The most dangerous data attack on an AI system may not be information stolen from it. It may be manipulated information fed into it. In a September 2021 warning, then–Lt. Gen. Mary F. O’Brien, the U.S. Air Force’s deputy chief of staff for intelligence, surveillance, reconnaissance and cyber, described this change in defensive focus as “the flip.” If an adversary can inject uncertainty into data, code or algorithms anywhere in an AI-supported process, the system can produce a wrong answer at machine speed.
What “the flip” means
Traditional cybersecurity has often emphasized protecting information from leaving a network: credentials, intelligence, customer records and other sensitive data. O’Brien’s warning shifts attention to what enters an AI pipeline. Training examples, telemetry, software dependencies, operational feeds and live sensor data can all influence an AI system’s behavior.
The concern is not that inbound attacks have replaced data theft in every environment. It is that AI creates additional ways to alter decisions without first breaking into a central database or stealing a secret. A carefully changed input can make a model classify an object incorrectly, lower its confidence or recommend an unsuitable action.

How attackers can manipulate an AI pipeline
Poisoning training data
Machine-learning models learn from examples. An attacker who changes, inserts or mislabels enough examples during data collection or preparation can influence what the model learns. The resulting weakness may persist after deployment because it is embedded in the model’s learned behavior, not simply in a single file that administrators can delete.
Tampering with algorithms and code
AI systems also depend on code, model configurations and data-processing steps. Manipulating those components can change how inputs are filtered, weighted or interpreted. A compromise in an upstream dependency may therefore affect outputs even when the operational system itself appears intact.
Exploiting anomalous or misleading data
Attackers can seek out unusual inputs that cause a model to behave unpredictably. In a live system, a stream of deceptive or abnormal observations can create uncertainty at the point where a decision is being made. The source warning notes that some machine-learning weaknesses may be exploitable through data collection itself, without an insider already having access to the target network.

Why scale can enlarge the attack surface
Ed Vasko of Boise State University’s Institute of Pervasive Cybersecurity argued that expanding telemetry creates more data and information environments for adversaries to attack. Every additional sensor, feed, interface or collection process can become another place where data is forged, delayed, selectively omitted or misinterpreted.
More data is not automatically safer data. Large systems must establish provenance—where a datum came from, how it was transformed and whether it agrees with independent sources. Without that context, a model may treat a malicious observation as simply another legitimate example.
Why the military consequences are especially serious
The Air Force was considering AI for tasks such as rapid target identification and decision support in contested environments. Those uses compress the time available for people to verify an output. If an adversary alters the underlying data, the resulting recommendation can arrive at the same speed as the machine system that generated it.

This creates a different risk from ordinary data exfiltration. Theft may expose information and enable a later operation; manipulated input can affect the decision being made now. The consequence depends on the mission, but the central problem is the same: confidence in the output is undermined before a human can easily determine why it changed.
AI security versus conventional IT security
| Security question | Conventional IT emphasis | AI-system emphasis |
|---|---|---|
| What is attacked? | Networks, accounts and stored data | Training data, models, algorithms and live inputs |
| When can the attack occur? | Often after deployment, through an exposed service or compromised account | During collection, preparation, training or live inference |
| Can a patch fix it? | A software update can often remove a known defect | Some learned weaknesses can persist in data or model behavior and may not be fixed like ordinary software bugs |
| How much oversight is needed? | People commonly review important transactions and alerts | People must be able to question, override or suspend model-driven recommendations |
| How fast can harm occur? | Often at a human operational pace | At machine speed, potentially before independent review catches the problem |
What an “AI Red Team” does
An AI Red Team is a dedicated group that tries to make an AI system fail under realistic hostile conditions. Its work should cover more than network penetration. Testers can challenge the full chain: data collection, labeling, storage, transformation, model training, software dependencies and live inputs.
- Inject or simulate corrupted, mislabeled and incomplete data.
- Test whether anomalous inputs trigger confident but wrong outputs.
- Examine whether independent sensors or models disagree in detectable ways.
- Assess how quickly operators recognize a degraded model and intervene.
- Document which failures can be corrected and which require retraining, replacement or a mission stop.
Testing should happen before deployment and continue as data sources, models and operating conditions change. A system that passes a one-time test can become vulnerable when a new feed or dependency is added.

Designing resilient AI decision systems
Build transparency into the pipeline
Operators need visibility into the sources and transformations behind an output. Logging data provenance, model versions, confidence changes and rejected inputs makes it possible to investigate an unexpected recommendation instead of treating it as an unexplained answer.
Use redundancy and cross-checks
Independent components can expose a manipulated feed. Redundancy is useful only when the components are genuinely separated; copying the same poisoned source into several systems does not create independent confirmation.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteKeep humans able to intervene
Human oversight should include practical intervention points, not merely a person watching a screen. Operators need authority and time to reject a recommendation, switch to a degraded mode or stop automated action when inputs become unreliable.

Plan for uncertainty, not just compromise
Security controls should define what happens when the system cannot establish that data is trustworthy. A transparent low-confidence result, a request for corroboration or a controlled fallback can be safer than a precise-looking answer based on contaminated inputs.
What the warning does—and does not—claim
Waterman’s September 29, 2021 report in Air & Space Forces Magazine presented O’Brien’s remarks as a threat assessment and conference report, not as evidence of a specific breach involving her. It also quoted the National Security Commission on Artificial Intelligence: “the threat is not hypothetical: Adversarial attacks are happening.” The warning establishes why inbound manipulation deserves security planning; it does not show that every AI deployment is already compromised or that exfiltration is no longer important.
Quick Recap
Practical questions for an organization adopting AI
- Which data sources can change a model’s output, and who controls each one?
- Can the organization trace an input from collection through preprocessing and inference?
- What evidence is required before a model recommendation can trigger an operational action?
- Which independent source can challenge a suspicious observation?
- Who can override the system, and what is the documented fallback if the model is uncertain?
- Has an AI-focused Red Team tested poisoning, anomalous inputs and recovery procedures?
