Choose automated bidding when your main objective is reliable delivery and efficient use of the campaign budget; choose manual Target CPM when you must protect an average cost or meet a defined efficiency threshold. Automated bidding is a beta feature limited to eligible Google Ads accounts, so it may not appear in your setup flow. If it is unavailable—or if a cost target governs the buy—enter a Target CPM instead. Google’s documented comparison applies to eligible Video Reach campaigns, not Video views campaigns.
What the two bidding modes actually do
Automated bidding
With automated bidding, you leave the bid unset and Google Ads sets and adjusts bids in each auction. The system is designed to help the campaign spend its budget and obtain delivery without requiring you to research a bid, set a starting CPM, or make frequent manual changes. Google describes this mode as appropriate for advertisers who want to maximize delivery and results while allowing the platform to respond to changing auction conditions. See Google’s automated bid documentation.
Because bids change auction by auction, there is no single fixed bid that describes the campaign. Your practical controls are the budget, dates, audience, creative, subtype and reporting thresholds you set around the bidding system. Automation does not remove the need for campaign planning: an audience that is too small, a restrictive subtype or an oversized budget can still produce an inefficient delivery pattern.

With Target CPM, you enter the amount you want Google to use as an average cost target. Google then seeks as many impressions or views as possible while keeping the campaign’s average CPM at or below the target over time. Individual impressions can cost more or less than the target; Target CPM is not a hard ceiling on every impression. Google’s bidding guidance explains this average-cost behavior.

Manual bidding gives you a clear efficiency constraint, but it also makes you responsible for selecting and managing the target. A bid set too low can make it difficult to win enough auctions, limit delivery and prevent the campaign from spending its budget, as noted in Google’s Video reach setup instructions. The target therefore represents a trade-off: a tighter average-cost goal can mean less available reach.
Which option should you choose?
| Choose this | When it fits | What you accept |
|---|---|---|
| Automated bidding | Delivery, reach and budget utilization are more important than a strict cost-per-unit threshold. | Dynamic auction bids, beta availability and a short learning period before major changes. |
| Manual Target CPM | You have a required average CPM, historical efficiency threshold or internal ROI rule that controls the buy. | You must set a realistic target and adjust it when auction conditions or delivery change. |
Use the first option only if the feature is available in your account and your campaign is an eligible subtype. Use the second when automated bidding is absent, when your cost guardrail is non-negotiable, or when your planning process requires an explicit average CPM.
Four practical decision questions
- What is the primary success condition? If the brief says “use the budget to reach as many relevant people as possible,” automation generally matches that priority. If it says “stay at or below an approved average CPM,” manual Target CPM makes the constraint explicit.
- Can the account use the feature? Automated bidding is still a beta capability for eligible accounts. Confirm that the control appears before promising stakeholders an automated strategy.
- How broad is the audience? A narrow audience gives the system fewer auctions to choose from. Pairing that audience with a high budget can raise average CPM, particularly with automated bidding.
- What delivery shape does the subtype require? Efficient reach, Non-skippable reach and Target frequency do not have the same inventory or measurement emphasis. The subtype should be chosen before the bid mode.
Availability, subtypes and networks
Google currently documents automated bidding as a beta feature for eligible accounts. If the option does not appear in your account, Google says you must manually set and manage the Video Reach campaign bid. Availability is therefore an account-level condition, not a capability every advertiser can assume.
The documented eligible Video Reach subtypes are:
- Efficient reach: seeks broad reach for the budget using bumper, skippable in-stream, in-feed and Shorts inventory.
- Non-skippable reach: uses bumper and non-skippable in-stream inventory.
- Target frequency: aims to reach the same people at a chosen frequency.
Google lists YouTube, Google video partners and Google TV as supported networks for the automated-bid flow. Both daily budgets and campaign total budgets are supported. Automated bidding is not documented as available for Video views campaigns. Review the subtype definitions in About Video campaign objectives before you build your media plan.
These eligibility details matter when comparing forecasts. A plan built for Efficient reach should not be evaluated with the same reach expectation as a Non-skippable reach plan, and a Target frequency plan should not be judged by unique reach alone. Confirm the selected networks and budget type in the campaign settings, because a mismatch can explain why a bidding control is missing or why expected inventory is not available.
How to set up manual Target CPM
The exact labels can change as Google updates the interface, but the documented setup path follows this sequence:
- In Google Ads, create or edit a campaign and choose the YouTube reach, views and engagements objective.
- Select Reach and then Video.
- Choose the Video Reach subtype that matches your delivery goal: Efficient reach, Non-skippable reach or Target frequency.
- Set the campaign budget type, amount and dates. Confirm that the budget is appropriate for the size of the audience you intend to reach.
- Configure locations, language, demographics, audiences, exclusions, networks and other targeting controls.
- Add the required video creative and complete the ad-group settings.
- In the bidding section, enter a Target CPM amount. This is an average target, not a per-impression maximum.
- Review the forecast and campaign settings, then publish.
If delivery is weak or the campaign fails to spend, first check whether the target is too low for the selected audience, subtype and inventory. A lower target can reduce the number of auctions the system can win; raising it may improve delivery, but it changes the efficiency constraint you chose.

Before publishing, write down why the target was selected and what would justify changing it. That record helps distinguish a deliberate efficiency decision from a bid that was simply copied from another campaign. It also makes later comparisons fairer when audience, dates or inventory differ.
How to set up automated bidding
When the account and subtype qualify, the setup is similar until the bid section:
- Start a Video Reach campaign through the YouTube reach, views and engagements objective.
- Select Reach, Video and an eligible subtype.
- Set budget, dates, targeting, networks and creative.
- In the bidding area, leave the target bid unset or keep the default automated option shown by Google Ads.
- Check that the campaign is not a Video views campaign and that the automated option is actually visible in the account.
- Launch the campaign and avoid major audience or budget edits for the initial adjustment period.
Google recommends allowing 24 hours after launch for automatic bidding to adjust to auction dynamics before making significant audience or budget updates. This is an operating recommendation, not a promise of a particular CPM or reach result.
Do not interpret the absence of a bid field as proof that automation is active. Confirm the campaign’s bidding status after launch and keep a record of the selected mode. If the account later exposes the beta option, you can decide whether switching is worthwhile rather than assuming that a copied campaign inherited it.
How to evaluate performance after launch
Wait for the initial adjustment period
For automated bidding, give the system the recommended 24-hour ramp-up period. Changing the audience or budget immediately can make it harder to distinguish normal adjustment from a genuine delivery problem. The 24-hour guidance is a minimum operating pause for significant updates, not a guarantee that all performance questions will be resolved within one day.
Watch delivery and reach together
Track spend against the planned budget, impressions, unique reach, frequency where relevant, and average CPM. A campaign can spend efficiently while reaching too few unique people, or generate reach while producing an average CPM that no longer fits the plan. The right interpretation depends on the selected subtype: Target frequency requires particular attention to repeated exposure, while Efficient reach emphasizes unique people reached for the available budget.
Review these measures over the same reporting window. Comparing a partial day of spend with a full-day reach total can create a misleading impression of efficiency. For manual bidding, compare the observed average CPM with the target rather than treating one expensive impression as a breach. For automated bidding, look for the combined pattern of budget utilization, average CPM and reach.

Relate budget to audience size
Google warns that a very narrow audience paired with a high budget can produce elevated average CPMs in automated bidding because the system prioritizes spending the full budget. If average CPM rises in that situation, inspect audience scale and inventory before assuming the bidding system is malfunctioning. Expanding a needlessly narrow audience, lowering the budget, or accepting a different delivery shape may be more appropriate than making repeated bid changes.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesUse a controlled change process
- Change one major variable at a time where possible.
- Record the date and size of each budget, audience or creative change.
- Allow enough time for the system to react before judging the effect.
- Compare average CPM with unique reach and frequency, not CPM alone.
- Keep the bidding mode, subtype and network settings visible in the report so later comparisons are like for like.
Understanding Target CPM correctly
Suppose you enter a Target CPM of $10. The system is attempting to keep the campaign’s average cost around or below $10 across the eligible delivery, but some impressions may cost more than $10 and others less. Multiplying every impression by exactly $10 is therefore not a valid forecast of the final bill.
Target CPM also does not guarantee that the campaign will spend its entire budget. If the target is too restrictive for the audience and available inventory, the campaign may lose auctions and underspend. Google’s setup guidance specifically cautions that a bid set too low can prevent strong auction performance or full-budget delivery.
Use the target as an efficiency control, then verify whether the resulting delivery is sufficient. A target that looks attractive in a planning sheet but prevents meaningful reach is not necessarily a successful setting. Conversely, a target that permits delivery but exceeds the approved average-cost threshold does not satisfy the buying requirement.
How campaign subtype changes the decision
Efficient reach
This subtype is built to obtain the most reach for the budget across several video formats, including bumper, skippable in-stream, in-feed and Shorts ads. Automated bidding is a natural fit when broad delivery is the priority and you can tolerate a moving auction price. Manual Target CPM is better when the campaign has a firm average-cost requirement.
Non-skippable reach
Non-skippable and bumper inventory defines the delivery shape. Inventory constraints and audience size can make a very low Target CPM especially restrictive. If the account offers automated bidding and the objective is to spend the planned budget across the eligible inventory, automation may reduce manual bid work. Still, check whether the resulting average CPM and reach fit the campaign’s approval criteria.
Target frequency
This subtype aims to reach the same people at a chosen frequency. Evaluate unique reach and achieved frequency alongside average CPM. A low average CPM alone does not show whether the campaign delivered the intended repeated exposure. A campaign that reaches many people once may be less useful for this subtype than one that reaches the intended people repeatedly.

What to do when automated bidding is missing
First verify that you selected a Video Reach subtype rather than Video views. Then check whether the campaign uses one of the documented eligible subtypes, a supported network and a supported budget type. If the option still does not appear, treat that as an account-availability limitation and proceed with manual Target CPM rather than planning around an unavailable beta feature.
Document the reason for the manual choice in the campaign brief: for example, “automated bidding unavailable in this account” or “average CPM must remain within the approved efficiency threshold.” This prevents later operators from mistaking the manual setting for an accidental override. Recheck availability when planning a future campaign, but do not delay a current launch on the assumption that beta access will appear.

Google says you can switch between automatic and target bidding in ad-group settings after launch, from the ad-group reporting table, or during campaign-copy workflows. Before switching, record the current average CPM, spend, unique reach and frequency so the change has a clear baseline.
- Open the relevant Video Reach campaign and ad group.
- Use the bidding control in ad-group settings or the ad-group reporting table.
- Choose automatic bidding if the account exposes that option, or enter a Target CPM for manual bidding.
- Save the change and note the timestamp.
- For automatic bidding, allow the recommended adjustment period before making another major change.
Switching modes changes the system’s constraint. Do not treat a subsequent CPM movement as a clean experiment unless budget, audience, dates, creative and inventory settings remain comparable. A switch made at the same time as a budget increase or audience expansion cannot isolate the effect of bidding mode.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common failure modes and fixes
The campaign is not spending its budget
- With Target CPM, check whether the bid is too low for the selected audience and inventory.
- Confirm that dates, budget limits, targeting exclusions and ad approval are not restricting delivery.
- With automated bidding, check whether the audience is so narrow that there are too few eligible auctions.
- Confirm that the campaign is a supported Video Reach subtype and not a Video views campaign.
Average CPM is higher than planned
- For Target CPM, remember that individual impressions can exceed the target; assess the average over the relevant delivery period.
- For automated bidding, examine audience size and budget alignment. A large budget against a narrow audience can push average CPM upward as the system tries to spend.
- Check whether a subtype with limited inventory, such as non-skippable reach, is appropriate for the scale you need.
- Review network selection and exclusions for unnecessary restrictions before changing the bid.
Results look unstable immediately after launch
Do not make major audience or budget edits during the first 24 hours of automated bidding unless a policy, tracking or delivery issue requires intervention. Allow the system to adjust, then evaluate the reporting trends. If the campaign uses manual Target CPM, avoid reacting to a single impression or short interval; judge the average over a meaningful delivery period.
The desired bid control is unavailable
If automated bidding is not shown, it is not safe to assume that a hidden setting, a copied campaign or a different budget type will enable it. Use manual Target CPM for the eligible Video Reach campaign and revisit availability when Google changes the account’s access.
A practical decision checklist
- Is the campaign subtype Efficient reach, Non-skippable reach or Target frequency?
- Is the campaign actually Video Reach rather than Video views?
- Does the account display the automated-bidding option?
- Is delivery and budget utilization the primary objective?
- Is there a strict average CPM or efficiency threshold?
- Is the audience large enough for the planned budget?
- Can the team wait 24 hours before making major automated-bidding changes?
- Will reporting include spend, unique reach, frequency where relevant and average CPM?
- Are YouTube, Google video partners and Google TV settings appropriate for the intended reach?
- Have you recorded the reason for the chosen mode and the conditions that would trigger a review?
Bottom line for planning
Start with automated bidding when the eligible account offers it and the campaign’s success depends mainly on reaching the intended audience and using the budget efficiently. Start with manual Target CPM when an average-cost or efficiency limit is a real buying requirement, or when beta access is unavailable. In either case, match the setting to the Video Reach subtype, audience scale and budget; then judge the campaign using delivery and reach metrics together with average CPM.

Frequently Asked Questions
Is automated bidding available for every Video Reach campaign?
No. Google documents it as a beta feature for eligible Google Ads accounts. If the control is not visible, use manual bidding instead of assuming access can be enabled through another setting.
Does Target CPM cap the price of every impression?
No. Target CPM is an average-cost target. Individual impressions may cost more or less while the campaign seeks an average at or below the entered amount.
Can automated bidding be used for Video views campaigns?
Google’s documented automated-bid flow does not support Video views campaigns. The eligible documented subtypes are Efficient reach, Non-skippable reach and Target frequency.
What should I do during the first day of automated bidding?
Allow about 24 hours for the system to adjust to auction dynamics before making significant audience or budget updates, unless a policy, tracking or serious delivery issue requires intervention.
Why can a narrow audience increase CPM with automated bidding?
A narrow audience provides fewer eligible auctions. When the budget is large relative to that audience, Google says the system’s effort to spend the full budget can produce a higher average CPM.
Why is my manual Target CPM campaign underspending?
The target may be too low for the selected audience, subtype or available inventory, causing the campaign to lose auctions. Check targeting and dates, then consider whether a higher target is acceptable for the required delivery.
Which metrics should I monitor?
Review spend, impressions, unique reach, frequency where relevant and average CPM together. Efficient reach emphasizes unique reach, while Target frequency requires checking whether repeated exposure was achieved.

Can I switch between automated bidding and Target CPM after launch?
Google says switching is available through ad-group settings, the ad-group reporting table or campaign-copy workflows. Record a baseline first, then allow the adjustment period after moving to automated bidding.
The Bottom Line
Use automated bidding for delivery-first Video Reach campaigns when your eligible account exposes the beta option. Use Target CPM when an average-cost or efficiency limit governs the buy. Neither mode replaces audience and budget planning: match the bid approach to the subtype, inventory and audience scale, then evaluate spend, reach, frequency and average CPM together.
