British Deputy High Commissioner Andrew Fleming called for India and the UK to build an AI and education partnership that goes beyond student exchanges, according to a report on remarks at O-LEAD 2026 in Odisha. The proposal centers on joint research, shared curriculum design, teacher development, university–industry partnerships and responsible AI—not on a reported agreement to fund or launch each activity.

What Fleming proposed

O-LEAD 2026, titled “Odisha: The Global Growth Hub,” was a two-day event organized by the Associated Chambers of Commerce and Industry of India (ASSOCHAM). The account of Fleming’s remarks comes from an event report, not an official transcript; his comments below should be understood as reported remarks rather than independently verified speech text. The report describes a practical ecosystem linking education institutions, technology companies and government approaches to AI. Fleming’s case was that India’s talent and experience building digital systems at scale could complement UK strengths in higher education, research and AI innovation. That is his rationale for collaboration, not an independently measured comparison of the countries’ capabilities. Reported proposal

Research, curriculum and institutions

  • Joint AI research: institutions could work together on research and real-world applications.
  • Co-designed curricula: educators could shape courses around practical AI skills and problem solving.
  • Teacher development: educators would need support to teach AI-related subjects effectively.
  • University, technical-institution and industry partnerships: employers could help connect learning with workplace needs.
  • Responsible AI governance: cooperation could include shared approaches to trustworthy and responsible use.

These are recommendations attributed to Fleming by the event report; the report does not establish that all have been approved, funded or launched.

How the proposal differs from student exchanges

Student mobility gives individuals the opportunity to study across borders. The broader ecosystem Fleming called for would build continuing institutional links: universities and technical institutions working together on research and courses, teachers developing new expertise, and companies contributing to skills development. The distinction is between an exchange as a route for individual learners and collaboration as a way to shape education and AI capacity across institutions.

The report also quotes Odisha Skill Development and Technical Education Department commissioner-cum-secretary Bhupendra Singh Poonia saying, “Industry must take the lead in skill development and institutional management.” This is a quotation attributed to the event report, not a located transcript. Why AI skills matter beyond specialist roles

Fleming reportedly argued for three shifts in education and training: moving from memorization toward application and problem solving; making AI literacy broadly available rather than limiting training to future specialists; and supporting reskilling and upskilling throughout working life. In this framing, AI education is not only about preparing people to build AI systems. It is also about helping people understand and use AI in the work and decisions they already face. The World Economic Forum’s Future of Jobs Report 2025 says employers expect 39% of workers’ core skills to change by 2030. This is a global employer-survey expectation, not a guaranteed outcome or a country-specific forecast. The report says the estimate is down from 44% in 2023. What the governments have already committed to

Fleming’s reported recommendations are distinct from existing bilateral policy frameworks. The India–UK Vision 2035 sets out cooperation on AI through a joint centre intended to promote trusted real-world innovation and wider adoption. Its education provisions include transnational education partnerships, joint and dual-degree courses, investment in future skills, and continued work on mutual recognition of qualifications. These are framework commitments, not proof that every activity proposed at O-LEAD is underway. India–UK Vision 2035

In a joint statement dated 9 October 2025, the two governments welcomed the establishment of the India–UK Joint Centre for AI, with work advancing responsible and trustworthy AI in health, climate, fintech and engineering biology. The statement also records a commitment to the first Annual Ministerial Strategic Education Dialogue. India–UK Joint Statement, 9 October 2025

What an inclusive skills ecosystem would need to address

Fleming reportedly cautioned that inclusion should be considered from the outset, rather than added after courses and systems are designed. The report identifies several practical questions:

  • Whose data is represented in AI systems?
  • Which languages do tools and learning materials support?
  • Can learners afford access to the technology and training?
  • Can people participate confidently, regardless of their starting point?

These concerns apply both to AI systems and to the education intended to prepare people to use them. A partnership focused only on advanced technical training could miss the broader AI literacy and access goals described in Fleming’s reported remarks.

What is—and is not—established

The event report presents a call for a wider form of cooperation, not a detailed implementation plan. It does not establish funding, timelines, named participating institutions, course offerings or a formal agreement covering every proposal. The existing Vision 2035 and Joint Centre commitments provide policy context, but they should not be treated as confirmation that the O-LEAD recommendations have been adopted.
