Use a high-yield savings account (HYSA) for cash you may need on demand; use a Treasury bill (T-bill) when you have a defined date for the money and can hold it until maturity. A T-bill locks in the auction-set return for its term but has a maturity date and can lose market value if sold early. An HYSA offers account-based access, but its APY can change. The right choice depends on when you need the cash, which protection structure you want, and your tax situation—not on a permanent winner.
The decision in one view
Treasury bills and high-yield savings accounts both hold short-term cash, but they are different legal and practical products. A T-bill is a marketable U.S. government security with a fixed maturity. An HYSA is a bank deposit whose rate and access rules are set by the institution.
| Decision factor | Treasury bills | High-yield savings account |
|---|---|---|
| How return is set | The bill’s discount rate or investment yield is established at its auction. You buy below face value (or at par in some cases) and receive face value at maturity. | The bank sets an APY. It can change during the time you hold the money; check the current disclosure and account agreement. |
| When money is available | At the stated maturity date, unless you sell through a bank, broker or dealer beforehand. An early sale occurs at the market price, not necessarily face value. | According to the institution’s transfer, withdrawal, limit, fee and eligibility rules. Those terms vary by product. |
| Protection | Not FDIC-insured. The FDIC describes Treasury securities as backed by the full faith and credit of the U.S. government. | Qualifying deposits at an FDIC-insured bank are generally insured up to $250,000 per depositor, per insured bank, per ownership category. |
| Taxes | Interest is subject to federal income tax but exempt from state and local income taxes. | Bank-account interest is generally taxable income. |
| Best fit | Cash with a known use date when you can hold to maturity or accept early-sale price uncertainty. | Cash for which convenient access and a potentially changing rate matter most. |
Neither product guarantees a positive inflation-adjusted return. Compare current, consistently expressed rates and the timing of your cash need rather than assuming one product will always pay more.

What a Treasury bill is
A T-bill is a short-term, marketable security issued by the U.S. Treasury. TreasuryDirect lists regular bill terms of 4, 6, 8, 13, 17, 26 and 52 weeks. The Treasury sells bills at a discount to face value or, depending on the auction, at par. At maturity, the holder receives the bill’s face value; the difference between the purchase price and that amount is the interest. There is no series of monthly interest checks—the payment arrives at maturity.

For the official description of terms, pricing and sale before maturity, see TreasuryDirect’s Treasury Bills page. Its plain-language rule is: “You can hold a bill until it matures or sell it before it matures.”
What “fixed” means for a bill
The yield for your individual bill is established at the auction where you buy it. That does not mean T-bill offers have one permanent rate: each new auction reflects then-current market conditions. A bill bought today keeps its auction terms through maturity, while a bill bought later may have a different yield.
Do not copy an undated “current T-bill rate” into a long-lived comparison. If you quote an auction result, identify the bill term, auction date and rate convention. TreasuryDirect explains that bills may be quoted using a discount-rate convention based on a 360-day year as well as an investment-yield convention. Details are in Understanding Pricing and Interest Rates.
How you buy and hold one
You can purchase bills through TreasuryDirect or through a bank or broker. TreasuryDirect’s background guide, Treasury Bills In Depth, describes the purchase channels, auction bids, terms and secondary-market sales. In TreasuryDirect, you can schedule reinvestment or redemption. If you do not direct the proceeds elsewhere, the principal is deposited into the designated bank account on the maturity date, as explained in Reinvest or Redeem Treasury Bills.
A bill is “marketable,” not instantly withdrawable. Selling before maturity requires a bank, broker or dealer and exposes you to the price available in the secondary market. A broker may also have its own sale, settlement and service procedures; confirm them before relying on an early sale for an emergency.

What a high-yield savings account is
An HYSA is a savings deposit offered by a bank, usually with an APY higher than that bank’s standard savings rate. The bank can change the APY, so today’s advertised rate is not a promise for the entire year. Read the current rate disclosure and account agreement for transfer methods, processing times, withdrawal limits, fees, minimum balances and eligibility conditions.
The official sources for this comparison do not establish a universal transfer time, withdrawal cap, fee schedule or minimum balance for all HYSAs. Those are product-specific. Treat “high-yield” as a rate description, not as a guarantee of access, insurance or a particular return.
Returns: compare the same units and dates
A T-bill’s quoted discount rate is not automatically equivalent to an HYSA’s APY. Treasury bill pricing commonly uses a 360-day discount formula, while APY is an annualized measure that incorporates compounding assumptions. TreasuryDirect’s pricing explanation and the auction result for the specific issue identify the applicable measures.
- For a bill, record the term, auction date, purchase price, face value and quoted rate convention. The bill’s return is realized at maturity if you hold it.
- For an HYSA, record the APY’s effective date, whether it is promotional or conditional, and the balance or activity requirements.
- Compare both over the same holding period. A 13-week bill should not be compared with a one-year APY without stating how the money is handled after the bill matures.
- Include taxes that apply to your residence and filing situation.
A simple dollar comparison must state the principal, holding period, assumed reinvestment, rate convention and tax assumptions. For example, a four-bill ladder held over a year requires an assumption about each later auction; those future rates are unknown. An HYSA comparison requires an assumption about how its APY changes. Presenting either initial rate as a guaranteed 12-month result is misleading.
Liquidity: maturity is not the same as withdrawal
Accessing a T-bill at maturity
If your spending date matches the bill’s maturity, the process is predictable: the Treasury pays face value, and TreasuryDirect can send proceeds to the designated bank account or reinvest them if you instructed it to do so. A 26-week bill, for example, is designed for money you can leave invested for roughly that term—not for an emergency whose date is unknown.

Selling a bill early
TreasuryDirect says most Treasury securities can be sold in the secondary market. A sale before maturity is a market transaction. If market yields have risen since you bought the bill, your bill may be worth less than the amount you expected at maturity; if yields have fallen, it may be worth more. The result depends on the market price, the remaining term and the broker or dealer’s process. You may also need to wait for the transaction to settle and transfer the proceeds.
That is materially different from requesting a bank-account transfer. Do not treat a T-bill as an emergency fund solely because it is marketable.
Accessing an HYSA
An HYSA normally provides account-based transfers or withdrawals, subject to the institution’s current rules. Before depositing money, verify how long transfers take, whether there are daily or monthly limits, whether outgoing transfers incur fees, and what happens if the account is closed or a balance falls below a requirement. Keep a separate amount in an account with access that meets your actual emergency timeline if an overnight or same-day need is possible.
Protection: FDIC insurance versus a Treasury security
FDIC coverage for deposits
The FDIC’s standard limit is $250,000 per depositor, per insured bank, per ownership category. The limit applies to qualifying deposits, including principal and accrued interest through a bank’s failure date. Balances above the applicable limit are not covered by that standard insurance amount. Details and ownership examples are in Understanding Deposit Insurance.
Confirm that the product is actually a deposit at an FDIC-insured bank. A financial company’s brand, app or cash-management label does not by itself establish FDIC coverage, and balances at different institutions are not automatically aggregated as one insured account.

What backs a T-bill
T-bills are not FDIC-insured deposits. The FDIC distinguishes Treasury securities from insured bank deposits and describes Treasury securities as backed by the full faith and credit of the U.S. government. That is a different protection structure, not an FDIC policy attached to your brokerage or TreasuryDirect account. It also does not remove market-price risk if you sell before maturity.
For the FDIC’s distinction between deposits and Treasury securities, see Your Insured Deposits.
Taxes: the federal and state distinction
IRS Topic no. 403 says most interest received or credited to an account that can be withdrawn without penalty is taxable in the year it becomes available. It identifies bank-account interest as taxable interest. The same guidance says interest from Treasury bills, notes and bonds is subject to federal income tax but exempt from state and local income taxes: IRS Topic no. 403, Interest received.
The state-tax exemption can matter more to a resident of a state with an income tax than to someone without one, but it does not automatically outweigh a rate difference, access requirement or early-sale risk. Use your own residence, filing status and other circumstances when estimating after-tax results; seek professional advice for a personal tax decision.

T-bill market-price risk
Holding to maturity gives you the bill’s contractual maturity value, assuming the Treasury makes the payment. Selling early replaces that certainty with a market price. A bill is therefore relatively straightforward for date-specific cash and less suitable for money whose timing is uncertain.

Reinvestment risk
When a bill matures, a reinvestment instruction buys a new bill at the then-current auction rate, not the old rate. A ladder can spread maturity dates, but its later returns cannot be known in advance. The same principle applies to an HYSA: its APY may rise or fall while your money remains there.
Inflation and opportunity cost
Neither product is a guarantee that your money will outpace inflation. A nominally attractive rate can still produce a negative real return if prices rise faster. Conversely, keeping all cash in an immediately accessible account may sacrifice a known bill yield, while locking all cash into bills may create an expensive or inconvenient early-sale problem.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose by cash timeline
| Your situation | Starting point | Reason |
|---|---|---|
| Emergency reserve with an uncertain withdrawal date | HYSA whose transfer and withdrawal rules meet your response time | You value account access over a fixed maturity; verify the institution’s limits and timing. |
| Known expense in 4–52 weeks | A T-bill term that matures before the expense | You can plan around the maturity and avoid an early sale. |
| Money that may be needed early but not necessarily immediately | Split between an HYSA and shorter bills, or keep a larger liquid buffer | This reduces the chance that an unexpected expense forces a sale at an unfavorable market price. |
| Cash above one bank’s insurance limit | Review ownership categories and institutions; consider whether a Treasury security fits the dated portion | FDIC coverage depends on bank, depositor and category, not simply the total amount held. |
| State-tax-sensitive saver | Compare after-tax bill yield with the HYSA APY | T-bill interest is federally taxable but exempt from state and local income tax; bank interest is generally taxable. |
Practical setup: a T-bill for a known date
- Write down the cash date. Include a safety margin before tuition, a tax payment, a down payment or another planned bill.
- Select a term. TreasuryDirect lists 4-, 6-, 8-, 13-, 17-, 26- and 52-week regular bill terms. Choose one that ends before the money is needed.
- Choose the purchase channel. TreasuryDirect and banks or brokers offer access. A broker may be more convenient if you already hold investments there; review its sale and settlement procedures.
- Read the auction terms. Record the auction date, quoted discount or investment yield, purchase amount and maturity date. Do not compare a discount quote directly with an APY without converting consistently.
- Set the maturity instruction. In TreasuryDirect, direct proceeds to your designated bank account or schedule reinvestment. If you hold the bill at a broker, confirm how maturity proceeds are credited.
- Plan for an exception. If an early need is possible, identify the sale process and accept that the market price may be below the expected maturity amount.
Practical setup: evaluating an HYSA
- Verify the legal product. Confirm the account is a deposit at an FDIC-insured bank, not merely a branded cash product with unclear coverage.
- Capture the current APY and conditions. Note the date, qualifying balance, promotional period, direct-deposit requirement or other condition.
- Test the access path. Check how you initiate an outgoing transfer, how long the institution says it takes, and whether there are limits or fees.
- Check the insurance total. Add balances at the same insured bank within the same ownership category and compare the total with the $250,000 standard limit.
- Recheck periodically. The APY and account terms can change. A product that fit last year may no longer fit your cash timeline or return target.
Using both without pretending it is a higher-return guarantee
A two-bucket plan can match the products to different jobs. Keep the amount needed for uncertain or immediate expenses in an HYSA with suitable access rules. Place money with a known future date into bills that mature before that date. You can stagger bill maturities so not all planned cash is locked until one day, while retaining a liquid reserve for surprises.
This combination is a planning choice, not a promise of a better return. Its benefit is matching liquidity and maturity to separate obligations while acknowledging that the HYSA rate and future bill auction rates can change.
Quick Recap
Common mistakes and fixes
- Comparing a raw discount rate with an APY: use the same annualization convention and period.
- Calling a T-bill “liquid” without qualification: explain the maturity date, secondary-market sale and possible price loss.
- Assuming every cash account is FDIC-insured: verify the insured-bank deposit relationship and coverage category.
- Projecting one rate for a full year: label reinvestment and APY-change assumptions.
- Ignoring state taxes: include the T-bill state and local exemption and your own tax circumstances.
- Locking emergency money into a long bill: keep an access-ready reserve or choose a shorter maturity.
- Putting more than the insurance limit at one bank without checking categories: aggregate balances under the FDIC rules before deciding.
What to verify before acting
- The bill term, auction date, purchase price, maturity date and rate convention.
- The HYSA’s current APY, variable-rate language, transfer timing, limits, fees, minimums and eligibility.
- Whether the savings product is a deposit at an FDIC-insured bank.
- Your total deposits at that bank by ownership category relative to the $250,000 standard limit.
- Your federal, state and local tax treatment.
- Whether you could hold the T-bill to maturity; if not, the broker’s early-sale and settlement process.
