Intel’s restructuring has entered its final phase, but the company’s own filings do not confirm an exact “80% complete” figure. Intel says a majority—also described as a substantial majority—of its 2025 restructuring actions had been completed by the end of the fourth quarter, with the remaining work expected in 2026. The 80% number should therefore be treated as a claim attributed to the interview or publication that originated it, not as an independently verified Intel metric.
What Intel’s restructuring is designed to do
Intel began its 2025 Restructuring Plan in the second quarter of 2025. It is an enterprise-wide cost and organization program intended to lower expenses, remove management layers, simplify decision-making and redirect resources toward Intel’s core client and server businesses.
The plan covers more than layoffs. Intel’s filings describe employee severance, asset impairments, accelerated depreciation associated with exits, real-estate exits and consolidation, and broader organizational simplification. Those actions affect both the company’s cost base and the facilities, assets and reporting structures supporting its product and manufacturing operations.

In a July 24, 2025 message to employees, CEO Lip-Bu Tan said: “We are making hard but necessary decisions to streamline the organization, drive greater efficiency and increase accountability at every level of the company.” Intel’s second-quarter 2025 results release described the early effect as “initial progress” in execution and efficiency.

Is Intel really 80% complete?
Not as a documented company-wide percentage. The authoritative Intel and SEC material available for fiscal 2025 and the 2025 Restructuring Plan uses qualitative language: a majority of actions were complete by the end of Q4 2025, and a substantial majority had been completed during 2025. Intel says the remaining actions are expected in 2026.
That wording is consistent with a restructuring in its home stretch, but it does not establish that exactly four-fifths of every planned action, dollar or job reduction is finished. “80% complete” could refer to a particular workstream, an executive estimate or a report based on an interview. Without the original interview or publication, it should not be presented as Intel’s audited completion measure.
How many jobs did Intel cut?
Intel’s fiscal 2025 filing reported an approximately 15% reduction in its core workforce by the end of fiscal 2025. That is the company’s formal percentage and applies to the core workforce, not necessarily every worker or contractor connected with Intel.

The Associated Press reported a target of 75,000 core employees at the end of 2025, compared with 99,500 at the end of the prior year. Those figures describe the scale of the planned workforce change, while Intel’s filing provides the company’s year-end percentage measure. They should not be treated as interchangeable counts: the percentage is approximate, and the employee totals are a reported target and prior-year comparison.
| Measure | What the available record says | Qualification |
|---|---|---|
| Core-workforce change | Approximately 15% reduction by fiscal year-end 2025 | Intel fiscal 2025 filing; approximate and limited to the core workforce |
| Core employees at end of 2025 | 75,000 target | Associated Press report from 2025 |
| Core employees at end of prior year | 99,500 | Associated Press comparison figure |
| Restructuring cost | $2.2 billion expected and cumulative as of June 27, 2026 | Intel SEC filing; includes the plan’s recorded and expected cost at that date |
What parts of Intel are being reorganized?
Organization and management
Intel is reducing organizational layers and simplifying how teams are managed. The stated objective is greater accountability and faster execution, rather than simply reducing headcount.
Client and server priorities
The plan reallocates resources toward Intel’s core client and server businesses. This signals a tighter focus on the product areas Intel identifies as central to its business, while lower-priority activities face consolidation, exit or reduced investment.

- Compatible with Intel 600-series (with potential BIOS update) or 700-series chipset-based motherboards
- DDR4 and DDR5 platform support cuts your load times and gives you the space to run the most demanding games
Facilities and assets
Real-estate exits and consolidation are part of the program. Intel also expects charges from asset impairments and accelerated depreciation when it exits or changes the use of facilities and other assets.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesEmployee programs
Severance and related employee costs are explicit components of the plan. The workforce reduction is therefore one workstream within a broader financial and operational restructuring.
When will the cost reductions and turnaround be finished?
Intel’s documented timetable points to 2026 for the remaining restructuring actions, not a single published completion date. The company said the majority of 2025 actions were complete by the end of Q4 2025, while the residual work was expected to continue during 2026.

The plan’s expected and cumulative cost reached $2.2 billion as of June 27, 2026. That figure is a restructuring-plan cost measure, not a promise that Intel will save $2.2 billion in annual operating expenses. Charges can occur before savings are fully realized, and asset exits or organizational changes can create obligations that continue after the headline workforce actions are complete.
A complete turnaround also requires operating evidence beyond the closure of restructuring tasks. Intel’s second-quarter 2025 release pointed to initial improvement in execution and efficiency, but the restructuring timetable alone does not prove that product performance, manufacturing economics or profitability have fully recovered.
How to read Intel’s progress
- Use “majority complete” as the verified baseline. It is the wording in Intel’s fiscal 2025 and SEC disclosures.
- Separate people, actions and dollars. A 15% core-workforce reduction, completion of restructuring actions and $2.2 billion of plan cost measure different things.
- Expect 2026 residual work. Remaining severance, facility exits, consolidation and accounting charges can continue after most announcements have been made.
- Watch operating results. Sustainable improvement must appear in execution, efficiency and the performance of Intel’s client, server and manufacturing businesses, not only in the restructuring ledger.
What the 80% claim means for readers
The practical conclusion is that Intel’s restructuring is demonstrably late-stage, while the exact 80% figure remains unconfirmed by the company’s authoritative disclosures. Intel had completed most planned 2025 actions, cut its core workforce by approximately 15% by year-end, and expected the remaining work in 2026. The next test is whether those organizational and cost actions translate into durable operating improvement.
