Drifting weather buoys helped forecasters better represent Storm Harry’s atmospheric circulation as the January 2026 storm crossed the Mediterranean. A peer-reviewed case study found a beneficial impact from near-real-time pressure observations, including a measurable change in forecast sea-level pressure near the Balearic Islands. The experiment does not establish a single percentage improvement in rainfall accuracy, but it shows why additional observations over the Ionian and central Mediterranean can improve the starting conditions used by numerical weather models.
What Storm Harry did in the Mediterranean
Storm Harry affected the region from 18 to 21 January 2026, bringing intense rainfall, strong winds and destructive waves. Spain’s national weather service, AEMET, named the storm on 16 January at 14:10 UTC. It began as a broad, initially shallow low southeast of Tunisia, then deepened while moving into the central Mediterranean.
| Observed impact | Reported measurement | Source and qualification |
|---|---|---|
| Rainfall | More than 300 millimetres at 23 monitoring locations; more than 400 millimetres at eight | CMCC Foundation account, 2026 |
| Highest reported rainfall total | 482.5 millimetres in eastern Sicily | CMCC Foundation account, 2026 |
| Short-period rainfall | Nearly 500 millimetres in 72 hours in parts of Sicily | ECMWF report, 2026 |
| Waves | About 8 metres of significant wave height south of Sicily | ECMWF and ISPRA reporting |
ECMWF’s Extreme Forecast Index for maximum significant wave height showed an unusually high-wave signal over much of the central Mediterranean as early as six days before the event. That early warning did not remove uncertainty about exactly where the most damaging rain and wind would occur.

The Mediterranean Extreme Events Experiment (M3E) uses drifting buoys fitted with barometers and sea-surface-temperature sensors. The instruments transmit measurements in near real time. Forecasting centres can then assimilate those observations into numerical weather-prediction models, updating the model’s estimate of the atmosphere and ocean before producing a new forecast.

This matters because the Ionian and central Mediterranean have historically had relatively few in-situ atmospheric observations, even though storms and persistent cyclones can form there. Satellite data provide broad coverage, but direct pressure measurements over the sea add information about the actual state of the lower atmosphere.
Seven M3E buoys were released in September 2025: five in the Ionian Sea from the research vessel Laura Bassi and two in the open Ionian Sea through commercial shipping coordinated by E-SurfMar. They were Surface Velocity Program barometer drifters from the Global Drifter Program. A CMCC workshop account says 20 drifting buoys had been deployed in the Ionian and central Mediterranean since September 2025, with many providing surface-pressure observations during winter storms, including Harry.

What the Storm Harry experiment found
David A. Lavers and colleagues assessed the buoy observations in a study titled “The Mediterranean Extreme Events Experiment and storm Harry in January 2026,” published in the Quarterly Journal of the Royal Meteorological Society (DOI 10.1002/qj.70325). It is the first assessment of M3E buoy-observation impact during a named storm.

Atmospheric-pressure data from the M3E network had a beneficial impact on forecasts. In particular, observations from a buoy in the Ionian Sea improved the model’s representation of atmospheric circulation while Harry crossed the region. Better circulation representation can support more realistic downstream forecasts of rainfall, wind and waves, although the study did not assign one separately measured improvement value to each hazard.

Withholding data exposed where observations mattered
Researchers compared forecasts that assimilated the available buoy observations with forecasts produced without them. The two forecast sets showed significant sea-level-pressure differences near the Balearic Islands, close to small low-pressure systems associated with Harry. This result demonstrates that a drifting instrument can influence the analysis well beyond the point where it is located.
Why Mediterranean storms are difficult to forecast
Harry’s broad evolution and heavy-rain signal were identified reasonably early. The harder problem was predicting precipitation over North Africa and other local areas affected by small, rapidly developing lows. These systems can alter moisture transport, uplift and wind fields over short distances and times, while sparse marine observations leave the model’s initial pressure field less constrained.

The operational chain is straightforward: a buoy measures pressure over an otherwise data-sparse sea; the observation is transmitted; data assimilation adjusts the model’s initial state; and the revised circulation can produce different precipitation, wind and wave forecasts. The Harry study directly demonstrated the beneficial forecast impact and circulation change. The final links to specific local rainfall totals remain an interpretation of how the forecasting system works, not a reported percentage gain.

Did the buoys make the rainfall forecast more accurate?
The available results do not provide a single percentage improvement in rainfall accuracy, nor a universal improvement for every location. They show that the observations changed the forecast pressure field and improved circulation representation in this case. That is evidence of value, but Storm Harry was one case study; its result should not be treated as proof that every Mediterranean storm will receive the same benefit.

What the result means for future observing networks
The study identifies small, quickly evolving low-pressure systems as a priority for future observing campaigns. More observations in the Ionian, central Mediterranean and other storm-forming areas could reduce uncertainty in the initial atmospheric state and improve understanding of local impacts.
Future deployments are also being considered for the Tyrrhenian and Ionian seas. Planned autumn 2026 deployments should be treated as future work, not as completed operations.
How drifting buoys compare with other observation choices
Forecast agencies evaluating observing strategies would weigh several practical factors:
- Coverage: drifting platforms can sample open water where fixed stations and ships are scarce.
- Variables: M3E currently provides atmospheric pressure and sea-surface temperature; other systems may add wave or ocean measurements.
- Latency: near-real-time transmission determines whether data arrive in time for an operational model cycle.
- Assimilation readiness: observations must be quality-controlled and formatted for direct use in forecast models.
- Targeting: deployments can be placed to improve coverage near regions where small lows frequently develop.
- Logistics: vessel access, buoy lifetime, recovery needs and deployment cost all affect how large a network can become. The published accounts do not provide a like-for-like cost comparison with other observing systems.
What readers should take away
Storm Harry showed that even a relatively small number of drifting barometer buoys can affect an operational forecast when they occupy a data-sparse part of the Mediterranean. The strongest evidence is not a headline rainfall percentage; it is the observed change in modeled sea-level pressure and circulation when buoy data were included. Expanding that coverage is intended to give forecasters better information about the small systems that often determine where extreme weather strikes.
