The UK announced sanctions on 8 October 2026 against three crypto exchanges and two payment platforms as part of a wider Russia-related package. The Foreign, Commonwealth & Development Office (FCDO) said it suspected the entities were being used to help Russia circumvent financial sanctions, and said two had processed and facilitated transactions with the A7 network. Those are the UK’s stated suspicions and rationale—not findings established by a court or independent proof published in the announcement.

Which crypto businesses were named?

The FCDO’s announcement described three crypto exchanges and two payment platforms in the package. The legal designation notice gives the entity names and name variations, so it is important to distinguish a designated legal entity from the services or names associated with it.

The announcement’s count of exchanges and payment platforms is a summary of the package; the notice is the record to consult for the specific designations and aliases. It lists TokenSpot CJSC, Tsunami Payments LLC and Processing KG at Bishkek addresses, while Xeltox is listed at an address in Vancouver, British Columbia. These addresses do not, by themselves, establish ownership, control or the truth of the allegations.

What did the UK allege about Russia and A7?

The FCDO said the UK suspected the designated entities were being used by Russia to circumvent financial sanctions. It said two had processed and facilitated transactions with the A7 network. The announcement said: “We’re also clamping down on those helping Russia evade sanctions, including through financial services and crypto exchanges.” This describes the government’s position; the cited announcement does not publish independent proof of each allegation.

The FCDO reported that A7 had claimed to move more than $90 billion in the previous year, an amount the UK equated to roughly half of Russia’s annual military expenditure. The figure is A7’s claim as reported by the FCDO, not an independently verified or audited measurement in the cited material.

The FCDO announcement of 8 October 2026 describes the package as 38 new designations overall, including three crypto exchanges and two payment platforms. The 38-designation figure covers the full package, not just crypto-related targets.

What does separate blockchain analysis say?

TRM Labs said the UK listing treats Cryptomus and Heleket as name variations of one designated entity, Xeltox Enterprises Ltd. TRM also assessed TokenSpot as a front company for sanctioned exchange Grinex, based on its own analysis. That TokenSpot relationship is a third-party assessment, not a finding stated in the UK notice. It should not be conflated with the UK’s designation grounds.

What restrictions do the sanctions impose?

The notice records asset freezes and restrictions concerning correspondent banking relationships and payment processing for the specified entities. It states that UK credit or financial institutions may not establish or continue correspondent banking relationships with a designated person, or process payments to, from or via one. The rules also address institutions owned or controlled by a designated person. The precise application depends on the listing and relevant regulations; the measures should not be generalized into a claim that every crypto exchange or every transaction involving crypto is prohibited.

How to check the current UK designation record

  1. Open the UK Sanctions List, the official source for UK sanctions designations since 28 January 2026.
  2. Search for the legal entity name, such as Xeltox Enterprises Ltd, rather than relying only on a service name or a news headline.
  3. Check the listed name variations, designation details and any updates or corrections. The FCDO records additions and corrections for 8 October 2026, and entries can change.
