There is no single best storefront for every Bethesda PC game. The right choice depends on the exact title, edition, region, version you want, and whether saves, progression, add-ons, or in-game currency must follow you between platforms. Check the live product page for each store immediately before buying. Bethesda’s own support guidance shows that a DOOM purchase, a Fallout 76 account, a Creations purchase, and a Starfield edition can each follow different rules.
Use Steam when the specific edition is listed there or when you qualify for Bethesda’s 2022 launcher migration. Consider GOG when a game’s original release is important and the GOG listing provides it. Use the Microsoft Store or Xbox app for PC when its listing offers the edition or Xbox features you need. Do not assume that buying the same game name on two stores creates interchangeable ownership.
Steam, GOG, or Microsoft Store: the short answer
| Store | When it can be the best fit | Important qualification |
|---|---|---|
| Steam | The exact edition is sold there, or you are eligible for the 2022 Bethesda.net Launcher migration. Some Bethesda games expose older versions through Steam-specific options. | Bethesda.net and Steam are separate purchase platforms. A purchase or pre-order on Bethesda.net does not generally become a Steam license. |
| GOG | You specifically want an original release that the GOG edition includes. Bethesda’s DOOM and DOOM II instructions describe installing their original versions from a GOG collection. | The available Bethesda catalog, edition contents, offline behavior, refund terms, and other arrangements must be checked on the current GOG listing for the game. |
| Microsoft Store/Xbox app for PC | The product page offers a required PC edition, Xbox Play Anywhere, Xbox cloud saves, or another Xbox-specific entitlement. | Those capabilities are listing-specific. They do not prove that a Steam or GOG copy has the same rights, saves, or add-ons. |
Store prices, promotions, taxes, languages, and regional availability change. Treat the table as a decision framework, not as a permanent catalog or price ranking.

A storefront is more than a download button. It can determine which build you receive, which account owns the license, where cloud saves are stored, and whether a purchase includes a particular add-on or currency balance. “Cross-platform” is therefore too vague to use as a buying guarantee.

Ownership is separate from account linking
A Bethesda.net account can connect services without merging their purchase licenses. Bethesda’s official purchase-transfer guidance puts the distinction plainly: “Steam and Bethesda.net are separate platforms for purchasing the game.” Linking an account may be required for online features or shared progression, but it does not automatically turn a purchase on one storefront into ownership on another.
Versions and editions are not always identical
A listing may contain an original release, an enhanced release, a remaster, a bundled expansion, or a separate premium edition. Bethesda’s DOOM and DOOM II instructions explicitly distinguish original-version access on Steam and GOG and explain a different path for Microsoft Store owners. That is why the exact edition name and product description matter more than the publisher’s name on the box.
Digital extras can have their own platform rules
Save files, character progress, add-ons, Creation Credits, and other virtual balances can each follow a different policy. Fallout 76 and Creations are concrete examples: some content follows a linked PC account, while named balances remain tied to the storefront where they were bought.
What Steam offers for Bethesda games
The 2022 Bethesda.net Launcher migration
Bethesda retired its PC launcher in 2022 and provided a migration path for eligible launcher owners to move their library to Steam at no charge. That was a specific transition program, not a continuing promise that any Bethesda.net purchase can be exchanged for a Steam copy.
The migration also required attention to save files. Bethesda noted that some saves needed to be copied manually. If you still have a game installed from the former launcher, preserve its save folder before uninstalling or starting the migration, then follow the game-specific support instructions. A successful license migration does not guarantee that every save appears automatically.
Bethesda separately states that purchases and pre-orders made directly on Bethesda.net do not simply transfer to Steam. A new buyer should therefore purchase on Steam if Steam ownership is important, rather than buying on Bethesda.net with the expectation of a later conversion.

Steam-specific older-version access
For DOOM and DOOM II, Bethesda says Steam users can use the game’s Beta Participation option to access the original version or the 2019 prior re-release. This is a title-specific feature. It should not be read as a general Steam entitlement for every Bethesda classic or enhanced release.

When Steam is the practical choice
- The exact game and edition you want are listed on Steam.
- You are migrating an eligible library from the former Bethesda.net Launcher.
- The game’s support instructions document a Steam-only branch for an original or alternate version.
- You already use Steam and accept that a separate Bethesda.net license will not be merged into it.
Before purchasing, open the Steam listing and inspect the edition name, included downloadable content, language list, system requirements, and any Bethesda account requirement. None of those details should be inferred from another store’s page.
What GOG offers for Bethesda games
Documented original-version access
Bethesda’s DOOM and DOOM II instructions say that GOG users can install the original versions through their GOG collection. After installation, the game can be launched from the installed Windows folder, a desktop or Start-menu shortcut, or GOG Galaxy. This makes GOG a relevant option when preserving or playing those original builds is your priority.
Do not generalize from the DOOM example
The documented DOOM procedure does not establish a complete current Bethesda catalog on GOG. It also does not, by itself, establish a universal DRM policy, offline guarantee, mod setup, refund rule, or feature parity for every Bethesda title. Check the individual GOG product page and current store terms for those questions.
When GOG is the practical choice
- The GOG listing explicitly includes the original version you want.
- You prefer the installation and launch method documented for that particular title.
- The edition contents on the live page match your requirements.
- You have confirmed the region, language, updates, and add-ons before checkout.
If the GOG page lists only an enhanced release, do not assume that an original executable is included. Version access must be stated by that title’s listing or support documentation.

The Microsoft Store listing for Starfield is an example of the information that can be store-specific. It identifies the game as published by Bethesda Softworks and developed by Bethesda Game Studios, marks it as playable on PC, and advertises Xbox Play Anywhere and Xbox cloud saves. The listing also presents a Premium Edition and add-ons.

- TELL YOUR STORY - In Starfield the most important story is the one you tell with your character. Start your journey by customizing your appearance and deciding your Background and Traits. Will you be an experienced explorer, a charming diplomat, a stealthy cyber runner, or something else entirely? The choice is yours. Decide who you will be and what you will become.
- EXPLORE OUTER SPACE - Venture through the stars and explore more than 1000 planets. Navigate bustling cities, explore dangerous bases, and traverse wild landscapes. Meet and recruit a memorable cast of characters, join in the adventures of various factions, and embark on quests across the Settled Systems. A new story or experience is always waiting to be discovered.
- CAPTAIN THE SHIP OF YOUR DREAMS - Pilot and command the ship of your dreams. Personalize the look of your ship, modify critical systems including weapons and shields, and assign crew members to provide unique bonuses. In deep space you will engage in high-stakes dogfights, encounter random missions, dock at star stations, and even board and commandeer enemy ships to add to your collection.
- DISCOVER, COLLECT, BUILD - Explore planets and discover the fauna, flora, and resources needed to craft everything from medicine and food to equipment and weapons. Build outposts and hire a crew to passively extract materials and establish cargo links to transfer resources between them. Invest these raw materials into research projects to unlock unique crafting recipes.
- LOCK AND LOAD - Space can be a dangerous place. A refined combat system gives you the tools to deal with any situation. Whether you prefer long-range rifles, laser weapons, or demolitions, each weapon type can be modified to complement your playstyle. Zero G environments add a chaotic spectacle to combat, while boost packs give players freedom to maneuver like never before.
Those are capabilities of that Xbox listing. They do not prove that a Steam or GOG purchase includes Xbox Play Anywhere, Xbox cloud saves, the same edition, or the same add-ons. Conversely, the absence of an Xbox label on another store does not necessarily mean the game lacks every form of cloud saving; it means you must verify that store’s own implementation.
Original versus enhanced DOOM access
For DOOM and DOOM II, Bethesda says customers who owned the original Microsoft Store versions before the change retain access through the Windows Xbox app library. New purchasers receive the enhanced edition. This is a good example of why an existing owner and a new buyer can see different entitlements under the same product family.
Cross-network disclosure
Microsoft Store policy version 7.20 says: “Titles that require crossnetwork play must state such requirement in the title’s Product Detail Page (PDP) in the Microsoft Store, including Microsoft Store on Windows.” Use that disclosure as a prompt to inspect the actual page. It does not mean that every Bethesda game requires cross-network play.

When the Microsoft Store or Xbox app is the practical choice
- The listing offers the exact PC edition and add-ons you need.
- Xbox Play Anywhere or Xbox cloud saves are important to your setup.
- You already own an eligible Microsoft Store version and want to retain its documented access path.
- The product page confirms the required PC, account, network, or cross-play capabilities.
Ownership, saves, progression, currency, and add-ons
The following distinctions are more useful than a simple “cross-platform” label.
| What you are checking | What is established | What you must verify for another title |
|---|---|---|
| Purchase license | Bethesda.net and Steam are separate purchasing platforms. The former launcher migration was a specific 2022 program. | Whether a license bought on one current store is recognized on another. Do not assume transfer. |
| Save files | Some Bethesda launcher migrations required manual save copying. | Whether saves are local, cloud-synced, or transferable between the two storefront builds. |
| Character progress and items | Fallout 76 characters, progress, and in-game items are available on Steam and the Xbox app for PC when the same Bethesda.net account is used. | Whether the game has a comparable account-linked policy. |
| Virtual currency and membership balances | Fallout 76 Atoms, Season Tickets, and Fallout 1st membership balance do not transfer between its Steam and Xbox-app PC storefronts. | Whether each currency, ticket, subscription, or balance is store-specific. |
| Creations content | Some PC Creations are available across supported PC platforms with the same linked Bethesda.net account. Xbox-console purchases have narrower availability. | Which Creation is supported on your platform and whether the purchase was made on PC or console. |
| Add-ons and edition entitlements | No universal Bethesda-wide transfer rule is established. | The exact edition, season pass, expansion, or bonus item shown on the current listing. |
Game-specific examples you should understand before buying
DOOM and DOOM II
- Steam: Open the game’s properties and inspect Beta Participation for the documented original version or 2019 prior re-release.
- GOG: Install the original version from your GOG collection, then launch it from the installed Windows folder, a shortcut, or GOG Galaxy.
- Microsoft Store: If you owned the original Microsoft Store version before the change, look in the Windows Xbox app library for the retained access. A new purchaser receives the enhanced edition.
These three paths show why “same title” does not necessarily mean “same executable.” Decide whether you want the original or enhanced release before choosing a store.
Fallout 76
Fallout 76 has a documented split between shared account progress and store-bound balances. With the same Bethesda.net account, characters, progress, and in-game items are available on Steam and the Xbox app for PC. Atoms, Season Tickets, and Fallout 1st membership balance do not transfer between those two PC storefronts. PC progress is also separate from console progress.

- EXPLORE NEW LOCATIONS — Venture into previously unseen regions of space, uncovering dangerous new environments, hidden facilities, and story‑rich areas shaped by conflict and betrayal.
- ADVANCED TECHNOLOGY AND WEAPONS — Discover cutting‑edge technologies and unlock powerful new weapons designed to counter robotic enemies and shift the balance of combat.

- SHAPE THE FUTURE OF THE SETTLED SYSTEMS — Your actions in this story DLC influence the outcome of a hostile takeover and help determine the fate of humanity among the stars.
If you change PC storefronts, record which balance belongs to which store before spending money. A missing Atom balance after a move is not evidence that your character was lost; it follows the separate currency rule.
Creations
Bethesda’s Creations guidance states: “Creation Credits are only available on the platform they were originally purchased on.” Some PC Creations can be accessed across supported PC platforms when the same Bethesda.net account is linked, but that does not make the credits portable. Xbox-console purchases have narrower availability than supported PC content.
Check the platform label for each Creation and distinguish the content license from the credits used to buy it. Moving a PC installation does not automatically move a credit balance purchased elsewhere.
Starfield
The Xbox listing demonstrates how a product page can advertise PC play, Xbox Play Anywhere, Xbox cloud saves, a Premium Edition, and add-ons in one place. Use those statements only for the Xbox edition shown. If you are considering Steam or GOG, inspect those listings independently for edition contents, save behavior, and included extras.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose a storefront step by step
- Name the exact game and edition. Write down the title, original or enhanced release, standard or premium edition, and every expansion or bonus you need.
- Set your region. Store catalogs, prices, taxes, languages, payment options, and availability can differ by country. Use the storefront account and region in which you will actually play.
- Open all relevant product pages. Compare the edition title, developer and publisher information, PC platform label, system requirements, included content, and current price. Treat a search result as a starting point, not proof of the final offer.
- Check version access. Look for explicit wording such as original, enhanced, remastered, prior release, or alternate executable. For DOOM and DOOM II, follow Bethesda’s documented store-specific instructions.
- Map the account path. Determine whether the game requires a Bethesda.net account, a Microsoft account, Steam, GOG, or a combination. Linking accounts is not the same as transferring ownership.
- Check saves and progression. Find the game’s support article for cloud saves, local save locations, migration, and cross-store play. If you are moving from the former Bethesda launcher, back up local saves before changing installations.
- Check extras separately. Confirm expansions, Creation content, credits, season tickets, subscriptions, and membership balances. Do not assume that a deluxe label contains the same items on each store.
- Review network and cloud requirements. On the Microsoft Store, inspect the Product Detail Page for any stated cross-network-play requirement and for Xbox Play Anywhere or cloud-save labels.
- Buy only after the listing matches your checklist. Save the order confirmation and edition name. A later support request is easier when you can identify the exact storefront and product.
- Test before removing an old installation. Sign in with the intended account, confirm the edition and add-ons, and verify that saves or account progress appear. Keep your backup until that check succeeds.
Common mistakes and how to recover
“I bought it on Bethesda.net, so Steam should recognize it.”
Usually it will not. Bethesda describes Steam and Bethesda.net as separate purchase platforms. Only the specific 2022 launcher migration created a no-charge Steam path for eligible launcher libraries. For a normal purchase or pre-order, use the storefront that should own the license.
“My Fallout 76 Atoms disappeared after changing PC stores.”
Atoms, Season Tickets, and Fallout 1st membership balance are not shared between the Steam and Xbox-app PC storefronts. Check the original storefront and account before opening a support case. Characters, progress, and in-game items can still be available when the same Bethesda.net account is linked.
“The original DOOM version is missing.”
First identify where you bought it. Steam uses the documented Beta Participation route; GOG uses the original-version installation in the GOG collection; Microsoft Store access depends on whether you owned the original version before the change. A new Microsoft Store purchase is the enhanced edition.
“My migrated game has no saves.”
Some migrations required manual copying. Restore the backed-up save folder according to the game’s support instructions, confirm that you are using the same Windows and Bethesda accounts, and avoid deleting the old installation until the new build loads the expected files.
“A Creation or credit balance is missing.”
Separate the content from the currency. Creation Credits remain on the platform where they were purchased. Verify the linked Bethesda.net account, the PC-versus-console platform, and the individual Creation’s supported platforms.
“The Xbox page says cloud saves, so every version must have them.”
Cloud-save and Xbox Play Anywhere labels apply to the Xbox listing that displays them. Check the Steam or GOG page and the game’s support documentation independently rather than carrying the entitlement across stores.
A practical decision framework
- Choose Steam when Steam is the required ownership platform, you qualify for the former launcher migration, or the title’s Steam instructions provide the version access you want.
- Choose GOG when the current GOG listing explicitly includes the original release you want and its edition contents fit your needs.
- Choose Microsoft Store/Xbox app when the exact PC listing supplies Xbox Play Anywhere, Xbox cloud saves, a required edition, or an existing-owner entitlement.
- Pause and verify when you care about cross-store saves, virtual currency, Creations, console progress, or a premium add-on. Those are the areas where title-specific rules matter most.
The safest purchase is the one whose live regional listing and Bethesda support instructions answer all five questions: Which version am I receiving? What exactly does this edition include? Which account owns it? Where will saves and progression live? Which extras or balances remain store-specific?
