To stop Windows 11 from using your Windows activity to personalize its tips, ads, and recommendations, turn off Get personalized tips, ads, and recommendations based on my Windows activity at Settings > Privacy & security > Recommendations & offers. The advertising ID is a separate control for Windows apps, so switch that off separately if you want to restrict its use too.
Turn off personalized offers in Windows 11
- Select Start > Settings.
- Open Privacy & security > Recommendations & offers.
- Turn off Get personalized tips, ads, and recommendations based on my Windows activity. This is the main control for Windows-personalized tips, ads, and recommendations. Microsoft’s Recommendations & offers guidance describes this setting.
Turn off the advertising ID separately
On the same Recommendations & offers page, turn off Let apps show my personalized ads by using my advertising ID to stop Windows apps that use this identifier from personalizing ads with it. This is not a universal advertising opt-out: it does not control website cookies or the advertising practices of third-party products.
Microsoft Support says, “Turning the advertising ID off will not reduce the number of ads you see, but it may mean that ads are less interesting and relevant to you.” Turning the control back on resets the advertising ID. Microsoft Support explains the advertising ID setting and its scope.

Windows 11 settings labels can vary by version. Microsoft says Recommendations & offers is replacing the older General privacy page in newer Windows 11 versions. If you do not see Recommendations & offers, check for Windows updates; your device may not have installed a recent update. Microsoft’s General privacy settings page describes the older page.

The older name for Personalized offers is Tailored experiences. If that is the label on your device, look under Settings > Privacy & security > Diagnostics & feedback. Microsoft’s Diagnostics, feedback, and privacy guidance explains the label change.
Other Windows personalization controls are separate
Turning off Personalized offers does not automatically change these nearby controls. Review them individually on Recommendations & offers if you want to adjust their behavior:

- Website language-list access: Windows can share your preferred language list with websites so they can provide locally relevant content.
- Start and search personalization: Windows can track app launches to improve Start and search results.
- Suggested content in Settings: This controls suggestions displayed within the Settings app.
Device usage choices are another separate personalization surface. Microsoft says selected choices can lead to tailored tips, recommendations, and personalized ads. Review them at Settings > Personalization > Device usage. See Microsoft’s Device usage settings guidance.
What opting out does—and does not—change
Microsoft says Personalized offers may use required diagnostic data about your device, its settings and capabilities, and whether it is performing properly. If you choose to share optional diagnostic data, personalization may also use app and feature usage and additional device-health information. Some personalization can happen locally on the device.

The offer-personalization choice is distinct from diagnostic-data collection. Turning off Personalized offers does not mean diagnostic data collection is disabled. To review diagnostic-data settings, open Settings > Privacy & security > Diagnostics & feedback. Available controls can differ on devices managed by an organization. Microsoft’s diagnostics and privacy guidance covers those controls.
