Short answer: For ordinary UPI payments, MDR is a merchant-side acceptance charge, not an amount a merchant can simply add to your bill. The Reserve Bank of India (RBI) records the Government direction that MDR must not be collected on UPI and RuPay debit-card transactions from 1 January 2020. Customer charges, credit-card costs and refunds are separate questions. PPI-on-UPI customers pay no transaction charge under NPCI’s FAQ; a completed purchase is refunded through the merchant’s bank, while a failed debit should be reversed in real time.
What is UPI MDR?
Merchant discount rate (MDR) is the fee associated with accepting an electronic payment. It is normally considered a merchant-side cost shared through the payment ecosystem, rather than a fee charged directly to the person scanning a QR code.
For UPI and RuPay debit-card transactions, the RBI’s Benchmarking India’s Payment Systems report records the Government direction that MDR shall not be collected with effect from 1 January 2020. That is the key rule behind the answer to most consumer questions about a UPI surcharge.

Can a merchant add MDR to a UPI bill?
For an ordinary UPI payment, do not accept a line item described simply as “UPI MDR” as though it were a customer tax. The cited RBI direction concerns the merchant-side payment acceptance charge and says it must not be collected for UPI and RuPay debit-card transactions from 1 January 2020.
A merchant might use words such as “handling fee,” “convenience fee” or “service charge.” Those labels are not automatically the same thing as MDR. The sources cited here establish the MDR treatment; they do not establish a universal permission for every separately named surcharge. Ask for an itemised receipt and the merchant’s stated basis for any extra amount rather than assuming that a fee is valid because the payment was made by UPI.
Keep the instrument visible on the receipt or transaction record. A charge attached to a linked credit product, for example, should not be misdescribed as ordinary UPI MDR.

| Payment arrangement | Merchant-side treatment | Customer-side treatment | Refund or reversal treatment |
|---|---|---|---|
| Ordinary bank-account UPI | RBI records no MDR collection for UPI under the Government direction effective 1 January 2020. | MDR is not a customer bill item. Product-specific fees outside MDR are a separate question. | A completed purchase follows the merchant-bank refund process; a failed debit is intended to reverse in real time. |
| PPI on UPI | The cited NPCI FAQ addresses customer and PPI-holder charges rather than publishing a general merchant rate. | NPCI says no transaction charge is payable by the customer or PPI holder for PPI-on-UPI transactions, including receiving such transactions. | Use the merchant’s defined bank refund process for a returned purchase; a failed debit follows the reversal path. |
| RuPay credit card linked to UPI | NPCI’s operating circular specifies nil MDR for small offline merchants on transactions up to ₹2,000; the condition is narrow and should not be extended to every merchant or amount. | Credit-card interest, late fees or issuer charges are not the same as UPI MDR and are not answered by the PPI rule. | NPCI’s circular says refunds and reversals are credited directly to the linked credit-card account. |
| Pay by Points | NPCI says the merchant receives the full transaction amount under standard UPI settlement. | Points are used from the rewards account rather than treated as a general UPI customer fee. | A refund uses the original payment method and the points are credited back to the rewards account. |
The “no charge” statement in NPCI’s FAQ is specifically about PPI-on-UPI. It should not be used to promise that every credit product has no interest, annual fee or issuer charge.
Are customers charged for PPI on UPI?
NPCI’s UPI Frequently Asked Questions states: “There are no charges to be paid by the customer/ PPI holder for UPI transactions.” The same FAQ addresses PPI-on-UPI transactions, including receiving them. In practical terms, a PPI holder should not be presented with a transaction charge merely for using that PPI through UPI under the cited FAQ.
This answer is narrower than a promise that all costs connected to every financial product are zero. A credit line, card account or wallet can have its own contractual pricing. Check the issuer’s terms for those separate costs.

What is different about RuPay credit cards on UPI?
Credit-card-on-UPI is not interchangeable with a bank-account UPI transfer. NPCI’s Operating circular for RuPay Credit Cards linked to UPI gives a nil-MDR condition for small offline merchants and transactions up to ₹2,000.

Both parts of that condition matter. “Small offline merchant” is a merchant classification, and ₹2,000 is a transaction ceiling. The circular does not support a blanket statement that all RuPay credit-card-on-UPI payments at every merchant have nil MDR. Verify the current circular and any later amendments before quoting operational terms.
When a purchase made through this arrangement is refunded or reversed, the same NPCI circular says the credit goes directly to the credit-card account. That is different from a wallet balance or a bank-account refund and can affect where the customer should look for the credit.
How do you get a UPI refund?
A refund after a completed purchase is different from an automatic reversal after a failed payment. For returned goods or a rejected service, follow this sequence:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →- Confirm that the original payment completed. Keep the UPI transaction ID, date, amount and merchant details. A completed debit needs a merchant refund; it is not the same as a pending or failed transfer.
- Request the refund from the merchant. NPCI’s FAQ says: “Merchant will ask the bank to refund the charged amount as per the defined process.” The merchant initiates the request through its bank or acquiring channel.
- Give the merchant the transaction reference. Matching the refund request to the original UPI transaction reduces the risk of a duplicate or misapplied refund.
- Check the account or instrument that was originally used. A RuPay credit-card-on-UPI refund is credited to the credit-card account under NPCI’s operating circular. For other arrangements, the merchant’s bank process determines the destination.
- Escalate with records if the merchant does not act. Retain the receipt, transaction ID and written communication so the relevant bank or payment provider can trace the defined process.
NPCI’s cited FAQ does not promise one universal refund turnaround time. Do not treat a merchant’s estimated date as a network-wide guarantee.

What happens if money is debited but the UPI payment fails?
A failed or declined transfer follows a reversal path, not the product-return path above. NPCI says UPI provides for real-time reversal when a customer’s account is debited but the payment does not go through.
- Check the transaction status in the UPI app and your bank account. Do not immediately pay again if the first debit is still being reconciled.
- Save the transaction ID, timestamp, amount and the failure message.
- Allow the real-time reversal process to work. The cited NPCI FAQ does not state a universal number of hours for every bank or failure type.
- If the reversal does not occur immediately, contact your bank, as NPCI directs. Provide the transaction reference and ask the bank to trace the failed debit.
Do not ask a merchant to issue a normal “refund” for a transfer that never completed unless the bank confirms that a completed debit requires one. A reversal of a failed transaction and a merchant refund for a returned purchase are separate events.
How are Pay by Points refunds handled?
NPCI’s Pay by Points FAQs describe a different customer experience. The merchant receives the full transaction amount under standard UPI settlement, while a refund is sent through the original payment method and the points are credited back to the rewards account.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThat means a customer should check the rewards account for the returned points rather than expecting every refund to appear as cash in a bank account. Keep the original transaction reference until both the payment-side refund and the points credit are visible.

Why do older articles quote a 0.30% UPI MDR?
Older information can be accurate for its date and still be wrong as current guidance. NPCI’s 2019 Rationalisation of BHIM UPI MDR announcement described a BHIM UPI MDR of 0.30%, capped at ₹100 per transaction, effective 1 October 2019, along with an earlier rate structure.
The RBI’s later report records the Government direction that MDR was not to be collected for UPI and RuPay debit-card transactions from 1 January 2020. Therefore, the 2019 percentage and cap belong in historical timelines, not as a current amount a merchant may add to a standard UPI bill.
| Period or rule | What the source says | How to use it |
|---|---|---|
| 1 October 2019 | NPCI announced BHIM UPI MDR of 0.30%, capped at ₹100 per transaction. | Historical context only; do not quote as a current standard rate. |
| 1 January 2020 onward in the cited RBI report | The Government direction prohibited collection of MDR for UPI and RuPay debit-card transactions. | Use this date when explaining why ordinary UPI MDR should not be added to a customer bill. |
What merchants need to know about UPI acceptance
Merchants generally obtain UPI acceptance infrastructure by partnering with an acquiring bank. NPCI’s FAQ describes this bank relationship as part of setting up merchant acceptance. The practical questions for a merchant are therefore about the acquiring arrangement, settlement account, reconciliation and support—not about transferring a prohibited MDR line item to customers.
- Confirm which instruments your QR or checkout accepts: bank-account UPI, PPI, credit-card-on-UPI or Pay by Points.
- Ask the acquiring bank for the current commercial and settlement terms in writing.
- Keep transaction IDs and settlement reports so completed purchases can be matched to refunds.
- Train staff to distinguish a failed debit awaiting reversal from a completed sale that needs a merchant-initiated refund.
- Check the merchant category and transaction amount before applying any RuPay credit-card-on-UPI rule; the nil-MDR condition cited by NPCI is limited to small offline merchants up to ₹2,000.
Historical scale: useful context, not a fee calculator
The RBI’s 2022 payment-system report says UPI accounted for 68% of payment-system transactions and exceeded 5.4 billion transactions in March 2022. The same report gives a 21% compound annual growth rate for India’s payment-system transaction volume from 2017 to 2020.
Those are dated system-level statistics, not a current transaction dashboard and not evidence of what a particular merchant may charge. They explain why fee and settlement distinctions matter at scale, but they do not change the refund or MDR rules above.
Quick Recap
Common mistakes to avoid
- Calling every extra amount “MDR.” MDR is a merchant-side acceptance concept; a credit issuer’s interest or fee is a different charge.
- Applying the PPI answer to credit cards. NPCI’s no-customer-charge FAQ answer is specifically about PPI-on-UPI.
- Applying the RuPay ₹2,000 condition to every merchant. The cited nil-MDR condition requires the small-offline-merchant classification as well as the amount limit.
- Confusing a refund with a reversal. A returned purchase is initiated by the merchant through its bank; a failed debit is intended to reverse in real time.
- Using 2019 rates as current. The 0.30% and ₹100 cap came from an October 2019 announcement and must be labelled historical.
- Expecting a universal refund deadline. The cited NPCI material describes the process but does not promise one turnaround time for every bank or payment type.
Quick decision guide
- If the receipt says ordinary UPI and adds “MDR,” ask the merchant to explain the charge; the cited RBI direction says MDR is not collected for UPI from 1 January 2020.
- If the payment used a PPI on UPI, NPCI says the customer or PPI holder pays no transaction charge.
- If it used a RuPay credit card on UPI, check whether the merchant is a small offline merchant and whether the transaction is ₹2,000 or less before applying the nil-MDR condition.
- If the purchase was completed and then returned, request a merchant refund through the bank-defined process.
- If the account was debited but the payment failed, wait for the real-time reversal and contact your bank if it does not happen immediately.
- If the payment used Pay by Points, expect the refund to follow the original method and the points to return to the rewards account.
