Yes—you can use an Android phone as a retro-gaming setup without paying for emulator software or a controller. RetroArch is one free option, and you can start with on-screen touch controls. You will still need compatible game files that you have the legal right to use; free emulator software does not make commercial games free to download.
What you need for a free setup
- An Android phone compatible with the RetroArch version you choose.
- RetroArch, a free, open-source emulator frontend.
- A suitable libretro core for the system you want to emulate. A core is the component that handles emulation for a particular system.
- Game files you are legally entitled to use.
A controller is optional: RetroArch can be played with touch controls. A compatible wired or Bluetooth gamepad can make play feel more like using a console, but it is an optional comfort upgrade rather than a requirement.
Choose a RetroArch Android build
RetroArch’s Google Play versions and website build do not necessarily offer the same features. The Google Play listing says its RetroArch version has no Core Downloader and supports up to 50 cores. The listing describes RetroArch Plus, also free on Google Play, as supporting up to 127 cores and requiring Android 8.0 or later. These are listing details that can change as the app is updated, so check the current listing and your device’s Android version before installing.

RetroArch’s interface documentation describes an Online Updater for downloading cores and other components, but the Play Store limitation means the exact route depends on the build. RetroArch also has a content downloader for free games and other downloadable content; that does not mean its catalog includes commercial games you can freely download.

Set up RetroArch and start a game
- Install RetroArch. Choose a Google Play version or the official website build, and confirm that it is compatible with your phone.
- Get a suitable core. In a build with the Core Downloader, use RetroArch’s Online Updater to find and download a core for the system you intend to emulate. If your build does not include the downloader, follow the official instructions for that build rather than assuming the same menu is available.
- Open a game file you may lawfully use. Load the file through RetroArch and select the compatible core if prompted. Menus and labels can vary between versions.
- Try touch controls first. On-screen controls let you test the setup without buying a gamepad. RetroArch’s interface documentation says game controllers are its preferred way to navigate, but a controller is not required to play.
Connect a controller if you want one
Android Help says: “You can connect your game controller using either a wired connection or Bluetooth.” Use a compatible cable for a wired gamepad, or pair a Bluetooth controller through Android Settings > Connected devices > Pair new device. The exact labels may vary by Android device and version.
RetroArch says common controllers may configure automatically and also supports manual mapping. Automatic setup is not guaranteed for every phone-and-controller combination. If buttons or joysticks do not behave as expected, check Android’s controller settings and adjust the controller mapping in RetroArch. A gamepad can also let you hide touchscreen overlays, if the relevant option is available in your version.

Does RetroArch come with games?
RetroArch includes tools for downloading cores, components, and some free content. That is not the same as providing a library of commercial games that are free to download. Availability and rights depend on the particular game and the law where you live; do not assume that finding a game file online makes its use lawful.
Nintendo of America Support states in its FAQ that “The uploading and downloading of pirate copies of Nintendo games is illegal,” and says that games shared through peer-to-peer networks or third-party file links are unauthorized copies. That is Nintendo’s stated position about Nintendo games, not a complete legal guide for every publisher or jurisdiction. Use only game files you are entitled to use under the rules that apply to you.
