A switched virtual circuit (SVC) is a logical network connection created on demand through signaling. The endpoints are specified when the connection is initiated. Unlike a permanent virtual circuit (PVC), an SVC is not provisioned in advance to remain continuously available; its flexibility comes with connection-setup time and signaling overhead.
What is a switched virtual circuit?
An SVC is a virtual connection established when needed rather than one configured to stay in place. “Virtual” means the connection is logical, not a dedicated physical wire. The network uses signaling to establish the connection between the endpoints selected for the communication.
The IETF’s RFC 2761 defines an SVC as “A connection established via signaling. The user defines the endpoints when the call is initiated.” The RFC is an Informational RFC published in February 2000; its definition is especially useful in ATM terminology.

When a user or application needs a connection, it initiates signaling with the endpoints. The network processes that request and establishes a virtual path for the communication. In ATM, the signaling interface depends on the context: RFC 2761 discusses UNI or PNNI signaling, while Cisco’s ATM documentation describes SVC establishment through NNI signaling. These references describe different signaling contexts, not one universal procedure for every network.

- Dual band router upgrades to 1200 Mbps high speed internet (300mbps for 2.4GHz plus 900Mbps for 5GHz), reducing buffering and ideal for 4K stream
- Full Gigabit Ports - Gigabit Router with 4 Gigabit LAN ports, ideal for any internet plan and allow you to directly connect your wired devices
- Boosted Coverage - Four external antennas equipped with Beamforming technology extend and concentrate the Wi-Fi signals
- MU-MIMO technology - (5GHz band) allows high speeds for multiple devices simultaneously
- Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
The path exists for the requested communication rather than being continuously provisioned as a PVC. An SVC can therefore suit communication that is occasional or whose endpoints are chosen as needed. The trade-off is that signaling must take place before the connection can be used.
SVC vs. PVC
| Aspect | Switched virtual circuit (SVC) | Permanent virtual circuit (PVC) |
|---|---|---|
| How it is established | Created dynamically through signaling when requested. | Provisioned in advance through administrative configuration. |
| When it exists | Established for a requested communication or session; implementation-specific rules may later release it. | Provisioned to remain available rather than being set up separately for each communication. |
| Setup overhead | Requires signaling, which adds setup time and network overhead. | Avoids per-connection signaling setup because the circuit is already provisioned. |
| Operational context | Signaling procedures depend on the technology and interface. | Provisioning and behavior likewise depend on the technology and network configuration. |
Cisco’s ATM PVC/SVC FAQ describes an ATM PVC as provisioned between endpoints and an ATM SVC as dynamically established on demand. The comparison is useful, but ATM and Frame Relay implementations should not be assumed to behave identically.

Why setup time matters
An SVC provides flexibility, but establishing a path takes time and consumes signaling resources. That cost can matter when traffic needs to flow immediately or when a requested quality of service (QoS) path is not ready yet. In an ATM example, RFC 2382 explains that traffic may initially use existing virtual circuits while an SVC with the desired QoS is being established. It describes SVC paths as set up “on demand”; this is an example of how a network can manage setup delay, not a rule that applies to every SVC.

ATM is the clearest context for the definition and comparison described here. SVC terminology also appears in Frame Relay materials, but the details depend on the technology. For example, RFC 4906 explicitly excludes Frame Relay SVC and SPVC emulation from its scope, so it should not be treated as a specification for those services.

- Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
- Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks
Specific platforms may also apply their own release policies. Cisco documents an inactivity-based teardown option for ATM SVCs and gives a platform-specific default timeout example. That timer is not part of the general meaning of SVC: the key distinction is that the connection is established through signaling when needed.
