPI failures often require coordination between the merchant, provider and bank. |
Ask for the documents that govern each item. If a sales representative gives a settlement promise or fee verbally but it is absent from the agreement or schedule, treat it as unconfirmed.
Implementation checklists for each UPI mode
QR checklist
- Obtain the merchant identifier and QR configuration from the acquiring arrangement.
- Decide whether each order needs a unique amount or a reusable code.
- Display the code where customers can scan it without confusion with another outlet or account.
- Provide a way for staff or software to verify the final payment status.
- Reconcile the UPI transaction identifier with the order before marking the sale complete.
Intent checklist
- Offer the intent option only on supported mobile contexts and provide an alternative when it is unavailable.
- Pass a unique order reference and exact amount to the payment component.
- Handle the return from the UPI app as an intermediate state until the server confirms the transaction.
- Test approval, decline, cancellation, timeout, duplicate return and customer-debited-but-unknown outcomes.
Application-based checklist
- Use the acquiring participant’s documented SDK or API and record its version in your release process.
- Keep credentials and signing keys out of client-side code where the integration requires server-side protection.
- Implement idempotency so a retry cannot create a second order or refund.
- Store callback and reconciliation data needed to investigate a missing status.
Collect checklist
- Confirm the customer’s UPI address and display the requested amount and merchant identity clearly.
- Track expiry, decline and cancellation states rather than waiting indefinitely.
- Send reminders only within the provider’s permitted workflow and avoid creating duplicate requests.
- Match the eventual confirmation to the original order and customer account.
Common mistakes and how to correct them
Mistake: treating “gateway” and “aggregator” as synonyms
Correction: Ask who receives, pools and settles the money. Use the contractual legal entity and settlement report as evidence, not the marketing label.
Mistake: assuming UPI automatically means a direct bank connection
Correction: NPCI requires an acquiring-bank partnership for merchant UPI enablement. Establish which acquiring bank supplies the infrastructure and which other participants connect to it.
Mistake: choosing a service before deciding the sales channel
Correction: Select QR, intent, application-based or collect for each physical, web and app flow first. Then choose the technical and settlement arrangement that supports those modes.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Mistake: accepting a payment based only on a customer screenshot
Correction: Confirm the transaction through the provider or bank status and reconcile the identifier to the order. A screenshot does not establish final settlement.

Mistake: comparing only the transaction fee
Correction: Compare payout timing, holds, refunds, reconciliation, support, risk reviews and the cost of maintaining the integration alongside the fee schedule.
Mistake: ignoring cross-border scope
Correction: If you collect for imports or exports, ask whether the flow falls under the PA-CB framework and verify the relevant permissions separately from domestic UPI onboarding.
Regulatory checkpoints to verify before launch
| Reference | What it establishes | How to use it |
|---|---|---|
| RBI, March 17, 2020 guidelines, updated November 17, 2020 | Defines PA fund aggregation and settlement, PG technology routing without fund handling, non-bank PA authorization under the Payment and Settlement Systems Act, 2007, and baseline technology treatment for PGs. | Use it to understand the operational distinction, then confirm current obligations and amendments with RBI’s latest published framework. |
| RBI, 2025–26 Master Direction on Regulation of Payment Aggregators | Signals a newer consolidated regulatory direction for PAs. | Read the current direction before relying on older authorization, capital, governance or operational details. Do not treat the 2020 document as a complete statement of today’s requirements. |
| RBI, October 31, 2023 PA-CB framework | Separately regulates entities facilitating online import and export payment transactions. | Check this scope whenever your merchant flow is cross-border; domestic PA analysis alone is insufficient. |
| NPCI UPI merchant guidance | Requires an acquiring-bank partnership for UPI enablement, describes onboarding and lists QR, intent, application-based and collect modes. | Use it to select an acceptance mode and identify the acquiring-bank relationship. |
Regulatory status can change, and a provider’s authorization is not a substitute for reviewing your own contract and business model. Ask for the exact legal entity, authorization basis where applicable and the scope of services covering your transactions.
Questions to send a provider before you integrate
- Which legal entity will receive or settle customer funds?
- Are you acting as a PA, a PG technology provider, an acquiring bank or an outsourced service in this arrangement?
- Which acquiring bank will enable my UPI merchant account?
- Which UPI modes—QR, intent, application-based and collect—are available for my website, app and physical locations?
- Which other payment methods are supported under the same integration?
- What are the current fees, taxes, payout schedule, cut-offs, reserves and hold conditions?
- How are refunds, reversals, duplicate payments and customer-debited-but-unknown transactions handled?
- What transaction and settlement reports can I export, and which identifiers connect them to my orders?
- What KYC, business-category and MCC information is required, and can a risk review pause payouts?
- What support escalation is available during an outage or disputed settlement?
- If I sell internationally, does the arrangement cover the relevant PA-CB activity and permissions?
Worked choices for common merchant situations
Single-location retailer accepting only UPI
Begin with the acquiring bank’s merchant QR onboarding. Add a PA only if you need functions that the direct arrangement does not provide, such as centralized reporting or additional methods. Confirm where each payment lands and how staff verify status.
Online seller needing UPI plus cards
Seek one integration only after checking that it supports the required UPI modes and card flow. Decide whether a PA will receive and settle all methods or whether a gateway will connect your checkout to separate settlement participants. Compare reconciliation and refund workflows, not just integration speed.
App business with several operating entities
Map each entity’s merchant identifier, bank account, MCC and settlement report. A technically shared checkout does not necessarily mean funds can be pooled across legal entities. Obtain written confirmation of the supported entity and payout structure.
Exporter or importer adding online collection
Classify the flow as domestic, cross-border or both before choosing a provider. Ask specifically about PA-CB coverage and documentation, then verify the latest RBI requirements that apply to your transaction direction.
Bottom line
Choose a payment aggregator when you need a participant to receive, pool and settle payments as part of a managed merchant service, and choose a payment gateway arrangement when you need routing technology while another participant handles the funds. For UPI, either path still needs an acquiring-bank relationship and a deliberately selected acceptance mode. Draw the fund flow, verify the contracting entity and current regulatory status, and compare the documented settlement, reconciliation, risk and support terms before you integrate.
