TSMC is the safest choice today for a production AI accelerator that needs proven leading-edge volume, broad customer support and advanced packaging. Samsung Foundry publicly supports 2nm-and-beyond logic for AI and high-performance computing (HPC), but its cited public materials do not provide the same dated volume, yield or customer-scale evidence. Intel Foundry has ramped its 18A process into high-volume production and offers an integrated U.S.-based foundry and packaging proposition; its challenge is proving sustained external-customer scale and the economics of future nodes.
The right comparison is therefore not just “which company has the smallest number?” It is a decision across transistor technology, yield, available capacity, chiplet and high-bandwidth-memory (HBM) packaging, design enablement, geography and the commercial risk of a long product life.
What “advanced AI chip manufacturing” means
An AI accelerator is a system of tightly matched components rather than a bare logic die. The manufacturing partner must be able to deliver a suitable logic process, high enough yield for the die size, enough wafers at the required ramp rate, and packaging that connects compute chiplets to HBM and to one another.

A smaller advertised node can improve transistor density, power efficiency or performance, but node names are not directly comparable between companies. A design team must evaluate the actual design rules, standard-cell libraries, SRAM options, analog and I/O support, voltage characteristics and performance targets in the process design kit (PDK).

Yield and scale determine whether a design ships
Large AI dies are unusually sensitive to defect density. A process may be technically capable of producing a device yet still be unsuitable for millions of accelerators if good-die output, wafer starts or packaging throughput is insufficient. Customer qualification, predictable cycle time and a credible ramp plan matter as much as the first successful wafers.
Packaging is part of the product
Modern accelerators often combine several compute dies, I/O dies and HBM stacks. Interconnect density, thermal performance, known-good-die handling and package assembly capacity can limit the system before transistor density does. TSMC cites CoWoS, InFO, SoIC and COUPE; Intel cites EMIB, EMIB-T and Foveros for chiplet and advanced-package designs.

TSMC: the benchmark for production-scale AI accelerators
What is demonstrated
TSMC’s 2025 annual report says its 2nm technology entered high-volume manufacturing in the fourth quarter of 2025 with good yield and that the company expected a fast ramp in 2026. It scheduled N2P and A16 volume production for the second half of 2026, with A14 planned for 2028.

These are company-reported 2025 totals, not an independent comparison of every foundry’s output.
Why the scale matters for AI
AI accelerators tend to be large, expensive dies whose economics improve sharply when a foundry can spread learning across many products and customers. TSMC’s product and customer breadth provides evidence of a mature production system, while its high share of advanced-node revenue indicates that leading-edge processes are not an isolated laboratory offering.

Capacity and geographic expansion
TSMC says its second Arizona fab is expected to enter high-volume manufacturing in the second half of 2027. Its second Japan fab is planned for 3nm production to meet AI demand. Those dates are forward-looking company plans, so a sourcing team should verify the exact site, process and qualification status that will apply to its own program.
Packaging options
For AI systems, TSMC’s named portfolio covers multiple integration levels. CoWoS targets high-density 2.5D integration commonly used to place logic beside HBM. InFO addresses fan-out integration, while SoIC supports three-dimensional stacking. COUPE is listed among the company’s advanced packaging technologies. The relevant question is not whether a package exists, but whether the required package size, HBM configuration, thermal design and monthly capacity are available during the product ramp.

- Leading-edge capacity is allocated across many large customers, so a design win does not automatically guarantee the wafer starts or package slots a new program needs.
- Package availability can become the bottleneck even when logic wafers are on schedule.
- A geographically diversified plan may require separate qualification for facilities in Taiwan, the United States or Japan.
Samsung Foundry: a credible 2nm contender with less public scale detail
What Samsung publicly claims
Samsung Foundry’s official process description says its logic portfolio runs from 180nm to 2nm and beyond. It presents continuous advances from high-k metal gate and FinFET through extreme-ultraviolet lithography and gate-all-around technology, and says those advances support AI/ML, HPC, crypto, mobile and automotive products.
That establishes a stated technical path to 2nm logic and beyond. It does not, by itself, establish the number of 2nm wafers in volume production, the achieved yield for a particular large AI die, or the number of customers shipping on that node.
When Samsung can make sense
- A program needs a qualified second source for leading-edge logic.
- The design fits Samsung’s available 2nm design rules, libraries and IP, and the foundry can reserve the required wafer and package capacity.
- Commercial terms, location or supply-chain diversification outweigh the value of the largest publicly documented production footprint.
Questions to ask before committing
- Which exact 2nm variant, transistor architecture and design-rule release applies to the project?
- What silicon-proven SRAM, I/O, analog, SerDes and HBM interfaces are available in the current PDK?
- What yield range has been demonstrated for a die of the project’s size and defect sensitivity?
- What monthly wafer starts and packaging capacity can be contractually reserved during ramp?
- Which external customers have completed qualification on the same process, and what non-confidential schedule evidence can be shared?
Intel Foundry: 18A capability paired with an external-customer challenge
What 18A adds
Intel’s 2025 Form 10-K says the company ramped Intel 18A into high-volume production in 2025 and is seeking to establish it as its first significant node for government and enterprise foundry customers. Intel describes 18A as its most advanced leading-edge node, combining RibbonFET gate-all-around transistors with PowerVia backside power delivery.

Intel is also designing 14A from the outset for external customers. Its external-foundry offer includes wafer fabrication, advanced packaging, chiplet integration and design-enablement services, including EDA tools, PDKs and foundation IP.
Why the integrated offer is relevant to AI
An accelerator company can sometimes reduce integration risk by using one provider for wafers, chiplets, package assembly and parts of the design flow. Intel lists EMIB and EMIB-T for bridge-based chiplet integration and Foveros for three-dimensional stacking. These options can be evaluated alongside HBM attachment, package thermal limits and the electrical requirements of the system.
The commercial risk disclosed by Intel
Intel states that without a significant external customer for 14A it may pause or discontinue 14A and successor nodes. It also says only a few foundries—currently TSMC and Samsung—can produce the leading-edge and near-leading-edge nodes needed for its future products. For a customer planning a product over several generations, that disclosure makes external demand, funding and roadmap continuity a contractual diligence item rather than a marketing assumption.
When Intel is attractive
- The product benefits from a U.S.-based manufacturing option or from supply-chain diversification.
- The design needs close coordination between wafer fabrication, chiplet integration and advanced packaging.
- The team is prepared to qualify 18A-specific libraries, IP and design rules and to verify the foundry’s external-customer capacity for the intended ramp.
Which process node do AI chips use?
There is no single “AI node.” Different dies in one accelerator can use different processes: compute tiles may use a leading-edge node, while I/O, analog, cache, power-management or connectivity dies use an older and cheaper process. The best choice depends on performance per watt, SRAM density, die size, yield, package constraints and product volume.
| Foundry | Node information in the cited disclosures | Interpretation for an AI design |
|---|---|---|
| TSMC | 2nm high-volume manufacturing began in 4Q 2025; N2P and A16 were scheduled for 2H 2026; A14 is planned for 2028. | A clear multi-generation leading-edge roadmap with a disclosed production milestone. |
| Samsung Foundry | Logic portfolio described as 180nm to 2nm and beyond. | A public 2nm capability claim; production scale and yield must be established for the specific project. |
| Intel Foundry | 18A ramped into high-volume production in 2025; 14A is being designed for external customers. | A leading-edge option with gate-all-around and backside power technology, subject to external-customer qualification and roadmap economics. |
Packaging, chiplets and HBM can decide the winner
Start with the package specification
Before selecting a wafer node, define the number and size of logic dies, HBM generation and stack count, interposer or bridge requirements, power delivery, thermal interface, package dimensions and test strategy. A foundry that can print the logic but cannot supply the required package at the launch rate is not a complete manufacturing solution.

Compare the named approaches
- TSMC: CoWoS, InFO, SoIC and COUPE provide options spanning 2.5D, fan-out and three-dimensional integration.
- Intel: EMIB, EMIB-T and Foveros address bridge-based and stacked chiplet architectures.
- Samsung: The cited material establishes its logic-process range but does not specify comparable packaging products, capacity or qualification data.
Check HBM allocation separately
HBM availability is controlled by memory suppliers and package assembly capacity as well as by the logic foundry. Ask each candidate who owns HBM procurement, how many stacks per package are supported, what happens if a stack is defective, and whether package test capacity grows with wafer starts.
Design enablement and customer access
PDK and EDA readiness
A leading-edge node is usable only when the PDK, standard-cell libraries, memory compilers, interface IP, physical-verification decks and EDA-tool flows are mature enough for the design schedule. Intel explicitly includes EDA tools, PDKs and foundation IP in its external-foundry offer. For every foundry, request release dates, supported tool versions, silicon-proven IP lists and escalation procedures.
External-customer experience
Ask for a complete path from architecture review to tape-out, wafer sort, package assembly, final test and volume shipment. Important evidence includes reference designs, non-confidential yield-learning milestones, engineering-lot timing and the customer-support team assigned to the account.
Capacity reservation
Get wafer starts, mask-set timing, package slots and test capacity in the same supply agreement. A nominal node reservation without package capacity can leave an AI product unable to ship.
Geography, export controls and resilience
Location can affect customer requirements, government incentives, logistics, disaster recovery and export-control obligations. TSMC’s disclosed Arizona and Japan expansion plans may support regional sourcing, while Intel’s U.S.-based proposition can matter to government and enterprise buyers. Samsung’s exact site and capacity should be confirmed for the selected process rather than inferred from the company’s global footprint.

For sensitive AI products, map which design files, equipment, HBM, substrates and finished packages cross borders. A dual-source strategy is valuable only if the second source has compatible IP, packaging, test and software qualification; otherwise it may add cost without providing usable continuity.
Decision framework: choosing among the three
| If your priority is… | Start with… | Validate before signing |
|---|---|---|
| Highest confidence in demonstrated advanced-node production scale | TSMC | Specific wafer and CoWoS/package allocation, ramp dates and regional-site qualification. |
| A second leading-edge source with a 2nm path | Samsung Foundry | Process-specific yield, customer references, PDK maturity, wafer starts and package capability. |
| 18A plus U.S.-based fabrication and integrated packaging | Intel Foundry | External-customer schedule, 18A capacity, IP readiness and continuity assumptions for 14A. |
| Chiplet-heavy architecture | TSMC or Intel, based on package requirements | Bridge/interposer or stacking configuration, HBM supply, thermal model and package test throughput. |
| Fastest path to volume | The supplier with proven capacity for your die and package | Signed wafer, assembly and test commitments rather than a node announcement alone. |
A practical qualification process
- Freeze the system target. Document performance per watt, memory bandwidth, die size, HBM stacks, package dimensions, thermal design power and annual units.
- Shortlist process variants. Compare the actual PDK, transistor options, SRAM density, I/O and analog support—not just 2nm, 18A or another marketing label.
- Run design-for-manufacturing reviews. Have the foundry analyze critical paths, SRAM, power integrity, backside-power constraints, lithography hotspots and expected die yield.
- Prototype the package early. Build electrical and thermal models for HBM, bridges, interposers and stacked dies before tape-out.
- Audit the supply plan. Verify wafer starts, mask capacity, package substrates, HBM allocation, assembly, final test and regional logistics for each ramp phase.
- Negotiate continuity. Define engineering-lot milestones, yield targets, recovery plans, change-control rules and what happens if a future node or package is delayed.
- Make a two-source decision deliberately. A second foundry is worthwhile only when the design, IP, package and software stack can be qualified there within the product’s schedule.
Common mistakes and how to avoid them
Choosing by node name alone
Node labels do not reveal SRAM density, usable area, yield or package throughput. Compare the complete process and design kit.
Confusing a technology announcement with volume supply
Require a dated high-volume milestone, current capacity and a plan for the exact die and package. TSMC’s 2nm milestone is explicitly dated; Samsung’s cited page is a portfolio statement; Intel’s 18A disclosure identifies a 2025 ramp but also highlights the need to build external demand.
Recommended Free Tools
Ignoring package constraints
Model HBM, thermal and assembly limits at the architecture stage. A logic-only business case can fail when the package cannot be built at launch volume.
Leaving future-node continuity undefined
Long-lived AI platforms need a written plan for successor nodes, IP migration and requalification. Intel’s disclosure about potentially pausing 14A and successor nodes shows why this belongs in commercial diligence.
Bottom line
For most organizations seeking to ship an advanced AI accelerator now, TSMC is the default benchmark because it combines a dated 2nm high-volume milestone with unusually clear 2025 evidence of wafer, product and customer scale and a broad named packaging portfolio. Samsung Foundry is a technically credible alternative for teams whose design and sourcing plan fit its 2nm path, but buyers need to obtain project-specific proof of yield, capacity and package readiness. Intel Foundry is a serious 18A option—especially when U.S. manufacturing and integrated chiplet packaging matter—yet its external-customer scale and the economic continuity of later nodes require explicit validation in the contract.
