The United States on October 15, 2026, sanctioned Iraq’s International Development Bank for Investment and Finance (IDB), accusing it of helping Iran obtain U.S. dollars and move funds through international financial channels. The Treasury Department’s action, part of its “Operation Economic Outcast” campaign, also added 16 individuals and 11 entities to Iran-related sanctions lists, according to contemporaneous reporting on the Treasury and OFAC action.
What the United States announced
The U.S. Department of the Treasury identified IDB as the central Iraqi target in a new round of Iran-related sanctions. Treasury designated the bank under Executive Order 13902, the authority used for significant sanctions on Iran’s financial sector.
Treasury said the action targets an international network involving financial institutions, currency-exchange businesses, energy companies and trading firms. The reported package covers 16 individuals and 11 entities, with additions to the Specially Designated Nationals (SDN) List. The complete list of names should be checked against the operative OFAC designation records because the public summaries do not reproduce every entry.

Alleged access to U.S. dollars
Treasury alleges that IDB exploited access to Iraq’s now-dissolved U.S.-dollar wire auction. According to the department, the bank used Iranian capital, facilitated access to dollars for Iran-linked networks and returned profits to Iran in U.S. currency.

The allegations place IDB within the type of cross-border financial channel that Operation Economic Outcast is intended to disrupt: institutions that can convert, transfer or disguise funds outside Iran while preserving access to the dollar system.

Those are Treasury allegations supporting the designation. They are not an independent finding by a court, and the sanctions announcement does not establish that every customer, employee or transaction involving IDB was connected to the alleged activity.
What the designation means for transactions
SDN consequences
An SDN designation generally blocks property and property interests subject to U.S. jurisdiction and prevents U.S. persons from dealing with the listed party unless an authorization applies. In practical terms, a bank on the SDN List faces severe restrictions on U.S.-linked payments, correspondent relationships and dollar clearing.

Businesses outside the United States can also face sanctions exposure if they knowingly facilitate prohibited transactions or help evade the restrictions. The exact effect depends on the parties, currencies, payment route, ownership interests and conduct involved.
General License FF and the wind-down period
OFAC issued General License FF on October 15, 2026. The license authorizes a wind-down of transactions involving IDB that would otherwise be prohibited, but only within the license’s terms. A wind-down authorization is not a permanent permission to continue ordinary business with the bank.

The accessible announcement does not state the precise wind-down deadline. Companies should read the operative General License FF and any related OFAC guidance before releasing funds, settling a trade, closing an account or moving assets. A transaction that falls outside the license, or occurs after its deadline, may require a separate authorization.

- Identify exposure. Screen IDB, its known affiliates and counterparties against the current OFAC SDN List and review pending payments, letters of credit, loans and trade settlements.
- Separate wind-down activity from new business. Do not treat General License FF as permission to start new transactions. Classify each payment as a necessary wind-down transaction or a new activity requiring further review.
- Check the license text. Confirm the transaction date, parties, payment channels, currencies and record-keeping conditions against General License FF.
- Preserve evidence. Keep screening results, invoices, contracts, payment instructions and the legal basis for any transaction completed during the wind-down.
- Escalate uncertainty. Banks and companies should obtain sanctions counsel or seek clarification from OFAC when a transaction’s status is unclear.

Why Treasury says the action matters
Treasury presents the sanctions as part of Operation Economic Outcast, a broader campaign to restrict Iran’s access to foreign currency, shadow-banking channels and revenue that the department says supports military and proxy activities. The department warns that firms helping Iranian money laundering or sanctions evasion risk losing access to the U.S. financial system.

Treasury Secretary Scott Bessent described the policy in stark terms: “The noose is tightening around Iran’s economy, and not even Iran’s so-called allies can save it.”
What to verify before acting on the announcement
- The full roster: The aggregate figure is 16 individuals and 11 entities, but the authoritative names, aliases and ownership information are in OFAC’s designation records.
- The wind-down deadline: General License FF authorizes qualifying wind-down transactions, but the operative license controls the end date, permitted activities and any reporting or record-keeping requirements.
- The transaction facts: A party’s location in Iraq or another country does not by itself determine whether a payment is allowed. Screening must account for the listed party, ownership, intermediaries, currency and purpose.
The immediate answer for readers asking which Iraqi bank was blacklisted is International Development Bank for Investment and Finance. Treasury says the bank’s alleged dollar facilitation for Iran justified its designation, while General License FF provides only a limited path to wind down qualifying IDB-related transactions.
