Short answer: Choose a gas turbine when you need dispatchable electricity without an existing steam system. A simple-cycle gas turbine suits peaking and backup; a combined-cycle gas turbine (CCGT) is better for sustained generation because it uses exhaust heat to make additional steam and electricity. Choose a steam turbine when dependable high-pressure steam already exists or when industrial process heat is central to the project. There is no evidence of a universal cost winner: a fair comparison must include the boiler or heat-recovery steam generator, fuel supply, cooling, emissions equipment, installation and the value of useful heat.
Steam turbine vs. gas turbine at a glance
These technologies are not equivalent pieces of equipment. A gas turbine includes a combustion process that creates hot working gas. A steam turbine is an expander that requires steam produced by a boiler, heat-recovery steam generator (HRSG) or another heat source. Comparing the turbine boxes without comparing the complete plants can produce a misleading result.
| Option | How electricity is produced | Efficiency evidence | Typical role | Main dependency |
|---|---|---|---|---|
| Simple-cycle gas turbine | Fuel burns in compressed air; hot gas expands through turbine stages and drives a generator. | DOE describes roughly 20%–35% energy-conversion efficiency. EIA reports typical heat rates above 10,000 Btu/kWh for simple-cycle gas units. | Peak demand, reserve and backup power where fast dispatch matters. | Reliable fuel supply and a combustion turbine; exhaust heat is not recovered for extra electricity. |
| Combined-cycle gas turbine | A gas turbine produces power, then an HRSG uses exhaust heat to make steam for a steam turbine. | EIA says modern plants entering service in 2014–2023 typically have heat rates below 7,000 Btu/kWh. | Intermediate or base generation when the unit will run enough hours to reward fuel efficiency. | Gas turbine, HRSG, steam cycle and the associated balance of plant. |
| Steam turbine system | High-pressure steam expands through turbine stages and drives a generator. | EIA reports typical heat rates above 10,000 Btu/kWh for natural-gas steam plants; the result depends heavily on boiler or other steam-source performance. | Industrial generation, steam-cycle plants and combined heat and power (CHP) with a dependable thermal load. | A boiler, HRSG or other reliable source of steam at suitable pressure and temperature. |
A lower heat rate means less fuel is consumed for each kilowatthour. The figures in the table are technology or fleet comparisons, not guaranteed ratings for an individual machine.
How a gas turbine works
Simple-cycle operation
- An inlet draws in and filters ambient air.
- A compressor raises the air pressure.
- Fuel is injected and burned in a combustor.
- The hot combustion gas expands through turbine stages. Part of the shaft power drives the compressor; the remainder drives the generator.
- In a simple-cycle configuration, exhaust leaves the turbine without making another electricity-producing cycle.
The arrangement has a direct energy path and can be dispatched for short periods. Its trade-off is that substantial heat remains in the exhaust, so fuel use per kilowatthour is generally higher than in a combined cycle operated under comparable conditions.

Combined-cycle operation
A CCGT adds an HRSG downstream of the gas turbine. The HRSG captures part of the exhaust heat, produces steam and sends that steam to a steam turbine. The steam turbine drives a second generator, or a shared generator arrangement, to produce additional electricity without burning a second quantity of fuel for the recovered heat.
Because the combined-cycle figure includes both the gas-turbine topping cycle and the steam bottoming cycle, it must not be compared with the gas turbine alone. The plant also gains additional equipment, controls, water systems and maintenance requirements. Those additions are justified when the expected operating hours and fuel savings outweigh their capital and operating implications.
How a steam turbine works
A steam turbine does not create steam and does not directly burn fuel. A boiler, HRSG, nuclear or geothermal heat source, waste-heat system or another process supplies high-pressure steam. The steam expands through stationary and rotating blades, converting pressure and thermal energy into shaft power for a generator. Exhaust steam may be condensed and returned as feedwater, extracted at an intermediate pressure for a process, or delivered for heating.
Why the steam source defines the comparison
If an existing industrial boiler already has surplus high-pressure steam, adding a steam turbine can recover electrical value from a pressure drop that would otherwise occur through a valve. If no steam system exists, the project must include the boiler or HRSG, feedwater treatment, pumps, piping, condenser or process users, cooling and controls. In that case, the relevant comparison is a complete steam-supply-and-generation system versus a complete gas-turbine plant.

Steam conditions matter. Turbine prices and design requirements vary with unit size, inlet and exit steam conditions, rotational speed, construction standardization and the steam-system modifications required. A steam turbine with no dependable thermal source is not a standalone substitute for a gas turbine.
Which is more efficient?
Use heat rate for electricity-only comparisons
The U.S. Energy Information Administration defines heat rate as the ratio of fuel consumed to electrical output in kilowatthours. Lower is better. For natural-gas-fired U.S. generation, EIA reports that modern combined-cycle plants entering service from 2014 through 2023 typically have heat rates below 7,000 Btu/kWh. It contrasts that with typical heat rates above 10,000 Btu/kWh for simple-cycle gas turbines and natural-gas steam plants.
Those numbers describe technology groups and fleets, not a promise for a specific project. Actual heat rate changes with ambient temperature, load, degradation, fuel, steam conditions, cooling configuration and whether auxiliary consumption is counted. Ask vendors and engineers to state the test conditions, gross or net output basis and whether the figure covers the whole plant.

The U.S. Department of Energy describes simple-cycle gas turbines as achieving approximately 20%–35% energy-conversion efficiency. This is a technology-level range. It should not be treated as the guaranteed efficiency of every operating unit, nor should advanced or prospective designs be presented as typical existing performance.

Account for useful heat
Electric efficiency alone can undervalue a plant that supplies a real process load. In CHP, exhaust, extraction steam or other recoverable heat serves manufacturing, district heating or another thermal demand. Report electrical efficiency and useful thermal output separately, then calculate total useful energy on a clearly stated boundary. A CHP percentage that counts electricity plus useful heat is not directly comparable with an electricity-only efficiency.
CHP improves the case for either technology only when the thermal load is dependable and occurs when the plant operates. A steam turbine may be attractive because process steam is already required; a gas turbine may be attractive when its exhaust can feed an HRSG and the resulting steam has a customer. If there is no use for the heat, crediting it would overstate project performance.
Which costs less?
What the available steam-cost figures actually show
An older DOE boiler-owner guide estimated $800–$1,000 per kilowatt for a new steam turbine and boiler system. The same guide estimated approximately $200–$800/kW for adding a steam turbine to an existing boiler or combined-cycle plant. The figures are historical CHP guidance, not current quotations, and they are not a matched comparison with a new gas-turbine installation.
| Historical DOE estimate | Scope | How to interpret it |
|---|---|---|
| $800–$1,000/kW | New steam turbine and boiler system | Historical estimate; includes a steam source, so it is not comparable with a turbine-only price or a new gas plant quote. |
| Approximately $200–$800/kW | Incremental steam turbine addition to an existing boiler or combined-cycle plant | Historical incremental estimate; assumes major steam-producing equipment already exists. |
Build a like-for-like capital comparison
A current project estimate should use the same net capacity basis and the same inclusions for both options:

What are gas turbines best used for?
Simple-cycle gas turbine: peaks and backup
Simple-cycle units are commonly used for peak demand and backup. Their role makes sense when the grid or facility needs dispatchable capacity for relatively few hours, rapid response has high value, or a long-running high-efficiency cycle would not recover its additional equipment cost. A buyer should evaluate start frequency, ramping, minimum load, emissions limits and the cost of fuel consumed during those short operating windows.
Combined-cycle gas turbine: sustained generation
CCGTs fit projects that can operate for enough hours to benefit from lower heat rate and that can support the added HRSG and steam cycle. They are candidates for base or intermediate generation, especially where natural gas is available and recovered exhaust heat can make additional electricity or useful steam. If the project will run only sporadically, the fuel-efficiency advantage may not offset the larger system scope.

A gas turbine can feed an HRSG to supply process steam or hot water while generating electricity. This arrangement is valuable only when the facility can use the thermal output at a dependable rate. What are steam turbines best used for?
Existing high-pressure steam
The clearest case is an operating boiler, HRSG or industrial process that already produces reliable high-pressure steam. A turbine can generate electricity while reducing steam pressure to the level required downstream. The project still needs to verify steam flow, pressure, temperature, seasonal variation, bypass capacity and the consequences of an outage.
Industrial CHP and process heat
Steam turbines are well suited to facilities where steam is a primary product rather than waste. The electrical output is one part of the value; maintaining the required process-steam conditions and avoiding disruption to production are equally important. A thermal load that disappears during shutdowns or varies widely may require storage, bypasses or another operating strategy.
Steam-cycle power plants
Where a dependable boiler or another heat source is already selected, a steam turbine can serve as the power-conversion stage. Its performance must be evaluated with the complete heat source, condenser, cooling system and auxiliaries, not as an isolated turbine efficiency.

Historical EIA U.S. fleet data illustrates the different roles: in 2022, simple-cycle gas turbines had an approximate 13% capacity factor, while natural-gas steam plants had an approximate 16% capacity factor. Capacity factor is actual generation divided by maximum possible generation over a period; these figures describe fleet operation, not a machine’s technical limit. They also do not represent every steam turbine, particularly industrial units using other fuels or serving process loads.
For a project, model at least three operating cases:
- Low-hours peaking: infrequent starts, high value for availability and ramping, limited opportunity to recover heat.
- Intermediate operation: enough annual hours for heat rate and maintenance costs to matter, but with regular cycling.
- High-hours or CHP operation: sustained generation plus a dependable thermal demand, making whole-system fuel utilization decisive.
Use the expected annual run hours, not a generic label such as “base load,” to calculate fuel consumption and revenue.
A practical decision process
- Define the boundary. Decide whether the comparison is electricity-only or includes process steam and heat. State gross versus net output and include auxiliaries.
- Document available fuels and heat sources. Record fuel pressure and quality, boiler or HRSG availability, steam inlet and exhaust conditions, water supply and cooling constraints.
- Map the load. List electrical demand, process-steam pressure levels, hourly and seasonal variation, minimum loads and the consequences of losing the turbine.
- Set the dispatch profile. Estimate starts, ramping, annual run hours, planned outages and reserve requirements. Test peak, intermediate and sustained-operation cases.
- Request comparable performance data. Require heat rate or efficiency at stated ambient conditions, load points and net output, plus degradation assumptions and emissions performance.
- Obtain matched cost estimates. Ask each bidder to identify equipment, installation, interconnection, fuel systems, emissions controls, cooling, water treatment, contingency and exclusions. Do not compare a steam-turbine add-on with a complete new gas plant.
- Value electricity and heat separately. Apply the facility’s electricity price or avoided cost to net generation and a defensible value to useful steam or heat. Do not credit thermal energy that cannot be used.
- Stress-test uncertainty. Vary fuel prices, utilization, steam demand, outages, maintenance costs and electricity prices. A robust choice should remain acceptable when one assumption changes.
- Check permitting and reliability. Confirm emissions permits, water availability, grid interconnection, fuel delivery, bypass operation and backup arrangements before selecting the prime mover.
Common comparison mistakes
- Comparing a turbine with a plant: a steam turbine needs a steam source; a gas turbine includes combustion equipment. Compare complete systems.
- Mixing heat-rate boundaries: a gross turbine heat rate cannot be compared with a net plant heat rate that includes auxiliary power.
- Treating fleet averages as guarantees: EIA’s figures describe specified U.S. technology groups and years, not every unit or future project.
- Using historical costs as current bids: the DOE steam figures are old estimates and do not establish today’s installed price.
- Ignoring the thermal customer: CHP value disappears if process demand is intermittent, too small or unavailable when the turbine runs.
- Optimizing only for full-load efficiency: peaking projects may spend most of their time at part load or off-line, so starts, ramping and minimum load matter.
- Leaving out failure modes: plan for gas-supply interruptions, boiler or HRSG outages, condenser problems, water restrictions and the ability to bypass the turbine while preserving process operations.
Bottom line for project owners
Select a simple-cycle gas turbine for dispatchable peak or backup capacity when rapid operation outweighs fuel efficiency. Select a combined-cycle gas turbine when sustained operation justifies recovering exhaust heat for more electricity or steam. Select a steam turbine when a reliable high-pressure steam source and, often, a useful process-heat load already exist. Efficiency, cost and suitability can be determined only after fixing the plant boundary, operating profile, steam conditions, fuel assumptions and value of useful heat.
