Short answer: Taiwan-based GlobalWafers—not Taiwan’s government and not NVIDIA—announced a $4 billion expansion of its silicon-wafer project in Sherman, Texas. A 2025 Dallas Fed analysis said the expansion would bring GlobalWafers’ total Sherman investment to $7.5 billion.
Separately, NVIDIA and Foxconn announced a Taiwan-based AI-factory project using 10,000 NVIDIA Blackwell GPUs, while NVIDIA is also building a Texas manufacturing network with Foxconn and Wistron. Those projects involve different investors, sites, products and funding descriptions.
What the $4 billion Texas project actually is
GlobalWafers, a Taiwan-based semiconductor materials company, is expanding its silicon-wafer manufacturing operation in Sherman, Texas. The company’s announced expansion is valued at $4 billion. The Dallas Fed’s 2025 analysis reported that, after the expansion, GlobalWafers’ total investment at the Sherman site would reach $7.5 billion.
Silicon wafers are the polished substrates used to manufacture integrated circuits. They are upstream materials, not finished AI servers or supercomputers. A wafer plant therefore supports the semiconductor supply chain but is not itself an NVIDIA AI-computer factory.

Who is paying?
The evidence identifies the Sherman spending as a corporate investment by GlobalWafers. It does not establish that Taiwan’s national government is funding the $4 billion expansion, and it does not identify NVIDIA as a funding partner.
Where is Sherman?
Sherman is in North Texas, north of Dallas. Its location places wafer production near the broader Texas semiconductor and electronics manufacturing corridor, but proximity does not make the project an NVIDIA facility.
How Taiwan’s government-backed AI project differs
In a separate 2025 announcement, NVIDIA and Foxconn described an AI-factory supercomputer project in Taiwan. The planned system uses 10,000 NVIDIA Blackwell GPUs. Taiwan’s National Science and Technology Council is identified as an investment participant, and the project is planned to use chips manufactured by Taiwan Semiconductor Manufacturing Company (TSMC).

This is the development most directly associated with Taiwan government investment and NVIDIA AI infrastructure. Its asset is a large AI-computing system, not a Texas wafer-fabrication or wafer-production complex.
What “AI factory” means here
NVIDIA uses “AI factory” to describe infrastructure that turns data and software into AI models or services through accelerated computing. In the Taiwan project, Foxconn is the manufacturing partner and NVIDIA supplies the Blackwell computing platform. That structure is distinct from GlobalWafers’ production of silicon wafers in Sherman.
NVIDIA’s separate Texas manufacturing network
NVIDIA has announced additional Texas projects with manufacturing partners. Foxconn is associated with a facility in Houston, while Wistron is associated with a Dallas–Fort Worth operation.

Wistron’s Fort Worth plant
NVIDIA described Wistron’s Fort Worth site in 2026 as a 324,000-square-foot greenfield plant producing superchips for advanced AI systems. NVIDIA’s account characterized it as a facility at the heart of some of the world’s most capable AI systems.

The Texas Governor’s Office said production at the Foxconn and Wistron facilities was expected to ramp within 12 to 15 months in its 2025 announcement. That is a production timetable, not a claim that either facility is part of GlobalWafers’ $4 billion Sherman expansion.
Foxconn’s Houston operation
Foxconn’s Houston facility is another part of NVIDIA’s Texas manufacturing arrangement. It is focused on assembling AI infrastructure, whereas GlobalWafers’ Sherman operation is focused on silicon wafers. The two sites may serve the same broad supply-chain strategy, but they are different companies’ projects and produce different goods.

Why the headline is easy to misread
Several announcements connect Taiwan, Texas and AI supply chains, so a compressed headline can merge them into one project. The $4 billion number belongs to GlobalWafers’ Sherman expansion. Taiwan government participation belongs to the separate NVIDIA–Foxconn AI-factory announcement in Taiwan. NVIDIA’s Texas presence comes through manufacturing partners including Foxconn and Wistron, not through evidence that NVIDIA financed GlobalWafers’ Sherman expansion.
The distinction matters because the projects occupy different points in the hardware chain. Wafers are inputs for chip manufacturing; Blackwell GPUs and superchips are computing components; Foxconn and Wistron facilities assemble or manufacture AI systems. Treating all of them as one “Texas AI complex” obscures who is investing and what each site will produce.

What the announcements signal for the semiconductor supply chain
Taken together, the projects show a geographically distributed strategy. GlobalWafers is adding U.S. wafer capacity. NVIDIA is placing AI-system manufacturing with partners in Texas. NVIDIA and Foxconn are also planning a very large Blackwell-based AI system in Taiwan, with TSMC’s manufacturing ecosystem involved.
Best Value
- Durable Design: Crafted from high-quality, transparent plastic for long-lasting use and easy visibility of contents.
- Single Wafer Capacity: Accommodates one 12-inch silicon wafer, providing secure storage and transportation.
- Protective Features: Raised edges and secure locking mechanism help prevent wafer damage during handling.
- Compact Size: Lightweight and portable, making it convenient for lab use or transportation.
- Versatile Application: Suitable for various industries utilizing silicon wafers, such as semiconductor manufacturing.
That pattern can reduce dependence on a single site or production stage, but the announcements do not prove that the projects share one financing package, one legal entity or one construction campus. Their schedules, ownership and output should be tracked separately as companies publish additional details.
The accurate takeaway
Taiwan is not shown to be directly funding a $4 billion Texas AI complex in the evidence available for these announcements. GlobalWafers is responsible for the $4 billion Sherman wafer expansion, which would raise its total Sherman investment to $7.5 billion. Taiwan’s government is tied to a separate NVIDIA–Foxconn AI-factory project in Taiwan, and NVIDIA’s Texas manufacturing effort involves Foxconn in Houston and Wistron in the Dallas–Fort Worth area.
