A five-minute speech by Reform UK Senedd member Jason O’Connell, delivered while flashes appeared in his spectacles, has triggered calls for clearer smart-glasses rules at Westminster. Reporting says he was suspected of using the glasses to display prompts, but no source has confirmed the device, any recording or a rule breach. Parliament’s current guidance covers camera, microphone and AI-enabled smart glasses, and recording requires authorisation.
What happened in the Senedd
Jason O’Connell, a Reform UK member of the Senedd for Pontypridd Cynon Merthyr, delivered a speech without visibly consulting paper notes. Periodic flashes in his spectacles appeared to suggest that text was being displayed in the lenses, leading to suspicion that he was using smart glasses as a teleprompter.
The report does not identify a make or model. It also says there was no suggestion that O’Connell’s glasses were recording. O’Connell later posted on X: “Trialling some new glasses for the chamber this week. Apparently my last ones caused quite a stir.” That message does not establish what functions the glasses had or whether they were used to assist the speech.
His speech included claims about Welsh road-speed policy: “Cardiff reviewed 192 roads, following 933 requests, and only four routes have returned to 30mph”; and “£38.3m wasted to implement this policy and up to £8.9bn in an act of economic self-harm.” Those are political claims made during the speech, not statistics about smart glasses.

Why MPs are asking for restrictions
Liberal Democrat MP Anna Sabine wrote to Commons Speaker Lindsay Hoyle seeking action over what she described as increasing use of smart glasses on the parliamentary estate. Her concern is that AI-assisted prompting could make debates more “managed”, because observers may not know how much of an MP’s contribution came from real-time assistance.
That debate-integrity question is separate from privacy. Sabine warned: “Smart glasses can record video and take photographs discreetly … creating a particular risk to the existing rules on the parliamentary estate [limiting recording and photography].” Camera-equipped glasses can resemble ordinary eyewear, making it difficult for another person to know whether a lens, microphone or other sensor is active.

Are smart glasses banned in Westminster?
There is no evidence of a blanket ban on every type of smart glasses. A House of Lords written answer dated 15 September 2026 says new filming and photography guidance covers “camera, microphone and AI-enabled smart glasses”. It states that recording is not permitted without appropriate authorisation.

That means the practical rule is narrower than “all smart glasses are prohibited”: unauthorised recording is not allowed, while Parliament considers how to identify, manage and accommodate devices with different capabilities. The review could lead to more specific instructions, but its final outcome was not established in the available record.

Those distinctions matter. A display that shows a wearer’s own notes raises different questions from a camera that captures another person, while a microphone or cloud-connected assistant may create separate confidentiality risks. The available statements do not allow those capabilities to be inferred from the visible flashes alone.

Government warning about covert filming
In Commons Hansard on 9 September 2026, Women and Equalities Minister Bridget Phillipson said: “Covert filming using smart glasses can raise serious privacy concerns.” She also noted that existing offences, including voyeurism, and duties under online-safety or data-protection legislation may apply to harmful uses.

This does not create a special offence covering every smart-glasses wearer. Instead, it points to laws and rules that may already apply when recording is covert, harmful or involves personal data. Whether any particular use is unlawful depends on the conduct, location, people recorded and applicable authorisation.

Could a ban harm disabled users?
A blanket prohibition could have unintended consequences if it prevents legitimate assistive technology. Smart glasses or related wearable displays may support captions, visual interpretation, navigation or other reasonable adjustments. Parliament’s written answer specifically says accessibility must be considered alongside security and privacy.
A workable policy therefore needs to distinguish capability and use rather than rely only on appearance. Possible controls include prior authorisation, documented reasonable adjustments, restrictions on cameras or microphones, visible indicators, device checks where lawful and clear consequences for unauthorised recording. The published material does not say which of these measures Parliament will adopt.
What visitors and members should expect
- Check the latest filming and photography guidance before entering a parliamentary building.
- Seek authorisation for any recording-capable device, including eyewear with a camera or microphone.
- Disclose an assistive or AI-enabled device when requesting a reasonable adjustment, so staff can apply an approved alternative rather than treating it as covert recording.
- Do not assume that a device is acceptable because it looks like ordinary spectacles or because its camera is not visibly active.
- If challenged, follow staff instructions and ask which authorisation or accessibility process applies.
The episode has exposed a policy gap created by eyewear that can combine displays, sensors and AI assistance in a familiar form. O’Connell’s alleged prompting remains unconfirmed, while Parliament’s broader concern—how to protect privacy without excluding accessibility technology—is now being addressed through its formal policy review.
