A telecom tower company (TowerCo) supplies and manages the physical sites that mobile networks use, while a mobile network operator (MNO) provides the connectivity service and runs or controls the network carrying it. An MNO may own its towers, lease them from a TowerCo, or use a mixture of both. The practical dividing line is usually infrastructure access versus mobile service, not a permanent rule about who holds the title to every tower.

The difference at a glance

The two business types work together but sell different things. A TowerCo’s customers are generally operators and other infrastructure users that need a site, power, access, or related facilities. An MNO’s customers are consumers, businesses, and organizations buying mobile connectivity.

Aspect Tower company (TowerCo) Mobile network operator (MNO)
Primary role Owns, builds, manages, or leases passive sites and related facilities. Provides mobile service and operates or controls the network used to deliver it.
Main customer Mobile operators and other infrastructure users. Consumers and business customers buying connectivity.
Typical assets or functions Towers, masts, land or rights of way, site access, power, ducts, trenches, and sometimes dark fibre, energy, transmission, or operations services. Radio and network systems, spectrum use, subscriber accounts, service plans, traffic management, and the customer relationship. It may also own tower sites.
Revenue logic Site leases, colocation fees, build-to-suit projects, and related infrastructure services. Subscriptions and other charges for mobile connectivity and associated services.
Can own towers? Yes. Owning or controlling tower assets is central to many TowerCo models. Yes, although an operator can sell towers and lease capacity back or lease sites from another owner.
Can several operators use one site? Yes. Hosting multiple tenants is a core reason the model exists. It can share facilities or lease access under commercial and technical agreements.

“Tower” is therefore an infrastructure term, not another name for a mobile carrier. A tower can be owned by the carrier whose antennas are on it, by an independent company, or by an affiliated or jointly owned infrastructure business.

What a telecom tower company actually provides

A TowerCo specializes in passive infrastructure: the physical environment in which mobile equipment is installed. The structure itself may be a lattice tower, monopole, rooftop mounting system, or another mast. The site package can also include land, rights of way, fencing, shelters, access roads, ducts, trenches, and power equipment. Some portfolios include dark fibre or other transmission facilities.

Passive facilities are more than steel

“Passive” does not mean unimportant or unused. It means the facility generally does not process subscriber traffic. A TowerCo can provide the mast and the space on it, the compound where equipment sits, electricity or a generator system, cooling or shelter space, and the arrangements that let technicians reach the site. The operator normally installs the active radio and network equipment that turns that physical location into a mobile cell.

Services vary by contract

Some TowerCos limit themselves to leasing space and maintaining the site. Others add energy management, transmission, construction, operations support, or a build-to-suit service in which they design and construct a location requested by an operator. The exact boundary is contractual and market-specific; the label does not guarantee that every TowerCo offers the same package.

Why a TowerCo wants several tenants

A site is expensive to acquire, permit, power, and maintain whether one operator or several use it. A TowerCo seeks recurring revenue from multiple tenants on the same physical asset. That utilization can make a site commercially viable in places where each operator would not want to build a separate structure. It does not mean every site has multiple tenants or that sharing will always be cheaper after engineering, access, and regulatory costs are included.

What a mobile network operator does

An MNO is the company responsible for offering mobile connectivity to subscribers and for operating or controlling the network that carries their traffic. It manages the service relationship: plans, activation, authentication, usage records, billing, customer support, and the policies attached to the service. It also plans radio coverage and capacity, deploys or controls the active network equipment, connects that equipment to the rest of the network, and uses licensed spectrum or other authorized radio resources.

An MNO does not need to own every site

The GSMA describes operators as providing connectivity over infrastructure they own or lease. Leasing a site does not make the operator a reseller of the TowerCo’s service. The MNO still determines how its radio network is configured, which frequencies and technologies it uses, and how customers receive service. The TowerCo supplies access to the physical location and the facilities covered by the agreement.

Carrier and operator are usually the same idea here

In everyday language, people often ask about their “carrier.” In this context, that normally means the MNO whose name appears on the mobile account. A carrier may have a large tower portfolio, a small one, or none of its own in a particular market; that fact alone does not reveal the quality or extent of its mobile service.

How the TowerCo–MNO relationship works

There is no single transaction pattern. The arrangement can change over time as operators expand, consolidate assets, or bring in additional tenants.

1. An operator builds and keeps its towers

An MNO can acquire land, obtain permits, construct towers, install power and shelters, and retain ownership. It may still lease space to another operator or to a third party. In this model the carrier is both a service provider and a site owner, at least for that part of its network.

2. Sale-and-leaseback

In a sale-and-leaseback, the operator sells tower assets to a TowerCo and signs an agreement to continue using them. The TowerCo becomes the infrastructure owner and may add other tenants. The operator receives capital from the sale and avoids having to fund every future site as an owned asset, while retaining access under the lease. The financial structure, lease term, maintenance obligations, and performance provisions differ from deal to deal.

3. Build-to-suit

An operator can ask a TowerCo to find a location, secure rights, obtain approvals, construct the structure, arrange power, and deliver a ready site. The operator then leases the capacity it needs. This can be useful for a new coverage area or for an entrant that lacks a large existing property organization, but construction times and costs depend on local land, permitting, backhaul, and power conditions.

4. Independent colocation

A TowerCo may offer space on an existing site to several operators. Each tenant normally supplies or controls its own active radio equipment and network configuration, while the TowerCo coordinates structural loading, access, power arrangements, safety rules, and the physical work permitted at the site.

5. Joint ventures and affiliated infrastructure companies

An infrastructure company can be created by one or more operators, or an operator can retain an ownership stake after transferring assets. Such a company may look and operate like a TowerCo while remaining linked to a carrier. “Neutral host” is commonly used for a third-party provider serving multiple operators, but the term should not be treated as proof that a provider has no operator affiliation.

Who owns the tower your phone uses?

There is no universal answer without checking the specific site and market. These ownership patterns are common:

Situation What it means What the MNO may still control
Carrier-owned site The MNO owns the structure, land rights, or both. Its radios, network design, maintenance of active equipment, and subscriber service.
Independent TowerCo site A separate infrastructure company owns or manages the site and leases capacity. The active network and the commercial service delivered to customers.
Sale-and-leaseback portfolio The carrier transferred tower ownership but remains a tenant under a lease. Use of the site under the contract and operation of its installed network equipment.
Joint or affiliated company Ownership and governance are shared or connected to one or more operators. Responsibilities are split according to the corporate and commercial agreements.
Mixed network Different sites in the same national network have different owners. End-to-end service planning, even when the physical landlords vary.

Property ownership can also be divided: one party may hold the land lease, another the tower, and an operator the radios and backhaul equipment. A tower register, permit, landlord notice, or company filing may identify the relevant owner, but asset portfolios and corporate relationships change, so an old list may be out of date.

Why operators sell towers or lease sites

Moving passive assets into a TowerCo can separate a capital-intensive property business from the customer-facing connectivity business. A carrier may use the proceeds of a sale for network modernization, spectrum, debt reduction, or other priorities, while continuing to serve customers from the same locations under a lease. It can also avoid duplicating structures when another operator already has a suitable site.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For the TowerCo, the attraction is a portfolio of long-lived sites with the possibility of additional tenants. More tenants can spread certain site costs and create recurring lease revenue. Those benefits are potential outcomes, not guarantees: a transaction can have different economics depending on tenancy, rent escalators, energy costs, maintenance obligations, financing, regulation, and the operator’s ability to add equipment.

Can multiple mobile operators use one tower?

Yes. This is called colocation or infrastructure sharing. The tower, compound, power system, or access arrangements can be shared while each operator keeps its own active network equipment and subscriber service. A TowerCo can reserve structural capacity, install additional mounts, coordinate engineers, and charge each tenant for the capacity and services specified in its agreement.

What sharing can improve

  • It can reduce the number of separate structures required in a coverage area.
  • It can lower duplicated site-acquisition, construction, power, and maintenance work when the technical design is suitable.
  • It can help an entrant obtain locations without building a complete national tower portfolio.
  • It can make difficult sites, such as dense urban locations, more practical to use.

What sharing does not guarantee

  • Sharing a mast does not make the operators’ radio equipment identical.
  • It does not automatically produce the same coverage, speed, latency, or congestion performance for every tenant.
  • It does not eliminate the need for spectrum, backhaul, capacity planning, or separate customer support.
  • It does not mean an operator has access to every part of a site; loading, power, security, and contract limits apply.

Infrastructure sharing is therefore a potential efficiency and coverage tool, not a promise about the user experience. The GSMA notes that network configuration still affects what subscribers experience.

Passive sharing versus active network sharing

Passive sharing concerns the physical environment: the mast, rooftop position, compound, shelter, power, ducts, and access. Each MNO can place its own radios, antennas, transmission equipment, and other active systems within the agreed limits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Active sharing goes further by sharing some network equipment or radio-access functions. It involves more complex technical, regulatory, security, and commercial questions than simply renting space on a tower. A TowerCo may participate in related services, but owning a tower does not by itself mean that the company operates a shared active network. The parties’ contracts and the local regulatory framework determine what is actually shared.

What each company is responsible for

Responsibility is allocated by contract, but this practical division helps explain why a tower owner and a carrier can both be involved when service fails.

Work area Typical TowerCo role Typical MNO role
Land, permits, and site rights Acquire or manage rights and approvals covered by its portfolio or project. Specify coverage needs and provide information required for its installation.
Structure and mounting space Engineer, maintain, and allocate tower capacity and physical access. Provide antenna and equipment requirements within approved loading limits.
Power and shelter Supply or manage shared power, backup, shelter, and site facilities when included in the contract. Operate its equipment and meet any agreed power or environmental requirements.
Radio and network equipment Usually provides the physical location, not the carrier’s radio configuration. Install, configure, monitor, and maintain the active network systems.
Backhaul or transmission May provide ducts, dark fibre, transmission, or related services if contracted. Connect the site to its core and transport network, whether using its own or leased facilities.
Subscribers and billing Does not normally sell the consumer’s mobile plan. Activates accounts, bills customers, manages service policies, and handles customer support.

In an outage, the symptom may be “no signal,” but the cause could be a power failure at the site, damaged fibre, a failed radio, a transport problem, or a core-network issue. The party dispatching technicians depends on the failure domain and the service-level agreement.

What this means for mobile customers

Your bill comes from the MNO

The company charging for your mobile plan is normally the MNO or a service provider that uses an MNO’s network. A TowerCo generally does not replace that customer relationship, issue your SIM, set your data allowance, or resolve ordinary account questions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The tower owner is not a speed rating

Two operators can use the same structure and still deliver different results because their spectrum, antenna layouts, radio generations, capacity, backhaul, software, and traffic loads differ. Conversely, one operator can use sites owned by several TowerCos and present a consistent service to customers. Tower ownership alone is not a reliable proxy for coverage or performance.

Roaming and shared locations can obscure the picture

A phone may connect through a partner network under a roaming arrangement, and a site may host several operators. The name on the tower, the name on the handset’s network indicator, and the company on the bill can therefore be different. Those are separate commercial and technical relationships.

Recent industry figures, with their limits

In a 20 May 2026 GSMA article, Emmanuel Rochas, chief executive of TOTEM, said: “Today, 70% of the 4.5 million towers in the world are owned by tower companies.” The article presents this as an industry statement, not as an independently audited global census in the material available here. It should be read as an attributed estimate in that 2026 discussion, not as a permanent worldwide count.

The same GSMA article reported that tower companies had invested roughly €65 billion in Europe over the preceding five years, about one quarter of regional network capital expenditure, and that average tenancy ratios were above two operators per site. Those figures are presented in the article’s European and 2026 context; they are not universal results for every country or portfolio.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For historical perspective, a GSMA infrastructure-sharing overview published on 18 June 2019 said TowerCos represented 31.8% of 154 disclosed sharing deals in the Coleago database it cited. That database-specific figure describes the deals disclosed in that source and period, not the current global market. Asset counts, tenants, ownership, and national rules can change quickly.

How to find out who owns a particular site

Public information is uneven, but a careful investigation can usually separate the physical owner from the service operator.

  1. Identify the MNO whose antennas or service you are investigating. A network indicator or coverage map identifies the service relationship, not necessarily the tower owner.
  2. Check the operator’s current annual report, infrastructure disclosures, or regulatory filings for sale-and-leaseback and tower-lease information.
  3. Search the relevant planning, zoning, environmental, or telecommunications permit for the site address or structure identifier. The permit holder may be a TowerCo, an operator, a landlord, or a construction entity.
  4. Look for a site notice, access sign, landlord record, or local authority register naming the party responsible for the structure and the party responsible for equipment.
  5. Confirm the date. A carrier may have transferred a portfolio, renewed a lease, or moved equipment since an older document was published.

Even after this check, “owner” may need qualification: the land, tower, power plant, fibre route, and radio equipment can have different owners. State exactly which asset the record identifies.

Which company should a business contact?

If you need a mobile plan or managed connectivity

Start with an MNO or an authorized service provider. Questions about pricing, SIMs, device activation, data allowances, roaming, and customer support belong to the service relationship.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you need a place to mount equipment

Approach the site owner or TowerCo serving the target market. Provide the location, antenna or equipment dimensions, structural loading, power demand, access requirements, and desired deployment date. The TowerCo can confirm whether the site has capacity and whether permits, engineering work, or a new build are required.

If you are planning a network rollout

You may need both parties. The MNO or network integrator defines radio, spectrum, transport, and service requirements; the TowerCo supplies or coordinates the physical locations and facilities. A contract should identify rent, escalation, power charging, maintenance boundaries, access windows, equipment removal, liability, and service-level commitments.

The practical takeaway

Think of the TowerCo as the provider of places and supporting facilities, and the MNO as the provider and operator of the mobile network service. The same company can occupy both roles, and a single national network can combine owned, leased, affiliated, and shared sites. To understand any real arrangement, ask three separate questions: who owns the physical asset, who operates the active network, and who sells the service to the subscriber. Those answers may be different companies—and that is normal in modern mobile infrastructure.
