For a volatility-sensitive core holding, a broad-market ETF is usually less risky than a technology-sector ETF because it spreads exposure across more industries and companies. A tech fund such as Vanguard Information Technology ETF (VGT) concentrates its outcome in one sector and is legally nondiversified, so a technology-specific shock or a sharp move in a few large holdings can affect it disproportionately.
That does not make a broad-market ETF safe or loss-proof. Vanguard Total Stock Market ETF (VTI), for example, still had 33.4% of net assets in its ten largest holdings as of June 30, 2026, and broad indexes can remain heavily exposed to mega-cap technology companies. The useful question is therefore not whether either fund can fall, but which concentration and drawdown risks fit your time horizon, tolerance for losses and intended portfolio role.
The direct answer
If you need one equity ETF as a core holding during an unsettled market, a broad-market fund is generally the lower-concentration choice. It combines companies from multiple industries, so weakness in one sector does not automatically determine the entire portfolio’s result. A technology-sector ETF has a narrower set of economic drivers: software and semiconductor cycles, corporate technology budgets, valuations of growth companies, regulation, export restrictions and competition can all affect many holdings at once.
The difference is relative, not absolute. Both funds own stocks. Both can lose substantial value in a bear market, and a broad-market fund can fall sharply when its largest companies are under pressure. Diversification reduces the risk that one industry or a few companies dominate the result; it does not remove market risk, valuation risk or the possibility of a prolonged drawdown.

The SEC’s Investor.gov guidance captures the central point: “A mutual fund or ETF won’t necessarily provide diversification, especially if it is narrowly focused (such as on one industry sector).” The same guidance says, “The more volatile the fund, the higher the investment risk.”
What “less risky” means in this comparison
Concentration risk
Concentration risk is the chance that a small number of holdings, industries or shared economic drivers account for too much of the outcome. A sector ETF starts with industry concentration by design. Even if it owns many securities, those companies may react to the same interest-rate changes, demand cycle, regulation or technological disruption.
When comparing two ETFs, inspect the largest position and the combined weight of the ten largest positions. The number of holdings alone can be misleading: 100 companies exposed to the same industry may offer less independent diversification than a smaller list spread across unrelated industries.
Market risk
Neither a sector ETF nor a total-market ETF is a defensive asset such as cash or a high-quality short-term bond fund. A recession, liquidity shock or broad equity selloff can push down companies across sectors. A broad-market ETF is less concentrated, but it remains an equity investment whose value changes throughout the trading day.
Volatility and drawdown risk
Volatility describes how widely returns vary. Drawdown measures the decline from a previous peak to a subsequent low. Investors who are deciding between VGT and VTI should consider both: a fund can have similar average returns but a materially different path, including deeper temporary losses that are difficult to hold through.
Use the same measurement period and methodology for both funds. Compare annualized standard deviation, the worst calendar-year return, maximum peak-to-trough drawdown and the time required to recover. Historical measures describe what happened; they do not forecast the next market cycle.
VGT and VTI: what the two examples actually represent
| Comparison point | Vanguard Information Technology ETF (VGT) | Vanguard Total Stock Market ETF (VTI) |
|---|---|---|
| Mandate | Tracks the MSCI U.S. Investable Market Information Technology 25/50 Index and invests at least 80% of assets in securities in that index. | Broad-market exposure to the U.S. stock market. |
| Industry breadth | Information-technology companies only, subject to the fund’s index methodology. | Companies across multiple sectors through a total-market mandate. |
| Company-size exposure | Includes large-, mid- and small-cap information-technology companies. | Broad-market exposure; review the current holdings file for the exact size mix. |
| Legal diversification | Vanguard’s prospectus says the fund is considered nondiversified under the Investment Company Act of 1940. | A broad-market label does not mean equal weighting or an absence of large-company concentration. |
| Published concentration figure | Sector and nondiversification risks are identified by Vanguard as sources of potentially more extreme performance fluctuations. | The June 30, 2026 fact sheet reports that the ten largest holdings were 33.4% of net assets. |
| Published cost figure | Check the current prospectus and fact sheet for the applicable expense ratio. | The June 30, 2026 fact sheet reports a 0.03% expense ratio. |
What VGT’s structure implies
VGT gives you targeted exposure to U.S. information-technology companies, not a neutral slice of the entire economy. Its index includes large, mid and small companies, so the fund is not simply a basket of the biggest technology names. Vanguard’s VGT prospectus notes that small- and mid-cap stocks have historically been more volatile than large-cap stocks. In a stressed market, that size exposure can add another source of fluctuation on top of the sector concentration.
The fund’s nondiversified legal classification matters because it permits greater concentration than a legally diversified fund. It does not predict a particular return, but it tells you not to assume that a long list of holdings creates the same diversification as a multi-sector portfolio.

Vanguard’s VGT fact sheet warns that “Sector ETF products are subject to sector risks and non-diversification risks, which may result in performance fluctuations that are more extreme than fluctuations in the overall stock market.” Treat that as a structural risk disclosure, not a promise that VGT will underperform in every volatile period.
What VTI’s structure implies
VTI is commonly used as a broad-market comparison because its mandate reaches across the U.S. stock market rather than one industry. That wider opportunity set can reduce the effect of a single-sector shock. A decline in technology may be partly offset by different results in health care, financials, industrials, consumer companies or other sectors, although offsets are never guaranteed.
Its 33.4% top-ten weight, reported for June 30, 2026, is an important qualification. Broad-market funds are often market-cap weighted, so the largest companies can dominate the result. If mega-cap technology stocks lead a selloff, VTI can still experience a meaningful decline. The 0.03% expense ratio reported in the same fact sheet is a recurring fund cost that reduces returns before taxes and trading costs; confirm that figure in the latest documents because expense ratios can change.
Why technology-sector shocks can produce wider swings
A sector portfolio can respond to several related events at once. For technology companies, investors may reprice future earnings when interest rates rise, because cash flows expected far in the future become less valuable at higher discount rates. Businesses may delay software or hardware purchases during a downturn. Semiconductor shortages, inventory corrections, export controls, antitrust actions or a new competing platform can affect numerous companies simultaneously.
These are examples of common risk drivers, not forecasts. The relevant point is correlation: companies that look different by name can still move together when they depend on the same customers, suppliers, financing conditions or investment theme. A sector ETF may therefore fall more than a broad-market ETF in a technology-led selloff, even when both own some of the same companies.
VGT’s inclusion of small- and mid-cap technology stocks can increase sensitivity to financing conditions and liquidity. Smaller companies often have less diversified revenue, thinner trading markets or less balance-sheet flexibility than established large companies. Vanguard identifies their historically higher volatility in the prospectus, so investors should not evaluate VGT solely by looking at its biggest holdings.
Why broad diversification helps, and where it stops helping
Holding several sectors can lower uncompensated concentration risk. If one industry faces a regulatory or demand shock, the rest of the portfolio may not be affected to the same degree. This is the main reason a broad-market ETF is generally preferred as a core equity allocation for someone who wants to reduce sector-specific volatility.

A global recession, abrupt tightening of financial conditions, forced selling or a broad valuation reset can pressure many industries together. The 33.4% top-ten figure for VTI also shows why “total market” should not be interpreted as “equally spread among thousands of independent risks.”

For this reason, compare the actual portfolio rather than relying on the label. Read the current holdings, sector weights, largest positions and index methodology. Check whether the fund’s concentration has changed since the last fact sheet and whether a handful of companies now drive a much larger share of returns.
How to make an apples-to-apples risk comparison
Use identical periods
Choose the same start and end dates, return frequency and treatment of dividends for both ETFs. Comparing VGT’s worst month with VTI’s worst calendar year can create a false impression. If you use a website’s risk statistics, verify whether they are based on daily, monthly or total returns and whether the period includes the same market events.
Review standard deviation
Standard deviation summarizes the dispersion of historical returns. A higher figure means the fund’s returns varied more over the selected period, but it does not reveal whether the variation was mostly upward or downward. Use it alongside drawdown and worst-period results rather than as a stand-alone safety score.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Review maximum drawdown and recovery
Maximum drawdown shows the largest peak-to-trough decline in the measurement window. Add the length of the decline and the recovery period. Someone saving for a goal in two years may care more about a possible 30% loss at the wrong time than about a long-run average return.
Review the worst calendar year
VGT’s published calendar-year return was -29.67% in 2022 and 52.67% in 2023, according to Vanguard. The back-to-back figures demonstrate how wide the historical swings can be, but they are not a forecast and do not establish what VTI or either fund will do next.
Check overlap and concentration
List the largest positions in each fund and identify how many appear in both. Then calculate the combined weight of those positions and of the technology sector in the broad-market fund. A decision based only on fund names can miss substantial overlap.
Costs and trading mechanics matter during volatility
Expense ratios reduce returns
An expense ratio is deducted from fund assets to pay operating expenses. Even a small annual percentage compounds over time. VTI’s June 30, 2026 fact sheet reports 0.03%; use the current VGT prospectus and fact sheet for VGT’s figure rather than assuming the two funds cost the same.

Market price can differ from net asset value
ETFs trade on an exchange, so the market price can be above or below the net asset value of the underlying portfolio. Check the fund’s premium or discount to NAV, especially when the market is moving quickly. A temporary discount is not automatically a bargain, and a premium is not automatically a reason to sell, but both affect the price you receive.
Read the primary documents
The prospectus explains the mandate, principal risks, diversification status and operating policies. The shareholder report and fact sheet provide holdings, expenses and performance information for specified dates. SEC guidance recommends reviewing these documents; do so before investing and again when the fund changes its strategy, costs or concentration.
Choosing a portfolio role
Broad-market ETF as a core allocation
Investors often use a broad-market ETF as the main U.S. equity holding because it supplies multi-sector exposure in one position. This role makes sense when your priority is broad participation in the stock market and you do not want one industry to determine the outcome. You still need a separate plan for cash needs, bonds and international exposure if those fit your goals; a total U.S. stock-market fund is not a complete financial plan by itself.

A sector ETF can be a deliberate, limited position for someone who accepts larger swings in exchange for concentrating on a particular industry. Treat it as a satellite around a diversified core rather than as a substitute for diversification unless you have explicitly decided that the added concentration fits your risk capacity.
When neither fund is appropriate
If you need the money soon or cannot tolerate a large temporary loss, neither an equity ETF is a low-risk cash substitute. A shorter time horizon reduces your ability to wait for a recovery. Replacing a broad-market fund with a technology fund during a selloff can increase concentration precisely when prices are already moving against you.
A step-by-step decision process
- Define the job of the money. Write down the goal, expected withdrawal date and minimum amount you cannot afford to lose. A retirement contribution decades away can withstand more equity volatility than a tuition payment due next year.
- Set a maximum tolerable decline. Consider how you would react to a 20%, 30% or larger temporary loss. If the answer is to sell immediately, choose an allocation that you can hold rather than one that looks attractive only in a rising market.
- Decide whether you want a core or a tilt. Use the broad-market option as the default candidate for diversified core exposure. Consider the sector option only if you can explain why the additional technology concentration is intentional.
- Read each current prospectus. Confirm the index, at-least-80% policy where applicable, diversification classification, principal risks and any restrictions. Do not rely on an old summary or a fund name.
- Inspect holdings and weights. Record the largest positions, top-ten percentage, sector breakdown and market-cap mix. Compare those figures on the same date for both funds.
- Compare historical risk measures. Use identical periods for standard deviation, worst calendar year, maximum drawdown and recovery time. Label every result as historical and avoid treating it as a prediction.
- Estimate implementation costs. Check the current expense ratio, typical bid-ask spread, trading volume and recent premium or discount to NAV. Decide whether a limit order is appropriate for the trading conditions.
- Write a rebalancing rule before buying. Specify when you will review the position and how you will return a sector allocation to its target. A written rule helps prevent an emotional switch after a sharp move.
Common mistakes and how to avoid them
Mistake: treating “total market” as “no technology exposure”
VTI’s 33.4% top-ten weight demonstrates that a broad-market fund can still be dominated by its largest companies, many of which may be technology-related. Check the actual sector and company weights rather than assuming the fund is evenly distributed.
Mistake: counting holdings instead of risk drivers
A high holdings count does not guarantee independent sources of return. Examine industry, customer, geographic, interest-rate and supply-chain similarities among the largest positions.

Mistake: using one strong year as evidence of safety

Mistake: ignoring small- and mid-cap exposure
VGT includes large-, mid- and small-cap technology companies. Vanguard says smaller-company stocks have historically been more volatile than large-cap stocks. Confirm the size mix before assuming a sector fund behaves like a portfolio of established mega-cap companies.
Mistake: trading on the headline during a selloff
Switching from one ETF to another after a sharp decline can lock in a loss and leave you exposed to a second timing decision. If your target allocation has changed, make the adjustment according to a prewritten plan and consider taxes, spreads and premiums or discounts to NAV.
Mistake: treating historical volatility as a guarantee
Past standard deviation, drawdown and calendar-year results are descriptions of a chosen period. They cannot guarantee that the next technology shock, recession or rate move will affect VGT or VTI in the same way.

How the choice can play out in different markets
A technology-led selloff
VGT would generally have more direct sensitivity because all of its mandate is tied to information technology and it is nondiversified. VTI could also fall materially because of its large-company exposure, but losses in other sectors may partly offset technology weakness. The size and duration of the difference cannot be known in advance.
A broad recession
Both ETFs may decline when earnings expectations and investor risk appetite deteriorate across the economy. VTI’s sector spread may reduce the effect of one industry-specific problem, but diversification does not prevent a market-wide drawdown.
A technology rebound
VGT may rise more sharply if the same concentration that hurt it becomes favorable. That possibility is compensation for accepting greater downside concentration, not evidence that the fund is safer. A broad-market investor may participate in the rebound through the technology companies already held in the wider index.
What to monitor after investing
- Review the current prospectus, fact sheet and shareholder report at least when the fund changes its index, fees or stated risks.
- Track the largest-position and top-ten weights; concentration can increase as a few stocks appreciate.
- Check the sector allocation of your entire portfolio, not just the ETF label. Other funds or individual shares can create hidden technology overlap.
- Compare the fund’s market price with NAV and observe bid-ask spreads before placing a trade during fast markets.
- Rebalance to your written target rather than chasing the fund with the strongest recent return.
- Reassess your time horizon and cash needs. A change in your goal can make an otherwise suitable equity allocation inappropriate.
Final verdict
For most investors seeking the less risky choice during volatility, a broad-market ETF such as VTI is the better starting point because its multi-sector exposure usually lowers industry and company concentration relative to a fund such as VGT. VGT is better understood as a concentrated technology allocation: it can deliver stronger gains in favorable periods, but its nondiversified structure, large/mid/small-cap mix and sector-specific risks can produce more extreme fluctuations. Before buying either fund, compare current holdings, top-ten weights, historical drawdowns, expense ratios, spreads, NAV premiums or discounts and the fund’s prospectus against your own time horizon and ability to stay invested.
