Bharti Enterprises chairman Sunil Bharti Mittal says the Bharti-backed Eutelsat OneWeb venture applied for Indian satellite-communications approval about five years before Elon Musk’s Starlink and could receive permission a few days earlier. His statement describes the order in which applications were submitted; it is not a published government guarantee that OneWeb will be approved first.
What Sunil Mittal said
Speaking at the Bloomberg New Economy Forum on October 14, 2026, Mittal said OneWeb was “significantly ahead” of Starlink in India’s approval queue. He said the company applied five years ago, had its ground network ready for three years and had satellites over India for five years without permission to operate.
“We are all awaiting our approvals. I am significantly ahead of him in the queue. I applied five years back. I have had my ground network ready for the last three years. My satellites have been hovering over India for the last five years. We don’t have the permission. So, we will be very happy to get it at least a few days before him.”

The remarks were reported the same day by NDTV Profit, Mid-day, Business Today and PTI/Rediff. Mittal was referring to Eutelsat OneWeb, not a separate Bharti consumer brand.

Does “ahead” mean OneWeb will launch first?
Not necessarily. “Ahead” is Mittal’s description of application timing and preparedness. The reports do not identify a government decision that fixes the approval order or promises OneWeb an earlier commercial start than Starlink.
India’s process involves more than a satellite-communications licence. Operators also need to satisfy security requirements and obtain spectrum through the applicable assignment framework. Those steps can remain outstanding even after a licence or other authorisation has been issued.
Where Starlink stands in India
Reports say Starlink had obtained a Global Mobile Personal Communication Satellite (GMPCS) licence and authorisation from IN-SPACe. It was still awaiting remaining security clearances and spectrum allocation before commercial operations could begin.
That status means a licence alone should not be treated as a launch date. Starlink’s consumer service in India requires the unresolved security and spectrum steps, plus any operational conditions imposed by the authorities.
Which satellite-broadband companies are in the approval process?
| Provider | Reported position | Remaining conditions or uncertainty | Confirmed Indian launch date |
|---|---|---|---|
| Eutelsat OneWeb | Mittal says its application is about five years old; he says its ground network has been ready for three years and satellites have been over India for five years. | Permission and related regulatory steps were still awaited in the reports. | Not stated. |
| Starlink | Reported to hold a GMPCS licence and IN-SPACe authorisation. | Remaining security clearances and spectrum allocation were still pending. | Not stated. |
| Jio Satellite Communications | Indian government comments reported by Mid-day described it as a licensed entity. | Spectrum assignment depends on the applicable framework and individual security conditions. | Not stated. |
| Amazon’s Project Kuiper | Reported as interested and subject to the established procedure. | No confirmed Indian launch date or local affiliate arrangement was reported. | Not stated. |
Why the ground network and satellites matter
OneWeb’s claimed readiness addresses two practical parts of a satellite-internet deployment. Satellites provide the space segment, while gateway and related ground infrastructure connect satellite traffic to terrestrial networks. Mittal’s three-year ground-network figure is therefore a statement about preparation, not proof that customers can already subscribe.

- 🚀 Next-Generation Connectivity: Enjoy lightning-fast, low-latency internet powered by SpaceX’s Standard Dish — ideal for homes, farms, and rural or remote areas.
- 📶 Enhanced Wi-Fi 6 Router: Includes the latest dual-band Wi-Fi 6 router delivering stronger coverage, faster speeds, and improved reliability for multiple connected devices.
- ⚡️ Easy Plug-and-Play Setup: Simple installation with all required cables and mounts included — connect, power on, and get online in minutes.
- 🌦️ Rugged & Weather-Resistant Design: Built to perform in extreme environments — rain, snow, or high winds — for year-round connectivity.
- 🏕️ Residential & Remote-Area Ready: Perfect for off-grid living, cabins, RVs, and rural households seeking a dependable high-speed internet solution.
Likewise, saying satellites have been “hovering over India” describes their presence over the country for coverage or testing purposes. It does not itself confer permission to sell service, use spectrum commercially or connect Indian customers.
What approvals satellite internet needs in India
Based on the status reported for the companies, an operator should expect several distinct decisions:
Recommended Free Tools
- Satellite-communications licensing: the operator applies under India’s relevant GMPCS or other satellite-service regime.
- Space-sector authorisation: IN-SPACe authorisation may be required for the proposed activities.
- Security clearance: authorities assess the operator, network and operational arrangements; conditions can differ by applicant.
- Spectrum assignment: the operator must receive spectrum under the framework that applies to satellite services and the specific allocation decision.
- Commercial launch conditions: only after the required approvals and assignments can the company begin authorised customer operations.
The exact sequence and timing can vary by application. A company’s place in an application queue does not eliminate any of these substantive checks.
When will Starlink or OneWeb launch in India?
The October 14 reports did not establish a confirmed commercial launch date for either provider. OneWeb’s infrastructure claims and Starlink’s licence status show different forms of readiness, but neither is equivalent to final permission to serve Indian customers.
They also do not establish consumer prices, nationwide coverage maps or the date on which equipment will be available for purchase. Those details should be treated as unconfirmed until the operators or Indian authorities publish them.

- This is not an official starlink bundle. Purchasing this item does not come with a Starlink warranty.
- This is not Starlink. You will not receive a warranty with this bundle created by an outside seller.
What this means for Indian customers
- Do not interpret Mittal’s queue claim as a guaranteed OneWeb launch advantage.
- Check for an official Indian availability announcement before paying a deposit or importing a terminal.
- Verify that any advertised service has the required licence, security approvals and spectrum assignment.
- Expect launch timing to depend on regulatory decisions as well as network readiness.
The immediate development is therefore a public claim about relative application timing, set against a regulatory process that still had unresolved steps for multiple operators.
Frequently Asked Questions
Is OneWeb officially ahead of Starlink in India?
Sunil Bharti Mittal says OneWeb applied earlier, but the reports do not show a government promise that it will be approved or launched first.
What did Mittal mean by a five-year lead?
He said OneWeb’s application was filed about five years ago and that its satellites had been over India for the same period.
Are Starlink and OneWeb available to Indian consumers now?
The reported licence and infrastructure positions did not amount to a confirmed commercial launch for either service.
