Neither turbine is universally better. A simple-cycle gas turbine is compact, dispatchable, and fast to ramp, but typically converts less of its fuel into electricity than a combined-cycle plant. A steam turbine can use heat from many sources—fossil boilers, nuclear reactors, geothermal systems, solar thermal plants, or a gas turbine’s exhaust—and is often the right choice when that steam already exists or when process heat is valuable.
The meaningful comparison is therefore not “steam versus gas” in isolation. It is a comparison of complete plant configurations, operating duty, heat rate, fuel or heat source, site, and the value of any useful heat delivered to customers.
What is the difference between a steam turbine and a gas turbine?
A steam turbine expands high-pressure steam across turbine blades. A boiler, reactor, heat exchanger, geothermal system, solar-thermal receiver, or heat-recovery steam generator (HRSG) supplies that steam; the turbine itself does not determine where the heat came from. The U.S. Energy Information Administration (EIA) identifies fossil-fired boilers, nuclear heat, solar thermal, and geothermal resources as steam-generation contexts in its electricity-generation explainer.

A combustion gas turbine compresses air, burns gaseous or liquid fuel in a combustor, and expands the resulting hot gases through a turbine. The compressor, combustor, and turbine operate as one core unit. Cooling arrangements and the turbine’s operating temperature affect efficiency, as the U.S. Department of Energy (DOE) explains in How Gas Turbine Power Plants Work.

| Characteristic | Steam turbine | Combustion gas turbine |
|---|---|---|
| Working fluid through the turbine | Steam produced outside the turbine | Hot combustion gases produced in the turbine system |
| Primary heat source | Boiler, nuclear reactor, geothermal or solar-thermal system, HRSG, or another heat exchanger | Fuel burned in a combustor |
| What determines plant performance | Steam pressure and temperature, condenser and cooling conditions, boiler or heat-source efficiency, and operating load | Compressor and turbine design, firing temperature, cooling, ambient conditions, fuel, and load |
| Typical strategic advantage | Heat-source flexibility and compatibility with process steam | Compact equipment, dispatchability, and rapid response |
These are plant-level descriptions. Comparing the turbine hardware alone can mislead because boilers, HRSGs, condensers, cooling systems, generators, emissions controls, and fuel-handling equipment contribute to both output and cost.
Simple-cycle and combined-cycle gas turbines are different comparisons
Simple-cycle gas turbine
In a simple-cycle arrangement, the gas turbine’s exhaust leaves the power cycle rather than producing additional electricity. The configuration has fewer major components than a combined-cycle plant and can start and ramp to full output quickly. EIA reports that simple-cycle units are used mostly for peak demand in the United States; its technology comparison is summarized in “Use of natural gas-fired generation differs in the United States by technology and region”.
Combined-cycle gas turbine
A combined-cycle plant routes hot gas-turbine exhaust through an HRSG. The HRSG makes steam, and that steam drives one or more steam turbines to produce additional electricity. The steam turbine is a bottoming cycle: it converts exhaust heat that would otherwise be rejected. DOE describes this exhaust-heat recovery in its gas-turbine overview.
Recommended Free Tools
Many combined-cycle plants use two combustion turbines and one steam turbine, although layouts vary. EIA’s configuration discussion notes that separate generators are common, while some plants use a shared shaft; see “Most combined-cycle power plants employ two combustion turbines with one steam turbine.”
Consequently, “gas-turbine efficiency” is incomplete unless it says simple cycle or combined cycle. A combined-cycle plant is not accurately represented as a gas turbine alone because its steam section is responsible for a material share of the electricity.
Which is more efficient, a steam turbine or a gas turbine?
The answer depends on the complete configuration and the basis of measurement. DOE gives a general simple-cycle gas-turbine energy-conversion range of 20% to 35%; it is a technical range, not a guarantee for every unit or operating condition. The exact sentence appears in DOE’s explainer: “A simple cycle gas turbine can achieve energy conversion efficiencies ranging between 20 and 35 percent.”

For operating plants, EIA commonly reports heat rate rather than a single efficiency percentage. Heat rate is fuel input per unit of electrical output, so a lower number means less fuel for each kilowatt-hour. EIA’s fleet observations are not controlled tests of identical equipment, but they show the practical difference among configurations.

|---|---|---|
| Simple-cycle gas turbine | 20%–35% general energy-conversion efficiency | DOE range; actual output varies with unit design, load, ambient conditions, and maintenance |
| Natural-gas combined-cycle plants entering service, 2014–2023 | Typically below 7,000 Btu/kWh | EIA fleet observation for the newest cohort, not a controlled equipment test |
| Older combined-cycle units entering service, 1999–2013 | About 7,500 Btu/kWh on average | EIA historical fleet comparison |
| Combined-cycle systems operating in 2020 | 7,146 Btu/kWh average | EIA average operating heat rate |
| Simple-cycle systems operating in 2020 | About 10,000 Btu/kWh | EIA average operating heat rate |
| Natural-gas steam-turbine plants in EIA’s comparison | Typically above 10,000 Btu/kWh | Fleet observation; plant age and design vary |
The newest combined-cycle cohort and the 2020 operating averages come from EIA analyses at EIA’s 2024 technology-and-region article and EIA’s 2022 combined-cycle article. They should not be read as a promise that every combined-cycle plant will beat every steam turbine under every condition.
Make efficiency comparisons like-for-like
Before accepting an efficiency claim, record all of the following:
- Configuration: simple cycle, combined cycle, conventional boiler-and-steam, nuclear steam, geothermal steam, solar thermal, or cogeneration.
- Output basis: net electricity after station-service loads or gross generator output.
- Operating point: full load, part load, minimum stable load, starts, and cycling behavior.
- Conditions: ambient temperature, elevation, humidity, cooling conditions, and fuel composition.
- Heat accounting: electricity only, or electricity plus useful process or building heat.
A steam turbine can appear inefficient if the calculation includes a low-efficiency boiler, while a gas turbine can appear better if its exhaust heat is counted in a combined-cycle result. The system boundary must be identical.
Why does a combined-cycle plant have both gas and steam turbines?
The gas turbine captures the highest-temperature portion of fuel combustion and produces electricity directly. Its exhaust is still hot enough to boil water in an HRSG. The steam turbine then extracts additional work from that recovered heat. This two-stage arrangement raises electrical output without burning a second fuel stream for the steam cycle.
The trade-off is added equipment: HRSGs, steam piping, a steam turbine, condenser or cooling equipment, controls, and additional maintenance. A combined-cycle plant therefore costs and operates differently from a simple-cycle peaker, even though both contain combustion turbines.

Are gas turbines cheaper to build than steam turbines?
There is no defensible universal cost winner. “Gas turbine” might mean a small simple-cycle peaker, a large combined-cycle block, or a cogeneration system. “Steam turbine” might mean a boiler-fired plant, a nuclear unit, a geothermal facility, a solar-thermal plant, or the bottoming section of a combined-cycle block. Those projects have different scopes, schedules, financing, fuel systems, cooling requirements, and revenue models.
EIA explicitly cautions that generic capital estimates are not project bids. Its Capital Cost Estimates for Utility Scale Electricity Generating Plants page states: “A more in-depth cost assessment would require a more detailed level of engineering and design work, tailored to a specific site.” The page describes a generic update for the AEO 2013 analysis, not a current quotation for a particular plant.
Normalize the scope before comparing prices
| Cost dimension | Questions to answer |
|---|---|
| Plant definition | What capacity, turbine count, cycle configuration, generator arrangement, and availability target are included? |
| Site and grid | Are land preparation, foundations, transmission interconnection, gas pipeline work, roads, and permitting included? |
| Cost date and finance | What currency and cost year are used? Is the number overnight cost, financed cost, or a vendor equipment price? |
| Construction scope | Are engineering, procurement, construction management, owner’s costs, indirect costs, commissioning, and contingency included? |
| Operations | What fixed and variable operations-and-maintenance costs, staffing, outage assumptions, and replacement intervals apply? |
| Fuel and heat | What fuel price, supply contract, heat rate, and useful-heat revenue are assumed? |
| Duty cycle | How many starts, ramping events, annual operating hours, and capacity-factor assumptions drive the model? |
| Physical constraints | What cooling system, water availability, emissions controls, ambient conditions, and space limitations apply? |
EIA identifies financing, construction lead time, inflation in materials and labor, resource supply, and technology learning as factors that change realized capital cost. It also distinguishes fixed and variable O&M and includes owner and indirect costs in its described methodology. A turbine-only equipment price should never be presented as the cost of a complete generating station.

Choose simple cycle when the plant’s value comes primarily from availability during short, high-value periods rather than maximum fuel efficiency over many operating hours.
- Peak demand: The unit can provide capacity during demand spikes without carrying the cost and complexity of a bottoming steam cycle.
- Backup and reserve duty: Fast startup and ramping support contingencies, emergency supply, and variable-generation balancing.
- Limited operating hours: If annual production is low, the fuel savings from a more complex cycle may not repay its additional capital cost.
- Space or schedule pressure: A simpler plant can be easier to deploy where a full combined-cycle build is impractical, subject to site and permitting requirements.
EIA’s U.S. technology analysis associates simple-cycle units with peak demand and rapid starts, but a project-specific dispatch model is still necessary.
When is a combined-cycle gas plant the better fit?
Combined cycle generally suits base-load and intermediate-load operation, where the plant runs enough hours for lower fuel consumption to matter. EIA describes combined-cycle gas-turbine plants as highly efficient and commonly configured for base and intermediate load in its 2024 analysis.

It is most compelling when a site has reliable fuel supply, enough space and cooling capability for the HRSG and steam system, and a dispatch profile that rewards sustained generation. The decision should include startup requirements: a plant optimized for long runs may not have the same cycling economics as a peaker.
When should a plant use a steam turbine instead?
A steam turbine is appropriate when a suitable steam supply is already available or when the project’s chosen heat source naturally produces steam. Examples include:
- Fossil-fired boilers that generate steam before it reaches the turbine.
- Nuclear reactors whose heat is transferred to a steam cycle.
- Geothermal resources that provide usable steam or heat for a steam system.
- Solar-thermal systems that heat a working fluid and produce steam.
- An HRSG recovering exhaust heat from a combustion turbine.
- Industrial facilities that need electricity while also using process steam.
The turbine does not make the plant “fossil,” “nuclear,” “geothermal,” or “solar”; the upstream heat source does. This distinction matters when assessing fuel flexibility, emissions, permitting, and operating cost.
How cogeneration changes the comparison
Combined heat and power (CHP) sends steam or hot exhaust to an industrial process, district-heating network, or building in addition to generating electricity. DOE says overall energy-cycle efficiency could approach 80% when useful heat is captured for heating or industrial purposes. That is a general potential statement, not a guarantee for a particular facility.
CHP economics depend on a steady, nearby heat customer. Count the useful heat separately from electric efficiency: a plant can have modest electric conversion efficiency yet high total useful-energy efficiency, or excellent electric efficiency with little value if its heat has nowhere to go. Seasonal demand, steam pressure, backup arrangements, and the cost of replacing purchased heat belong in the project model.

- Define the service. State whether the plant supplies peak capacity, reserves, continuous energy, process steam, building heat, or several of these.
- Choose the complete configuration. Compare simple cycle, combined cycle, boiler-and-steam, or CHP—not an isolated turbine casing.
- Set the operating profile. Estimate annual hours, capacity factor, starts, ramping, minimum load, outages, and expected life.
- Calculate net performance. Use net efficiency or heat rate at the relevant load and environmental conditions, with station-service consumption included consistently.
- Value heat correctly. If steam or hot exhaust has a customer, model its avoided fuel or purchase cost separately from electricity.
- Build a complete cost case. Use the same cost year, currency, site scope, financing assumptions, fuel price, O&M treatment, and construction schedule for every option.
- Screen constraints. Check fuel delivery, water and cooling, emissions controls, grid interconnection, land, permitting, workforce, and local environmental requirements.
- Stress-test uncertainty. Vary fuel prices, operating hours, carbon or emissions costs where applicable, construction delay, heat demand, and dispatch requirements.

Calling every gas turbine “efficient” or “inefficient”
Simple-cycle and combined-cycle gas plants have different boundaries and purposes. Always name the cycle.

Comparing a turbine with a whole plant
A steam turbine requires a steam source and usually a condenser and cooling system. A gas turbine requires air compression, combustion, fuel delivery, exhaust treatment, and often a heat-recovery decision. Equipment-only prices do not establish plant economics.
Mixing heat rate and efficiency without context
Heat rate is fuel input per electrical output; efficiency is a ratio of useful output to input. State whether the result is net or gross, electric-only or total useful energy, and whether it is a fleet average, a design value, or a general range.
Using a historical generic cost as a current quote
EIA’s capital-cost page describes a methodology and historical update. It does not replace site engineering, vendor quotations, or a financing model.
Ignoring operating duty
A unit that runs only during peaks may justify fast response even with a higher heat rate. A unit that runs thousands of hours per year may benefit more from fuel efficiency and heat recovery.
How these technologies appear in U.S. generation data
EIA’s 2022 utility-scale net-generation data show the scale of both technologies. Steam turbines in single-cycle plants across energy sources produced 42.5% of U.S. utility-scale net electricity generation, while natural-gas combined-cycle plants produced 33.8%. These figures are from EIA data for 2022, with the page updated October 31, 2023, at How electricity is generated.
The steam-turbine figure spans multiple heat sources, so it is not a comparison with natural-gas steam plants alone. Likewise, the combined-cycle share includes both combustion and steam sections. Generation-share statistics describe the U.S. fleet; they do not determine the best design for a new site.
Bottom line for a project decision
Use a simple-cycle gas turbine when fast, flexible capacity is more valuable than fuel efficiency. Use combined cycle when sustained generation justifies recovering exhaust heat. Use a steam turbine when a boiler, reactor, geothermal or solar-thermal source, HRSG, or process-steam system already supplies the right working fluid. Compare options with net heat rate, identical capital scope, realistic dispatch, fuel and heat-source flexibility, useful-heat demand, and site constraints. Without those assumptions, claims that one turbine is simply cheaper or more efficient are incomplete.
