Short answer: A 2023 multisectoral working group defined sustainable chemistry as “the development and application of chemicals, chemical processes, and products that benefit current and future generations without harmful impacts to humans or ecosystems.” The proposal pairs that sentence with five assessment categories—equity and justice, transparency, health and safety impacts, climate and ecosystem impacts, and circularity.

This is a practical direction for research, public policy and investment discussions, not a universally adopted legal definition, certification or guarantee that any particular chemical or product is sustainable. Its value is that it makes trade-offs visible: a solution that lowers energy use but increases worker exposure, community risk or end-of-life pollution does not satisfy the whole idea.

What the consensus definition says

The wording comes from the Expert Committee on Sustainable Chemistry (ECOSChem), published in 2023: “Sustainable chemistry is the development and application of chemicals, chemical processes, and products that benefit current and future generations without harmful impacts to humans or ecosystems.” Three elements matter.

  • It covers more than substances. The scope includes chemicals themselves, the processes used to make and use them, and the products in which they are incorporated.
  • It is intergenerational. Benefits are judged for current and future generations rather than only by a project’s short-term performance.
  • It sets a no-harm direction. Human and ecosystem impacts are part of the definition, not an optional add-on after economic or technical goals.

ECOSChem developed the proposal through a landscape review of 45 literature sources and a 20-member committee. Those figures describe the breadth of the review and the group’s multisectoral composition; they do not demonstrate universal adoption, market impact or agreement by every institution.

The committee’s purpose was to provide language that is memorable, actionable and adaptable while complementing, rather than erasing, related approaches such as green chemistry and alternatives assessment. “Consensus” therefore describes a collaborative development process and a proposed common direction. It does not mean that governments have enacted one binding definition worldwide.

Why a definition is needed

Chemical innovation can deliver essential benefits while shifting harm elsewhere in the lifecycle. A solvent may improve manufacturing efficiency but expose workers; a material made from renewable feedstock may persist in ecosystems; a substitute may remove one hazard while introducing another; and a process with low factory emissions may depend on resource extraction or create difficult waste at disposal.

Without an agreed scope, organizations can select the metric that makes a project look best and ignore impacts outside that boundary. A definition that includes people, ecosystems, future generations and the entire value chain gives scientists, regulators and financiers a common question: does the proposed benefit remain beneficial when all material consequences are considered?

The five ECOSChem categories are designed to prevent one-dimensional optimization. They are not presented as a universal numerical scorecard, and the proposal does not establish pass/fail thresholds for every chemical. Instead, the categories identify the dimensions that a credible assessment should address and make omissions easier to spot.

The five companion criteria categories

Equity and justice

Assess who receives the benefits and who bears exposure, pollution, extraction impacts or disposal burdens. A project serving a broad market can still be unjust if risks are concentrated among workers, low-income communities, Indigenous peoples or other vulnerable populations. Distribution, participation and procedural fairness belong in the technical conversation.

Transparency

Decision-makers need enough information to understand ingredients, hazards, manufacturing conditions, supply chains, assumptions, uncertainty and end-of-life pathways. Transparency supports independent review and helps communities, purchasers and investors distinguish evidence from marketing. Commercial confidentiality may limit disclosure, but it should not become a reason to hide material risks.

Health and safety impacts

Consider acute and chronic toxicity, worker exposure, consumer use, vulnerable groups and safety during transport, storage and disposal. The relevant question is not simply whether a finished product meets a narrow use limit; it is whether hazards and exposures are reduced across the ways people encounter the chemical.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Climate and ecosystem impacts

Evaluate greenhouse-gas emissions, energy demand, releases to air, water and soil, persistence, bioaccumulation, ecological toxicity, land and water use, and effects on biodiversity. A lower-carbon process can still damage ecosystems, while a biodegradable product can have high upstream emissions or toxicity during breakdown.

Circularity

Ask whether materials can remain useful through reuse, repair, safe recycling or recovery, and whether those loops avoid concentrating hazardous substances. Circularity includes design choices, collection systems, separation, contamination and realistic end markets. A theoretical recycling route is not equivalent to a functioning, safe system.

How this differs from green chemistry

Green chemistry remains closely related but is not interchangeable with the ECOSChem wording. IUPAC reproduces an OECD formulation from 1999: “Sustainable chemistry is the design, manufacture, and use of environmentally benign chemical products and processes that prevent pollution, reduce or eliminate the use and generation of hazardous waste, and reduce risk to human health and the environment.” The same IUPAC page quotes its 2000 green-chemistry definition: “The invention, design, and application of chemical products and processes to reduce or to eliminate the use and generation of hazardous substances.”

Those historical formulations emphasize pollution prevention, hazardous substances and risk reduction. The ECOSChem proposal retains those concerns but makes social justice, transparency, intergenerational benefit, ecosystem effects and circularity explicit. In practice, green-chemistry tools can be used inside a broader sustainable-chemistry assessment; neither label should be treated as proof that a product has no significant impact.

How federal and international formulations fit

There is no single official sentence used everywhere. The 2023 U.S. National Science and Technology Council (NSTC) formulation is more technical. It addresses renewable building blocks, reagents and catalysts; efficient operation; renewable energy; intentional lifecycle design and management; human and environmental impacts; circularity; societal needs; economic resilience; and avoidance of resource depletion and waste accumulation. It overlaps with ECOSChem but gives more detail about inputs, operations and resource systems.

The National Science Foundation’s public overview similarly emphasizes renewable inputs, efficiency, renewable energy and minimal waste alongside health, environmental and economic benefits. NSF presents an agency research and workforce perspective, not a certification standard or a replacement for the ECOSChem proposal.

UNEP offers a practical implementation lens through ten objectives developed through international consensus-building:

  1. Minimize chemical hazards.
  2. Avoid regrettable substitutions.
  3. Source resources and feedstocks sustainably.
  4. Improve production efficiency and pollution prevention.
  5. Design products with minimized hazard.
  6. Reduce releases across the lifecycle.
  7. Enable non-toxic circular material flows.
  8. Maximize social benefits.
  9. Protect workers, consumers and vulnerable populations.
  10. Focus chemistry on sustainability challenges.

UNEP describes these objectives as complementary to traditional chemistry approaches. They are useful when turning a high-level definition into design and governance questions, but they are not evidence that a particular material meets every objective.

How to apply the definition to a real proposal

No single checklist or numerical score is mandated by the ECOSChem proposal. A disciplined review can nevertheless use the five categories and UNEP’s objectives as a consistent sequence.

  1. Define the function. State what service the chemical, process or product must provide and who needs it. This prevents a substitute from being judged only by chemistry while failing the social need.
  2. Map the lifecycle. Include extraction or cultivation of feedstocks, synthesis, formulation, transport, use, maintenance, reuse, recycling and disposal. Record energy, water, land, emissions and waste at each stage.
  3. Compare hazards and exposure. Examine intrinsic hazards and realistic exposure for workers, consumers, nearby communities and ecosystems. Consider vulnerable populations and both routine and accidental releases.
  4. Test alternatives, including non-chemical options. A replacement that removes one regulated substance but introduces persistence, toxicity or difficult waste is a regrettable substitution. Compare the full set of credible options rather than one incumbent.
  5. Check sourcing and resource use. Document feedstock origin, critical materials, renewable claims, extraction impacts, supply reliability and depletion risk. “Bio-based” or “renewable” alone does not establish sustainability.
  6. Examine circularity in practice. Identify collection, sorting, separation, reprocessing and safe end markets. Account for additives and contaminants that could make recycled outputs hazardous.
  7. Make assumptions visible. Publish relevant composition, test methods, boundaries, uncertainty and trade-offs. Explain what is measured, what is modeled and what remains unknown.
  8. Assess distribution of benefits and burdens. Ask who gains economically or socially, who faces risk, and whether affected communities and workers had meaningful input.
  9. Set monitoring and exit conditions. Define indicators for releases, exposure, performance, resource use and end-of-life outcomes, plus actions if real-world results differ from projections.

This process produces an evidence record rather than a marketing label. A conclusion should identify benefits, residual impacts, data gaps and the conditions under which the option remains acceptable.

What the definition means for scientists and engineers

For researchers, sustainable chemistry changes the target from “make the reaction work” to “deliver the needed function with acceptable lifecycle consequences.” That can alter molecule selection, catalyst design, solvent choice, process intensity, feedstock strategy, product architecture and end-of-life planning from the first experiment.

It also encourages teams to measure social and ecological outcomes alongside yield, selectivity and cost. Early hazard screening can prevent investment in a high-performing molecule that later proves impossible to manage safely. Publishing methods, boundaries and uncertainty makes results more reproducible and more useful to downstream users.

The framework does not require every laboratory to solve every global issue in one study. It does require researchers to state which impacts they assessed, which they did not, and why the chosen boundary is appropriate for the decision.

What it means for governments

The U.S. Sustainable Chemistry Research and Development Act established federal coordination and stakeholder consultation and called for a consensus definition and metrics framework. That statutory context explains why shared language matters for research priorities, data standards and program evaluation. It does not turn the ECOSChem categories into binding regulation.

Public agencies can use the categories to write research solicitations, compare alternatives, coordinate data collection and identify gaps in methods or infrastructure. Regulators may still apply sector-specific laws, exposure limits and waste rules that use different definitions and thresholds. A sustainable-chemistry framework can inform those decisions without replacing them.

Procurement and grant programs should distinguish between documented lifecycle performance and unverified claims. Requiring disclosure of assumptions, hazard data, release pathways and end-of-life plans can improve accountability without pretending that a single label resolves every trade-off.

What it means for investors

A common definition can give investors a clearer vocabulary for asking how a company creates value while managing chemical hazards, resource dependence, climate exposure, ecosystem effects and social risk. It can also make comparisons more meaningful when companies report boundaries, assumptions and outcomes in similar terms.

However, the available sources do not establish portfolio-wide investor adoption, a market-size figure, an adoption rate or measurable capital flows attributable to the ECOSChem proposal. Investors should therefore treat it as a framework for due diligence and engagement, not as an established rating system or certification.

Useful questions include whether a company has screened safer alternatives, verified supply-chain claims, tracked worker and community exposure, designed for safe circularity, disclosed data gaps and assigned responsibility for monitoring. Financial materiality will vary by sector, geography, regulation and technology maturity.

Common mistakes to avoid

  • Calling one attribute sustainable. Renewable feedstock, biodegradability, low process energy or recyclability can each be beneficial while other lifecycle harms remain.
  • Treating “consensus” as law. The ECOSChem sentence is a proposed shared definition, not a globally binding rule.
  • Collapsing green and sustainable chemistry. They overlap, but the quoted green-chemistry formulation focuses more narrowly on hazardous substances.
  • Ignoring distribution. Aggregate emissions or toxicity numbers can hide unequal burdens on workers or communities.
  • Assuming circularity is automatic. A product is not circular if collection, separation, safe processing or end markets do not exist at the needed scale.
  • Overstating evidence. The 45-source review and 20-member committee show how the proposal was developed, not how widely it has been adopted.

Bottom line for using the term responsibly

Use the ECOSChem sentence when you need a concise, human- and ecosystem-centered definition, then disclose the five categories used to test it. Use NSTC and NSF material for technical and federal research context, UNEP’s objectives for implementation questions, and the OECD and IUPAC wording as attributed historical definitions. The responsible conclusion is rarely simply “sustainable” or “not sustainable.” It is a documented account of benefits, hazards, lifecycle effects, justice, transparency, circularity, uncertainty and the safeguards required to keep the benefits from creating new harms.
