Cyberattacks are a credible threat to U.S. energy infrastructure, and a successful incident could disrupt operations or have serious physical consequences. But the U.S. Department of Energy (DOE) sources available here do not establish a current probability of a major nationwide energy outage—or quantify how much supply is at risk. The evidence supports concern about exposure and potential impact, not a prediction that a nationwide blackout is imminent.

What does “threatened” mean in this case?

“Energy supply” is not one system. It includes electricity generation and grid communications and control, as well as oil and natural gas infrastructure such as pipelines and the operational technology (OT) and industrial control systems (ICS) that run industrial processes. These systems have different owners, exposures and response arrangements. DOE describes the sector as interconnected, with varied ownership and regulatory structures, and warns that disruptions can have cascading effects.

It helps to separate three questions:

  • Is there threat activity? DOE identifies intrusion, operational disruption, data theft, malware, ransomware and denial-of-service attacks among the threats energy systems face.
  • Could an incident have serious consequences? Yes. A successful attack could interrupt operations; in some circumstances, impacts could extend to specialized equipment, health and safety, or connected energy systems.
  • How likely is a major national disruption? The DOE sources cited here do not provide a current, comparable probability or a quantified share of U.S. energy supply at risk.

How could a cyberattack affect energy infrastructure?

DOE’s Office of Cybersecurity, Energy Security, and Emergency Response (CESER) lists digital control-system and network breaches, hacking, malware, ransomware, data exfiltration, denial of service and operational disruption as threats to energy systems. An intrusion may aim to steal information or establish access; it does not automatically reach operational controls or cause an outage.

The operational distinction matters. Energy systems rely on information networks to monitor and control equipment, so a cyber incident can become more than a data-security problem if it affects the systems used to operate infrastructure. DOE’s Office of Electricity says incidents can interrupt the grid, damage highly specialized equipment, and threaten human health and safety. These are potential consequences, not outcomes established for every intrusion.

In a June 22, 2026 account of exercises for oil and natural gas operators, DOE said nation-state adversaries continue to pre-position in U.S. critical-infrastructure networks and that opportunistic actors are increasingly targeting OT and ICS in oil and gas. That is DOE’s threat assessment; it is not a public count of successful compromises, nor evidence that a disruptive attack is underway.

Could an attack on a pipeline affect electricity?

There is a credible route for disruption to cross between fuel and electricity systems because each depends on the other. DOE describes the relationship this way:

  • PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
System Dependency Why it matters
Oil and natural gas pipelines Electricity is needed to pump fuel. A loss of power can affect fuel movement.
Power plants that burn natural gas Natural gas is needed to generate electricity. A fuel disruption can affect electricity generation.

This mutual dependence creates a plausible path for cascading effects: an outage in one system could complicate operations in the other. It does not show that one cyber incident would necessarily cascade, or that a cascade would be nationwide. DOE’s exercise materials describe a planning concern, not a quantified forecast.

What has been observed, and what remains uncertain?

A DOE assessment published May 30, 2018, reported that no lasting physical or cyber-physical damage had been observed from cyberattacks and intrusions targeting U.S. electric utilities reported up to that point. The date and scope are essential: this was a historical finding about reported utility incidents available to that assessment, not a statement about all incidents through 2026 or proof that future attacks cannot cause damage.

The same assessment identified preparedness and response gaps, including cyber situational awareness and impact analysis, response roles, state energy planning, workforce expertise, supply-chain relationships, public-private information sharing and national preparedness resources. Those gaps help explain why potential consequences matter even when the available evidence does not establish a nationwide outage probability.

In the official sources covered here, there is no current comparable figure for the likelihood of a cyber-caused national energy outage, the share of supply exposed, or the current number of incidents that caused such a disruption. Threat warnings, counts of attempted attacks, and general outage modeling are not substitutes for that missing measure.

How are DOE and the sector reducing risk?

DOE describes CESER as the federal energy-sector risk-management office. Its programs address different parts of readiness and response; they are risk-reduction measures, not guarantees against an attack.

Threat analysis and information sharing

DOE describes the Energy Threat Analysis Center (ETAC) as combining industry data and context with government intelligence to develop threat analysis and mitigation strategies. The Cybersecurity Risk Information Sharing Program (CRISP) provides actionable cybersecurity information and situational awareness to participating U.S. electricity industry organizations. These efforts support awareness and coordination; the cited program descriptions do not quantify how much they reduce outage risk.

Baselines for distribution systems and distributed energy resources

In a March 11, 2024 article, DOE described cybersecurity baselines for electric distribution systems and distributed energy resources (DERs), with implementation guidance for state utility commissions, distribution utilities, and DER operators and aggregators. Baselines offer common risk-reduction practices and a starting point for implementation; they are not a guarantee of security.

Research, exercises and response

DOE’s grid cybersecurity work includes secure communications, cyber-resilient OT architectures, situational awareness, detection and response. For oil and gas operators, DOE’s June 2026 account describes preparedness exercises to test emergency mechanisms and coordination, as well as CyberStrike training on defending OT systems. CESER also describes response and restoration coordination. The materials establish that these activities exist, but do not supply comparative effectiveness estimates or a quantified reduction in national outage risk.
