In the UK Department for Work and Pensions (DWP) privileged-access model, Tier 1 access means administrative control over critical business data, applications and cloud services—systems whose compromise could cause widespread disruption. It is not a universal definition: the U.S. Federal Select Agent Program uses “Tier 1” for a separate regulated category involving select agents and toxins.
What Tier 1 access means in the DWP model
DWP assigns privilege tiers according to the potential impact of the assets a person can manage, not their job title. Its policy puts Tier 1 access over critical business data, applications and cloud services. A compromise at this level can cause widespread disruption.
The policy states: “Privilege criticality is determined by the impact of the asset managed, rather than the job title.” The statement is from DWP’s Privileged Users Security policy; the retrieved page did not expose a publication date.
How Tier 1 fits among DWP’s tiers
| Tier | DWP model |
|---|---|
| Tier 0 | Control over the identity root of trust. |
| Tier 1 | Control over critical business data, applications and cloud services. |
| Tier 2 | Support infrastructure. |
| Tier 3 | Constrained functions. |
These are DWP’s categories, not a universal numbering system. The tier number alone does not tell you what access a person has; the governing organization or standard must be identified.

Who should have Tier 1 access?
Under DWP’s model, Tier 1 privilege should be limited to people who need it for an approved business purpose. A senior title does not, by itself, justify access. The policy calls for documented business need and approval, access that is time-limited, and removal when it is no longer required.
It also calls for strong multifactor authentication (MFA), lifecycle management, logging and monitoring, and regular review of access rights. Lower-level users must not be able to modify or reset credentials for higher-level accounts.
Workstation and connection controls
DWP requires privileged access workstations for Tier 0 and Tier 1 administrative activity. These workstations are separated physically or logically from routine productivity tasks. For Tier 2 and Tier 3 work, the policy calls for secure intermediaries such as bastion or jump hosts. These are DWP requirements; other organizations’ tier models may set different controls.
How Tier 1 differs in other frameworks
“Tier 1 access” can refer to different things depending on the authority and domain. Do not assume tiers with the same number are equivalent.
Rank #3
| Framework or context | What Tier 1 refers to | How to interpret it |
|---|---|---|
| DWP privileged-access policy | Control over critical business data, applications and cloud services. | A government department’s IT privilege model; compromise can cause widespread disruption. |
| Federal Select Agent Program (FSAP) | Access or ability to access Tier 1 select agents or toxins, with certain related handling activities also addressed in the guidance. | A regulated biological-agent and personnel-security context, not an IT access tier. |
| Arkose Labs service terms | A “Starter Services” tier with specified support services. | A vendor service-plan label, not an access-control standard. |
| Entra role-tier proposal | A practitioner-proposed category for administrative write capabilities and control of major Microsoft cloud service components. | A proposed model, not an official Microsoft definition. |
FSAP’s separate meaning
FSAP guidance addresses access or the ability to access Tier 1 select agents or toxins. It also specifies certain activities involving inoculated animals, plant hosts or contaminated hazardous waste. The guidance and FAQ associate this status with additional personnel-security and suitability-assessment requirements. The relevant Form 1 PDF identifies itself as version 1.6, dated January 18, 2017, and tells users to verify they have the current version; check current FSAP materials before making operational decisions.

What to check when someone says “Tier 1”
- Ask which framework applies. A government policy, regulatory program, vendor plan and practitioner proposal may use the same label differently.
- Identify the protected assets or activities. In DWP’s model, the defining factor is control over critical assets and the impact of compromise.
- Check the authority and version. Confirm the current policy or guidance before relying on tier requirements for compliance or operations.
- Review the actual access and safeguards. Determine what the account can administer, who approved it, how long it lasts, and how it is authenticated and monitored.
