Neither a Treasury nor a certificate of deposit is always the better choice. Match the security or CD to the date you need the money, compare current like-for-like yields, then weigh access, taxes and the type of protection you receive. A CD normally keeps your money in a bank account for a stated term and may charge an early-withdrawal penalty. A marketable Treasury can be sold before maturity, but its market price may be higher or lower than what you paid.
What “Treasury bonds” and CDs actually are
Consumers often use “Treasury bonds” to mean any U.S. Treasury security. Technically, Treasury bonds are the long-term product within a broader family of marketable securities. TreasuryDirect identifies five types: bills, notes, bonds, Treasury Inflation-Protected Securities (TIPS) and Floating Rate Notes (FRNs). All are backed by the full faith and credit of the United States, and marketable securities can be transferred or sold before maturity.
| Security | Typical term or structure | How interest or principal works |
|---|---|---|
| Treasury bills | Four weeks to 52 weeks | Sold at a discount or at par; you receive face value at maturity, and the difference between the purchase price and face value is the interest. |
| Treasury notes | 2, 3, 5, 7 or 10 years | Pay a fixed interest rate every six months. |
| Treasury bonds | 20 years and the historically associated 30-year term | Pay interest every six months. |
| TIPS | 5, 10 or 30 years | Principal is adjusted for inflation or deflation; interest is paid every six months on the adjusted principal. |
| Floating Rate Notes | Two years | Interest is linked to the discount rate for 13-week Treasury bills and is paid quarterly. |
A CD is a term deposit account offered by a bank or credit union. You agree to leave the deposit for a specified period in exchange for the institution’s stated rate or annual percentage yield (APY). The exact term, rate and early-withdrawal provision are set by the particular offer. The Consumer Financial Protection Bureau (CFPB) advises choosing a maturity based on when you expect to need the money.
Quick comparison: Treasury security or CD?
| Decision factor | Treasury security | CD |
|---|---|---|
| Term and cash-flow match | Choose among bill, note, bond, TIPS or FRN maturities and payment schedules. | Choose a stated deposit term that ends when you expect to need the funds. |
| Yield | An auction determines the rate for a new issue. A secondary-market purchase or sale has a price and yield that depend on the market at that time. | Compare the offer’s rate or APY and term on the purchase date. |
| Access before maturity | A marketable security may be sold, but the sale price can produce a gain or loss compared with your purchase price. | Early withdrawal generally involves the bank or credit union’s penalty; the amount and rules are product-specific. |
| Protection | Not FDIC-insured. Backed by the full faith and credit of the United States. | An eligible bank CD is FDIC-insured within the applicable limits. A credit-union CD uses the credit union’s applicable NCUA insurance. |
| State and local tax | Interest from Treasury marketable securities is subject to federal tax but exempt from state and local taxes. | Do not assume the Treasury exemption applies. Check the tax treatment for the specific account and your circumstances. |
Which is safer?
What protects a CD
FDIC deposit insurance covers eligible deposits, including CDs at an FDIC-insured bank, up to $250,000 per depositor, per insured bank, per ownership category. Deposits held in the same ownership category at the same bank are aggregated. Before opening a CD, confirm that the institution is FDIC-insured and include your other deposits there when checking the limit.

If the account is at a credit union rather than a bank, verify the credit union’s applicable NCUA insurance and coverage rules. “CD” describes the term deposit; it does not by itself tell you which insurance system applies.
What protects a Treasury
The FDIC explicitly excludes U.S. Treasury bills, notes and bonds from FDIC insurance. A Treasury is a government security, not a bank deposit. TreasuryDirect describes marketable Treasuries as backed by the full faith and credit of the United States. Those are different forms of protection, so do not add FDIC coverage to a Treasury comparison.
For a safety decision, identify the risk you are trying to avoid: an insured-bank deposit limit, the creditworthiness of the U.S. government, or the possibility that you will need to sell before maturity. The word “safe” does not remove the need to check those distinctions.

What happens if you need the money early?
CDs: a contractual penalty
The CFPB states: “Withdrawing money early means paying a penalty fee to the bank.” The agency’s CD explainer was last reviewed August 28, 2026. Penalties differ by product, so read the withdrawal section before opening the account. A CD may be a good fit when you can leave the money untouched for the entire term, but a headline APY is not the complete cost of an early exit.
Marketable Treasuries: a market-price sale
You can sell a marketable Treasury before its maturity through the market, but you receive the prevailing market price. That price may be above or below the amount you paid. A sale is therefore not the same as withdrawing a CD at par. Interest rates, time remaining and market demand can affect the price. If you need a known amount on a specific date, selecting a maturity that reaches that date avoids relying on an uncertain sale price.

Before buying, write down the earliest date on which the money might be needed. If that date is uncertain, keep the emergency portion in an account designed for ready access instead of assuming either a CD or a Treasury can always be exited without a cost.
Which pays more?
There is no permanent winner. Treasury auction yields and CD rates change, and a meaningful comparison must use the same date, a comparable maturity or expected holding period, and the actual transaction terms.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- For a new Treasury bought at auction, compare the auction yield that applies to the issue you can actually purchase. TreasuryDirect does not reveal the final interest rate in advance; the rate is set at auction.
- For a Treasury bought or sold in the secondary market, use the current price and yield for that specific security, including any transaction costs shown by the provider.
- For a CD, compare the stated rate or APY, term, minimum deposit if any, and early-withdrawal penalty on the date you open it.
- Compare the amount you expect to receive at the same end date. A six-month CD and a 10-year Treasury are not like-for-like alternatives simply because both are described as fixed income.
Do not treat an advertised rate from one date as a current recommendation. Rates, yields and market prices need to be checked again when you are ready to invest.
Tax differences that can change the result
Interest from Treasury marketable securities—including bills, notes, bonds, TIPS and FRNs—is subject to federal tax and exempt from state and local taxes. That exemption can matter to a resident of a state or locality with income tax, but the benefit depends on your own taxable income and jurisdiction.
The available information does not establish a universal CD tax result. Do not assume that a CD receives the same state and local exemption as Treasury interest. Check the applicable tax guidance for the particular CD and your circumstances, especially when comparing after-tax returns. Tax treatment can change the ranking even when a pre-tax rate looks higher.

Choose by goal and time horizon
You know exactly when the money is needed
Start with the spending date—such as a tuition bill, tax payment or planned purchase—and work backward. A CD whose stated term ends near that date gives you a contractual maturity, while a Treasury bill or note can be selected for a matching maturity. Avoid choosing a longer instrument merely because its quoted rate is higher if you will need to sell or withdraw early.

Compare CD offers after confirming the institution’s insurance and adding your existing deposits in the same ownership category. Read the early-withdrawal language before focusing on APY. If your total deposits could exceed the applicable FDIC limit at one bank, evaluate how the accounts are categorized and insured rather than assuming every dollar has the same coverage.
You value federal-government backing or state-tax exemption
Compare Treasury securities with maturities and cash flows that fit the plan. Their backing is different from FDIC insurance, and their interest receives the stated state and local tax treatment. Keep the market-price risk in view if you might sell before maturity.
You want inflation-linked principal
TIPS deserve a separate comparison. Their principal is adjusted for inflation and deflation, and the six-month interest payments are calculated on the adjusted principal. A fixed-rate CD does not provide that same inflation adjustment, so it is not an interchangeable substitute.
You may need flexibility
Compare the actual exit mechanism, not just the label “fixed income.” A CD uses the institution’s early-withdrawal rules; a marketable Treasury uses a market sale. Decide which uncertainty—an explicit penalty or an uncertain sale price—you can manage, and keep the maturity aligned with your likely cash need.

A practical step-by-step comparison
- Set the objective and date. Write down the amount, the earliest possible withdrawal date and the date by which the money must be available. Separate emergency cash from money that can remain invested.
- Choose the comparable horizon. For a CD, use its stated term. For a Treasury, use the maturity you intend to hold or the period for which you expect to invest. Do not compare unlike terms.
- List the candidate products. Consider a bill for a short horizon, a note or bond for a longer fixed schedule, TIPS when inflation-linked principal is central, or an FRN when its floating-rate structure fits. For CDs, list offers with the required term and institution type.
- Record the live economics. Capture the Treasury’s auction or market yield and price, or the CD’s APY and term, on the same date. Include any stated purchase or transaction cost.
- Check the exit terms. Write the CD’s early-withdrawal penalty next to the Treasury’s possible market-price gain or loss. If either outcome would disrupt the plan, select a shorter maturity or keep a separate liquid reserve.
- Check protection and taxes. Confirm FDIC or NCUA coverage for a deposit, or the Treasury’s government backing. Apply the Treasury state and local tax exemption where it legally applies, and obtain appropriate tax guidance for the CD comparison.
- Calculate the amount at the target date. Use the promised maturity value for a CD or a Treasury held to maturity. If you may sell a Treasury early, treat the proceeds as unknown rather than promising recovery of the original principal.
- Document the decision. Save the rate, term, maturity date, insurance status, penalty terms and purchase date. Recheck the details immediately before placing the order because rates and offers change.
How to buy Treasury securities
TreasuryDirect auction purchases
Treasury marketable securities can be purchased at auction through TreasuryDirect. TreasuryDirect accepts noncompetitive bids. With a noncompetitive bid, you agree to accept the yield determined at the auction, so the final rate is not known when you schedule the purchase.
Banks, brokers and dealers
A bank, broker or dealer can accept competitive and noncompetitive bids. These providers may also offer access to the secondary market, where the price of an existing Treasury reflects current market conditions. Confirm whether you are buying a new issue or an existing security and review the displayed price and yield before submitting the order.
What to verify before submitting an order
- The security type, maturity date and payment schedule.
- Whether the order is an auction purchase or a secondary-market transaction.
- The yield or price shown for the specific order, and any transaction charge.
- How the security will be held and how you would sell it if your plan changes.
How to evaluate a CD offer
- Confirm the institution. Determine whether it is an FDIC-insured bank or a credit union with the applicable NCUA insurance.
- Match the maturity. Select a term that fits the date you expect to need the money, rather than automatically choosing the longest term.
- Read the rate definition. Record the stated rate or APY, compounding details shown in the offer and the date the quote applies.
- Read the early-withdrawal clause. Identify the penalty, how it is calculated and any restrictions on partial withdrawals.
- Check your coverage total. Add other deposits held in the same ownership category at that institution when considering the $250,000 FDIC limit.
- Save the confirmation. Keep the maturity date, renewal instructions, insurance information and penalty terms so you can act before an automatic renewal if the account provides one.
Common mistakes and how to avoid them
Calling every Treasury a “bond”
A four-week bill, a five-year note, a 30-year bond and a 10-year TIPS have different maturities, cash flows and inflation exposure. Name the actual security before comparing it with a CD.
Comparing a Treasury’s coupon with a CD’s APY
A Treasury’s coupon, auction yield and secondary-market yield are not interchangeable labels. Use the current yield and price for the transaction you can make; use the CD’s current APY and term for the account you can open.
Assuming early access means principal is guaranteed
A CD can impose a penalty, while a Treasury sale can produce a market loss. Neither mechanism should be described as cost-free access before maturity.

Ignoring the insurance category
FDIC coverage is limited by depositor, insured bank and ownership category, with accounts in the same category aggregated. A Treasury is not part of that insurance system.
Assuming the tax result is identical
Treasury marketable-security income has the federal-tax and state/local-tax treatment described above. A CD may not receive the same state and local treatment, so verify the applicable rules instead of copying the Treasury result.
Locking up money needed for emergencies
Before opening a long-term CD or buying a longer Treasury, reserve cash for expenses whose timing is uncertain. A product that fits the return objective but not the liquidity need can force an avoidable penalty or market sale.
Illustrative choices without relying on a rate forecast
A known expense in nine months
Start by looking for a maturity close to the expense date: a bill with an available term near the horizon or a CD whose term ends before the payment is due. Compare the live yield or APY and confirm that you will not need to exit early. A 10-year instrument is not a better comparison merely because its quoted rate appears attractive.
Long-term money in a state with income tax
Compare a Treasury note or bond with a CD of a similar intended holding period. Include the Treasury’s state and local tax exemption in the after-tax analysis, then check the CD’s applicable tax treatment. If you might sell the Treasury before maturity, model the possibility of a different market price.
Money that may be needed unexpectedly
Neither a penalty schedule nor a market quote provides the certainty of an immediately available cash account. Keep the uncertain-expense reserve liquid, and use a CD or Treasury only for the portion whose timing you can reasonably match to the maturity or sale plan.
Questions to answer before you invest
- What exact date do I need the money, and could that date move earlier?
- Am I comparing the same horizon and the same investment date?
- For a CD, is the institution insured and what is the exact early-withdrawal penalty?
- For a Treasury, is this an auction order or a secondary-market purchase, and what price would apply if I sold?
- Does the state and local tax treatment materially change the after-tax result?
- Would a fixed-rate product meet the goal, or is inflation-linked principal through TIPS relevant?
Bottom line
Choose a CD when its stated term, insured-deposit structure and penalty rules fit a known holding period. Choose a Treasury security when its maturity, government backing, cash-flow design or state and local tax treatment better fits the plan. In either case, compare current, like-for-like offers and make the maturity match the date you need the money; the label alone does not determine the better investment.
