Offshore wind is currently the more mature and generally lower-cost choice for utility-scale electricity, especially with bottom-fixed turbines in European markets. Tidal energy has a different advantage: the timing of tides can be forecast years ahead, making output easier to schedule than weather-dependent wind. That predictability does not mean continuous generation, guaranteed equipment availability or lower overall system risk. Tidal-stream projects remain few and expensive, while tidal-range barrages can cause major local changes to estuaries and coasts. The sound comparison is therefore technology- and site-specific, not a universal winner.
What the comparison actually covers
“Tidal energy” describes two substantially different technologies. Tidal-range schemes, such as barrages or lagoons, hold water behind a structure and generate as the sea level rises or falls across it. Tidal-stream devices place underwater turbines in fast currents and extract kinetic energy from moving water. Their civil works, operating patterns, suitable locations and environmental pathways are not interchangeable.
Offshore wind also has two main categories. Bottom-fixed turbines are attached to foundations in the seabed and dominate current European deployment. Floating turbines are moored to platforms in deeper water. Floating wind can reach stronger or more distant wind resources, but it has less deployment, higher present costs and several competing platform designs rather than one standardized solution.

Most cost and maturity evidence available for this comparison is European and British. It combines European Commission reports published or updated through 2026 with UK assessments, and it uses estimates from different years and methods. Those limits matter: a figure for a 2024 bottom-fixed wind project is not a controlled, same-year comparison with a 2019 tidal-stream range.

Reliability: predictable resource is not the same as dependable power
Tides can be forecast far ahead
Orbital mechanics make tidal timing highly predictable. Operators can calculate when high and low tides will occur days, months and years in advance. Wind output, by contrast, depends on changing weather systems and becomes less certain as the forecast horizon lengthens. Tidal forecasts can therefore improve scheduling, reserve planning and the value of combining tidal generation with variable wind and solar.
Prediction describes when the resource is available; it does not make the electricity continuous. A tidal-stream turbine produces most of its power during faster currents and little or none around slack water. A barrage generates according to the changing water-level difference and may produce in pulses rather than at a constant rate. The output profile is cyclical, so a grid still needs storage, interconnection, flexible demand or other generators to cover non-generating periods.
Four reliability questions to keep separate
- Resource predictability: how accurately the tide or wind can be forecast.
- Generation profile: when a device actually produces electricity, including tidal slack periods and wind lulls.
- Equipment availability: the share of time a turbine is technically ready to run, excluding periods when the natural resource is insufficient.
- System reliability: whether the wider power system can meet demand after accounting for transmission, maintenance, weather, failures and backup resources.
Tidal energy scores unusually well on the first measure. The evidence does not establish that it scores better than offshore wind on all four.
What demonstration projects show
The European Commission’s CORDIS reporting for the EnFAIT project recorded 95% availability for turbines T5 and T6 at the Shetland Tidal Array. The same project reported a capacity factor of about 30% for the Nova M100-D turbine at Bluemull Sound, with a potential of about 50% at more energetic sites. It also reported the longest period of turbine operation without maintenance as two and a half years at the time of reporting.

These are encouraging project results, not a fleet-wide average or a head-to-head trial against offshore wind. They come from one array, one environment and a particular operating period. Tidal devices must still demonstrate that such availability and maintenance intervals can be repeated across different currents, seabed conditions, scales and supply chains. European Union support has specifically focused on proving survival and reliability in aggressive sea conditions because the operating base remains small.
At the end of 2024, the EU had 2.82 MW of emerging operational ocean-energy capacity, including 1.63 MW of tidal energy. This figure excludes established tidal-range installations. The small total means there is far less operating data than for offshore wind. Systems in Spain and France have operated for several years and demonstrated grid reliability, but a few successful projects cannot yet establish technology-wide performance.
Cost: offshore wind leads today, but the numbers need context
Levelized cost of energy (LCOE) attempts to spread construction, financing, operations and maintenance costs over a project’s lifetime electricity output. It is useful for orientation, but estimates vary with financing assumptions, capacity factor, project size, grid scope, contract terms, inflation and local conditions. The following values are published estimates from different sources and dates, not an apples-to-apples auction or commercial-price comparison.
Published cost estimates
| Technology and location | Published LCOE | Evidence and date |
|---|---|---|
| Bottom-fixed offshore wind, Denmark | €56–102/MWh | 2024 country estimate in the European Commission’s 2025 Blue Economy Report |
| Bottom-fixed offshore wind, Germany | €62–109/MWh | 2024 country estimate, European Commission 2025 |
| Bottom-fixed offshore wind, Netherlands | €55–120/MWh | 2024 country estimate, European Commission 2025 |
| Bottom-fixed offshore wind, France | €114–170/MWh | 2024 country estimate, European Commission 2025 |
| Tidal stream | €110–480/MWh | IRENA 2019 range as reported by the European Commission |
| Whole-system tidal energy at technology-readiness levels 7–9 | About €200/MWh | OceanSET 2022 average as reported by the European Commission |
| Tidal stream, United Kingdom | £260/MWh currently; possible £78/MWh by 2035 | UK Energy Innovation Needs Assessment 2025; the 2035 value is a projection, not an observed cost |
The ranges indicate a present maturity and cost disadvantage for tidal stream relative to typical bottom-fixed offshore wind estimates. They do not prove that every wind project is cheaper: French estimates are materially higher than Danish, German or Dutch ranges, and an individual tidal site could outperform a poorly located wind project. The key difference is the size and maturity of the project base. Offshore wind has deployed many large farms, allowing larger turbines, repeatable installation methods, established finance and broader supply chains. Tidal stream is still paying for first-of-a-kind engineering, smaller farms and expensive vessel-based maintenance.

Why tidal-stream costs remain high
- Capital expenditure: turbines, foundations or moorings, subsea cables and specialized installation vessels are expensive at small production volumes.
- Scale: few devices and arrays mean factories cannot spread design and tooling costs over a large fleet.
- Marine operations: strong currents restrict weather windows for inspection, retrieval and repair.
- Maintenance: access can require vessels, cranes, remotely operated equipment or lifting a complete device from the water.
- Grid connection: high-energy tidal sites may be remote, making export cables and onshore reinforcement costly.
- Site limits: suitable fast-flowing channels are geographically scarce and may conflict with navigation, fishing, protected habitats or wildlife requirements.
The UK assessment’s possible reduction from £260/MWh to £78/MWh by 2035 should be read as an innovation pathway, not a promised price. It depends on design learning, larger arrays, manufacturing volume, financing and successful environmental consenting.
Floating wind is a separate cost case
Floating wind should not be used to imply that all offshore wind is already inexpensive. The European Commission reports project LCOE values from €145/MWh for Hywind Tampen in Norway to €350/MWh for Fuyao in China, with WindFloat Atlantic at €240/MWh, for projects in the 2020–2023 period. The report cautions that limited deployment and differing offtake contracts make floating-wind LCOE difficult to compare. Floating wind currently shares some of tidal stream’s challenges—specialized marine construction, limited standardization and a small operating base—although it benefits from the much larger wind industry and access to deeper-water sites.
Where each technology can be built
Tidal range
A barrage or lagoon needs an appropriate basin, estuary or coastal configuration with a large and usable tidal-height difference. The structure must withstand marine forces while allowing electricity generation and, where relevant, navigation and flood-management functions. Large tidal-range plants have been built, but few new developments have followed because suitable sites are limited and local environmental effects can be substantial.

Tidal stream
Stream turbines need fast, persistent currents at a depth and seabed condition that permit anchoring, cabling and maintenance. The best channels are not spread evenly around coastlines. They may overlap shipping routes, fishing grounds, protected areas or habitats used by marine mammals and fish. A technically energetic site can therefore be commercially or environmentally unsuitable.

Bottom-fixed and floating wind
Bottom-fixed wind generally needs seabed conditions and water depths compatible with foundations, plus ports capable of handling very large components. It has a much larger global and European development pipeline. Floating wind can move farther offshore and into deeper water, but mooring systems, dynamic cables, anchors and port logistics add complexity. Developers must evaluate wind speed, waves, seabed or mooring conditions, distance to shore and transmission capacity together rather than selecting a technology by resource quality alone.
Environmental impacts: different pathways, incomplete comparisons
There is no harmonized lifecycle study in the evidence considered here that proves tidal energy has lower or higher total ecological impact than offshore wind. Each project needs its own assessment covering construction, seabed disturbance, habitat, wildlife, cables, vessel activity, transmission and decommissioning. The European Commission states that knowledge of potential environmental impacts from ocean-energy devices still needs to improve.
Tidal-range effects
A barrage changes the exchange of water between an estuary or basin and the sea. Altered tidal amplitude, sediment transport, salinity, mudflats and intertidal exposure can affect fish migration, birds, invertebrates, water quality and shore processes. The European Commission identifies significant local environmental impacts as one reason few new tidal-range projects have been developed. A range project may deliver predictable generation, but its ecological footprint is tied to the entire impounded basin, not only to the turbines.
Tidal-stream effects
Underwater rotors, support structures, moorings and cables can interact with fish, marine mammals, seabirds, benthic habitats and navigation. The risk depends on rotor speed, device spacing, acoustic and electromagnetic emissions, local species, current patterns and construction methods. The UK assessment identifies marine-life impacts and environmental constraints as limits on turbine scale and site availability. Because arrays remain small, long-term evidence across species and environments is limited.

Offshore-wind effects
Wind farms require seabed foundations or anchors, inter-array and export cables, construction vessels and onshore connection works. Piling noise, seabed disturbance, altered local habitat and collision or displacement risks for birds and marine animals must be assessed. Floating projects reduce some fixed-foundation requirements but introduce anchors, mooring lines and dynamic cables. Environmental outcomes vary with turbine layout, season, species, construction controls and decommissioning plans; offshore wind cannot be assigned one universal impact value either.
What one monitored tidal site tells us
At the Shetland Tidal Array, EnFAIT’s five-year monitoring programme enabled Marine Scotland to conclude that no adverse environmental effects had occurred at that monitored site. This is valuable site-specific evidence, but it does not establish that every turbine, array size, location or species community will have the same result. Regulators still need baseline surveys, adaptive monitoring and thresholds for stopping or modifying operations.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Grid value and the role of a mixed portfolio
Tidal timing can complement wind’s weather-driven variability. A planner can know in advance when a tidal site will produce and can combine that schedule with wind forecasts, storage, interconnectors, demand response or dispatchable generation. Predictability may also help capacity planning and reduce uncertainty in short-term scheduling.
That benefit is not the same as firm capacity. A tidal stream farm may produce strongly for several hours, then decline during slack water. The phase of the tide also shifts through the day, so the production window is not fixed at the same clock time every day. Multiple sites with different tidal phases could smooth some of the cycle, but available evidence does not establish the scale of smoothing or its cost. Transmission from remote channels can erase part of the value if grid reinforcement is difficult.
Offshore wind produces whenever wind conditions are suitable and can have a higher annual capacity factor at strong sites, but its output is less predictable and can fall across a broad weather system. Geographic diversity, improved forecasting, storage, interconnection and flexible demand are the tools used to manage that variability. In practice, a reliable low-carbon system is likely to use a portfolio rather than treat tidal or wind as a standalone replacement for all other resources.
How to evaluate a proposed project
- Define the technology. Ask whether the proposal is tidal range, tidal stream, bottom-fixed wind or floating wind. Do not compare a barrage with a small stream turbine using one generic “tidal” number.
- Check the resource profile. Request modeled hourly output, not only annual energy. For tidal projects, inspect spring-neap cycles, slack-water periods and the phase relationship among multiple sites.
- Separate availability from capacity factor. A turbine can be technically available while the resource is too weak to generate. Require the definitions, measurement period and maintenance exclusions behind each percentage.
- Normalize the cost evidence. Record currency, price year, country, financing assumptions, project size, grid scope and whether the value is an estimate, contract price or projection.
- Test marine logistics. Examine port distance, vessel access, weather windows, cable repair plans, spare parts and the time required to recover a device from the water.
- Review environmental baselines. Look for surveys covering fish, mammals, birds, benthic habitat, sediment, noise and electromagnetic fields, plus a monitoring and mitigation plan.
- Assess the grid connection. Include export-cable length, landfall constraints, curtailment risk, congestion and the cost of onshore reinforcement.
- Compare alternatives at the same site. A site-specific wind, tidal, storage or transmission option should use the same discount rate, boundary conditions and lifetime assumptions before a decision is made.
Which technology is the better choice?
Choose bottom-fixed offshore wind when
- The project has suitable seabed, port and transmission conditions.
- The objective is the most commercially mature marine generation option.
- Current European cost estimates and established supply chains are important to the investment case.
- The system can manage weather-driven variability through geographic diversity, storage, interconnection or flexible demand.
Consider tidal stream when
- A site has exceptionally strong, persistent currents and manageable marine access.
- Predictable production timing has system value that justifies a higher present cost.
- The project can add diversity to a wind-heavy portfolio and has a credible route to array-scale learning.
- Environmental surveys show acceptable effects and regulators require monitoring that the developer can fund and operate.
Consider tidal range only with exceptional site justification
A barrage or lagoon may offer long-lived, predictable generation, but the basin-scale environmental and civil-engineering consequences demand unusually strong evidence. Limited suitable sites and potentially significant changes to estuaries mean that a range project cannot be treated as a simple substitute for a stream device or wind farm.
Bottom line
On the evidence available through 2026, bottom-fixed offshore wind is the practical default for new large-scale marine generation in Europe: it is widely deployed and its published 2024 country LCOE estimates are generally below current tidal-stream estimates. Tidal energy’s distinctive contribution is forecastability, not continuous output. Demonstrations show that high availability and useful capacity factors are possible, but the operating fleet is too small to support a universal reliability claim. Environmental outcomes remain site-specific for every option, with the strongest caution around the basin-wide changes caused by tidal-range schemes and the still-developing evidence for tidal-stream interactions with marine life.
