A welcome email can be transactional when it only confirms or explains an account action, but adding a promotion or enrolling someone in ongoing marketing changes the compliance question. For reliable delivery, authenticate your custom sending domain using your email provider’s DNS instructions, meet the requirements of the mailbox providers you send to, and use bounce and complaint events to correct delivery problems.

When is a welcome email transactional?

Classify the message by what it says and does—not just by calling it a “welcome email.” A one-time message confirming registration or explaining the account action can be operationally transactional under a provider’s policy when it stays focused on that action. A message that includes a promotion or signs the recipient up for newsletters is different; do not assume the transactional label covers it.

For example, Twilio’s Email Policy defines its transactional exception as non-marketing email about an action or transaction a recipient took or agreed to, including applicable updates or notifications. The policy requires affirmative consent for emails outside that exception. That is Twilio’s service policy, not a universal legal test. Whether a particular message requires consent depends on its content, circumstances, and applicable jurisdiction; the sources cited here do not establish a complete legal test.

  • Keep account messages focused: confirm the action, explain a necessary next step, or provide a relevant service update.
  • Separate promotions: avoid adding marketing offers to a message whose purpose is account confirmation. Google also advises senders not to mix different types of content in one message and suggests consistent From addresses for different message categories.
  • Check the rules that apply to your audience: provider policies and legal requirements are separate questions. Do not treat a provider’s definition as a substitute for jurisdiction-specific advice.

Which email authentication requirements apply?

Mailbox-provider requirements are delivery rules for mail sent to that provider’s users; they are not universal laws. Google’s rules concern messages sent to personal Gmail accounts. The relevant requirements depend on your daily volume to Gmail and whether you send directly.

Sending case Google’s stated requirement or guidance
Any sender to personal Gmail accounts Use SPF or DKIM; have valid forward and reverse DNS; use TLS; format messages according to RFC 5322; and keep the reported spam rate below 0.3%.
More than 5,000 messages per day to Gmail accounts Meet the bulk-sender requirements, including SPF, DKIM, and DMARC. For direct mail, align the From domain with either the SPF domain or the DKIM domain.
All senders, as recommended practice Google recommends SPF, DKIM, and DMARC, even where its minimum authentication requirement is less stringent, and recommends DMARC reporting.

The 5,000-message threshold and requirements in the table are Google’s requirements for mail sent to Gmail accounts, not a universal threshold across mailbox providers. The below-0.3% spam-rate figure is Google’s stated target for reported spam, not a bounce-rate benchmark. See the sender guidelines and sender-guidelines FAQ for Google’s requirements and alignment explanation.

How to configure a custom sending domain

Use the domain-authentication flow for the transactional email service you selected. Publish the records it specifies at the DNS host authoritative for your domain; do not copy another provider’s example and assume the names or values will work. Google describes SPF as authorization for sending systems, DKIM as a domain-associated signature receivers can verify, and DMARC as a policy for mail that fails SPF or DKIM. Google also says to account for every third-party sender in SPF.

  1. Choose the sending domain or subdomain. Decide which domain will appear in the From address and begin the provider’s domain-verification or authentication flow.
  2. Copy the provider’s requested DNS records exactly. The service may specify an SPF record, DKIM selector and value, and any additional records needed for its configuration. Publish them at your DNS host and follow the service’s verification steps.
  3. Account for all sending services in SPF. Include each third-party sender as its instructions require; coordinate changes with whoever manages the domain’s existing DNS and email setup.
  4. Enable DKIM for the sending domain. Publish the selector and key supplied by the service, then confirm that the provider reports the domain as authenticated.
  5. Publish a DMARC policy suited to your rollout. Google recommends DMARC reporting. Choose a policy based on your readiness to handle messages that fail authentication rather than copying a value without understanding its effect.
  6. Test the completed setup. Use the provider’s verification status and available message or authentication diagnostics to check that the domain is configured before relying on it for production mail.

Cloudflare’s documentation illustrates why provider-specific instructions matter: it distinguishes sending records from routing records, shows a provider-supplied DKIM selector, and places DMARC at _dmarc. Its example describes p=none as monitor-only and recommends it for new setups. These are Cloudflare-specific instructions, not universal record values. Consult Cloudflare’s domain configuration and authentication explanation only if using that service; otherwise follow your own provider’s current DNS instructions.

How to respond to bounces, deferrals, and complaints

Use the provider’s event stream, dashboard, or notification mechanism to determine what failed and which address or message was affected. Bounces and deferrals are different delivery signals; treat them as reasons to investigate rather than as a single rate with an assumed industry-wide benchmark. The sources cited here do not establish a suitable industry-wide bounce-rate threshold.

  • When failures rise, reduce sending volume. Google advises reducing volume when messages start bouncing or being deferred, then increasing gradually after SMTP error rates decrease. Avoid sudden volume spikes.
  • Use suppression handling. Follow your service’s rules for suppressing addresses that should no longer receive mail. Cloudflare says its Email Service automatically handles bounces and manages suppression lists; other providers may handle these events differently.
  • Check complaint-event routing. Understand how your provider exposes complaint notifications and what action it expects you to take. For Amazon SES, a custom MAIL FROM domain requires an MX record so the domain can receive bounce and complaint notifications.
  • Investigate before resuming normal volume. Review SMTP errors and the provider’s event details, correct the underlying issue where possible, then increase volume gradually as errors fall.

Google’s advice on reducing volume and avoiding spikes is in its sender guidelines. Cloudflare describes its bounce and suppression behavior in its deliverability documentation. Amazon’s custom MAIL FROM requirement is documented in Using a custom MAIL FROM domain. Consult the documentation for the service you actually use, since event handling and DNS requirements differ.

What to verify before sending account email

  • The message’s content matches the purpose you claim for it; promotional material and ongoing marketing are handled separately.
  • Your sending domain is authenticated according to your provider’s current DNS instructions, with third-party senders accounted for.
  • You have checked the mailbox-provider requirements relevant to your recipient base and volume, rather than treating Gmail’s rules as universal.
  • You know where bounce, deferral, and complaint events appear, how suppression works, and how you will reduce volume if delivery errors rise.
