Telangana is expected to begin distributing Bhudhar cards after Dasara, according to the announcement attributed to minister Ponguleti. However, no authoritative Revenue Department or ministerial release identified an exact distribution day, statewide card count or beneficiary total as of 17 October 2026.
Bhudhar is an 11-digit identifier assigned to a land parcel under Telangana’s Bhu Bharati land-record system. The card is intended to make that identifier available to the holder; it should be read alongside the digitally maintained Record of Rights (ROR), registration records and survey information rather than treated as conclusive proof of ownership by itself.
What has been announced—and what is not yet fixed
The government’s stated direction is to allot Bhudhar numbers across Telangana and issue Bhudhar cards as the Bhu Bharati programme expands. The phrase “after Dasara” describes the intended timing of distribution, not a confirmed appointment for every district or village. Distribution can therefore begin in stages rather than on one statewide day.

The state portal and legislation establish the Bhudhar framework, but they do not publish a single post-Dasara calendar covering every land parcel. Residents should rely on a dated notice from the Revenue Department, their district administration or an officially designated service centre for a local collection date.

What a Bhudhar card is
A Bhudhar is an 11-digit, parcel-level identification number. It is designed to let revenue, registration and survey records refer to the same piece of land, including agricultural, non-agricultural and abadi land as the system’s records are built out.
Telangana’s Bhu Bharati legislation lists both creation of a Bhudhar for every land parcel and issuance of Bhudhar Cards among its objectives. The programme also provides for a consolidated Record of Rights after re-survey, streamlined mutation, records for abadi and non-agricultural properties, and a user-focused online portal.

How to find your Bhudhaar number or land record
The Telangana Revenue Department’s official land-details page supports three search methods. The page states that its records were updated on 11 October 2026.

- Choose the available search field that matches your document: survey number and sub-division number, pattadar passbook number, or the 11-digit Bhudhaar.
- Enter the details exactly as shown on your passbook or prior land record, including any sub-division suffix.
- Submit the search and check that the returned village, survey details and pattadar information correspond to your parcel.
- Save or print the result for reference, then use the portal’s document options to obtain the relevant Record of Rights or e-Pahani where available.
If a Bhudhaar search returns no result, try the survey/sub-division or pattadar-passbook search instead. A missing number can mean that the parcel has not yet reached the relevant digitisation or rollout stage, that the entry uses a different subdivision format, or that a mutation or correction is still pending.

Which documents matter alongside the card
The portal provides digitally signed ROR-1B and e-Pahani downloads. These records show the government’s recorded rights and land details at the time of issue. Keep copies of them with registered sale deeds, inheritance documents, mutation orders, tax receipts and survey sketches when checking a transaction or resolving a discrepancy.
Bhu Bharati is intended to connect revenue, registration and survey workflows. That integration should make it easier to trace a parcel and process mutations, but a card number alone does not replace the legal and registered documents used to establish or transfer rights.

Does a Bhudhar card prove ownership?
Not by itself. The material establishing Bhudhar describes an identifier and a Record of Rights system; it does not say that possession of the physical card is conclusive title proof. Ownership questions can involve the registered instrument, succession, court orders, survey boundaries, liens and the latest mutation status.

If names, extent, classification or boundaries differ, use the Bhu Bharati correction, mutation or appeal channels rather than assuming the card resolves the conflict.

What the Bhu Bharati programme is meant to change
- Create a Record of Rights after re-survey.
- Speed up inheritance and mutation processing.
- Record abadi and non-agricultural land as well as agricultural parcels.
- Assign a Bhudhar to every land parcel and issue Bhudhar Cards.
- Review surveys conducted by licensed surveyors.
- Provide online access to corrections, appeals, registration information, ROR documents and Bhudhar numbers.
On 13 August 2025, a Telangana State Portal release said Chief Minister Revanth Reddy directed officials to prepare plans for allotting Bhudhar numbers across the state. The same release called for faster disposal of inheritance and mutation applications and scrutiny of licensed-surveyor surveys.
What landowners should do while distribution proceeds
- Keep the pattadar passbook number, survey and sub-division details, registered deed and succession papers together.
- Check the official portal for the current ROR-1B or e-Pahani and verify names, extent and land classification.
- Record any mismatch and submit the appropriate correction, mutation or appeal request through the designated Bhu Bharati process.
- Use only official district or Revenue Department notices for collection instructions; do not pay an intermediary merely because a card has been announced.
- After receiving a card, compare its 11-digit number with the online parcel record and retain both the card and digitally signed documents.
Information still to be confirmed
Publicly available official material does not establish the total number of cards Telangana will distribute, the number of beneficiaries, a district-by-district schedule, or a universal eligibility rule for collection. Those details may differ by rollout phase and by whether a parcel’s survey, mutation and Record of Rights entry are complete.
For now, the dependable way to identify a parcel is the 11-digit Bhudhaar lookup and the associated ROR records on the Telangana Revenue Department portal. The physical card should be treated as a convenient reference to that government record, not as a substitute for the complete title file.
