Yes, opening a CSV can cause a spreadsheet application to evaluate a cell as a formula—but only when untrusted data reaches a spreadsheet-compatible export in a form the application interprets as one. The leading characters most often involved are =, +, -, and @. Correct CSV quoting preserves field boundaries; it does not, by itself, ensure that spreadsheet software treats a field as plain text.
What CSV formula injection is—and when it matters
CSV formula injection occurs when an application places attacker-controlled or otherwise untrusted data in a CSV export and a spreadsheet program interprets the cell as a formula. The risk arises in the path from the data to the export and then to a spreadsheet application; a CSV is not dangerous merely because it contains one of these characters. Potential sources include names, email addresses, comments, support tickets, and imported records that later appear in reports. OWASP’s CSV injection testing guidance describes this condition and its testing implications.
Possible consequences include misleading users, manipulating spreadsheet output, or exposing data. Some legacy spreadsheet features, including DDE, may create a path to command execution in certain environments, typically depending on client configuration or user interaction. That is not an automatic or usual consequence of opening a CSV. MITRE’s CWE-1236 entry describes possible confidentiality and unauthorized code or command-execution impacts, rates their likelihood as low, and notes that current Excel versions warn users about untrusted content.

Check cells beginning with =, +, -, or @. Also consider tab, carriage return, line feed, and locale-dependent full-width forms such as =, +, -, and @. Interpretation can vary by spreadsheet product and locale, so a prefix that is inert in one setup is not proof of safety in another. OWASP’s testing guide covers these characters and the need to inspect the resulting cells.

Do not check only whether the original input begins with a formula-sensitive character. Quotes and separators in an input can break out of the intended field and place a formula-leading value at the start of a new cell. Inspect both the generated CSV and how a spreadsheet parses it. OWASP’s CSV Injection guidance discusses cell breakout and practical examples.
Is quoting a CSV field enough?
No. CSV quoting handles structure: fields are enclosed and embedded double quotes are escaped so commas or quotes do not accidentally change field boundaries. It does not establish that a spreadsheet will treat the field’s contents as text. Spreadsheet software may interpret formula syntax after parsing the field, and Excel may remove some quote or escape characters when a file is saved and reopened. OWASP warns that common quoting or apostrophe-based escaping may not remain reliable through that workflow in its CSV Injection guidance.

There is no universal CSV sanitization strategy safe for every spreadsheet application and every downstream consumer. OWASP’s testing guide emphasizes validating the chosen behavior in the applications and workflows that will actually use the export.
How to test an export safely
- Map the workflow. Identify the CSV, TSV, or spreadsheet export, the untrusted fields it contains, who can trigger it, and who is likely to open or share it. Record whether spreadsheet values affect decisions such as totals or status flags.
- Use harmless test values in an isolated environment. Try
=1+1,+1+1,-1+1, and@SUM(1,1), along with relevant tab and full-width-prefix variants. Avoid command-execution payloads and uncontrolled network requests. - Test field-boundary handling. Include cases with quotes and separators to see whether data can move a formula-leading value into a new cell. Inspect the raw generated file in a text editor, then open it in the spreadsheet application used by the audience.
- Check interpretation and record conditions. See whether a cell displays a computed result or the formula bar identifies a formula. Note the spreadsheet product and version, how the file was opened, and relevant locale settings.
- Test the save-and-reopen cycle. If a defense is intended to prevent formula evaluation, save the file in Excel, close it, and reopen it. OWASP treats this regression check as critical because saving can normalize or remove some escaping.
These steps follow the approach in OWASP’s CSV injection testing guide. Do not claim a defense works based only on the raw CSV or one initial open; test the applications, locales, export formats, and save/reopen workflows that matter to your users.

How to reduce the risk without corrupting data
For exports intended for spreadsheet viewing
Use defense in depth: ensure formula-triggering prefixes and relevant control-character or Unicode variants do not remain at the beginning of cells; correctly quote CSV fields and double embedded double quotes; then validate the result in the target spreadsheet applications and workflows. Quoting remains necessary for valid CSV structure, but it is not a substitute for preventing formula interpretation.
OWASP documents an observed Excel-resistant behavior: place a tab character (0x09) before a value beginning with =, +, -, or @, inside a quoted field—for example, "t=1+1". This is an observed mitigation, not a universal guarantee for all spreadsheet products. The tab remains in the underlying data and can affect later programmatic imports, so use it only when appropriate for a human-viewing export and verify the full workflow. See OWASP’s CSV Injection guidance.

Other approaches, such as general metacharacter neutralization or a leading apostrophe, also require product-specific validation. MITRE rates these approaches’ general effectiveness as moderate and cautions that spreadsheet applications differ; see CWE-1236.

For machine-to-machine data
Keep machine-readable data clean rather than applying spreadsheet-viewing sanitization as a universal CSV transformation. If the same export serves both people opening spreadsheets and software importing records, define and test those consumers separately. A tab that changes spreadsheet interpretation may also change the value a programmatic consumer receives; the right handling depends on the actual workflow.

How to choose and verify a defense
- Does it suppress formula interpretation in the spreadsheet products and versions your audience uses?
- Does it still work after saving and reopening the file in Excel?
- Does it handle separators, quotes, control characters, and locale-sensitive Unicode variants?
- Does it preserve the expected values for programmatic consumers?
- Who can trigger or share the export, who opens it, and what harm could result from interpreted formulas?
MITRE’s CWE-1236 assessment lists CVE-2019-12134, CVE-2019-4521, and CVE-2019-17661 as examples mapped to this weakness. Those examples illustrate that the weakness has appeared in software; they are not a measure of how prevalent it is.
