The safest route through a first Total War: SHOGUN 2 campaign is to learn the Chosokabe Campaign Tutorial, use the in-game Encyclopaedia whenever a system is unfamiliar, and treat every army as a recurring expense rather than a one-time purchase. Start with a clan whose strengths match how you want to fight, expand one front at a time, and save enough money and troops for the Realm Divide escalation before attacking Kyoto.

This guide explains the first turns, province development, taxation, recruitment, diplomacy, and the final push for the shogunate. It separates documented game objectives from community strategy advice so you can adapt the plan to your difficulty and campaign length.

What you are managing in SHOGUN 2

SHOGUN 2 has two connected layers. On the campaign map, turns represent political and economic decisions: you develop provinces, move armies and agents, negotiate, recruit, research, and choose where to expand. Battles then resolve in real time, either under your control or through auto-resolve. Campaign income pays for armies and construction; battlefield losses can erase several turns of economic progress.

The official Total War: SHOGUN 2 manual by Feral Interactive puts the learning order plainly: “If you have never played a Total War game before, the best place to start is with the game tutorial.” The manual specifically recommends the Chosokabe Campaign Tutorial, which introduces campaign decisions as well as land and naval battles.

Use the Encyclopaedia instead of guessing

The in-game Encyclopaedia is the first reference to open when a building, agent, unit, settlement or political effect is unclear. Contextual information panels link directly to relevant entries, so pause on an unfamiliar icon and follow the link rather than making a costly assumption. This is particularly useful for province specialties, upkeep, public order, research effects and victory conditions.

Which clan is easiest for a beginner?

Total War Wiki faction pages list both Chosokabe and Shimazu as having an Easy initial challenge. “Easy” describes the opening pressure, not a guaranteed victory or a universally superior faction. Each still has nearby conflicts, tempting expansion routes and different military priorities.

Clan Opening strengths Opening pressures Good fit if you prefer
Chosokabe Increased farm income and strong, cheaper bow units. The western position offers room to develop, but nearby clans and sea approaches still require diplomacy and a defensible frontier. Archery, a farming-led economy and winning engagements before melee contact.
Shimazu Reduced recruitment and upkeep costs for katana samurai; Satsuma is described as a secure home province. Nearby conflicts and attractive expansion targets can pull a new player into several wars at once. Katana-heavy armies, sustained samurai recruitment and a more direct melee style.

Choose Chosokabe for the clearest economic lesson

Chosokabe’s farm-income and bow advantages make it a practical first campaign when you want to see how provincial income supports a specialized army. Farms provide the economic base, while cheaper or stronger bows let you defend approaches and soften enemies without immediately paying for a large elite force.

Choose Shimazu for cheaper katana armies

Shimazu is a sensible alternative if you would rather learn melee battles and value lower katana recruitment and upkeep costs. A secure home province gives you a fallback, but it does not make every neighboring war safe. Keep one army near the core while a second force handles expansion only when your treasury can support both.

Your first-turn checklist

Before ending the first turn, establish a repeatable information habit. The exact buildings and research choices below are recommendations, not an official build order; the game supports several viable openings.

  1. Read the treasury and projected income. Record your current cash, next-turn income and existing upkeep. A positive number that disappears after one recruitment is not a sustainable army budget.
  2. Inspect every province you control. Check settlement buildings, farm or resource specialties, public order, available recruitment slots and roads or ports. Open the Encyclopaedia for any unfamiliar icon.
  3. Check public order before changing taxes. The tax control shows the immediate income effect and the order forecast. Do not trade a small cash gain for a rebellion that interrupts production and damages a province.
  4. Recruit only a force you can keep paid. Add units that support the army’s immediate job: garrisoning a border, defeating a known neighbor or protecting a settlement. Avoid filling every slot merely because recruitment is available.
  5. Set a single near-term objective. Decide whether the army will defend, take one neighboring province or secure a diplomatic deal. A defined objective prevents expensive movement and simultaneous wars.
  6. Move agents and research deliberately. Use the Encyclopaedia to understand an agent’s action before sending it into danger, and select research that supports the army or provincial economy you are actually using.
  7. Save before a major decision. A manual save before declaring war, changing taxes or starting a battle gives you a recovery point while you learn the consequences.

How to make money in SHOGUN 2

Money comes from developing and administering land, trade and resources, then spending that income more slowly than it arrives. The manual describes land development and administration as the means of funding conquests. In practice, the economy and army must be planned together: every additional unit has recurring upkeep, while a building takes time to repay its construction cost.

Give provinces a job

Do not upgrade every building simply because a slot is available. First decide what each province contributes.

  • Core income province: improve farming or another reliable local source and protect it from invasion.
  • Recruitment province: develop the facilities needed for the units you intend to produce, then avoid paying for duplicate military infrastructure everywhere.
  • Frontier province: prioritize enough order, garrison strength and roads or movement support to keep an exposed border functioning.
  • Resource or trade province: exploit its resource when the investment has a plausible payback and the route can be defended.

Costs and returns change as your territory grows. More provinces mean more administration and more borders to defend, so a building that looks attractive early may be less urgent once the empire has several fronts. Compare the forecast income with the construction price and the turns required to recover it.

Recruitment before decorative growth

A player-authored economic analysis by u/MrSmartDonkey, titled “Shogun 2 Comprehensive Economic Guide (Yes, in 2019)” and edited in 2020, argues for useful recruitment and expansion before filling the map with upgrades. That is a strategy interpretation, not an official rule. For a beginner, the practical version is to build the minimum military and economic infrastructure needed for the next objective, then invest surplus cash where it improves income, defense or the units you actually field.

Markets, farms, mines, trade and agents

The same community guide discusses markets, farms, gold mines, trade agreements, trade nodes and metsuke agents as parts of an economy. Their value depends on campaign stage, difficulty, province count and whether you can defend the associated route. A level 3 metsuke is reported by that author to increase tax in a town; the official sources do not verify a universal income formula for that effect. Treat it as a useful possibility to test in your own campaign, not a guaranteed number.

Taxes: a tool, not an automatic solution

Temporary tax increases can provide cash for an urgent army, but they can also reduce growth or push a settlement toward revolt. Read the game’s projected public order and income before every change, and keep a reserve for a surprise attack, emergency garrison or damaged army.

The alternating-tax example

u/MrSmartDonkey’s community guide proposes alternating very-high-tax turns with normal-tax turns rather than leaving taxes at the maximum continuously. Its illustrative model uses a hypothetical town with 2,000 wealth and 20 growth. The author calculates that, in that model, normal taxes would take 78 turns to catch up with the very-high-tax comparison, while minimum tax would take 200 turns. These are the guide author’s calculations, posted in 2019 and edited in 2020; they are not published game-wide statistics or an official optimal routine.

You can use the idea as a testable decision: raise taxes only when the immediate cash solves a specific problem, return to normal when order or growth becomes more valuable, and compare the forecast rather than copying a fixed schedule. If a tax change creates a revolt risk, the cash is not free; it may cost recruitment time, province income and an army detour.

A practical early-campaign loop

Repeat the following loop each turn until your first regional objective is complete.

  1. Audit: inspect treasury, projected income, army upkeep, public order and diplomatic threats.
  2. Stabilize: repair a dangerous order forecast, move a garrison or adjust taxes before adding another commitment.
  3. Specialize: improve one province that directly supports your current plan rather than starting several unrelated upgrades.
  4. Recruit: add units your income can sustain for multiple turns. Keep a cash buffer instead of spending down to zero.
  5. Consolidate: after taking a settlement, restore order, repair the army and check the new border before declaring another war.
  6. Expand or pause: attack only when the next target can be supplied and defended. A pause that grows income and replenishes troops is progress.

How many fronts should you open?

For a first campaign, one active offensive and one defensive responsibility are easier to manage than several simultaneous wars. New territory adds income, but it also adds roads to defend, public-order problems and diplomatic reactions. If two neighbors are hostile, secure one border with diplomacy or a garrison before moving the main army away.

Use battles to protect the economy

Auto-resolve can preserve time, but it may produce heavier casualties than a careful manual battle, especially when terrain, missiles or defensive positions favor you. Fight manually when the result could destroy your only army, expose a rich province or force an expensive replacement cycle. The goal is not to win every battle without losses; it is to keep the campaign’s military investment from collapsing.

Building a beginner-friendly army

Start with a dependable core and add specialized units as your economy and buildings allow. Chosokabe’s bow emphasis rewards a formation that protects missile units while they work. Shimazu’s katana discounts support a melee-centered force, but even a melee army benefits from enough support to avoid attacking every position head-on.

  • Match recruitment to terrain and target. A force intended for sieges, open-field defense and coastal operations may need different tools.
  • Keep a reserve. One damaged army should not leave every settlement empty.
  • Replenish before the next war. A half-strength victory can create a defeat two turns later when another clan arrives.
  • Protect generals and experienced units. Replacing veterans costs more than maintaining a sensible defensive line.

Diplomacy, expansion and the road to Kyoto

The official objective is to become shogun by overthrowing the shogunate based in Kyoto and conquering the required provinces. Campaign victory conditions vary by faction and campaign length, so read the conditions displayed in your own campaign rather than relying on a single checklist.

Why Kyoto changes the campaign

Total War Wiki’s getting-started guide states that Kyoto must be captured and held for four seasons. It also warns that other clans may oppose you when you become too powerful or when you enter a war with the shogun. This escalation is commonly called Realm Divide. It is a major political and military change, not a reason to stop expanding forever.

Prepare for Realm Divide before triggering it

Before the endgame push, build a financial and military cushion:

  • Thirty nine new land units, including modern ranged units - such as the Gatling gun and Armstrong gun - controllable in a new third-person mode.
  • New port siege battle type, this new battle type triggers when attempting a naval assault on an occupied enemy port. The attacking fleet must sail into the harbour and capture the port, running the gauntlet of coastal gun defences.
  • New land and sea unit interactions, during a land battle, armies can call in offshore artillery support barrages.
  • Campaign map bombardments: offshore naval units can bombard armies and cities in adjacent coastal areas on the campaign map itself.
  • Maintain enough treasury to replace losses and recruit on more than one front.
  • Finish urgent provincial construction so a sudden war does not interrupt every project.
  • Position armies where they can defend the capital region, your richest provinces and vulnerable coastlines.
  • Keep diplomatic options open where possible, but assume agreements may not survive the escalation.
  • Check your campaign’s displayed victory requirements, including province count, season or difficulty conditions.

Do not rush directly toward Kyoto with an army that cannot hold the city and its approaches. Capture the strategic provinces needed for your route, repair and replenish, then begin the final operation when the treasury and reserve armies can absorb a coordinated response.

Common beginner mistakes and fixes

Symptom Likely cause Correction
Income is positive, but the treasury keeps shrinking. Army upkeep and construction exceed the displayed surplus. Pause recruitment, cancel low-priority upgrades and compare upkeep after each proposed unit.
A province repeatedly revolts. Taxes, occupation effects or insufficient order management were ignored. Read the public-order forecast, reduce the immediate pressure and leave a garrison until stability returns.
Several wars begin at once. Expansion outran diplomacy and border coverage. Defend the most valuable frontier, seek a diplomatic pause where possible and finish one offensive before starting another.
Your first army wins but cannot continue. Casualties, replenishment and movement were not budgeted. Consolidate the captured province, replenish and use a second force or garrison before advancing.
Kyoto is captured but victory does not arrive. The campaign requires a holding period or additional displayed conditions. Check the campaign objectives and hold the city for the required seasons; the Total War Wiki describes four seasons for its general guide.

How to win your first campaign

Use a controlled sequence rather than a race. Complete the Chosokabe tutorial, choose Chosokabe or Shimazu according to your preferred battle style, and spend the opening turns learning the income and public-order forecasts. Give each province a defined role, recruit only what the treasury can sustain, and make one neighboring objective the focus of your first war.

As your territory grows, reassess every building and border. Community advice such as alternating tax levels or prioritizing recruitment can be useful experiments, but it is not a guarantee across every difficulty or campaign stage. The reliable principle is to compare immediate cash with the stability, growth and upkeep consequences shown by your game.

Finally, treat the Kyoto assault as an economic transition. Capture the capital only after you can hold it through the required period and survive the political response. A campaign that arrives at Kyoto with replenished armies, reserve cash and defensible borders is far more likely to become your first successful shogunate than one that reaches the city with an empty treasury.

Frequently Asked Questions

Should I play the tutorial before starting a campaign?

Yes. The Feral Interactive manual recommends the Chosokabe Campaign Tutorial for first-time Total War players because it introduces campaign decisions and land and naval battles.

Is Chosokabe objectively better than Shimazu?

No. Both are listed as Easy initial challenges. Chosokabe favors farms and bows, while Shimazu favors cheaper katana samurai and a secure home province; choose according to the style you want to learn.

What should I do if a tax increase causes unrest?

Follow the public-order forecast, reduce or reverse the increase, stabilize the province and keep a garrison there before committing to another expansion.

How long must Kyoto be held?

The Total War Wiki’s general getting-started guide says four seasons, but your campaign’s displayed victory conditions take priority because requirements vary by campaign length and faction.
