Toshiba has begun manufacturing nearline hard disk drives at its Laguna Technopark facility in the Philippines, and the expanded line has made its first shipment. The move adds production capacity for data-center storage; it is not the opening of a data center or an announcement that a particular drive is now available to consumers.

What Toshiba announced in the Philippines

On October 2, 2026, Toshiba Information Equipment (Philippines), Inc. (TIP) marked 30 years of operations and announced that it had recently started making nearline HDDs at its Laguna Technopark (LTI) facility. The site had primarily produced PC hard drives. Nearline production there extends Toshiba’s existing Philippine nearline operations beyond Carmelray Industrial Park. Toshiba said the expanded line’s first shipment had already taken place, but did not identify its drive models, volume or customer delivery schedule. Toshiba’s October 2 announcement does not establish that the shipment was destined for retail.

The milestone is a manufacturing expansion: drives made in the Philippines can serve global storage supply chains. It does not mean that a new Philippine data center has opened. TIP’s Philippine operations span HDDs, enterprise SSDs, helium-filled HDDs, engineering and design, rework, and printed circuit board assembly, according to the Department of Finance. Toshiba says TIP began operations on October 1, 1996.

What the capacity target means

Toshiba’s goal is to nearly double LTI’s annual production capacity by FY2027 compared with FY2025, measured by storage capacity. This is a target, not a reported result. It also does not mean twice as many physical drives: producing a larger share of high-capacity models can increase total terabytes made without an equivalent increase in drive units. Toshiba’s announcement does not state the starting capacity or a drive-count target.

Why Toshiba is adding nearline production

Toshiba says growing demand for high-capacity data-center storage, associated with rapid adoption of AI and cloud services, is behind the expansion. Nearline HDDs are designed for high-capacity storage workloads in data centers. They are not a substitute for the faster primary storage or accelerators used for every AI computation; an AI system can use different storage and compute components for different tasks.

AI-related demand is therefore the company’s stated reason for investing in storage production, not evidence that every AI workload runs from hard drives. The Department of Finance also framed the expansion in the context of demand for storage used by data centers and cloud services.

Investment and jobs: what the government reported

On October 5, 2026, the Philippine Department of Finance said Toshiba planned a multibillion-peso investment over three years and that the expansion was expected to generate around 3,000 jobs. These figures come from the department’s statement, not Toshiba’s October 2 release; they describe a plan and an expected employment outcome rather than completed investment or jobs already created. The Department of Finance announcement also describes the expansion as increasing nearline HDD production capacity.

What the first shipment does—and does not—tell buyers

The first shipment confirms that products have left the expanded production line. It does not reveal which model was shipped, how many drives were included, which customer received them or when they might reach a particular market. Capacity growth at a factory and availability of a named drive through a retailer are separate steps.

Consumers should not infer that ordinary PC or external hard drives will become cheaper or more plentiful soon. The announcements do not give a consumer release date, retail allocation, price impact or evidence of an existing shortage being relieved. The expansion is aimed at nearline production for data-center storage, rather than a stated consumer-drive launch.

How Toshiba’s M12 drives fit the story

Toshiba separately announced its M12 3.5-inch nearline HDD series in March 2026 for hyperscale and cloud service providers. The announcement described 30–34TB host-managed SMR versions and said sample shipments had begun; it planned samples of CMR versions up to 28TB for Q3 2026. That product announcement does not identify M12 as the model shipped from LTI. Toshiba has not connected the M12 series, any particular model or any shipment volume to the Philippine line. Toshiba’s M12 announcement is product context, not confirmation about the first LTI shipment.

CMR and host-managed SMR serve different data-placement needs

CMR (conventional magnetic recording) writes tracks without the overlapping-track arrangement used by SMR (shingled magnetic recording). Overlapping SMR tracks can raise recording density, but random writes can be more difficult to manage because rewriting data may affect neighboring tracks. In host-managed SMR, the host system is responsible for data placement and rewriting, so the drive is suited to systems designed to manage that behavior—not an automatic drop-in choice for every workload.

For the announced M12 family, Toshiba reports a maximum transfer rate of 282 MiB/s, a 550TB annual workload rating, 2.5 million-hour MTTF/MTBF and a 0.35% AFR. These are manufacturer-reported specifications. Toshiba explicitly says MTTF/MTBF is a statistical value, not an estimate or guarantee of an individual drive’s service life. The M12 release provides the product’s technical context; it does not show that M12 drives were part of the LTI shipment.

Where the Philippine expansion sits in Toshiba’s lineup

Toshiba’s current data-center and enterprise lineup lists the MG11 Series at up to 24TB, with SAS or SATA interfaces and CMR recording. This gives enterprise buyers a reference point for Toshiba’s listed products, but the lineup page does not say that MG11 drives are made on the expanded LTI line. Interface, recording method, host compatibility and workload should be checked against a system’s requirements before selecting any enterprise drive. Toshiba’s data-center and enterprise lineup lists the range.

What remains unconfirmed

  • The model or models included in the first LTI shipment.
  • The shipment’s volume, customer and delivery schedule.
  • Whether any M12 model was made at LTI or included in that shipment.
  • The final investment amount and how the government-reported job expectation will be reached.
  • Any near-term effect on consumer drive availability, pricing or retail supply.

Toshiba also reported that TIP received the Billionaire’s Award at the PEZA Excellence Awards for five consecutive years, from 2019 through 2023, and obtained ISO 50001 energy-management certification in 2026. These company-reported details offer context about the facility’s operations, but do not change what is known about the shipment or capacity target.
