On a managed Windows device, an administrator can use Set a default associations configuration file to apply file and link defaults at sign-in. It is not a universal fix for every default-app reset: the policy is device-scoped, requires a supported Windows edition, and depends on a maintained XML file. For a personal, unmanaged PC, change defaults in Settings instead.
What the policy changes—and who it is for
The policy applies a configured XML file of file-type and protocol associations when a user signs in. Its Group Policy location is Computer Configuration > Windows Components > File Explorer. Because it is device-scoped, it is intended for administrators managing the PC, not as a per-user toggle.
Microsoft documents the policy for Windows 10 version 1703 and later, listing Pro, Enterprise, Education, and IoT Enterprise editions. Home is not listed, so the documentation does not establish support for that edition. See Microsoft’s ApplicationDefaults Policy CSP documentation.

Configure the association file on a managed PC
- Prepare a reference PC. Install the intended applications, then set the desired defaults in Windows Settings. This lets the export reflect actual registered handlers on that installation.
- Export the associations. Open Command Prompt as administrator and run
Dism /Online /Export-DefaultAppAssociations:C:appassoc.xml. Microsoft also documents the equivalent formDism /Online /Export-DefaultAppAssociations:"F:AppAssociations.xml". - Review and maintain the XML. Confirm it contains the file types and protocols you intend to manage. Keep it aligned with the Windows versions and applications in use; missing associations or handlers can produce unexpected results.
- Apply it through the management channel. In Group Policy, configure Set a default associations configuration file at Computer Configuration > Windows Components > File Explorer, pointing to the XML. For MDM, the CSP node is
./Device/Vendor/MSFT/Policy/Config/ApplicationDefaults/DefaultAssociationsConfiguration; the association file is base64 encoded in SyncML. Use your organization’s management process to deliver and validate the policy. - Choose the reapplication behavior. Decide whether each association should recur at every sign-in or be applied once for a given XML version. The XML attributes that govern this are explained below.
Choose whether defaults recur at sign-in
Microsoft’s policy documentation says configured associations are applied on sign-in. In Windows 11 version 22H2 and later, the XML’s Version and each association’s Suggested attribute let administrators control whether an association is suggested once or applied repeatedly.
Suggested="true": the association applies once for the currentDefaultAssociationsversion. Raising the version causes suggested associations to apply again at a later sign-in.Suggested="false", or the default when the attribute is omitted: the association is applied on every sign-in.
Use the recurring behavior only for associations the organization intends to reset at each sign-in. Suggested associations allow a user’s later choice to persist between sign-ins until the XML version is raised. Neither mode makes a default permanently unchangeable.

Keep imports and Windows upgrades from creating surprises
The XML is configuration to maintain, not a one-time snapshot that can safely be forgotten. Microsoft identifies several practical cautions in its guidance on default-app reset notifications and association imports:

- Imports are not cumulative. Windows handles the last imported file rather than merging successive files. Put the intended associations together in one XML and remove duplicates.
- Missing associations matter. An incomplete file can lead to “An app default was reset” notifications.
- New reference machines may not have every handler ready. Delayed application registration can leave associations out of an export.
- Upgrades can reassign handlers. Review and refresh the XML as major Windows versions and registered applications change.
For this setting, Microsoft says MDM policy takes precedence over Group Policy even when MDMWinsOverGP is not configured. If the applied behavior differs from the GPO, check whether the device is also receiving the MDM configuration.

If this is your personal, unmanaged PC
Use Windows Settings rather than trying to force defaults through the registry. Microsoft’s platform guidance requires default-app changes to go through the system UI with user interaction; registry-based changes to app defaults are unsupported.
- Open Settings > Apps > Default apps.
- Choose the application, file type, or link type whose default you want to change.
- Select the preferred app and confirm the choice in the Windows prompt, if shown.
The available choices depend on which apps and handlers are installed. This Settings route is for changing your own defaults; the XML policy is an administrator-managed configuration.
