To block app access, turn off the camera and microphone permissions in Settings > Privacy & security. To disable a camera device itself, use Settings > Bluetooth & devices > Cameras. These controls work at different levels: privacy settings restrict app access, while disabling the camera device makes it unavailable to apps. Microphone device controls vary by hardware and driver.
Choose the level of control you need

Block camera access in privacy settings
- Open Start > Settings > Privacy & security > Camera.
- Turn off Camera access to block app access through the Windows permission setting. To allow some Microsoft Store apps but not others, leave broad access on and use the individual app switches.
- For desktop software, review Let desktop apps access your camera. This is a broad setting, not an individual switch for each desktop app. Browsers and many video-conferencing programs are desktop apps. Microsoft’s camera-permissions guide explains the available controls.
Disable the camera device in Windows
- Open Start > Settings > Bluetooth & devices > Cameras.
- Under Connected cameras, select the camera.
- Choose Disable, then confirm.
This operation requires administrator access. Windows may warn that more than one camera will be disabled, and some devices require a restart. To restore the device, find it under Disabled cameras and enable it with administrator access. See Microsoft’s Camera settings guide for the device-management steps.
Block microphone access in privacy settings
- Open Start > Settings > Privacy & security > Microphone.
- Turn off Microphone access to block app access through Windows permissions. Or, to allow only selected Microsoft Store apps, keep access on and adjust Let apps access your microphone and the switches for listed apps.
- Review Let desktop apps access your microphone to control desktop software broadly. Windows does not generally provide a separate switch here for each desktop app.

Review or disable a microphone input device
To inspect the selected input, open Settings > System > Sound, choose the microphone under input devices, and review its properties. The exact controls depend on the Windows build, hardware, and driver. On systems that expose the classic sound panel, open More sound settings > Recording, select the device, choose Properties, and set Device usage to Use this device (enable) to enable it. The same control may offer a way to disable it. Microsoft documents the sound-device settings in its Windows sound troubleshooting guide.

Know what the privacy switches do—and do not—cover
Windows privacy controls are not a guarantee that every desktop program is blocked. Some desktop apps may not appear in the permission lists, and Microsoft warns that some may still interact with camera or microphone hardware directly. For more comprehensive protection, Microsoft suggests considering disconnecting or disabling the device. A permission toggle is not the same as physically disconnecting hardware.
Windows Hello face sign-in is a specific camera exception: it can use the camera even when app camera access is off. Turning off Windows Hello prevents that use. Microsoft explains the distinction in Windows desktop apps and privacy.

Some computers show a camera-use light; if there is no light, Windows displays a notification when the camera turns on or off. A microphone-use icon appears in the taskbar notification area. Microsoft also notes that when an app or Windows feature uses a camera or microphone indirectly through a Windows component, the component may appear in the permissions list instead. Depending on the computer, the camera control may be a keyboard key, dedicated button, side switch, or integrated shutter. The exact location and behavior are model-specific, so consult the computer maker’s instructions. A shutter blocks the lens but does not mute the microphone; use the microphone settings separately. Microsoft describes these device differences in Windows privacy settings that apps use.
