Major technology companies are issuing more bonds to help pay for AI infrastructure, but the available reporting does not verify that Rishi Sunak said they would outpace the US in issuing long-term debt. The reported figures measure corporate borrowing across different periods and definitions; they do not establish that comparison with US government debt.
What the reported borrowing figures show
A Reuters calculation reported by CNA in 2025 put public bond issuance by Alphabet, Meta, Oracle and Amazon at nearly $90 billion since September. The reported company amounts were:
| Company | Public bonds in the reported window |
|---|---|
| Alphabet | $25 billion |
| Meta | $30 billion |
| Oracle | $18 billion |
| Amazon | $15 billion |
Those four amounts add up to $88 billion, consistent with the report’s rounded “nearly $90 billion” total. The figures describe a specific period and group, not all technology companies or every kind of borrowing. CNA also identified Microsoft as a major company in the group of hyperscalers that had not tapped the debt market in recent weeks.

A separate, broader estimate should not be conflated with that bond total. BofA Securities analysts estimated that hyperscaler debt issuance had exceeded $120 billion that year, compared with an average of $28 billion over the preceding five years, when a $27 billion Meta financing deal was included. CNA and The Economic Times reported that estimate in 2025; it includes a financing deal beyond the public-bond figure.

Later figures cover a different period and company set
TrendForce DataTrack’s July 14, 2026 analysis reported approximately $244 billion in worldwide bond issuance by Alphabet, Amazon, Meta, Oracle, Nvidia and SpaceX as of July 9, 2026. It compared that with $108 billion in all of 2025. This is a global, six-company measure over a different reporting window, so it cannot be treated as a like-for-like update to CNA’s four-company, since-September public-bond snapshot.
DataTrack also reported approximately $850 billion in future lease commitments disclosed by several large cloud and data-center-related companies as of the end of the first quarter of 2026. That amount is not a measure of bond issuance or necessarily of AI spending: commitments may cover offices, warehouses and other facilities, and some agreements may have termination provisions.

Why AI companies are turning to bond markets
Building AI capacity requires substantial investment in data centers, chips, networks, storage, land and power infrastructure. Companies can fund that work through operating cash flow, public bonds, private credit, project financing and other arrangements. Bond issuance is one part of the funding mix, not a complete accounting of what each company spends or owes.

That is an investor’s assessment of the funding outlook, not proof that every company must borrow or that bonds will be the dominant source for all projects.

The scale of planned spending helps explain the attention. The Economic Times reported in November 2025 that Sage Advisory projected AI capital expenditure would rise from more than $200 billion in 2024 to just under $400 billion in 2025 and $600 billion in 2027. Sage also projected net debt issuance of $100 billion in 2026. These are forecasts cited in 2025, not confirmed final spending or issuance results.

CNA reported that investors still viewed the companies as lightly leveraged relative to their scale. But credit profiles differ, and a sector-wide total can obscure meaningful company-level variation. In its July 2026 analysis, DataTrack described Oracle as more leveraged and under greater cash-flow pressure than several peers, while characterizing Alphabet and Microsoft as having stronger cash flow and relatively low leverage. Those are DataTrack’s assessments, not a uniform rating of every company in the sector.

Investors are weighing whether AI investment will produce returns that justify its scale and timing, as well as whether bond markets can absorb the additional supply. DataTrack said in July 2026 that new supply was beginning to test investor absorption, with pressure more concentrated in longer maturities. Larry Hatheway, global investment strategist for the Franklin Templeton Institute, told CNA that doubts about AI spending had included questions about how firms would finance it, including through debt. Goldman Sachs analysts, as quoted by CNA, said supply bottlenecks or investor appetite were more likely near-term constraints on capital expenditure than cash flows or balance-sheet capacity. These comments represent market judgments, not settled outcomes.

What remains unverified about the Sunak claim
The reporting available for this article does not establish the title’s attribution to Rishi Sunak or a claim that technology companies will outpace the US in issuing long-term debt. It does not supply an original speech, interview, transcript or other primary record of Sunak making that statement. The coverage instead concerns corporate bond and debt financing for AI infrastructure.
The comparison itself also needs a consistent definition before it can be tested. Corporate bond issuance and US government long-term debt issuance are different measures; a sound comparison would need to specify the same period, the maturity range counted, and whether it includes only public bonds or broader financing. The figures above do not provide that matched comparison, so they cannot substantiate the “outpace the US” forecast.
