Choose TCP when your application needs a reliable, in-order stream of bytes and you do not want to build loss recovery yourself. Choose UDP when independent datagrams are a better fit, some loss is acceptable, or a higher-level protocol will provide the reliability, ordering and congestion behavior you need. UDP is not automatically faster, and TCP is not a security protocol. The right decision follows the service your application requires, the behavior of your network, and how much transport logic your team is prepared to implement.
What TCP and UDP actually provide
TCP and UDP are transport-layer protocols. They carry application data between endpoints, but they expose very different services to the application. The distinction is not simply “slow and reliable” versus “fast and unreliable.” It is a choice between a managed byte stream, minimal datagrams, or a higher-level protocol that uses one of those transports as a foundation.
TCP is a reliable, in-order byte stream
RFC 9293 describes TCP’s service precisely: “TCP provides a reliable, in-order, byte-stream service to applications.” TCP assigns sequence information to transmitted data, uses checksums to detect errors, and retransmits data when loss is detected. The application receives an ordered stream rather than having to recover missing bytes itself.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThat stream model has an important consequence: TCP does not preserve application message boundaries. If a program writes three messages, the receiver may read them together, separately, or split across several reads. TCP segment boundaries and application write boundaries are implementation details, not a message protocol. If your application needs records, commands or frames, define a framing format above TCP, such as a length prefix, a delimiter with escaping rules, or a self-describing serialization format.

TCP is connection-oriented, so endpoints establish and maintain a transport association before exchanging stream data and later close it. That state supports sequencing and retransmission. It does not, by itself, prove that a peer is still available: an idle connection can remain established until traffic, timers or an application-level heartbeat reveals a failure. Liveness detection is an application concern.
UDP is a best-effort datagram service
RFC 768 defines UDP as transaction-oriented and states that “delivery and duplicate protection are not guaranteed.” Each send operation produces a datagram. The receiver can observe datagram boundaries, but a datagram can be lost, duplicated, delayed or arrive out of order. UDP itself does not retransmit, reorder, acknowledge or repair data.
UDP also avoids end-to-end connection establishment and teardown in the UDP protocol and keeps minimal associated state. That can suit short request/response exchanges, independent messages and applications that need to decide what loss means. It does not eliminate all state in a real system: your application may still track sessions, sequence numbers, timers, authentication and retransmission queues.

TCP vs. UDP at a glance
| Axis | TCP | UDP |
|---|---|---|
| Application service | Reliable, in-order byte stream. | Best-effort datagrams; delivery and duplicate protection are not guaranteed. |
| Connection behavior | Connection-oriented. The transport itself does not inherently detect whether a peer is still live. | No end-to-end connection establishment or teardown in UDP itself. |
| Loss handling | Sequence-based detection and retransmission recover lost data. | No inherent recovery; the application or a protocol layered above UDP decides what to do. |
| Congestion | TCP’s base specification relies on companion congestion-control algorithms; congestion still affects throughput and delay. | No inherent congestion control. The sender must account for available path capacity. |
| Message boundaries | Not preserved; applications receive a byte stream and must add framing. | Datagram-oriented; each received datagram is a separate unit, subject to loss and reordering. |
| Security | No built-in cryptographic confidentiality or authentication. Use an appropriate security protocol such as TLS. | UDP alone is not encryption or authentication. QUIC is an example of a secure, reliable transport carried over UDP. |
| Representative deployment | DNS requires TCP support, including retries after truncated UDP responses. | DNS uses UDP for many queries, and QUIC uses UDP as its substrate while adding transport features. |
TCP vs. UDP: which should you use?
Start by writing down the service the application must deliver, not the protocol you expect to be fashionable. Answer these questions before choosing a socket type:
- Can the application continue if a message or byte is lost?
- Must data be consumed in exactly the order it was produced?
- Are independent messages more natural than one continuous stream?
- Who will implement retries, sequencing, duplicate detection and timeout policy?
- How will the sender respond when the path cannot carry the offered traffic?
- Must the deployment work on networks where UDP may be blocked?
Choose TCP when missing data is not usable
TCP is the sensible starting point for a data exchange in which every byte matters and later bytes cannot be interpreted without earlier ones. Examples include a file transfer, a database session, a configuration channel, a source-code checkout, or a request whose response must be complete and ordered. TCP supplies sequence tracking and retransmission, so the application can concentrate on its own protocol and business rules.
TCP does not remove all application design work. Define how one request ends and the next begins, set application-level deadlines, and decide how to recover when the connection closes. A reliable stream can deliver bytes faithfully while the operation itself still fails because a peer rejects a request, a deadline expires or the process crashes.

Choose UDP when datagrams are the product
UDP is appropriate when the application naturally exchanges independent datagrams and can tolerate occasional loss or make progress without every prior packet. A status update that will be replaced by a newer update, a discovery query with a retry policy, or a telemetry sample that can be skipped may fit this model.
UDP can also be the substrate for a custom transport. In that case, document the exact reliability contract rather than calling the result simply “UDP.” Specify packet identifiers, acknowledgment rules, retransmission limits, ordering scope, duplicate handling, maximum message size, timeout behavior and congestion response. If those requirements are substantial, adopting an established protocol may be safer than maintaining a new one.
Choose a higher-level transport when it combines both models
The decision is not always raw TCP versus raw UDP. QUIC runs in UDP datagrams but provides connection-oriented communication, reliable delivery, congestion control, streams and integrated TLS. It demonstrates that UDP is a substrate, not a promise that the visible application service is unreliable or insecure.
Use a higher-level transport when its complete feature set matches the application and your deployment can reach the required endpoints. You still need to understand UDP availability, because the network sees UDP even when the application sees QUIC’s reliable streams.
Use both transports when the protocol requires both
Some protocols deliberately support TCP and UDP for different conditions. DNS is the clearest example. RFC 9210 requires DNS resolvers and servers to support and service both transports. UDP is commonly used for queries because of its lower overhead, while TCP is required for responses that are too large for the parties’ UDP handling and when a client retries a truncated UDP response.
Do not describe DNS as a UDP-only service. A correct implementation needs a transport-selection and retry policy, including protection against treating a truncated or failed UDP exchange as a complete answer.
Is UDP faster than TCP?
Not as a universal rule. UDP avoids the connection-establishment and teardown work performed by TCP and maintains minimal transport state. Those properties can reduce overhead for a suitable workload, but they do not establish a particular latency, throughput or “percentage faster” result on every path.

Real performance depends on packet loss, congestion, message size, scheduling, implementation quality, competing traffic and what the application does after a loss. A UDP application that adds acknowledgments, retransmissions and congestion control may perform similarly to, or worse than, a well-tuned TCP or QUIC implementation. Conversely, an application that can discard stale datagrams may avoid waiting for recovery of data it no longer needs.
Benchmark the complete application protocol under representative paths if performance is a requirement. Measure the workload you will deploy, including loss and congestion behavior, rather than comparing protocol names in isolation.
Reliability, ordering and message framing
What TCP guarantees—and what it does not
TCP’s reliability means that its transport service detects missing or corrupted sequence ranges and retransmits them, presenting surviving data to the application in order. It does not guarantee that a process will accept the data, that a transaction will commit, or that a network outage will eventually end. It also does not guarantee application message boundaries.
For a TCP protocol, make framing explicit. A length-prefixed frame lets the receiver know how many bytes belong to a message. A delimiter can be simpler for text, but the protocol must define escaping or prohibit the delimiter in payloads. Fixed-size records are predictable when every message has the same size. Whichever method you choose, handle partial reads and multiple frames in one read; assuming one read equals one write is a common interoperability bug.
What UDP leaves to the application
With UDP, each datagram is a unit, but successful transmission is not proof of delivery. Build only the guarantees the application actually needs. You might attach a sequence number so the receiver can discard old updates, an identifier so duplicate requests are harmless, or an acknowledgment so the sender can retry an important message.

Unlimited retransmission can keep sending into a failed path and worsen congestion. If order matters, define whether one missing packet blocks all later packets or whether later independent messages can be processed. If order does not matter, do not add head-of-line waiting merely because a sequence number exists.
Congestion and fairness
TCP deployments use congestion-control algorithms associated with the TCP specification. TCP therefore adjusts its sending behavior according to network conditions, although applications still need sensible buffering, deadlines and back-pressure.

UDP has no inherent congestion-control mechanism. RFC 8085 warns that an application transmitting beyond the path’s available capacity can contribute to congestion. A UDP design must specify how it limits rate, reacts to loss or delay, and shares a path with other traffic. “It is only a few packets” is not a congestion strategy when many clients behave the same way.
Congestion control is separate from reliability. An application can acknowledge every packet and still overload the network if it never reduces its sending rate. Conversely, an application can intentionally tolerate loss while using a rate controller to remain a good network citizen.

Security is a separate decision
Neither raw TCP nor raw UDP supplies cryptographic confidentiality or authentication. A TCP connection can be intercepted or modified unless a security protocol protects it. UDP datagrams have the same limitation, plus the protocol’s lack of delivery guarantees.
Choose a security layer that matches the transport and threat model. TLS is commonly used above TCP. QUIC integrates TLS while providing its own reliable streams and congestion control over UDP. Authentication, key management, certificate validation and protection against replay or reflection attacks remain part of the protocol design; changing TCP to UDP does not solve them.
Do not equate TCP’s reliable delivery with a secure or correct application. Reliability describes transport handling of bytes, not who sent them, whether they were authorized, or whether the requested operation succeeded.

Availability of the chosen transport is a practical requirement. RFC 9308 notes that some networks block UDP and says applications using QUIC need to account for connectivity failure or provide a fallback design. Test from the networks your users actually use, including managed enterprise and mobile environments where policy may differ.

For a dual-transport protocol, define when to try the second transport, how to recognize a truncated or unusable response, how to avoid duplicate side effects after a retry, and which errors should be reported rather than retried. DNS’s UDP-to-TCP behavior is an established example of this kind of operational contract.
Practical design workflow
- Describe the data unit. Decide whether the application exchanges a continuous stream, independent messages, or multiple concurrent streams.
- State the failure tolerance. Identify which data may be dropped, duplicated or reordered and which data must arrive exactly once from the application’s perspective.
- Assign transport responsibilities. With TCP, plan framing and application deadlines. With UDP, specify sequencing, acknowledgments, retries, duplicate handling and congestion response, or select a protocol that already supplies them.
- Define security. Select authentication, confidentiality and key-management mechanisms independently of the transport label.
- Check reachability. Test the intended transport across real deployment networks. If UDP-based connectivity can fail, design and test a secure fallback before release.
- Test adverse conditions. Exercise loss, duplication, reordering, delay, peer disappearance, congestion and partial reads. Confirm that the application fails safely and does not retry forever.
- Measure the complete service. Compare end-to-end completion time, useful throughput, loss recovery and resource use for the actual workload. Do not infer performance from UDP or TCP alone.
Common mistakes and how to correct them
“UDP is always faster.”
Correct the claim to: UDP removes some connection overhead and keeps minimal transport state, but application and network conditions determine real performance. A reliable UDP-based protocol may add enough machinery that the comparison changes.
“TCP sends messages.”
Correct the implementation by adding a framing protocol. Read loops must accumulate bytes until a complete frame is available and must process multiple frames when they arrive together.
“UDP cannot be reliable.”
Raw UDP does not recover loss, but a protocol layered over UDP can add reliability, ordering and congestion control. QUIC is the standards-based example.
“UDP has no congestion problem.”
UDP has no built-in congestion control. Add a rate and back-pressure strategy or use a transport that supplies one.
“DNS only needs UDP.”
DNS implementations must support both UDP and TCP. Handle truncated UDP responses and retry over TCP when the protocol requires it.
“TCP means secure.”
TCP has no cryptographic confidentiality or authentication. Deploy a suitable security protocol and verify peer identity separately from transport delivery.
