A TCP-versus-UDP speed result can reflect connection setup, encryption, application protocols, software implementation, and hardware—not simply the transport protocol. If the test measures only startup or time to first byte, it may be measuring handshake overhead; if it measures a sustained transfer after the connection is established, it is answering a different question. Neither protocol is inherently faster in every workload.

Why a TCP-versus-UDP speed test can be misleading

“TCP” and “UDP” are often shorthand for complete network stacks rather than isolated transport protocols. A common modern comparison is TCP with TLS and HTTP/2 against UDP carrying QUIC and HTTP/3. These stacks differ in setup, security, application behavior, implementation, and processing costs, so a result cannot automatically be attributed to TCP or UDP alone.

That distinction matters because startup latency and sustained throughput are separate measurements. A test that starts its timer before connection establishment includes the time needed to connect and negotiate security. A bulk-transfer test that reuses an established connection emphasizes how quickly the stack can deliver data under the test conditions.

What “handshake overhead” means

QUIC runs over UDP, but it is not bare UDP: it supplies transport functions and integrates cryptographic setup. RFC 9000 says, “QUIC relies on a combined cryptographic and transport handshake to minimize connection establishment latency.” The standard permits packet coalescing and 0-RTT data in appropriate situations; it notes that a 1-RTT handshake could consist of as few as four UDP datagrams. That is a protocol possibility, not a guarantee of four packets or of a faster end-to-end result. RFC 9000, section 7

A fair startup comparison should specify whether connections are new, resumed, or reused, and whether the measurement includes security negotiation and the first application response. “Handshake overhead” is not necessarily waste: the setup may establish security and other capabilities required by the application. The relevant question is whether the test measures the same user-visible task on each stack.

What measured throughput results show

A 2024 peer-reviewed study compared UDP+QUIC+HTTP/3 with TCP+TLS+HTTP/2. In its lightweight-client tests, the stacks performed similarly below roughly 600 Mbps; at higher bandwidth, QUIC fell behind. In browser tests, the study reported QUIC data rates up to 45.2% lower at 1 Gbps. It attributed the observed gap primarily to receiver-side processing overhead. These are outcomes for the tested implementations and conditions—not a general ranking of UDP and TCP. Zhang et al., 2024 study

The same study reported up to 9.8% lower video bitrate in its tested high-speed Ethernet and 5G video-delivery scenarios when comparing the QUIC and HTTP/2 stacks. That finding concerns those specific delivery tests; it does not establish that one stack will produce lower video quality on every network.

An earlier example illustrates how much test setup can affect a headline result. Fastly’s 2019 benchmark reported 708 Mbps for raw unencrypted TCP, 466 Mbps for TLS 1.3 over TCP, and 196 Mbps for QUIC in its setup. Fastly noted that it used low-end sender hardware and omitted TCP segmentation offload. Those numbers describe that benchmark, not an inherent protocol speed hierarchy. Fastly’s 2019 benchmark

What a fair comparison should measure

Before interpreting a result, check whether it answers the question you actually care about. A good comparison names both the metric and the complete stacks being tested.

  • Connection setup and first response: Measure time to establish a connection and, separately, time to first byte or first useful application response. State whether security negotiation is included.
  • Steady-state throughput: Measure sustained data rate after setup and warm-up, not just the first burst. Say whether the connection is reused.
  • Workload and transfer size: Small requests can emphasize setup costs; long transfers place more weight on sustained processing and network capacity.
  • Full protocol stack: Identify the transport, security layer, and application protocol—for example, TCP+TLS+HTTP/2 versus UDP+QUIC+HTTP/3.
  • Network conditions: Report bandwidth, round-trip time, packet loss, and the access network used. A result under one set of conditions may not carry over to another.
  • Implementation and device: Record client and server software, operating system, hardware, and CPU load. Processing costs can change the outcome, especially at high data rates.
  • Connection behavior: Say whether connections are new, resumed, reused, or migrated, and whether the test permits features such as 0-RTT where applicable.

For a useful report, publish setup latency and sustained transfer results separately. If one stack wins on startup but loses on long transfers—or the reverse—the reader can see the trade-off rather than being left with a single ambiguous “speed” number.

Does UDP have less overhead?

That depends on what “overhead” means. Comparing bare UDP with bare TCP is not equivalent to comparing real application stacks. QUIC adds transport and cryptographic mechanisms above UDP; TCP applications may add TLS and other layers as well. The overall work and bytes exchanged depend on the full implementation, workload, and connection state. Therefore, a claim that UDP has less overhead does not by itself prove that a UDP-based application will transfer data faster.

Why results can change across networks and devices

Bandwidth is only one part of the conditions. The 2024 study’s results varied between lightweight clients and browsers and across bandwidth levels, with receiver-side processing identified as a major factor in its high-speed findings. A device that cannot process packets quickly enough may limit throughput even when the network has capacity.

Network treatment can matter too. A 2016 measurement study found UDP worked on most of the networks it measured, while reporting impairments concentrated in some access networks, including restrictive enterprise networks. This is historical evidence from the measured networks, not a guarantee about present-day connectivity or any particular organization’s firewall policy. 2016 UDP measurement study

How to read a speed-test headline

  • If the article reports only time to connect or time to first byte, treat it as a setup-latency comparison, not a sustained-throughput verdict.
  • If it reports a bulk-transfer rate, check whether the connection was already established and whether the stacks used comparable security and application protocols.
  • If it gives a single number without hardware, workload, network conditions, or implementation details, it is not enough to conclude that TCP or UDP is generally faster.
  • If the result changes with bandwidth, client type, or network, that is evidence of a workload- and environment-dependent outcome—not a contradiction.
