UPI MDR is a merchant-side payment acceptance fee, but the prescribed UPI modes covered by the government’s January 1, 2020 announcement have no charge, including MDR. That treatment applies to UPI, BHIM-UPI and BHIM-UPI QR Code payments. It does not automatically answer every question about separate provider services, failed-transaction compensation, debit-card fees or other products described as UPI-related.
What MDR means in a UPI payment
MDR stands for merchant discount rate. It is the fee associated with a merchant accepting a digital payment. The Reserve Bank of India (RBI) describes MDR as a charge levied by an acquiring bank for payment acceptance. The merchant is the party expected to bear it, rather than the customer.
An MDR amount can be distributed among several participants in the payment chain. Depending on the payment arrangement, those participants can include the card or account issuer, the payment network, the acquiring bank and a payment aggregator. The merchant may see one settlement deduction even though the amount supports more than one party’s role.

The first question is addressed by the RBI’s MDR framework. The second requires checking the provider’s current terms.

Is UPI free for merchants?
For the specifically prescribed modes, yes. The RBI’s banking-sector overview records the Central Government’s announcement that no charge, including MDR, applies from January 1, 2020 to payments made through RuPay debit cards, UPI (BHIM-UPI) and UPI QR Code (BHIM-UPI QR Code).
For a merchant accepting a payment through those prescribed UPI modes, the cited policy treatment is zero charge, including zero MDR. This is why a standard UPI payment or UPI QR payment should not create a merchant discount deduction under that announcement.
The scope is important. The statement is about the specified payment modes and the announced charge treatment. It is not proof that every product, business service, settlement feature or other transaction described by a provider as “UPI-related” must always be free. A bank, app or payment provider could disclose a separate ancillary charge in its own current terms. If one appears, identify exactly what service it covers rather than assuming it is UPI MDR.
Who pays UPI charges?
Where an MDR framework applies, the merchant bears the acceptance fee. RBI’s explanation says the fee is payable by merchants and should not be passed on to customers. The merchant’s acquiring bank or acceptance provider may collect and distribute the amount through the payment chain.

For the prescribed UPI and UPI QR modes covered by the January 1, 2020 announcement, there is no MDR charge to allocate. The merchant therefore should not treat the customer’s UPI payment as a transaction on which a UPI MDR deduction is due.
What customers should see
A customer normally enters the amount shown by the merchant and approves that amount in the UPI app. A merchant adding a separate line solely to recover MDR would conflict with the stated rule that acceptance charges are not to be passed to customers. If the extra amount is described as a delivery, convenience or other service fee, ask what service it represents and review the provider’s terms; do not automatically label it MDR.
What merchants should check
- Confirm that the payment was made through the prescribed UPI or UPI QR flow, rather than a different card or payment product.
- Read the acquiring bank or aggregator’s settlement statement to see whether any deduction is identified as MDR, tax, refund adjustment or another service charge.
- Ask the provider for the contractual basis of any deduction that is presented as a UPI fee.
- Keep the merchant’s displayed price separate from any optional service charge, and do not describe an unrelated fee as government-mandated UPI MDR.
Can a shop charge extra for UPI?
For the prescribed UPI modes covered by the no-charge announcement, MDR is not supposed to be passed to the customer. A shop should not add a surcharge simply to recover a UPI acceptance fee that does not apply to that mode.

If a receipt or screen shows an unexplained amount, save the transaction details, ask the merchant what the line item means, and then raise the issue with the relevant bank or payment provider. Describe the payment mode and the exact fee label, because “UPI charge” can be used imprecisely.
When does MDR apply?
MDR applies when the payment instrument and acceptance arrangement fall within an MDR framework that permits a merchant acceptance fee. The prescribed UPI and UPI QR modes in the government announcement are treated differently: the recorded policy says no charge, including MDR, from January 1, 2020.
Debit cards provide the clearest comparison. RBI issued a separate debit-card MDR framework in its circular dated December 6, 2017. Those rates and caps describe debit-card transactions, not UPI transactions. They must not be copied into a UPI pricing table.

| Question | Prescribed UPI and UPI QR | Debit cards under the 2017 RBI circular |
|---|---|---|
| Does the cited policy cover the mode? | Yes, for UPI (BHIM-UPI) and UPI QR Code (BHIM-UPI QR Code). | Yes, but under a separate debit-card framework. |
| MDR treatment in the cited material | No charge, including MDR, from January 1, 2020. | Maximum MDR rates and per-transaction caps apply according to merchant size and acceptance type. |
| Can the merchant pass the acceptance fee to the customer? | The no-charge treatment means there is no prescribed UPI MDR to pass through. | RBI advised banks to ensure merchants do not pass debit-card MDR to customers. |
| Should the debit-card rates be used as UPI rates? | No. | No; they are specific to debit-card acceptance. |
Historical debit-card MDR caps: useful comparison, not UPI pricing
The December 6, 2017 RBI circular set maximum debit-card MDR rates effective January 1, 2018. It divided merchants by previous-year turnover and distinguished physical or online card acceptance from QR-code-based card acceptance.

| Merchant category | Physical POS, including online card transactions | QR-code-based card acceptance |
|---|---|---|
| Small merchant: previous-year turnover up to ₹20 lakh | 0.40%, capped at ₹200 per transaction | 0.30%, capped at ₹200 per transaction |
| Other merchants | 0.90%, capped at ₹1,000 per transaction | 0.80%, capped at ₹1,000 per transaction |
These figures are part of the 2017 debit-card framework. They are not current UPI charges, and the circular should not be treated as proof that no later rule has changed debit-card treatment. Before relying on a debit-card rate, check the current RBI rules and the merchant’s acquiring agreement.
The circular also states: “Banks are also advised to ensure that merchants on-boarded by them do not pass on MDR charges to customers while accepting payments through debit cards.” That instruction concerns debit-card MDR and is separate from the UPI no-charge announcement.
Do failed UPI payments create MDR?
A failed payment remedy is not an MDR rule. RBI’s September 20, 2019 framework sets outer limits for reversing certain failed transactions and compensating customers when the reversal is late. It does not establish a merchant acceptance fee.

UPI fund transfer: payer debited, beneficiary not credited
If a UPI transfer debits the payer but does not credit the beneficiary, the beneficiary bank must reverse the transaction within T+1 day when the transfer cannot be completed. A delay beyond that period attracts compensation of ₹100 per day under the cited framework.

Merchant payment: payer debited, confirmation missing
If a merchant payment debits the payer but the merchant does not receive confirmation, automatic reversal is due within T+5 days. A delay beyond that period attracts ₹100 per day under the framework.
Here, T means the transaction date. The compensation figures address delayed resolution of a failed transaction; they do not mean the merchant owes MDR or that a failed payment has acquired a UPI fee.

- Identify the payment mode. Check whether the receipt and app record show UPI, BHIM-UPI or a UPI QR payment, or whether the transaction actually used a debit card, credit card or another instrument.
- Capture the exact description. Record the amount, date, transaction ID and wording such as MDR, convenience fee, service fee, tax or adjustment.
- Separate acceptance from another service. Ask whether the amount was deducted by the acquiring bank, payment aggregator, merchant platform or another provider, and what service the charge covers.
- Compare the settlement record. Merchants should reconcile the gross sale, refunds, taxes and any deductions with the settlement statement rather than relying only on the customer-facing receipt.
- Escalate with evidence. Contact the bank or provider that supplied the QR or acceptance service, quote the transaction ID and request the contractual and regulatory basis for the charge.
- Handle a failed transaction separately. If money was debited but the merchant or beneficiary was not credited, track the relevant T+1 or T+5 timeline instead of treating the issue as MDR.
UPI limits and adoption figures: context, not fee rules
RBI’s August 8, 2024 Statement on Developmental and Regulatory Policies described a UPI user base of 424 million individuals. That is a dated 2024 figure, not a count for October 2026 and not evidence about MDR.
The same 2024 statement said the transaction limit for tax payments through UPI would be increased from ₹1 lakh to ₹5 lakh per transaction. That is a transaction-limit policy and does not create or remove an MDR charge. A higher permitted payment amount should not be confused with a higher fee ceiling.
What the no-MDR policy does—and does not—tell you
- It does tell you: the specified UPI and UPI QR modes were announced as having no charge, including MDR, from January 1, 2020.
- It does tell you: MDR is conceptually a merchant acceptance fee, and RBI’s framework places the burden on merchants rather than customers where MDR applies.
- It does not tell you: that every service offered by every bank, app, aggregator or platform in connection with UPI is permanently free.
- It does not tell you: that debit-card MDR caps are UPI rates.
- It does not tell you: that a delayed reversal is an MDR dispute; failed-payment timelines are governed separately.
Practical answers for merchants and customers
If you are a merchant
Use the QR or acceptance setup supplied under your provider’s current terms, reconcile settlements, and request an itemised explanation for any deduction labelled MDR. Do not add a customer surcharge to recover a prescribed UPI MDR, because the cited UPI modes have no such charge and RBI’s broader MDR treatment says acceptance charges should not be passed on.
If you are a customer
Check the amount before approving, retain the UPI confirmation and receipt, and ask for clarification when a merchant adds a fee. If the problem is that your account was debited but the beneficiary or merchant was not credited, use the failed-transaction timelines and complaint route rather than arguing about MDR.
Bottom line on UPI MDR
For UPI (BHIM-UPI) and UPI QR Code (BHIM-UPI QR Code) covered by the government announcement recorded by RBI, no charge, including MDR, applies from January 1, 2020. MDR is a merchant-side concept, not a customer surcharge. Debit-card caps, failed-payment compensation and provider-specific ancillary fees are separate questions, so identify the instrument, fee label and transaction status before deciding what rule applies.
