For most European journeys, take the train if your priority is the lowest carbon footprint. A full coach is usually the next-best option, while flying generally produces far more emissions. European averages put high-speed rail at about 16–20 gCO2e per passenger-kilometre, coaches at about 58–64 gCO2e, and domestic EU aviation at about 101–116 gCO2e.
Those figures are comparisons, not guarantees for a particular itinerary. Occupancy, train electricity, aircraft type, route length, airport transfers and the treatment of aviation’s non-CO2 warming effects can change the result. Use the ranking as a starting point, then assess each leg of your door-to-door trip.
The headline comparison
European agencies measure transport emissions in grams per passenger-kilometre (g/pkm or gCO2e/pkm): the emissions attributed to carrying one passenger for one kilometre. The figures below are the clearest broad comparison available for European travel, but they use different boundaries and dates, so they should not be combined as though they came from one identical test.

| High-speed rail routes of 480–800 km | 23 g CO2/pkm | Route-average carbon-dioxide estimate | European Commission, 2023 |
On the comparable ERA series, high-speed rail has the lowest average, coach is substantially higher but still below domestic aviation, and flying is highest. The European Commission’s 23 g CO2/pkm result for 480–800 km high-speed routes is not a contradiction: it covers a specified route band and a different metric from the 16–20 gCO2e/pkm ERA comparison.

The EEA describes trains as “the most efficient form of passenger transport in the EU, with GHG emissions per pkm that are only a fraction of most other modes.” It also identifies buses and coaches as the most efficient road passenger transport, while warning that their uses and average efficiency vary.
Why the figures are not interchangeable
Direct CO2 versus lifecycle greenhouse gases
Direct CO2 counts carbon dioxide released during operation. A broader well-to-wheel calculation includes energy production and distribution as well as vehicle operation. For aviation, a well-to-wake boundary is used because fuel is burned in flight. The EEA’s comparison also applies a 1.7 multiplier to direct aviation CO2 to represent non-CO2 radiative forcing from effects such as high-altitude contrails and nitrogen-oxide chemistry.
EASA’s 83 g CO2/pkm aviation indicator for 2023 is direct CO2 only. It should therefore not be quoted as if it were the same measure as the EEA’s aviation greenhouse-gas figure with the non-CO2 multiplier. A comparison that includes aviation’s additional warming effects will show a larger aviation impact than a direct-CO2-only comparison.
Average values versus an individual ticket
Every published number is an average across vehicles, routes, load factors, fuels and operating conditions. The EEA specifically warns that its averages should not be used to calculate a specific trip. Rail electricity intensity differs markedly between EU member states, and aviation emissions change with distance. A crowded electric train on a low-carbon grid can be dramatically better than a lightly used diesel service; a full coach can outperform a poorly occupied train on a particular route.

Why rail usually wins
Steel wheels and high capacity
Steel wheels on steel rails have low rolling resistance. A single train can carry hundreds of passengers, spreading the energy needed to move the vehicle over many people. Rail corridors also avoid the repeated acceleration and braking that road traffic faces in congested conditions.
Electrification and cleaner electricity
Most European high-speed services are electric. Rail’s emissions therefore depend on the electricity used to power the train rather than on diesel burned directly onboard. The EEA attributes rail’s long-term improvement partly to electrification and to the declining carbon intensity of EU electricity. The same train design can consequently have different emissions in countries with different power mixes.
Rail’s measured progress
EU-27 rail’s direct emissions were approximately 3 million tonnes of CO2e in 2023, according to the European Environment Agency. That was a 73.7% reduction from 1990 even though rail passenger activity increased by 39.9% over the same period. This is a system-wide result, not a promise that every service or ticket has the same footprint.

A diesel multiple unit on a lightly used branch line, an almost empty train, or a long detour can narrow or reverse the normal advantage. A journey with several empty positioning legs can also have a higher door-to-door footprint than its headline train segment suggests. Check the actual traction, route and expected load when an itinerary is unusual.

How coaches compare with trains
Why a full coach can be very efficient
A coach carries many passengers while using one road vehicle. When seats are well occupied, fuel consumption is divided among a large number of people. The EEA calls buses and coaches the most efficient form of road passenger transport.
Why the average coach figure is still above high-speed rail
The ERA comparison places coaches at about 58–64 gCO2e/pkm, versus about 16–20 gCO2e/pkm for high-speed rail. Coach routes can involve slower speeds, hills, congestion, detours and diesel engines. Occupancy is especially important: a nearly full vehicle and a half-empty vehicle consume roughly similar fuel for the trip but carry very different numbers of passengers.
The EEA observed that average coach greenhouse-gas efficiency declined over 2014–2018 and that coach use varies significantly. A modern, full coach on a direct motorway route may therefore compare favorably with a lightly occupied or diesel train, even though the European averages put high-speed rail well ahead.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsQuestions to ask about a coach itinerary
- Is the service normally close to full, or does it run with many empty seats?
- Is the vehicle a conventional diesel coach, and is its age or fuel standard known?
- Does the route take a direct road corridor or make a substantial detour?
- Are you comparing the same origin and destination, including station or terminal transfers?
Why flying is usually the highest-carbon choice
Distance and take-off effects
Aircraft use a large amount of energy during take-off and climb. On a short flight, that energy is spread over relatively few kilometres, so emissions per passenger-kilometre are particularly high. The EEA therefore cautions against applying one universal flight-versus-train distance threshold. Aircraft type, load factor, routing and the distance itself all matter.

Airport access adds a separate leg
A flight comparison that starts at the airport can hide the emissions of reaching it. Add the train, car, taxi or bus trip to the airport, the equivalent trip from the arrival airport, and any positioning journeys. Surface modes usually start and finish closer to city centres, so their door-to-door result can be better than a segment-only comparison suggests.
Non-CO2 effects matter
Aircraft exhaust at altitude creates warming effects beyond the CO2 in the fuel. The EEA’s methodology represents those effects with a 1.7 factor applied to direct aviation CO2. EASA’s 2023 indicator does not include that factor. State which boundary you are using whenever you quote an aviation number.
How to calculate a particular journey
Published averages are useful for choosing a mode, but a booking decision needs a leg-by-leg estimate. Follow the same process for each option you are considering.
- Map the complete door-to-door route. Include travel to the departure station, airport or coach terminal, the main journey, and the final connection to your destination. Record each leg’s distance and mode.
- Identify the vehicle and energy source. Note whether the train is electric or diesel, whether the flight is nonstop or connects, and whether the coach itinerary uses one direct vehicle or several.
- Choose one emissions boundary. Use a well-to-wheel or well-to-wake estimate when comparing modes on an equal basis. If you use a direct-CO2 figure, label it as direct CO2 and do not compare it casually with a lifecycle GHG number.
- Apply a suitable factor to each leg. Multiply passenger-kilometres by the factor for that mode, vehicle and boundary. Use operator, government or recognised transport-calculator data where available; do not treat the broad European averages as a route-specific measurement.
- Check occupancy assumptions. A factor based on average occupancy may misrepresent a peak-time train, an almost empty coach or a flight with unusually high or low load. If the calculator states an occupancy assumption, keep it with the result.
- Handle aviation’s non-CO2 effects consistently. Either use a factor that already includes them or report a separate direct-CO2 result and an adjusted result. Do not multiply EASA’s 83 g CO2/pkm indicator by 1.7 unless your method explicitly follows the EEA convention and explains the assumption.
- Compare the totals, not just the main segment. Add every leg and compare the same passenger, origin and destination. A nominally low-emission mode can lose its advantage if it requires a long additional transfer.
Decision guide for common European trips
| Your situation | Usually the lowest-carbon choice | What can change the result |
|---|---|---|
| City-centre to city-centre on an established high-speed corridor | High-speed train | Very low rail occupancy, a diesel substitute service or a major detour |
| Long-distance journey with no practical rail connection | Full coach, when available | Empty seats, indirect routing, multiple vehicle changes or a long transfer to the terminal |
| Short trip where airports are far from both cities | Train or coach | A very indirect surface route, unusual rail electricity intensity or an exceptionally well-occupied flight |
| Journey requiring a flight connection | Usually rail or coach if a workable surface route exists | Very long surface detours, overnight positioning travel or a lightly occupied surface service |
| Remote destination without a practical surface alternative | The flight may be operationally necessary; minimise extra legs | Aircraft type, connection count, load factor and airport access emissions |
This table is a practical starting point, not a set of guaranteed thresholds. The EEA’s warning about route distance and national rail electricity mixes applies to every row.

Time, price and carbon: how to choose when emissions are close
Carbon should be assessed first if it is your deciding criterion, but a realistic choice also considers the complete journey. Compare scheduled time from leaving your origin to arriving at your destination, not just time in the aircraft or train. Include airport check-in and security requirements, station access, transfers and the risk of a missed connection.
Compare the price of the whole itinerary, including local transport and seat or baggage charges where they apply. A cheaper ticket is not automatically lower-carbon, and a premium fare is not proof of better environmental performance. If two options have similar estimated emissions, choose the one with fewer transfers, better occupancy information or more reliable data rather than implying a precision the evidence does not support.
Common comparison mistakes
- Calling 83 g CO2/pkm the complete aviation footprint. It is EASA’s 2023 direct-CO2 indicator. It does not include the EEA’s 1.7 non-CO2 adjustment.
- Presenting 16–20 g, 58–64 g or 101–116 g as guarantees. These are comparative averages from the ERA’s 2024 presentation of the CE Delft 2020 methodology.
- Mixing passenger-kilometre and trip totals. A longer route can have a lower per-kilometre result but still produce more total emissions. Multiply by the actual distance for the trip.
- Ignoring occupancy. Empty seats increase each passenger’s share; a well-filled coach or train can perform much better than its nominal vehicle factor.
- Ignoring access travel. Airport and terminal transfers can materially change a door-to-door comparison.
- Assuming every train is electric. Diesel trains and electricity generated from higher-carbon sources can alter rail’s result.
- Comparing unlike dates or methods without saying so. The 2023 EASA average, the 2023 European Commission route result and the ERA’s 2024 comparative ranges answer related but different questions.
- Using a universal flight-distance rule. Take-off energy, aircraft type, load factor, routing and airport access make a single cut-off unreliable.
A booking checklist
- List the complete door-to-door itineraries for train, coach and plane.
- Prefer rail where a direct or reasonably direct electric service is available.
- Check whether the rail itinerary is electric or diesel and whether a replacement bus is planned.
- Check the coach’s number of changes, approximate occupancy and route length.
- For flights, note aircraft connections, airport transfers and the emissions boundary used by the calculator.
- Record the factor, year, geography and occupancy assumption attached to every estimate.
- Choose the lowest total under a consistent method; if results are close, report the uncertainty instead of claiming a precise winner.
Bottom line
For average European passenger travel, rail is the lowest-carbon option, a full coach is generally next, and flying is usually highest. High-speed rail’s reported average of about 16–20 gCO2e per passenger-kilometre is far below the ERA comparison’s 58–64 g for coaches and 101–116 g for domestic EU aviation. Your own result can differ, especially with diesel rail, low occupancy, long detours, airport access and different treatment of aviation’s non-CO2 warming effects. Use those averages to select a mode, then calculate the complete itinerary with clearly stated assumptions.
