The right Tailscale alternative depends on the boundary you need to protect. Choose a mesh or virtual-network service when employees, servers and sites need broad private connectivity. Choose zero-trust network access (ZTNA) when people should reach only named applications, DNS names, IP addresses or network ranges. Some organizations use both models: resource-level access for users and a routed network overlay for infrastructure.

Cloudflare One, Twingate, ZeroTier, Zscaler Private Access and Google’s BeyondCorp architecture all address parts of this problem, but they are not interchangeable products. Compare access scope, identity and device checks, routing, connector placement, administration and commercial terms before treating any candidate as a VPN replacement.

Start with the access boundary, not the product name

“VPN replacement” can describe three different designs. A traditional network VPN extends a subnet or site. A mesh overlay gives participating devices private addresses and can support device-to-device traffic. Application-focused ZTNA publishes selected private resources without putting the user on the whole corporate network.

Access model What the user receives Typical reason to choose it Questions to validate
Network or site-to-site VPN A route to a subnet, branch or cloud network Legacy systems, network protocols and broad infrastructure access Who can route where? How are overlapping ranges, DNS and failover handled?
Device mesh or virtual network Private connectivity between enrolled devices and networks Distributed teams, servers, labs and multiple clouds that need direct peer communication How are devices enrolled, named, revoked and segmented? Are subnet routes necessary?
Resource-scoped ZTNA Authorization to particular applications, services, DNS names, IPs or ranges Least-privilege access for employees, contractors and third parties Which protocols work? Where do connectors run? What happens when a user, device or application changes?

Make an inventory before selecting software. List every resource users actually need, its protocol and location, and whether access must be bidirectional. A browser-only application, an SSH server, a database, a manufacturing controller and a cross-cloud service can require different paths. If the inventory shows that most users need only a few private applications, a resource-focused design may reduce exposure. If administrators and workloads must communicate across many networks, a mesh or routed VPN may be more practical.

What business-grade secure access must provide

Encryption is only one control

A business VPN needs encrypted transport, but encryption does not decide who may use a tunnel or what that user can reach. Tailscale’s corporate VPN guidance describes security as a combination of encryption and authentication and identifies identity providers such as Okta, Active Directory and Google Workspace as possible sources of identity. Any alternative should be assessed on the same two dimensions: protection of traffic in transit and a policy that limits access after the user is authenticated.

Zero trust moves the trust decision closer to the resource

In a perimeter model, being on the office network often implies trust. Zero trust instead evaluates the user, device and requested service for each connection. Tailscale describes this as endpoint-to-service encrypted connectivity and recommends an incremental migration rather than a single cutover. That approach is useful even when you select another platform: begin with a controlled set of end-user devices, protect high-value servers with end-to-end encryption, then retire broad subnet routes where they are no longer required.

Device posture and lifecycle matter as much as login

Ask whether a candidate can require multifactor authentication through your identity provider, distinguish managed from unmanaged endpoints, and remove a device immediately when it is lost or an employee leaves. Confirm how policies are scoped to groups, tags, applications, networks and service accounts. A product that authenticates users but leaves every enrolled device mutually reachable may not meet a least-privilege requirement.

Cloudflare One: application access across web and non-web services

Where it fits

Cloudflare positions Cloudflare One as a VPN replacement built on its global network and Zero Trust Network Access. Its documentation describes both client-based and clientless approaches for non-HTTP applications. A user can enroll the Cloudflare One Client into an organization’s Zero Trust environment when a client is appropriate, while clientless methods can support selected access patterns without installing software on every endpoint.

Important product distinction

“Cloudflare Access” and “Cloudflare Mesh” should not be treated as synonyms. Tailscale’s comparison material describes Access as identity-based application access and identifies Mesh as a separate product for bidirectional device communication. Verify which Cloudflare component, plan and deployment model is being evaluated. An application policy for a private service is a different design from a virtual network in which two devices can initiate traffic to each other.

Questions to answer in a pilot

  • Can the required non-HTTP protocols pass through the chosen client-based or clientless method?
  • Which private DNS names and network ranges must be published, and where are the connectors or routing components placed?
  • What identity-provider groups, multifactor rules and device checks are available in the edition you will buy?
  • How are logs, failed connections and administrator changes exported to your existing monitoring system?

Twingate: resource-level authorization with connectors

Architecture

Twingate documents four main components: a controller, clients, connectors and relays. The client handles user authentication and applies a signed access-control list. Connectors are deployed inside private remote networks, and relays support connectivity when a direct path is not available. This separation keeps private resources behind outbound-connected connectors rather than requiring every application to be exposed publicly.

When it is a strong candidate

Evaluate Twingate when users should reach selected DNS names, IP addresses or network ranges instead of joining a broad overlay. A connector can sit near an on-premises service, a cloud VPC or another isolated network, while policy determines which authenticated users can reach which resources. That model is often easier to explain to contractors or third parties than membership in a large private subnet.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Design checks

  • Place connectors for availability in each important private network and document their outbound firewall requirements.
  • Test applications that use dynamic ports, private DNS, long-lived sessions or bidirectional traffic; an allow-list that works for a web page may not work for a database or administrative protocol.
  • Confirm how the signed policy reaches clients, how quickly revocations take effect and what happens when a connector is unavailable.
  • Measure the administrative work of maintaining resource definitions as cloud addresses and environments change.

The component descriptions above are vendor documentation, not independent performance testing. Validate latency, throughput, reliability and operational effort with your own representative traffic.

ZeroTier: virtual networking built around cryptographic identity

Where it fits

ZeroTier describes replacing physical network boundaries with cryptographic identity and peer-to-peer connectivity. Its business use cases include private data centers, connectivity among cloud providers and identity-based access control. It belongs on a shortlist when the primary requirement is a virtual network spanning devices, sites or clouds rather than publishing only a small set of applications.

What to compare

Map the networks and routes you intend to join, then examine how membership, authorization and segmentation are administered. Determine whether the design needs direct device-to-device initiation, routed subnets or both. Pay particular attention to private DNS, overlapping address ranges, multicast or broadcast dependencies and systems that cannot run an endpoint agent. Compare support and administrative controls with your organization’s requirements; the available product descriptions do not establish a universal performance winner.

Zscaler Private Access: enterprise application-level ZTNA

Different access model from a mesh VPN

Zscaler describes Zscaler Private Access (ZPA) as zero-trust connectivity for users and private applications. Its stated model is that users access applications rather than the corporate network, and applications are not exposed to the public internet. The service is aimed at private applications hosted in environments such as AWS or on premises.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When to shortlist it

ZPA is relevant when the desired outcome is application-level access for a large workforce, especially where security teams want to replace network admission with per-application policy. It is not a feature-for-feature mesh VPN comparison. A team that needs arbitrary server-to-server communication, broad subnet routing or a laboratory network should verify whether ZPA’s application model covers those flows or whether a separate network connection is required.

Validation points

  • Identify every application protocol and confirm that the access method supports it, including administrative and non-browser traffic.
  • Check how private application segments, connectors, identity groups and device conditions are modeled in the edition under consideration.
  • Test access from managed laptops, unmanaged contractor devices and privileged administrator workstations separately.
  • Confirm that an application remains unreachable from the public internet and that policy logs are detailed enough for incident response.

Google BeyondCorp and cloud-native network VPNs

BeyondCorp as an architectural reference

Google Cloud describes BeyondCorp as a zero-trust implementation that moves controls from the network perimeter to individual users and enables work without a traditional VPN. This is useful when designing an identity-aware access program, particularly for organizations already standardized on Google Cloud identity and policy services. The available description does not establish current feature-by-feature equivalence with Tailscale or a standalone product comparison, so treat BeyondCorp as an architecture and cloud option to validate rather than an automatic drop-in replacement.

When a conventional site-to-site tunnel is still correct

Tailscale lists AWS VPN, Google Cloud VPN, Cisco or Palo Alto Networks hardware and Linux IPsec as examples of site-to-site approaches. These remain sensible when two networks must exchange traffic, a legacy appliance cannot run an endpoint client, or a workload needs stable routed access without an interactive user. They require careful design of routing, identity integration, key rotation, failover, address ranges and operations. A site-to-site tunnel can coexist with ZTNA; it does not by itself provide per-application authorization.

Comparison by decision criteria

Candidate or pattern Primary boundary Traffic and deployment characteristics described by the vendor Best initial question
Cloudflare One Identity-based application access; Cloudflare also distinguishes a separate mesh product Client-based and clientless approaches for non-HTTP applications; users can enroll a client in an organization’s Zero Trust environment Do we need application policies across web and non-web services, and which Cloudflare component provides them?
Twingate Private resources such as DNS names, IPs and ranges Controller, clients, private-network connectors and relays; the client applies a signed access-control list Can we express least-privilege access resource by resource and place highly available connectors near each network?
ZeroTier Virtual network and device or site connectivity Cryptographic identity and peer-to-peer connectivity across private data centers and cloud providers Do our devices, sites and clouds need a shared overlay with direct communication?
Zscaler Private Access Individual private applications Users access applications rather than the corporate network; applications are described as not exposed to the public internet Is enterprise application-level policy more important than arbitrary network reachability?
Google BeyondCorp Identity- and context-based access architecture Controls move from the network perimeter to individual users; intended to work without a traditional VPN Can our existing Google Cloud identity and policy stack deliver the controls and operations we need?
Cloud or hardware IPsec VPN Site, subnet or network-to-network boundary A conventional routed tunnel using a cloud VPN, hardware appliance or Linux IPsec implementation Do legacy systems or network-to-network flows make broad routing unavoidable?

The table describes intended models, not a benchmark. The source material does not establish comparative prices, independent throughput, latency, reliability, security audits or user-experience scores. Verify those items for the region, edition and contract you are considering.

A practical shortlist and pilot process

1. Inventory resources and users

  1. List applications, servers, databases, control systems and cloud services that require remote access.
  2. For each item, record protocol, ports, private DNS name, IP range, hosting location and whether traffic must be initiated in both directions.
  3. Group users into employees, administrators, contractors, vendors and service accounts. Record which groups need which resources.
  4. Identify endpoints that cannot install a client, such as appliances, legacy servers or unmanaged machines.

2. Classify each flow

Mark every requirement as application access, device-to-device mesh traffic or site-to-site routing. Do not force all flows into one category. A contractor’s access to one internal web application may suit ZTNA, while an engineer’s access to several lab devices may require a mesh. A cloud database used by an on-premises service may still need a routed tunnel.

3. Map identity and device controls

Document your identity provider, multifactor method, group structure and device-management platform. Ask each vendor how those signals enter policy, whether posture checks are available, and how quickly a disabled account or lost device is blocked. Include service identities and emergency administrator access in the design.

4. Design routing and connector placement

Draw every private network, connector or subnet router, relay or service edge, DNS zone and firewall boundary. Look for overlapping address space, single points of failure and paths that require inbound exposure. For site-to-site designs, document route advertisements and failover. For resource-scoped designs, document which connector can reach each application.

5. Run representative tests

  • Authenticate with normal users, privileged users and a contractor account.
  • Test browser traffic, SSH, database connections, file transfer and any UDP or long-lived protocol that matters to the business.
  • Revoke a user, remove a device and disable a connector; record the time until access stops.
  • Test private DNS resolution, split-DNS behavior, overlapping ranges and access from more than one geographic office.
  • Generate an incident scenario and verify that administrators can identify the user, device, resource and policy decision in logs.

6. Evaluate day-two operations

Have the team perform routine tasks without vendor assistance: onboard a user, change a group, add a resource, rotate a connector, replace a laptop, investigate a denied connection and recover from a failed component. Record the number of policy objects, approvals and manual steps. A design that works in a demonstration may be too expensive to operate if every cloud change requires hand editing.

Migration without a risky cutover

An incremental sequence limits blast radius. Start with a small group of managed end-user devices and low-risk applications. Enforce identity and multifactor policy, then add high-value servers with end-to-end encrypted paths. As application-level rules mature, remove broad subnet routes that no longer have a business purpose. Tailscale’s zero-trust guidance recommends this progression and specifically describes removing subnet routers when they are no longer needed.

Keep the existing VPN available during the pilot, but define an end date and explicit rollback criteria. Maintain a current list of routes, DNS records, firewall rules and service accounts so that a failed test can be reversed. Communicate which applications moved, how users connect, and who handles an outage. Do not migrate a critical production dependency until monitoring, support ownership and recovery procedures are tested.

Common pitfalls and fixes

Comparing unlike products

A mesh overlay, a resource-scoped ZTNA service and an IPsec tunnel solve different problems. Write the required access boundary in one sentence before comparing features. If the sentence says “reach any device on three private subnets,” an application-only design may be a mismatch. If it says “open one internal application for a contractor,” a full network overlay may grant more access than necessary.

Assuming authentication equals authorization

Single sign-on confirms an identity; it does not automatically authorize every server. Require explicit policies for users, groups, devices and resources. Review default routes and default-allow behavior during the pilot.

Free tools Windows power users keep installed

Ignoring non-HTTP traffic

Web demonstrations can hide problems with SSH, databases, SMB, UDP, industrial protocols or applications that advertise private addresses. Test the actual protocols and document any client, connector or routing requirement.

Leaving the old perimeter in place indefinitely

Running two access systems without ownership, logging standards or a retirement plan creates confusion. Assign one owner for policy, one for network routing and one for incident response. Track which resources still depend on the legacy VPN and remove obsolete routes after validation.

Buying before checking commercial boundaries

Pricing, minimum seats, support levels, contract terms, regional availability and feature entitlement vary by edition and can change. The available product descriptions do not establish current prices or licensing details. Obtain a written quote for the exact region and edition, and confirm data-processing, logging, retention and procurement requirements with the vendor.

Decision guide by business scenario

  • Selected internal applications for employees and contractors: begin with Cloudflare One, Twingate or Zscaler Private Access, then verify protocol coverage, connector design and device policy.
  • Direct connectivity among devices, labs, private data centers and multiple clouds: evaluate ZeroTier or another mesh design, with explicit segmentation and route controls.
  • Legacy network-to-network dependency: retain or deploy a cloud, hardware or Linux IPsec VPN while layering identity-aware access where users need finer control.
  • Google-centric identity and cloud operations: assess BeyondCorp’s architecture and the specific Google services available to your organization rather than assuming a generic product equivalence.
  • Mixed environment: combine resource-scoped ZTNA for human access with mesh or site-to-site connectivity for infrastructure, and document the boundary between the two.

The best alternative is the one whose access boundary matches the resource inventory and whose identity, routing and operational model your team can run reliably. Treat vendor architecture claims as starting points, then make the final choice from a pilot using your protocols, networks, users and failure scenarios.
