Point-to-Point Tunneling Protocol (PPTP) carries Point-to-Point Protocol (PPP) packets across an IP network. In a PPTP VPN, one connection manages tunnel control while enhanced Generic Routing Encapsulation (GRE) transports the PPP data. PPTP provides the tunnel; it does not, by itself, guarantee that the data is encrypted.
What does PPTP stand for?
PPTP stands for Point-to-Point Tunneling Protocol. It was designed to carry PPP packets over an IP network, allowing network-access functions to be separated and supporting virtual private network (VPN) connections. The protocol does not replace or alter PPP; it specifies how PPP packets travel through the IP network. RFC 2637
How does a PPTP VPN work?
PPTP separates tunnel management from the tunneled user data:

- Control connection: PPTP peers establish a TCP connection on port 1723 to manage the tunnel.
- Data transport: Enhanced GRE carries the PPP packets through the IP network, with sequencing and acknowledgment information.
These are distinct functions: the TCP connection handles control, while GRE carries the tunneled PPP traffic. RFC 2637

Does PPTP encrypt traffic?
Not automatically. PPTP is a tunneling mechanism, not an encryption method. RFC 2637 assigns authentication of PPP peers and protection of user data to PPP and the methods used by an implementation. The security properties therefore depend on the PPP authentication and data-protection configuration, rather than on the existence of a PPTP tunnel alone. RFC 2637
Microsoft warns that using MS-CHAP v2 without encapsulation together with PPTP tunnels creates a potentially nonsecure configuration. That warning applies to the configuration Microsoft identifies; it should not be read as a claim that the cited page evaluates every possible PPTP setup. Microsoft Support

Why might a PPTP connection fail?
A network that blocks GRE can prevent PPTP data from passing, even when the TCP control connection is available. Microsoft identifies GRE blocking by internet service providers as a common PPTP connectivity problem. Microsoft Learn
