The most reliable way to make Fallout: New Vegas behave on PC is to start with the current core section of the Viva New Vegas guide, install xNVSE in the correct game folder, then tune one graphics or INI setting at a time while testing a demanding scene. There is no universal “best” preset: your storefront, CPU, GPU, resolution, mod list and frame-rate target all change the right balance between image quality, smoothness and compatibility.
The short version: a stable baseline before visual tuning
Use this order rather than randomly lowering every option:
- Install an English copy of the game with its downloadable content from a supported storefront, update Windows and your graphics driver, and leave enough storage for the complete setup.
- Follow the current core (stability and performance) section of Viva New Vegas in sequence. Its Extended section is optional and modular; it is not required for a stable game.
- Install xNVSE by copying its files to the Fallout: New Vegas root folder, not the
Datafolder, and launch through the method required by your storefront and patching setup. - Begin with fullscreen, sensible VSync, disabled actor shadows and the guide’s cell-unloading example if those settings fit your setup.
- Reduce expensive graphics options incrementally. Test explosions, crowded settlements and other areas that reproduce your stutter instead of judging performance in an empty interior.
- If crashes continue, stop changing visual settings and work through Bethesda’s troubleshooting sequence: drivers, file verification, permissions, antivirus exceptions, INI reset and Windows compatibility checks.
The settings below are starting points and explanations of what each option does, not guarantees. Change one item, reproduce the same scene, and keep the change only if it improves your result without creating new instability.
What “performance” problems in New Vegas actually mean
Players often use “runs badly” for three different symptoms:
#1 Best Overall
- 【7450MB/s・Amazing Speed】Maximum read speed of 7450MB/s and maximum write speed of 6500MB/s (random read/ write speed of up to 1000K IOPS) realises the workflow of high-performance desktop PCs and notebook PCs. Ideal for power users who are looking for market-leading speeds.
- 【PCIe Gen4×4 for Superior Performance】Biwin NV7400 M.2 SSD utilizes the latest PCIe Gen 4x4 and 3D TLC NAND, choosing high-quality premium NAND flash chosen through our automated selection. Capacities of up to 4 TB are available, providing ample storage space and eliminating the anxiety of insufficient storage.
- 【PMIC Power Management & Graphite Heat Sink】NV7400 M.2 SSD adopts a composite power supply IC (PMIC), which improves power saving and energy saving performance by increasing the efficiency of power distribution, and effectively extends the durability of the SSD. Moreover, it is equipped with a 0.5mm graphene aluminium heat sink to prevent overheating with excellent heat dissipation performance and maintain stable top performance.
- 【Enhanced System Stability】The NV7400 delivers stable performance for demanding applications. Enhanced by Host Memory Buffer (HMB) technology, it ensures stable operation even under heavy workloads. The integration of Smart Cache optimizes data retrieval, while Zip data compression maximizes storage efficiency.
- 【Free Biwin Intelligence Software】Biwin Intelligence is multifunctional management software, designed to support Biwin consumer-brand storage products. For a more convenient and more secure storage experience, this software helps users manage their drives with features like performance test, data migration, firmware update, and more.
- Low frame rate: the game renders slowly, especially in outdoor areas, explosions or crowds.
- Stutter: frame delivery is uneven even when the average frame rate looks acceptable. Streaming a new cell, loading assets or a poorly matched VSync mode can produce this feeling.
- Crashes or freezes: the process closes, hangs or returns to the desktop. Lowering antialiasing cannot repair a missing script extender file, a damaged installation or a bad INI.
Viva New Vegas describes New Vegas as more CPU-intensive than GPU-intensive in its experience. That is why a very powerful graphics card does not automatically eliminate outdoor hitching. An SSD can drastically shorten loading and may reduce some streaming-related stutter, but it is optional, system-dependent and not evidence that storage alone fixes crashes or raises rendered FPS.
Use Viva New Vegas as the stability foundation
Core versus Extended content
The guide separates the changes required to make the game work and perform better from an Extended section containing more subjective additions. Complete the core section first. Add Extended content only after the unmodified foundation is stable, and add modules in small groups so you can identify a conflicting change.
Read each step carefully and preserve the stated order. A mod manager can install files, but it cannot compensate for skipping a prerequisite, placing a loader in the wrong directory or mixing instructions from an older guide with the current sequence.
Prerequisites for the guide’s recommended setup
| Requirement | What it means |
|---|---|
| Game language and content | An English copy with all downloadable content. |
| Supported stores | Steam, GOG or Epic, subject to the compatibility notes for individual tools. |
| Operating system | Windows 10 or newer, 64-bit. |
| Graphics driver | The latest driver available for your GPU. |
| Free space | At least 19 GB for the game and the guide’s setup. |
| Guide-specific 1080p/60 FPS suggestion | At least a 2.5 GHz quad-core CPU, 8 GB RAM, and graphics performance matching or exceeding an NVIDIA 600-series or AMD 5500-series card. |
Those CPU, memory and graphics figures are minimum suggestions for the guide’s VNV plus VNVE 60 FPS at 1080p configuration. They are not the official minimum requirements for the unmodded game, and a heavier texture or visual-mod list can need more headroom.
Install xNVSE without creating a loader problem
xNVSE supplies the script-extender functions used by many modern New Vegas fixes and mods. Its README gives a simple but important rule: the loader files belong in the game’s root directory, alongside the main executable.
- Download the xNVSE release intended for your installation.
- Open the Fallout: New Vegas root folder—the directory containing
FalloutNV.exe. Do not open itsDatasubfolder. - Copy the xNVSE DLL and EXE files into that root folder. Do not install them as an ordinary Mod Organizer 2 mod.
- For an unpatched installation, start the game with
nvse_loader.exe. - If you used the FNV 4GB Patcher, launch with
FalloutNV.exeas described by xNVSE’s documentation. - Start the game once and confirm that the extender-dependent setup recognizes the loader before adding more mods.
| Store or edition | xNVSE status |
|---|---|
| Steam | Supported by the project. |
| GOG | Supported by the project. |
| Epic Games | Use the Epic Games Patcher path identified by xNVSE; do not assume the standard loader route is interchangeable. |
| German No Gore | Excluded by the project’s compatibility list. |
| Xbox Game Pass | Excluded by the project’s compatibility list. |
| Bethesda.net version | Excluded by the project’s compatibility list. |
If a mod manager reports that xNVSE is missing, first check the physical folder and the executable you are launching. Reinstalling the same files into Data will not correct a root-folder mistake.
Launcher and INI settings that affect smoothness
Viva New Vegas publishes example values for several settings. Treat them as guide-context recommendations, not universal laws. Back up your INI files before editing, and change one value at a time.

bFull Screen |
1 |
Uses fullscreen. NVIDIA’s tweak guidance also recommends fullscreen for optimal stability. Windowed or borderless operation can be useful for some workflows, but choose it deliberately and check the current guide if stability changes. |
iPresentInterval |
1 |
Controls the game’s presentation/VSync behavior. The Viva New Vegas utilities guidance does not recommend higher values because they can add input lag and interact poorly with variable-refresh-rate displays. |
bDrawShadows |
0 |
Disables actor shadows, trading a visual effect for less rendering work. Re-enable it only after confirming that your target scenes remain smooth. |
bPreemptivelyUnloadCells |
1 |
Enables the guide’s example of preemptive cell unloading. It is intended to manage memory and streaming behavior; test it with your complete mod list rather than assuming it fixes every hitch. |
iNumHWThreads |
3 |
The guide’s example uses three. Values above three do not change anything according to the utilities guidance, and this setting is not the same as your CPU’s core count. Do not replace it with a large number simply because your processor has more cores. |
The utilities page also discusses audio-cache adjustments. Apply those values only as written in the current guide; the exact cache choices depend on the guide revision and your installation, so copying an old forum tweak can produce a different result.

Graphics settings: what to lower first
NVIDIA’s Fallout: New Vegas tweak guide explains the behavior of the main launcher options. Its measurements came from a historical test system—GeForce GTX 460 with 1 GB, Intel Core i7 940, 3 GB RAM, Windows 7 64-bit and NVIDIA driver 260.99. Use the comparisons to understand relative cost, not as current benchmarks for a modern PC.
| Option | Visual role | Performance or compatibility implication |
|---|---|---|
| Antialiasing | Smooths jagged polygon edges. | Can be expensive. Lower or disable it first when GPU load is high and you can tolerate more visible edge shimmer. |
| Anisotropic filtering | Keeps textures clearer at oblique viewing angles. | Adjust separately from antialiasing. The guide recommends individual changes rather than relying only on a broad preset. |
| Detail presets | Change view distance and filtering along with other quality choices. | Lower presets reduce the amount of detail and distance drawn. If distant geometry matters to you, lower individual expensive options instead of dropping everything at once. |
| HDR | High-dynamic-range screen effects. | The historical tests found HDR more demanding than Bloom or None. Treat that as a description of the old test, not a promise of a fixed percentage on current hardware. |
| Bloom | A lighter glow-style screen effect. | Historically less demanding than HDR in NVIDIA’s tests, but still optional if you are chasing consistency. |
| Actor shadows | Dynamic character shadows. | The Viva New Vegas example disables them through bDrawShadows=0 to reduce work. |
For a weaker system, reduce antialiasing, HDR and shadow work one step at a time, then retest. If the game is already GPU-light but still hitches while turning or entering cells, reducing every texture-related option may accomplish little; investigate CPU load, streaming, mods and storage instead.
A repeatable tuning method
1. Establish a demanding test route
Use the same outdoor route or settlement where you normally see the problem. Include a crowded area, an explosion-heavy fight or a cell transition if those are your triggers. NVIDIA uses explosions and crowded areas as examples of demanding scenes.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →2. Record the baseline
Note resolution, fullscreen or windowed mode, VSync state, the graphics options you changed and how the scene feels. If you use an FPS or frame-time overlay, record the same short route each time; consistency is more useful than a single peak number.
3. Change one variable
Lower one expensive option or apply one INI change, then repeat the route. Changing five settings at once prevents you from knowing which tradeoff helped and makes a later rollback difficult.
4. Keep the smallest useful compromise
If disabling actor shadows removes the hitch, you may not need to lower texture detail. If HDR makes no measurable difference on your system, leave it enabled and test another setting. Stop when the game meets your target; maximum slider reductions are not automatically better.
5. Test after every mod group
When adding optional Extended content or other mods, launch and test after each coherent group. A stable core followed by one unstable addition is much easier to repair than a large, untested loadout.
Fix crashes in Bethesda’s recommended order
Graphics tuning is not a substitute for installation repair. Bethesda’s PC support guidance recommends this sequence:

- Confirm the requirements. Check that the machine meets the game’s requirements and that the operating system and storefront installation are supported by your chosen tools.
- Update the graphics driver. Install the current driver for your GPU, then reboot before testing again.
- Verify the game files. Use your storefront’s file-verification command to replace damaged or missing files.
- Check permissions. Confirm that your Windows account can access the game directory and run the required launcher with the permissions expected by your setup.
- Review antivirus exceptions. Security software can quarantine or block the loader and DLL files. Add only the necessary game and tool files to an exception after confirming they came from the legitimate project release.
- Reset the INI files. Delete the Fallout: New Vegas INI files in the user Documents directory so the launcher can generate clean defaults. Back up custom settings first.
- Try Windows compatibility troubleshooting. Use the operating system’s compatibility tool if the executable still fails to start.
Bethesda’s page is in French, but the troubleshooting sequence is clear. Its note about AMD RX graphics cards and Adrenalin 24.4.1 is a specific driver-version warning; it should not be generalized into a claim that all current AMD drivers are incompatible. If you are on a different driver, follow the general driver and file-verification steps rather than downgrading automatically.

Installing xNVSE as a normal mod
The loader’s DLL and EXE files must sit beside the game executable. Placing them under Data or treating them as a normal Mod Organizer 2 package leaves the game unable to load the extender.
Setting the thread value to your core count
iNumHWThreads is not a CPU-core-count setting. The Viva New Vegas example uses three and says higher values do not change anything. A 12-core processor is not a reason to enter 12.

Using high VSync values to chase smoothness
The utilities guidance warns that higher iPresentInterval values can create lag and variable-refresh-rate problems. Start with the documented value, then evaluate your display behavior before experimenting.
Changing INIs and mods simultaneously
When the game becomes unstable, restore the last known-good configuration and reapply one change. Keep a dated backup of the INI files and note which mod group was added immediately before the problem.
Assuming an SSD fixes every performance problem
An SSD can improve loading and may reduce streaming hitches, but it does not repair a bad script, an invalid loader installation or a crash caused by a damaged file. Treat it as an optional hardware improvement after the software foundation is correct.
Choose a profile based on the problem, not a preset name
| Your priority | Start with | Tradeoff |
|---|---|---|
| Maximum stability | Viva New Vegas core section, xNVSE installed correctly, fullscreen, documented VSync value, actor shadows disabled and conservative optional mods. | Less visual drama and fewer optional features. |
| Better performance on an older PC | Lower antialiasing and HDR first, then reduce detail or shadow work incrementally while testing crowded scenes. | More jagged edges, shorter draw distance or simpler lighting. |
| Preserve image quality | Keep textures and filtering where possible; disable only the expensive effect that measurably causes the hitch. | Requires more testing and may leave a lower average frame rate. |
| Windowed or variable-refresh use | Keep the core setup, then test windowed mode and your display’s VSync/VRR behavior separately. | Fullscreen is the stability recommendation in the cited guidance, so windowed operation may require additional troubleshooting. |
What performance target is realistic?
Viva New Vegas frames its VNV plus VNVE configuration around 60 FPS at 1080p and lists the hardware suggestions above. That is a guide-specific target, not a universal result. NVIDIA’s old guide mentions a 25–30 FPS threshold when evaluating demanding scenes, but that advice came from the historical test platform and should not be treated as a modern standard.
Recommended Free Tools
Set a target your monitor and hardware can sustain in the worst scene you care about. A stable, consistent frame pace is usually preferable to a high average that collapses whenever the game streams a new area. If the target is unattainable after the core fixes and measured graphics reductions, lower the target or simplify the mod list rather than stacking unverified tweaks.
Final recommendation
Build from a maintained foundation, not from a pile of isolated “FPS boost” edits: complete Viva New Vegas’s core section, install xNVSE in the root folder for a supported storefront, use the documented INI examples as starting points, and tune graphics individually against repeatable demanding scenes. Separate crashes from rendering problems, follow Bethesda’s repair sequence when the executable fails, and regard an SSD as an optional loading improvement rather than a cure-all. This process gives you the best chance of a New Vegas installation that starts reliably and stays smooth without sacrificing more image quality than your hardware requires.
