In Android, system-as-root describes where the root filesystem comes from and how it is mounted. “Root” means the filesystem’s top-level directory; it does not mean the device owner has been granted superuser access.
What system-as-root means
Android’s root filesystem is the filesystem presented at the top of the directory tree. In the system-as-root arrangement, system image contents provide that filesystem rather than the device relying on the older arrangement in which the system partition is mounted at /system. The exact boot arrangement depends on the Android release and device design, so “system-as-root” is not a complete description of every partition or boot step.
This is a filesystem-layout term, not a statement about whether a user can run privileged commands. A device can use a system-as-root layout without being rooted in the superuser sense.

How the arrangement changed between Android 9 and 10
AOSP documents the implementation in release-specific terms:

AOSP’s Android 10 guidance says, in that release context, “All devices running Android 10 must use a system-as-root partition layout to enable system-only OTAs.” That statement concerns the layout required for system-only updates, not user superuser access or a guarantee about the current internals of every device that has since upgraded.
Why update layout matters: A/B and non-A/B devices
A/B and non-A/B refer to different update-partition arrangements. AOSP says A/B devices already mount system as rootfs in its explanation. Historically, non-A/B devices mount system at /system; those devices need a layout change to support system-only over-the-air updates.

The label alone does not tell you the full layout. Android version, whether the device launched on that version or upgraded to it, partition design, and whether the question is about normal boot, recovery, or OTA behavior all matter. How dynamic partitions affect the Android 10 design
Dynamic partitions let Android manage logical partitions inside a super partition. In the Android 10 implementation guidance, the kernel cannot interpret the super partition’s metadata. First-stage init, running from the ramdisk, parses that metadata, creates virtual block devices, and mounts the logical system partition.

That same AOSP guidance says devices using dynamic partitions must not use system-as-root in the Android 10 arrangement it describes. This is a release-specific implementation constraint, not a universal statement about every later Android release or every device currently on the market. What migration requires on non-A/B devices
AOSP’s non-A/B migration guidance treats system-as-root as a boot and partition-layout change, not a simple setting to toggle. It identifies several areas that must be handled together:

- Change the boot and system image arrangement to match the target layout.
- Set up dm-verity, which verifies system integrity.
- Remove dependencies on device-specific root folders that no longer fit the revised layout.
- Keep recovery separate from boot on non-A/B devices. Without a fallback slot, combining them could leave no independent recovery path if a boot update fails.
These are platform implementation requirements from AOSP’s migration documentation, not end-user steps for changing a retail phone. Device-specific migration or compatibility claims require documentation for the particular model. See the AOSP system-as-root migration guidance.

Dynamic System Updates (DSU) is a way to load a trusted Generic System Image (GSI) or another supported image into a new dynamic partition and boot it as a guest system. It is useful for testing a system image without treating it as the device’s ordinary installed operating system. DSU depends on dynamic partitions and trusted signing, and whether it is available depends on the device manufacturer.

DSU and system-as-root are related to Android’s system-image and partition architecture, but they are not interchangeable terms: system-as-root describes a filesystem and boot layout, while DSU describes a mechanism for booting a guest system image. Android Developers explains the DSU workflow and availability.
How to interpret a claim about a specific phone
Platform documentation establishes Android’s architecture and implementation rules; it does not establish the current partition layout of every phone model. For a device-specific answer, check the manufacturer’s documentation and identify the Android release and update design in question. Avoid inferring a model’s support from a broad Android version rule alone.
