Submer India and BSNL Tower Corporation Limited (BTCL), a wholly owned subsidiary of Bharat Sanchar Nigam Limited (BSNL), signed a memorandum of understanding at India Mobile Congress 2026 on 10 October 2026. The agreement creates a framework to evaluate sovereign, AI-ready data-center infrastructure across India; it does not confirm that a facility has been built, financed or launched.

The proposed work spans GPU-as-a-Service, sovereign AI cloud capacity, edge and micro-edge sites, and larger developments of up to 20 MW. Site selection, engineering, commercial viability and delivery schedules remain subject to further studies.

What the Submer–BSNL agreement covers

The MoU is an evaluation framework. Submer India and BTCL will assess whether BSNL premises, network assets and existing facilities can support distributed and higher-density computing. The assessment is expected to consider technical and commercial feasibility, connectivity, scalability, energy efficiency and the workloads of government, public-sector, enterprise, research and institutional customers.

Proposed area What the parties are evaluating Status in the announcement
GPU-as-a-Service (GPUaaS) On-demand access to accelerated computing rather than requiring every customer to buy and operate its own GPU cluster Part of the joint assessment; no GPU quantity, pricing or launch date stated
Sovereign AI cloud Cloud infrastructure operated with Indian data-residency and control requirements in mind Proposed model, not a launched service
Edge and micro-edge data centers Smaller distributed sites placed closer to users, networks and data sources Candidate deployment type under study
Larger data-center projects Facilities with project sizes of up to 20 MW Maximum scale named in the MoU announcement, not confirmed deployed capacity
BSNL-site conversion Repurposing suitable premises and existing data-center facilities for distributed edge infrastructure Requires site-by-site technical and commercial evaluation

The announcement describes a possible sovereign AI-cloud model that would use BSNL’s network footprint and indigenous 4G and 5G core to support scalable, low-latency GPUaaS. That wording describes the intended architecture being explored, not an operational cloud already available to customers.

What each partner contributes

Submer India

Submer’s stated contribution is integrated data-center architecture for high-density computing, including liquid cooling and thermal management. Those capabilities are relevant to AI deployments because accelerator-heavy systems can concentrate substantially more heat in each rack than conventional enterprise servers. The company is being positioned as the infrastructure and cooling specialist for the feasibility work.

BTCL and BSNL

BTCL is responsible for coordinating access to relevant BSNL premises and facilities for technical and commercial studies. Its stated role also includes supporting connectivity, regulatory alignment and engagement with government and enterprise stakeholders. BSNL contributes the nationwide network and facility footprint through its wholly owned subsidiary rather than announcing a separate new operating company for the project.

Why the proposed model matters

AI workloads increasingly need high-performance computing close to users, data and regulated organizations. A distributed design could place capacity nearer to government departments, public-sector organizations and enterprises while using existing telecommunications locations where practical. BSNL’s network and indigenous 4G and 5G core could help connect those sites and reduce the distance between customers and GPU resources.

The sovereign-cloud angle addresses organizations that need stronger control over where data is stored and processed. Local capacity can also help institutions meet internal residency policies or procurement requirements. Those are strategic goals, not evidence that the MoU has already solved power availability, permitting, cybersecurity, utilization or economics at any particular site.

What has not been announced

The signing does not establish a construction program or a commercial launch. The parties have not named initial locations, an investment amount, financing structure, GPU count, customer contracts, revenue targets, delivery schedule or service pricing. No capacity figure other than the proposed upper project scale of 20 MW is published in the announcement.

  • No data center is confirmed as operational under this agreement.
  • No BSNL GPUaaS endpoint or public sign-up process has been announced.
  • No site has been selected publicly, and no conversion of a particular BSNL facility has been approved.
  • The 20 MW figure is a ceiling for projects considered in the MoU scope, not a promise that 20 MW will be deployed.

How the project would have to progress

Before customers could rely on the proposed infrastructure, the partners would need to move through several decision points:

  1. Screen locations. BTCL and Submer would identify BSNL premises with suitable power, floor loading, fiber connectivity, security and expansion potential.
  2. Design the thermal and electrical systems. High-density GPU deployments require a cooling approach, power distribution, backup systems and maintenance plan matched to the selected hardware.
  3. Validate network and workload requirements. The studies would need to measure latency, bandwidth, isolation and connectivity to government, public-sector and enterprise users.
  4. Complete regulatory and commercial reviews. The parties would assess approvals, data-governance obligations, ownership and operating responsibilities, energy costs and a sustainable pricing model.
  5. Approve a delivery phase. Only after those evaluations could the parties identify funded projects, publish sites or announce a service timetable.

What it could mean for prospective users

Government agencies, public-sector organizations, universities, research groups and enterprises are the audiences most clearly identified in the announcement. If a service eventually launches, they could gain access to locally hosted accelerated computing without building every component themselves. Edge deployments could suit applications that cannot tolerate the latency of a distant region, while larger sites could support centralized training and batch workloads.

Prospective customers should wait for concrete service documentation before making procurement decisions. Important questions will include which GPU models are offered, whether capacity is shared or dedicated, where data is stored, how workloads are isolated, what service-level commitments apply and how customers can exit or move data.

India expansion context

The MoU fits an India-focused series of announcements by Submer, but those initiatives are separate. Submer announced an Indian expansion in September 2025 that included liquid-cooling solutions and plans for an Indian manufacturing facility. In February 2026, it announced a collaboration with Anant Raj involving modular infrastructure, liquid cooling, prefabricated mechanical, electrical and plumbing systems, and data-center campus development. A separate Radian Arc and Datasamudra MoU announced a GPUaaS point of presence in Karnataka. None of those announcements is the BSNL project, and none supplies a site, capacity or timetable for this agreement.

What to watch next

The most meaningful updates will be specific rather than ceremonial: named locations, completed feasibility studies, power and cooling designs, a confirmed ownership and operating model, financing, procurement notices, GPU specifications and a customer launch date. Once projects are announced, they can be assessed by deployment type (core, edge or micro-edge), compute model, connectivity and latency, data-residency controls, energy and cooling design, project scale and delivery stage.
