Use structured data when an AI task depends on defined fields, records, transactions, filtering, or aggregation. Use unstructured data when the evidence lives in documents, images, audio, video, or other material whose meaning is not already captured in queryable fields. Many production systems use both: a model can retrieve narrative evidence from documents while checking current values in a database. The right choice follows the questions the system must answer, not a blanket preference for one data type.
Decide with representative questions, then compare answer quality, grounding, freshness, permissions, preparation effort, cost, and latency. Structured data is not automatically more accurate, and unstructured data is not automatically richer. Retrieval quality, source authority, preprocessing, and governance determine whether an AI application is useful.
What structured and unstructured data mean for AI
The distinction is about how information is represented and organized before an AI system uses it.

Structured data
Structured data follows a defined schema. It is commonly stored as tables with named columns, typed values, keys, and relationships. Customer records, inventory counts, invoices, product catalogs, sensor measurements, and transaction histories are typical examples. A question such as “Which orders from March remain unpaid?” maps naturally to fields, filters, joins, and aggregation.

Traditional machine learning typically depends on structured, labeled datasets, according to AWS guidance on data strategy for generative AI applications. Generative AI can also use structured records as context, rather than treating a database as training data.
Unstructured data
Unstructured data has no predefined tabular model that captures all of its meaning. Documents, PDFs, email, wiki pages, presentations, photographs, scanned forms, audio, video, source code, and free-form notes fall into this category. The information may be highly valuable, but the relevant facts are expressed through language, layout, images, speech, or relationships that are not represented as consistent columns.
Google Cloud’s overview of unstructured data describes this category as content that does not fit a predefined data model. A document can contain a date, an account number, and a policy rule, yet those values may appear in different locations and wording in every file.
Semi-structured data
JSON and XML sit between the two categories. They contain tags, nested objects, or attributes that provide organization, but they do not necessarily follow one rigid relational schema across every record. Semi-structured data can often be queried directly for known fields while still requiring interpretation of variable text or nested content. Classify it by the task: if the needed values are reliable fields, treat that portion as structured; if the answer requires interpreting embedded content, plan for unstructured-data processing.
Structured data vs. unstructured data: practical comparison
| Decision axis | Structured data | Unstructured data | What to do |
|---|---|---|---|
| Organization | Defined schema, often rows and columns | No single predefined model; documents and media are common | Inspect the source itself before choosing an architecture. |
| Typical questions | Exact records, fields, transactions, filters, and totals | Meaning extraction, semantic lookup, summarization, and interpretation | Choose the form of evidence the answer needs. |
| Preparation | Map schemas, business meanings, keys, and permissions | Extract or transcribe, clean, split, embed, and index as needed | Budget for ingestion and ongoing maintenance, not only storage. |
| Retrieval | Queries against tables or structured representations | Search over indexed chunks, metadata, and embeddings | Test relevance and completeness with real questions. |
| Relationships | Explicit keys and joins | Often implicit in prose or spread across files | Use graph or hybrid retrieval when multi-hop relationships matter. |
| Failure sensitivity | Bad types, stale rows, missing joins, and permission errors | Bad extraction, poor chunking, weak indexing, ambiguity, and conflicting sources | Log failures by stage instead of blaming the model alone. |
| Operational evaluation | Quality, freshness, permissions, cost, and latency | The same factors, plus format sensitivity and index behavior | Measure the complete application against task requirements. |
When should you use structured data for AI?
Start with structured data when the requested answer can be expressed as a reliable query over defined fields. The format is especially suitable when consistency, current values, and calculations matter more than open-ended interpretation.
Good fits
- Customer, employee, supplier, or account records.
- Orders, payments, invoices, subscriptions, and other transactions.
- Inventory, prices, availability, and fulfillment status.
- Time-series measurements, operational metrics, and event logs.
- Risk, eligibility, or compliance rules represented as fields and coded values.
- Dashboards and assistants that must filter, sort, count, total, or compare records.
For example, an assistant answering “How many units of item A are available at each warehouse?” should obtain the current quantities from an authoritative inventory table. A language model can explain the result, but it should not invent the numbers from a prose document when a governed record exists.
Advantages
- Deterministic queries: SQL or an equivalent query language can express exact filters, joins, and aggregations.
- Clear validation: Types, constraints, required fields, and referential integrity expose many errors before generation.
- Freshness controls: The system can read from a live source or a timestamped replica and report when it was updated.
- Permission mapping: Row-, column-, or record-level access rules can be applied before data reaches the model.
- Efficient calculations: Databases are designed for grouping and arithmetic that would be fragile in free-form text.
Limits to plan for
- Business meaning may be hidden in cryptic column names, codes, or undocumented joins.
- A clean schema can still contain stale, duplicated, incomplete, or incorrectly entered values.
- Questions involving policy rationale, exceptions, or narrative context may require documents as well as rows.
- Generating a query from natural language is risky when schemas, permissions, or allowed operations are unclear; validate generated queries and restrict destructive actions.
When should you use unstructured data for AI?
Start with unstructured data when the evidence is primarily in documents or media and the answer requires interpretation rather than only field matching.

Good fits
- Policies, contracts, manuals, research papers, and legal or regulatory documents.
- Internal wikis, project notes, support tickets, and email threads.
- Scanned forms, diagrams, photographs, and screenshots where layout or visual content carries meaning.
- Call recordings, interviews, lectures, and training videos that need transcription or multimodal analysis.
- Source code and configuration files whose relationships are expressed through syntax and references.
A policy assistant may need to find the paragraph that defines an exception, explain it in plain language, and cite the document version. Those requirements are not met by storing only a title and publication date in a table.
Preparation pipeline
Unstructured content normally needs an ingestion and retrieval pipeline. The exact steps depend on format, language, layout, and the questions users ask.
- Inventory sources and authority. Identify repositories, owners, formats, update schedules, retention rules, and the version that should win when copies disagree.
- Extract content. Parse text from digital documents, run optical character recognition on scans, inspect tables and headings, and preserve page or section locations. Transcribe audio or video when spoken content is part of the answer.
- Normalize and clean. Remove navigation clutter and duplicated boilerplate, repair encoding, detect language, and retain meaningful structure such as headings, lists, timestamps, speaker labels, and table boundaries.
- Attach metadata. Store document ID, title, author, effective date, jurisdiction, access group, source URL, version, and section location. Metadata enables filtering and citations.
- Split into retrieval units. Chunk by semantic boundaries rather than an arbitrary character count when possible. Keep enough surrounding context to preserve definitions, exceptions, and references.
- Create representations and an index. Generate embeddings for semantic search and retain lexical or field indexes for exact terms, identifiers, and dates. Index permissions alongside content so unauthorized passages are filtered before generation.
- Retrieve and rerank. Use the user question and metadata filters to find candidates, then rerank for relevance, authority, recency, or access rights. Return the smallest sufficient context instead of an indiscriminate document dump.
- Assemble context and generate. Provide the model with retrieved passages, source labels, and instructions to distinguish evidence from inference. Preserve citations or links for the user.
The UK Government’s RAG guidance describes a comparable workflow: ingestion and preprocessing, indexing, query handling, retrieval and reranking, context assembly, and generation.
Can AI use both structured and unstructured data?
Yes. A hybrid system is often the best fit when an answer needs narrative explanation plus a current, authoritative record. Microsoft’s Azure Databricks documentation states: “RAG architecture can work with either unstructured or structured supporting data.” See the RAG documentation.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Illustrative hybrid question
Suppose a support agent asks, “Is this customer eligible for a replacement under the current policy, and what should I tell them?” The system may need to:
- Retrieve the current policy and exception language from indexed documents.
- Read the customer’s purchase date, product, warranty status, and previous cases from structured systems.
- Apply the policy conditions to those verified values.
- Generate an explanation that cites the policy section and reports the record timestamp.
This pattern is an architectural option, not a guarantee of correct implementation. Define which source is authoritative for each fact, resolve conflicts explicitly, and prevent a less authoritative document from overriding a governed transaction record.
Ways to combine the forms
- Database plus document retrieval: Query structured values first, then retrieve passages using the result as a filter or context.
- Unified search: Index documents and structured records with common metadata, while preserving type-specific query paths.
- Entity linking: Connect document mentions to customer, product, case, or asset IDs so a question can traverse both text and records.
- Tool-using orchestration: Route arithmetic and exact lookups to a database tool and interpretation to a retrieval or vision tool.
- Graph retrieval: Represent entities and relationships explicitly when the answer requires multiple hops across systems.
When a graph or hybrid method is justified
Vector similarity is useful for finding passages that resemble a question, but similarity alone may not answer relationship-heavy questions. If a user asks which services depend on a component, which teams own systems affected by a change, or how an entity connects across several datasets, explicit relationships can be important.

Microsoft’s Graph Database Overview says, “A graph database is a strong fit when relationships drive the core questions you need to answer.” Use that criterion rather than treating a graph as a default upgrade.
Recommended Free Tools
Choose graph retrieval when
- The question requires two or more relationship hops.
- Entity identity and relationship direction affect the answer.
- Relationships span documents, databases, and changing operational systems.
- You need explainable paths showing how the system connected evidence.
Do not add a graph solely because
- You need ordinary document question answering.
- A well-indexed text collection already answers the questions.
- The team cannot maintain entity resolution, relationship definitions, permissions, and update pipelines.
Graph modeling adds operational and governance work. Evaluate whether the improved relationship handling outweighs that overhead for your actual questions.
What RAG adds—and what it does not
Retrieval-augmented generation (RAG) retrieves relevant information, adds it to a model prompt as context, and generates a response. It lets an application expose changing or domain-specific information at inference time without retraining the entire model for every update. The UK Government explanation of RAG systems documents this pattern.
RAG does not make a source correct, complete, current, or authorized. Wrong answers can still result from poor extraction, stale indexes, irrelevant retrieval, missing evidence, contradictory sources, or an instruction that causes the model to ignore context. Treat retrieval as one component of an evaluated application, not as a guarantee against hallucination.
Minimum RAG controls
- Record source version and ingestion time.
- Filter by user permissions before context assembly.
- Return citations or source identifiers for consequential answers.
- Set a refusal or escalation path when evidence is missing or contradictory.
- Monitor retrieval relevance, completeness, latency, and generation quality after deployment.

Quick selection checklist
- If the answer is a count, total, filter, threshold, or current status, begin with structured data.
- If the answer depends on wording, context, layout, speech, or visual interpretation, begin with unstructured data.
- If the answer combines a rule or explanation with a current record, use both.
- If the answer asks how entities connect across systems, test graph retrieval against a simpler hybrid design.
- If no source is authoritative or current enough, fix governance and data quality before tuning the model.
Implementation patterns and step-by-step safeguards
Pattern 1: Structured-data assistant
- Publish a business-friendly schema or semantic layer with field definitions, units, valid values, and examples.
- Map user identities to database permissions and expose only approved tables, views, and operations.
- Translate natural-language questions into read-only queries or vetted analytical tools.
- Validate generated queries for allowed columns, joins, row limits, and destructive statements.
- Execute against a source with a known freshness timestamp.
- Give the model the query result, units, filters, and timestamp so it can explain rather than guess.
- Log the question, generated query, source, authorization decision, result metadata, and final response.
Pattern 2: Unstructured-content assistant
- Define a source allowlist and ownership for every repository.
- Extract text, tables, images, and speech with format-appropriate tools; retain page, slide, timestamp, or frame locations.
- Normalize content and remove duplicates while preserving legally or operationally meaningful wording.
- Chunk by headings, sections, or speaker turns and attach access, version, date, and entity metadata.
- Build lexical and semantic indexes, then test retrieval with exact names, acronyms, dates, and paraphrases.
- Rerank results using authority and recency rules; exclude content the user cannot access.
- Generate answers that quote or link to supporting passages and state when evidence is insufficient.
- Reprocess changed and deleted content on a defined schedule and verify that old versions cannot leak into answers.
Pattern 3: Hybrid policy-and-record assistant
- Separate policy documents from operational records and assign an authority rule for each fact.
- Resolve entities such as customer, contract, product, or case IDs across the systems.
- Retrieve the relevant policy sections and query current record values in parallel or in a controlled sequence.
- Apply deterministic eligibility or calculation logic outside the language model where feasible.
- Give the model only the approved evidence and the decision output to explain.
- Display citations, record timestamps, and an escalation path for conflicts or missing fields.
Quality, cost, latency, and maintenance trade-offs
There is no source-supported universal winner between structured and unstructured data. Compare the complete application on a representative workload.
| Factor | Questions to measure |
|---|---|
| Answer quality | Did the response contain the right value or interpretation, and did it follow the requested format? |
| Grounding | Can every consequential claim be traced to an authorized source? |
| Retrieval completeness | Did the system find all required rows, passages, images, or relationships? |
| Freshness | How long can a source change remain invisible, and is that delay acceptable? |
| Latency | How long do query execution, extraction, retrieval, reranking, and generation take at the required percentile? |
| Cost | What are the recurring expenses for storage, indexing, database load, model tokens, transcription, embeddings, monitoring, and human review? |
| Maintenance | How are schema changes, document updates, deletions, permission changes, and model or index upgrades handled? |
| Security and compliance | Can the design enforce least privilege, encryption, retention, auditability, and regional or contractual constraints? |
Structured systems often shift effort toward schema mapping, data quality, query safety, and source integration. Unstructured systems often shift effort toward extraction, chunking, indexing, metadata, and evaluation across formats. A hybrid design carries both sets of responsibilities, but may avoid forcing one representation to answer questions it cannot represent well.

Common failure modes and fixes
The model answers from a stale document instead of a current record
Cause: The retrieval index contains historical values or the orchestration path never queried the transactional source.
Fix: Mark authoritative sources, add freshness filters, query current records at response time when necessary, and show timestamps.
A document search returns plausible but incomplete passages
Cause: Chunks split definitions from exceptions, metadata filters are missing, or only semantic similarity is used for exact identifiers.
Fix: Chunk by semantic boundaries, retain headings and references, combine lexical and semantic retrieval, and test questions that require adjacent or multiple sections.
OCR or transcription errors change the meaning
Cause: Low-quality scans, accents, overlapping speakers, tables, handwriting, or technical vocabulary.
Fix: Measure extraction quality by format, retain the original asset, route low-confidence items for review, and avoid presenting uncertain extraction as a verified fact.
The answer combines data the user is not allowed to see
Cause: Authorization is applied after retrieval or only in the user interface.

Conflicting sources produce a confident answer
Cause: Duplicate documents, different effective dates, or undocumented source precedence.
Fix: Define authority and version rules, expose conflicts to the user, and require escalation when the system cannot establish a winner.

Cause: Relationships were not the core question, but graph modeling was added before simpler retrieval was evaluated.
Fix: Demonstrate multi-hop questions that fail with a simpler design, then model only the entities and edges needed to improve those answers.
Governance applies to both data forms
Security and governance are not properties that structured data automatically has or unstructured data automatically lacks. For either form, define ownership, access controls, lineage, retention, deletion handling, encryption, monitoring, and incident response. The AWS data-layer guidance emphasizes treating source data, metadata, relationships, and governance as connected parts of an AI architecture.
For sensitive information, decide whether content may be copied into an index, prompt, cache, log, or evaluation dataset. Record why a source was used, which version was retrieved, and which permissions were checked. Monitor after deployment because source systems, documents, indexes, schemas, and user behavior all change.
Bottom line: choose by the question, then test the whole system
Structured data is the starting point for exact fields, transactions, calculations, and repeatable filters. Unstructured data is the starting point for documents and media whose meaning must be interpreted. Use both when the answer needs narrative evidence and current records, and consider graph retrieval when relationships across entities and datasets drive the question.
Do not select a format because it is fashionable or because a model vendor labels it preferred. Write representative questions, identify authoritative evidence, build the simplest path that can answer them, enforce permissions and lineage, and measure grounded quality, completeness, freshness, cost, and latency in production-like conditions.
