Embedded engineers can help turn an AI demonstration into a working system, but they cannot make a business own the problem, redesign a workflow, govern its data, or sustain adoption. OpenAI, Anthropic and Microsoft are all investing in deployment help; their own descriptions point to a broader challenge than a shortage of coding capacity. The sharpest critique is not “stop sending engineers,” but “stop treating engineers as the whole deployment plan.”
Why AI companies are sending people into enterprise deployments
Enterprise AI is moving beyond isolated prompts and pilots toward systems connected to company data, tools and everyday processes. That shift raises work that a model demonstration does not settle: choosing a valuable use case, integrating with existing systems, setting permissions, securing data, training staff and deciding who is accountable when the workflow changes.
OpenAI’s 2026 strategy post describes demand for an agent layer grounded in organizational context and connected to systems, data, permissions and controls. It calls itself a deployment company, a framing that puts implementation alongside the model itself. The post also identifies consulting and technology partners, illustrating that deployment may involve more than a vendor’s own engineers. These are OpenAI’s descriptions of customer needs and partner roles, not an independent assessment of what customers need most. OpenAI, “The next phase of enterprise AI” (2026)

But those plans do not prove that deploying more engineers is the primary remedy, or that any particular program reliably produces durable business results.

What the three companies are actually offering
| Company and program | What it says it will do | What the announcement establishes |
|---|---|---|
| OpenAI | Its 2025 report describes expanding use in repeatable, multistep workflows, with variation among organizations. Its 2026 strategy describes agents connected to organizational context, systems, data, permissions and controls, and names consulting and technology partners. | A stated deployment strategy and the company’s account of customer needs—not independent proof of outcomes. OpenAI, “The State of Enterprise AI” (2025); OpenAI (2026) |
| Anthropic | On October 2, 2026, it announced a $100 million commitment to train 10,000 Frontier Deployed Engineers by the end of 2027. The described residency begins with a simulated enterprise deployment, including use-case selection, security review and handover, then moves to a 12-week real-world project at the engineer’s organization. Initial cohorts include Accenture, Bain, Capgemini, Deloitte, McKinsey and enterprise customers. | A forward-looking investment and training target, not verified results at scale. Anthropic, “Anthropic invests $100 million to train 10,000 engineers and tackle the enterprise AI talent gap” (October 2, 2026) |
| Microsoft and EY | Announced on May 21, 2026, an investment of more than $1 billion over five years in an initiative combining Microsoft Forward Deployed Engineers with EY industry practitioners. The stated offer includes integrated teams, change management, workforce upskilling, secure industry-specific solutions and continuous optimization. | The announced scope and company-reported examples; the investment is not a measured return. Microsoft and EY announcement (May 21, 2026) |
The details complicate the idea that these firms think every enterprise problem is a coding problem. Anthropic’s program includes use-case choice and a security review; Microsoft and EY explicitly pair engineers with industry practitioners and change management; OpenAI’s strategy emphasizes organizational context, permissions and controls. The question is whether those components are built into a specific engagement and owned by the customer—not merely named in a public announcement.
What OpenAI’s usage figures can—and cannot—tell you
OpenAI’s 2025 enterprise report draws on de-identified, aggregated product usage data and a survey of 9,000 workers across almost 100 enterprises. It reports that weekly ChatGPT Enterprise messages had grown eightfold since November 2024, and that average reasoning-token consumption per organization had risen approximately 320-fold over the prior 12 months. Those figures indicate increased activity on the platform, not the financial value or durability of the work being done.

The report also says ChatGPT Enterprise users attributed 40–60 minutes saved per active day to the product. That is user-reported attribution, not an independent causal estimate. It may be useful evidence of perceived time savings, but it does not by itself show whether the time was redirected to valuable work, whether the savings persisted, or whether they exceeded the full cost of deployment and operation.

OpenAI Chief Economist Ronnie Chatterji described the next phase this way: “Looking ahead, the next phase of enterprise AI will be shaped by stronger performance on economically valuable tasks, better understanding of organizational context, and a shift from asking models for outputs to delegating complex, multi-step workflows.” That is a company view of the direction of travel, and it underscores the distinction between use and successful workflow redesign.

Why embedded engineering can help—and where it stops helping
It can bridge the gap between an idea and a working integration
An engineer who understands the model and the customer’s environment can help test feasibility, connect systems, handle technical constraints and move a promising prototype toward production. Anthropic’s Global Head of Business Development and Partnerships, Steve Corfield, described the talent challenge as “building that depth of talent, engineers with the highest level of AI fluency who can take Claude from an idea to a system in production and turn it into faster processes and new products and services.” The quote explains the vendor’s rationale; it is not evidence that an embedded engineer alone delivers those results.
It cannot substitute for business ownership
A technically sound system can still solve the wrong problem. The business unit that owns the workflow needs to define what is costly or slow, decide what should change, accept responsibility for the result and make time for staff to adopt the new process. If that owner is absent, an implementation team can deliver a polished pilot without creating a lasting operating practice.

It cannot decide governance on the organization’s behalf
Connecting models to company data and permissions makes security, access control, escalation and auditability deployment requirements. Engineering can implement controls, but the enterprise must decide which information a system may use, who can approve actions, what requires human review and how incidents are handled. Those decisions need accountable internal owners rather than being treated as configuration details.
It cannot make adoption or value self-measuring
Training and change management matter because people must understand when to use a system, when to verify it and how the process changes. Likewise, rising message volume or token consumption is not a business outcome. A buyer needs measures tied to the workflow—such as cycle time, error rates, service quality, throughput or cost—and a baseline that permits comparison before and after deployment.

How to evaluate an enterprise AI implementation offer
Do not compare offers by engineer headcount alone. Ask vendors and internal sponsors to make the following parts of the engagement explicit before a pilot becomes a production commitment:
- Business problem and ownership: Which business leader owns the workflow and the outcome? Who can change the process if the system works technically but fails operationally?
- Use-case selection: What criteria determine that a use case is worth building? What is the baseline, and what would make the team stop or redirect the project?
- Data, access and security: Which systems and data will be connected? How are permissions enforced, sensitive information protected, and consequential actions reviewed?
- Workflow integration: Where will the AI system sit in the real process, and what happens when it is uncertain, unavailable or wrong?
- Industry and change expertise: Who brings knowledge of the work itself, and who is responsible for staff communication, training and process change?
- Capability transfer: What will the customer’s own technical and operational teams be able to maintain when the external team leaves? Is there a documented handover and a named internal owner?
- Post-deployment support: What continues after launch—monitoring, model or workflow updates, incident response and optimization—and who pays for and performs that work?
- Evidence of results: How will adoption, quality, safety, time-to-value and business outcomes be measured? Can the vendor provide comparable customer evidence, including what persisted after handoff?
These questions are especially important because the public descriptions are not an apples-to-apples comparison of program results. The available announcements document strategy, design and selected company-reported figures; they do not establish which provider delivers stronger adoption, lower costs or better long-term outcomes. Ask for customer evidence and independent evaluation where possible, including costs, governance incidents, workflow adoption, persistence after handoff and measured business results.
The real misread: deployment capacity is not the same as transformation
Microsoft and EY’s announcement is instructive because it explicitly combines engineering with industry expertise, workforce upskilling and change management. EY and Microsoft reported a 15% productivity boost among 150,000 initial Copilot users, but that is a company-reported result, not a figure that can be generalized without independent context. EY Global Chair and CEO Janet Truncale said, “Together with Microsoft, EY is supporting clients to unlock value through rapid deployment of AI at scale.” Microsoft CEO of Commercial Business Judson Althoff said, “AI is quickly moving from experimentation to a core driver of business performance, and the companies pulling ahead are those scaling AI Transformation.” Both are partner positions, not independent findings.
The stronger criticism of the vendors is therefore narrower than the headline’s provocation. Sending engineers is a plausible way to overcome technical and integration barriers; the misread would be assuming that technical capacity can stand in for the customer’s ownership, workflow redesign, governance, skills and measurement. Public commitments—including Anthropic’s target to train 10,000 engineers by the end of 2027 and Microsoft and EY’s multiyear investment—show that implementation support is a strategic bet. They do not yet establish that the bet creates lasting value by itself.
For an enterprise buyer, the decisive test is what remains after the implementation team leaves: an accountable internal owner, a governed workflow people actually use, the skills to maintain it and credible evidence that it improved the work.
