To restrict changes to a Windows 11 taskbar, use Group Policy’s Lock all taskbar settings. If you only need to protect pinned apps, use Do not allow pinning programs to the Taskbar instead. These are administrative policy controls—not guarantees against someone who can administer or otherwise control the device.
Choose the control that matches what you need to protect
| Goal | Policy | Effect and limits |
|---|---|---|
| Restrict broad taskbar changes | Lock all taskbar settings | Blocks access to the taskbar control panel and prevents resizing, moving, or rearranging toolbars. It is a user-scoped policy; check edition and management applicability. Microsoft’s ADMX_Taskbar Policy CSP reference. |
| Stop users from adding or removing pinned programs | Do not allow pinning programs to the Taskbar | Existing pins remain, and users cannot add new pins or unpin current ones. This addresses pinning, not every taskbar setting. Microsoft’s taskbar policy settings. |
| Apply a managed pin arrangement | Taskbar layout policy | Sets specified pins, but does not by itself prevent users from editing them. Policy pins are generally restored on a later policy refresh. Microsoft’s pinned-app guidance. |
| Prevent only movement or resizing | Lock the Taskbar | Prevents movement and resizing, while other options—including autohide—remain available in Taskbar properties. Microsoft’s localized policy reference. |
Restrict broad taskbar settings with Group Policy
For a managed user account, configure Lock all taskbar settings at User Configuration > Administrative Templates > Start Menu and Taskbar. This is the broadest of the taskbar controls described here: Microsoft says it blocks access to the taskbar control panel and prevents resizing, moving, or rearranging toolbars.
Microsoft lists the corresponding ADMX-backed Policy CSP path as ./User/Vendor/MSFT/Policy/Config/ADMX_Taskbar/TaskbarLockAll. The policy is user-scoped and applies to Windows 11 version 21H2 and later on Pro, Enterprise, Education, and IoT Enterprise editions. Consult the policy reference for the applicable deployment method and details.

Do not mistake Lock the Taskbar for Lock all taskbar settings. The former restricts movement and resizing but leaves other taskbar options available; use the specifically named broad policy if you need to block more than those changes.

Protect pinned apps without locking every setting
If your concern is that another user might rearrange the set of pinned programs by adding or removing apps, enable Do not allow pinning programs to the Taskbar. Microsoft documents it in Group Policy under User Configuration > Administrative Templates > Start Menu and Taskbar and provides the CSP path ./Device/Vendor/MSFT/Policy/Config/Start/NoPinningToTaskbar.
This policy preserves existing pins while preventing users from pinning additional programs or unpinning existing ones. It is narrower than Lock all taskbar settings: choose it when pin changes are the problem, not as a substitute for a broader taskbar restriction.

Why a taskbar layout alone is not a lock
A policy-provisioned pin layout establishes which apps should appear, but it does not automatically make those pins immutable. Microsoft says users can add pins, remove them, and change their order unless policy settings prohibit those actions.

Policy pins are generally restored at a subsequent policy refresh. The PinGeneration attribute affects whether a specified app can be unpinned without being pinned again on the next update cycle. For a layout that users cannot alter through pin and unpin actions, use the pinning restriction as well as the layout policy. See Microsoft’s pinned-app policy guidance.

Choose Group Policy or MDM for deployment
The right management channel depends on how the device is administered. Microsoft describes CSP as a common route for advanced or multi-device taskbar configuration through an MDM solution such as Intune. It describes Group Policy for Active Directory–joined or Microsoft Entra hybrid-joined devices that are not managed by an MDM solution. Local Group Policy is also an option on devices that are not joined to an Active Directory domain.
Do not assume every taskbar policy is available through every channel. Check the specific setting’s CSP or Group Policy availability before deploying it. Microsoft’s taskbar configuration guidance explains the management options.

What these restrictions do—and do not—secure
These policies are administrative restrictions on Windows settings and user actions. They can help prevent users governed by the policy from changing the taskbar in the specified ways, but they are not physical security controls. The cited policy documentation does not establish that an administrator, or someone with control of the account or device, can never reverse the restriction.
