Free movie websites are not all the same. Some are ad-supported streaming services, some require a public-library card, and others host films that are in the public domain or released by the rights holder. The services below are legitimate options, but their catalogs, availability, and account requirements can vary by country.
For the safest experience, use the official website or the official app-store listing. Do not install a browser extension, APK, or “special player” just to watch a film. A site that demands a credit card for a supposedly free stream, opens repeated redirect windows, or claims you need a VPN is a warning sign.
Quick comparison
| Website | Best for | Account or library card? | Typical trade-off |

| Plex | Free on-demand movies plus live TV | Many free titles can be browsed without a paid subscription | Search results can include non-free services |
| Pluto TV | Live, scheduled channels and on-demand viewing | Usually no paid subscription | Ad-supported and region-dependent |
| Kanopy | Independent, international, and classic cinema | Participating library or university card | Monthly play limits are common |
| YouTube | Official free movie uploads and rentals in one place | Varies by title | Verify the uploader and licensing |
| Internet Archive | Public-domain and archival films | Usually no | Older or unusual catalog; quality varies |
| Xumo Play | Free live channels and ad-supported on-demand content | Usually no paid subscription | Availability differs by location and device |
| FilmRise | Independent films, documentaries, and TV | Usually no paid subscription | Ads and changing regional catalogs |
| National Film Board of Canada | Documentaries, animation, and Canadian cinema | Many titles are available without payment | Some films are restricted outside Canada |
| Library of Congress National Screening Room | Historic and culturally significant films | No paid subscription for the collection | Primarily archival material rather than new releases |
1. Tubi
Tubi is one of the strongest general-purpose choices if you want recognizable movies without paying for a subscription. Its service is labeled “Free Movies & TV,” “No Subscription Required,” and “Always Free. 100% Legal.” Its catalog includes content from partners such as MGM, Lionsgate, Paramount, and Full Moon Pictures.
Tubi pays for the service with short ad breaks, so “free” does not mean commercial-free. You can use it on the web and on Android, iOS, Roku, Apple TV, Amazon Fire TV, Xbox, Samsung and Sony smart TVs, PlayStation, and other supported platforms.

- Stunning 4K and Dolby Vision streaming made simple: With America’s number 1 TV streaming platform,* exploring popular apps—plus tons of free movies, shows, and live TV—is as easy as it is fun. *Based on hours streamed—Hypothesis Group
- Breathtaking picture quality: Stunningly sharp 4K picture brings out rich detail in your entertainment with four times the resolution of HD. Watch as colors pop off your screen and enjoy lifelike clarity with Dolby Vision and HDR10+.
- Seamless streaming for any room: With Roku Streaming Stick 4K, watch your favorite entertainment on any TV in the house, even in rooms farther from your router thanks to the long-range Wi-Fi receiver.
- Shows on the go: Take your TV to-go when traveling—without needing to log into someone else’s device.
- Compact without compromises: Our sleek design won’t block neighboring HDMI ports, so you can switch from streaming to gaming with ease. Plus, it’s designed to stay hidden behind your TV, keeping wires neatly out of sight
On the website, the useful starting points are Browse Titles and Start Watching. Tubi also provides Sign In, Register, and Supported Devices options. Registration can help with watchlists and keeping your place, but Tubi says no subscription fee or credit card is required.
Safety check: Tubi says its service does not require a VPN and does not ask for credit-card information. A supposed Tubi page demanding either one, installing an unrelated extension, or downloading an APK is not following Tubi’s stated model.
2. The Roku Channel
The Roku Channel combines free movies and shows with Roku Originals, kids’ programming, and more than 350 live TV channels according to Roku’s support information. You do not need a Roku hardware device to use the Roku Channel website or mobile app.
The Tool Desk

For the live schedule, open the Live TV Channel Guide. To install another free streaming app, Roku’s documented path is Home → Streaming Store → Top Free & TV → choose an app → Add app.
There is an important catch: the Roku Free area also surfaces free programming from other services. Selecting a movie may therefore open another app rather than play it inside The Roku Channel. If that app is not installed, Roku will prompt you to add it.
Do not confuse Roku’s internet-based free channels with local antenna channels. Antenna channels depend on your location and require an HDTV antenna.
3. Hoopla
Hoopla is a particularly good option for people who have access to a participating public library. Its catalog covers movies, television, audiobooks, ebooks, comics, magazines, and music. Choose GET STARTED on the homepage, then follow the library-card setup process.
Titles can be streamed immediately, and Hoopla says most titles can also be downloaded to a phone or tablet for offline use. That makes it useful when your internet connection is unreliable or you want to avoid repeated streaming.

- Ultra-speedy streaming: Roku Ultra is 30% faster than any other Roku player, delivering a lightning-fast interface and apps that launch in a snap.
- Cinematic streaming: This TV streaming device brings the movie theater to your living room with spectacular 4K, HDR10+, and Dolby Vision picture alongside immersive Dolby Atmos audio.
- The ultimate Roku remote: The rechargeable Roku Voice Remote Pro offers backlit buttons, hands-free voice controls, and a lost remote finder.
- No more fumbling in the dark: See what you’re pressing with backlit buttons.
- Say goodbye to batteries: Keep your remote powered for months on a single charge.
Library access is not unlimited access to every Hoopla title. Hoopla explicitly says that titles vary based on the library catalog, and individual libraries may impose borrowing limits. Its BingePasses are also a separate type of access from borrowing one movie, so check the details shown for the item before confirming a borrow.
4. Plex
Plex offers free on-demand movies, live TV, and a large collection of free programming. Its web navigation includes Live TV, On Demand, Discover, Movies & TV Shows, Most Popular, and Leaving Soon.
For no-cost viewing, use Plex’s Watch Free on Plex area, including Watch Free Movies and TV Channel Finder. Free movie categories include action, animation, comedy, crime, documentary, drama, horror, romance, science fiction, thriller, western, classics, and descriptive audio.
Free tools Windows power users keep installed
One-click scans. No signup required.
Do not assume every Plex search result is free. Plex’s Discover feature can help you find where a title is available across your favorite streaming services. A result may therefore point to a service that requires a subscription or rental. Look for the free Plex viewing area or the On Demand designation before pressing play.
5. Pluto TV
Pluto TV is built around free, ad-supported television channels, with on-demand movies and shows available alongside the scheduled programming. It is a good fit if you like browsing a channel grid rather than choosing every film from a conventional catalog.
The exact labels and layout can change because Pluto’s public site is heavily JavaScript-based, and the accessible page does not reliably expose its current navigation in text. For that reason, avoid guides that promise a particular Pluto menu path without checking the current website or app.
Expect commercial breaks and regional differences. A film or channel shown to one viewer may not appear for another viewer in a different country. Use the official pluto.tv domain or an official app-store listing rather than a lookalike “Pluto” download page.
6. Kanopy
Kanopy is aimed more at curated cinema than at blockbuster quantity. Participating libraries and universities commonly provide access to independent films, documentaries, international movies, classic cinema, and educational programming.
Rank #3
- The Google TV Streamer (4K) delivers your favorite entertainment quickly, easily, and personalized to you[1,2]
- HDMI 2.1 cable required (sold separately)
- See movies and TV shows from all your services right from your home screen[2]; and find new things to watch with tailored recommendations for everyone in your home based on their interests and viewing habits
- Watch live TV and access over 800 free channels from Pluto TV, Tubi, and more[3]; if you find an interesting show or movie on your TV, mobile app, or Google search, you can easily add it to your watchlist, so it’s ready when you are[2]
- Up to 4K HDR with Dolby Vision delivers captivating, true-to-life detail[4]; and you can connect speakers that support Dolby Atmos for more immersive 3D sound
Access depends on your library or school supporting Kanopy. Even with an eligible card, you may have a monthly play limit, and not every title will be available through every institution. That limitation is usually preferable to misleading “free movie” sites because the borrowing arrangement is clearly tied to your library account.
Kanopy is a strong first stop when you want a film for a class, a documentary, an international title, or a critically regarded independent movie rather than the newest theatrical release.
7. YouTube
YouTube can be a legal source for free movies when the specific upload comes from an official distributor, studio, network, library, or rights holder. Some films are free with advertising, while others are rentals or purchases.
Do not treat every full-length movie uploaded to YouTube as licensed. Before watching, inspect the channel name, description, and any rights-holder information. An upload from an unknown account with a cropped poster, a suspicious download link, or a request to move to another website is not equivalent to an official movie release.
YouTube’s movie page is dynamic, so its current labels and free-title layout can change. The safest method is to begin at the official movie page or a verified distributor’s channel and confirm whether the title is marked free, rental, or purchase.
8. Internet Archive
Internet Archive is useful for public-domain films, historic footage, government films, educational material, and other archival video. It is not the place to expect the latest studio releases, but it can have films that are difficult to find on commercial streaming services.
Rights can be complicated for older media. A movie being hosted in an archive does not automatically settle copyright status in every country. Prefer items with clear collection information, public-domain notes, or a reputable institutional source. The site also contains user-contributed material, so use normal judgment about files and external links.
Recommended Free Tools
For the safest viewing experience, stream through the archive page rather than downloading an unfamiliar executable or “codec” offered by a third-party link.

9. Xumo Play
Xumo Play provides free, ad-supported live channels and on-demand programming. It is aimed at viewers who want a cable-like channel experience without a traditional pay-TV package.
Channel and movie availability depends on location, licensing, and the device you use. The service may be built into certain smart TVs or streaming platforms, but the official website is the better starting point when you are unsure whether your device is supported.
As with Pluto TV and other free channel services, advertisements are part of the business model. A title that disappears or moves is usually a licensing change, not evidence that you used the wrong menu.

10. FilmRise
FilmRise distributes free, ad-supported movies and television, including independent films, documentaries, crime programming, and older series. Its catalog is also available through various partner platforms and official apps.
Use FilmRise’s official site to identify its current services and follow links to supported viewing platforms. Availability can vary by country, and the same title may be offered on one platform but not another. Do not rely on a search result that merely uses the FilmRise name unless it links to an official domain or verified channel.
11. National Film Board of Canada
The National Film Board of Canada offers a substantial collection of documentaries, animation, short films, and Canadian cinema. It is one of the better choices for thoughtful nonfiction, award-winning animation, and films that are not usually prominent on mainstream ad-supported services.
Many titles can be watched without a paid subscription, although rights restrictions mean that some films are unavailable outside Canada. The NFB’s own website is the safest source because it identifies the organization behind the collection and handles the streaming directly.

It is especially useful for silent films, newsreels, educational films, and material that has entered the public domain or is made available for research and public access. The collection will not usually satisfy someone looking for a current Hollywood release, but it is a legitimate source with unusually strong provenance.
How to tell whether a free movie site is safe
- Check the domain. Type the address yourself or use a link from the service’s official site. Avoid domains with extra words, misspellings, or unfamiliar country-code endings.
- Do not install a player. Modern browsers and official streaming apps do not normally require a random “HD player,” codec, extension, APK, or executable file.
- Reject forced payment requests. Some legitimate services offer optional rentals or subscriptions, but a supposedly free movie should not require an unexplained card charge.
- Watch for redirect loops. Multiple new tabs, fake virus warnings, and buttons that lead to unrelated downloads are signs to close the page.
- Verify the rights source. This matters most on YouTube and archival sites. Look for an official distributor, rights holder, library, government institution, or a clear public-domain explanation.
- Expect normal advertising, not browser abuse. A short ad break is part of many legitimate free services. A page that blocks the browser with fake security alerts is different.
Which service should you try first?
- For the broadest mainstream selection: start with Tubi, The Roku Channel, Plex, Pluto TV, or Xumo Play.
- For library access: check Hoopla and Kanopy using your public-library or university credentials.
- For documentaries and distinctive cinema: try Kanopy, the National Film Board of Canada, or the Library of Congress.
- For older and public-domain films: search Internet Archive and the National Screening Room.
- For a particular title: use Plex’s discovery tools to locate it, then confirm whether the destination offers it free or requires a rental or subscription.
FAQ
Are free movie websites really legal?
Some are. Tubi, The Roku Channel, Hoopla, Plex, Pluto TV, and similar services operate through advertising, library licensing, or other legitimate distribution arrangements. On YouTube and user-contributed archives, check the specific uploader or rights information rather than assuming every upload is authorized.
Do free streaming services require a credit card?
The services listed as free generally do not require a payment card for their free catalogs. Tubi specifically says it does not ask for credit-card information. A card request may relate to an optional rental or subscription, but do not enter payment details on a suspicious mirror site.
Crashes, No Sound, or Screen Glitches?

Advertising funds many free streaming catalogs. Tubi, Pluto TV, Plex, The Roku Channel, Xumo Play, FilmRise, and similar services commonly use ad breaks instead of charging a monthly subscription.
Can I watch free movies without a smart TV?
Yes. Most of these services work in a desktop or mobile browser, and several offer mobile, smart-TV, or streaming-device apps. Hoopla and Kanopy also provide web access when your participating library or university supports them.
Is a library card enough to use Hoopla or Kanopy?
No. Your library or university must participate, and the available catalog and borrowing or play limits depend on that institution. Hoopla explicitly says titles vary by library catalog.
Why did Roku open another streaming app when I selected a free movie?
Roku’s Free area can include programming from other services. If the title belongs to another service, Roku may ask you to install that service’s app before playback.
The Bottom Line
Start with Tubi, The Roku Channel, Plex, or Pluto TV for the easiest ad-supported movie streaming. Add Hoopla or Kanopy if your library participates, and use YouTube, Internet Archive, the National Film Board of Canada, and the Library of Congress for carefully verified official or archival material.
The important distinction is not simply whether a site costs nothing. A trustworthy service identifies who provides the content, plays it through its own website or official app, and does not pressure you into installing unrelated software or handing over payment details.
