There is no universal winner. A high-yield savings account (HYSA) is usually the better home for cash you may need to move quickly and unpredictably. A Treasury bill (T-bill) can fit money with a known use date because its maturity and purchase price establish the holding period. When rates are changing, decide by matching the account or bill to your cash date, comparing the current after-tax result, and weighing access, protection and rate-reset risk—not by choosing whichever headline rate looks higher.
No same-date, directly comparable T-bill yield and named-account APY is established here. Check the latest auction result and the specific bank’s current disclosures on the day you decide.

Treasury bills have a fixed maturity
A T-bill is a short-term U.S. government security sold at a discount to its face value (or, in some cases, at par). Treasury offers 4-, 6-, 8-, 13-, 17-, 26- and 52-week maturities. The 52-week bill is auctioned every four weeks; the shorter regular terms are generally auctioned weekly. The minimum purchase is $100, in $100 increments. TreasuryDirect’s product description explains that “When they mature, you are paid its face value.”

Your return is the difference between what you paid and the face value received at maturity. For example, a bill with a $100 face value bought below $100 returns $100 at maturity; the difference is the interest. Interest is paid at maturity rather than as a monthly deposit. See Treasury’s Treasury Bills page and Treasury’s Treasury Bills FAQs for current terms and mechanics.
High-yield savings accounts have a variable rate
An HYSA is a deposit account whose annual percentage yield (APY) can change after you open it. The advertised APY is therefore a current rate, not a promise that lasts for your entire holding period. Federal disclosure rules define variable-rate accounts and require disclosures about rates, APY, fees and features; the Consumer Financial Protection Bureau’s Regulation DD definition and the Federal Reserve’s Regulation DD summary explain the framework.
Read the account’s current rate sheet and agreement for minimum balances, APY qualification tiers, transfer timing, fees and any limits. A rate can reset upward or downward as market conditions and the institution’s pricing change.

A savings account resets while your money stays available
If market rates fall, an HYSA can reduce its APY without you selling anything. If rates rise, the account may increase its APY, although the timing and size of any change are determined by the institution. This gives you ongoing exposure to rate changes and avoids locking a rate for a fixed term.
A purchased bill locks its auction discount for the term
The discount on a bill is set at auction for that maturity. Holding it to maturity gives you the stated face-value payment, regardless of rate movements after the auction. The trade-off is reinvestment risk: when the bill matures, a new bill may offer a lower or higher discount.

Use a same-day comparison. Match the bill’s term with the period you can leave the money untouched, and compare the bill’s annualized yield with the HYSA’s current APY after considering taxes, fees and access conditions. Historical averages and promotional APYs do not establish a future return.
Access, timing and early exit
When an HYSA is the practical fit
A savings account is designed for deposits and withdrawals. You can request a transfer when an expense arises, subject to the bank’s processing schedule, cut-off times, linked-account verification and any account-specific restrictions. Confirm how long an external transfer normally takes before treating the balance as emergency cash.

The Federal Reserve removed the federal six-per-month convenient-transfer ceiling from Regulation D in 2020. Banks may still impose their own contractual limits or fees, so the absence of a federal ceiling does not guarantee unlimited or instant transfers. The Federal Reserve’s savings-deposit FAQ describes the change.
When a T-bill’s maturity fits
A bill pays face value on its scheduled maturity date. If you can wait until that date, no sale is needed and the maturity payment is predictable under the security’s terms. TreasuryDirect and many banks or brokers provide purchase channels; Treasury’s T-bills in depth page describes those channels and pricing.
What happens if you need the money early
You can sell a T-bill before maturity, but that is a market transaction, not an on-demand withdrawal at a guaranteed value. The sale price can be above or below your purchase price as market yields move. Your bank or broker’s order process, spread, fees, trading hours and settlement timing also matter. A bill that matures after your emergency date should not be counted as instantly available unless you have a tested sale-and-transfer process and can tolerate price uncertainty.

Protection and credit structure
FDIC coverage for eligible deposits
Eligible deposits at an FDIC-insured bank are generally insured up to $250,000 per depositor, per insured bank, per ownership category. Balances are aggregated according to ownership rules, so accounts at the same bank can share a limit. Confirm that the institution is FDIC-insured and calculate combined balances using the FDIC’s Deposit Insurance FAQs.
Treasury bills are government obligations
A T-bill is a direct obligation of the U.S. government, not an insured bank deposit. Its protection framework is therefore different from FDIC insurance. Do not treat the two labels as interchangeable or make an absolute “safest” ranking from this distinction alone; evaluate the legal structure, your access needs and your concentration risk.
Tax treatment to include in your comparison
Treasury bill interest
T-bill interest is subject to federal income tax but exempt from state and local income taxes. IRS Publication 550 (2025) states that a bill’s discount is generally reported when the bill is paid at maturity. The timing and amount shown on your tax documents can depend on how and where you hold the security, so retain purchase and maturity records.
Compare your own after-tax result
Use the tax rules that apply to your residence, filing status and account. A quoted APY or bill yield is not an after-tax return. If state or local income tax is significant, the T-bill exemption can change the comparison even when a savings APY appears higher before tax. Obtain professional advice for unusual holdings or tax situations.
Side-by-side decision table
| Decision factor | Treasury bill | High-yield savings account |
|---|---|---|
| Return mechanism | Buy below face value (or at par); receive face value at maturity. The discount is the interest. | Variable APY credited under the account’s terms; the rate can change after opening. |
| Available terms | 4, 6, 8, 13, 17, 26 and 52 weeks; the 52-week term is auctioned every four weeks and shorter regular terms generally weekly. | No fixed maturity; you keep the account open subject to its agreement. |
| Minimum | $100, in $100 increments. | Set by the institution and account agreement. |
| Access | Face value at maturity; earlier access requires a sale whose price and settlement are market-dependent. | Deposits and withdrawals or transfers subject to bank processing and account terms. |
| Rate exposure | Discount is set at auction for the chosen term; reinvestment rate is unknown at maturity. | APY can reset as the institution changes its variable rate. |
| Protection framework | U.S. government obligation. | Eligible deposits at an FDIC-insured bank generally covered up to $250,000 per depositor, per bank, per ownership category. |
| Tax point established here | Federal taxation; state and local income-tax exemption. Discount generally reported at maturity. | Review the account’s tax reporting and your own tax rules; this article does not establish a detailed savings-interest comparison. |
A decision process for volatile-rate periods
- Write down the cash date. Separate money needed this week or month from money you can leave untouched for 4, 13, 26 or 52 weeks. Use the earliest realistic date, not an optimistic one.
- Classify the access requirement. If an unexpected bill could require same-day action, keep that portion in an account with a transfer process you understand. If the date is known and a delay is acceptable, a bill’s maturity may fit.
- Check current figures on the same date. Look up the latest Treasury auction result for the exact term and the HYSA’s current APY, then read fees, minimums, eligibility conditions and transfer rules. Do not compare a promotional APY with an old auction result.
- Convert to an after-tax, net figure. Include the T-bill’s federal-tax treatment and state/local exemption, any account fees and any cost of selling early. Use your own marginal tax circumstances rather than a generic tax rate.
- Check protection and concentration. For a bank account, verify FDIC status and aggregate balances by ownership category. For bills, understand that you hold a government security rather than an insured deposit.
- Select one product or split the cash. You can keep an operating reserve in an HYSA and schedule bills for dates beyond that reserve. Splitting reduces the chance that a single maturity or transfer delay disrupts a payment.
- Recheck at each maturity or rate review. A maturing bill must be reinvested at the then-current auction conditions, while an HYSA may have changed its APY. Reassess instead of assuming today’s choice remains optimal.
Using T-bills without creating a cash shortfall
Build a maturity ladder
A ladder divides money among bills maturing on different dates instead of putting every dollar into one term. For example, amounts can mature in successive 4-, 13- or 26-week windows that match planned expenses. The ladder creates periodic liquidity while preserving the ability to lock portions of the balance for longer terms.

Choose maturity dates with a buffer for weekends, holidays, transfer time and any settlement delay. Do not schedule a bill to mature on the same day a payment must clear if the proceeds need to move between institutions.
Use a bill only for money with a defined horizon
Match the maturity to a tax payment, tuition installment, renovation deposit or other dated obligation. Keep a separate immediately accessible reserve for expenses whose timing or amount is uncertain. The known-date portion can earn a term-specific discount without relying on an early sale.
Understand reinvestment risk
When a bill matures, the next auction may offer a different yield. A ladder spreads that decision across dates, but it does not guarantee a particular future rate. If rates fall, newly purchased bills may earn less; if rates rise, keeping all cash in a previously purchased bill means you do not benefit until maturity and reinvestment.
Opening and using an HYSA carefully
- Confirm the legal institution. Identify the bank holding the deposit and verify FDIC insurance rather than relying only on a marketing name.
- Read the current disclosures. Record the APY, whether it is variable, balance tiers, minimum opening or ongoing balance, fees, and any conditions for earning the advertised APY.
- Test the transfer path. Link the account, learn verification and cut-off times, and confirm how withdrawals reach your spending account. A high APY is not useful for a bill you cannot pay on time.
- Set a rate-review rule. Check the APY and terms at a regular interval or after a major rate change. If the rate falls, compare alternatives using the same access and protection requirements.
- Stay within insurance limits or document the structure. Aggregate balances at the same insured bank and ownership category. If your cash exceeds a limit, decide whether to distribute it according to the applicable rules or use another structure after obtaining qualified advice.
Common mistakes and how to avoid them
- Chasing a headline number: A promotional or conditional APY can require a balance tier or other qualification. Compare the rate you can actually earn with the bill’s term and tax treatment.
- Locking up emergency cash: A bill can be sold early, but the market price is not guaranteed. Keep near-term emergency money in an account with a workable transfer process.
- Ignoring transfer timing: Even an HYSA withdrawal may involve cut-offs, verification or settlement. Test the process before an urgent payment is due.
- Assuming the federal transfer rule controls the account: Regulation D’s six-transfer ceiling was removed, but a bank can retain contractual limits or fees. Follow the agreement you accepted.
- Overlooking insurance aggregation: The $250,000 FDIC figure applies per depositor, per insured bank, per ownership category—not automatically to every account or brand name.
- Comparing unlike periods: A 4-week bill, a 52-week bill and a variable APY do not have identical horizons. Annualize and compare the period you genuinely intend to hold.
- Forgetting the maturity tax year: The bill discount is generally reported when paid at maturity under IRS guidance. Keep records if a bill crosses a calendar year or is held through a broker.
- Assuming a bill’s purchase yield is permanent: The locked discount applies to that bill’s term. Reinvestment occurs at future auction conditions.
Which option fits common cash situations?
Emergency reserve
An HYSA generally fits because the defining requirement is access, not a known maturity date. Keep enough in an account whose transfer process you have verified; do not use a bill ladder for the entire reserve unless you can accept sale-price risk.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsMoney needed on a known date
A T-bill whose maturity precedes the obligation can fit. Select a term that leaves a transfer buffer and retain a separate amount for cost overruns or an earlier payment.

Cash you may need, but not on a precise date
Split the balance. An HYSA can cover uncertain timing, while staggered bills can hold the portion you are confident will remain untouched. Revisit the split as the event approaches.
Balances near or above the FDIC limit
Map balances by insured bank and ownership category before adding deposits. Bills provide a different government-obligation structure, but they still have maturity and market-access considerations. Document where each dollar is held and why.
Residents of states with income tax
Include the T-bill’s state and local exemption in your personal after-tax comparison. Do not infer the result from a pre-tax APY alone; use your filing circumstances and current account terms.

Use a two-part rule: protect the date first, then optimize the return. If missing the payment would be costly, prioritize dependable access or a maturity before the due date. For money with a firm horizon, compare the current auction result and current APY on the same day, net of fees and applicable taxes. Recheck after a maturity, a material APY change or a change in your spending timetable.
The right answer can be a combination rather than a permanent product choice: liquid savings for uncertainty, bills for dated cash, and a ladder to spread maturities. That approach acknowledges that an HYSA’s rate can reset and a bill’s value is most predictable when held to maturity.
