Choose a back-pressure turbine when your plant has a dependable process or heating-steam load at a defined pressure and can use the turbine exhaust. Choose a condensing turbine when maximizing electric generation is the priority and there is little or no useful destination for exhaust steam. If you need both substantial process steam and additional power, evaluate an extraction-condensing turbine. The correct choice depends on your measured steam and electricity loads, pressure requirements, operating schedule, and cooling conditions—not on a universal efficiency ranking.
The defining difference: where the exhaust steam goes
The exhaust destination determines how each turbine configuration creates value.
Condensing turbine
A condensing turbine expands steam through the turbine to a condenser operating at vacuum pressure. The deeper expansion extracts more work from the steam, supporting a strong electric-generation objective. The condenser then rejects the remaining heat to cooling water, air, or another heat-rejection system. Unless that rejected heat is recovered, it does not serve a process load.

A back-pressure turbine exhausts to a steam main instead of a vacuum condenser. The exhaust pressure is selected to match a facility or process requirement, so the steam leaves the turbine in a condition that can be used for heating, drying, evaporation, district energy, or another thermal duty. Because the expansion stops at the process pressure, less of the steam’s available energy is converted into electricity than in a comparable condensing arrangement.

The U.S. Environmental Protection Agency summarizes the CHP role this way: “Backpressure steam turbines used in CHP applications extract only a portion of the steam energy to generate electricity, delivering the rest for process use.”
What each configuration is designed to optimize
| Decision axis | Condensing design | Back-pressure design |
|---|---|---|
| Exhaust destination | Condenser under vacuum | Process or facility steam main at the required pressure |
| Primary value | Electricity from deeper steam expansion | Electricity together with useful process or heating steam |
| Load that supports the design | Strong power objective and limited need for exhaust heat | Stable thermal demand that can accept the turbine’s exhaust |
| Thermal-load relationship | Can continue rejecting heat when no useful heat sink exists | Electric output and useful heat delivery are coupled to steam demand |
| Typical screening question | How much electricity is worth producing if exhaust heat has no useful sink? | Can the plant continuously use steam at the turbine outlet pressure? |
Comparing only generator output can therefore produce the wrong answer. A back-pressure turbine may show lower electric efficiency while delivering valuable steam that would otherwise require a separate boiler or heater. A condensing unit may produce more electricity but reject heat that has no economic or operational value at the site.
Start with the plant’s steam requirement
Pressure at the process boundary
Back-pressure design starts with the pressure required where the steam is consumed, not with a generic turbine rating. The U.S. Department of Energy Better Buildings Solution Center uses 50, 150, and 250 psig as representative steam-distribution pressure levels. In that guide, lower pressure is often associated with district heating and higher pressure with industrial process supply. These are illustrative reference points, not prescriptions for your plant.
Record the minimum pressure that keeps every critical user operating, the normal operating pressure, allowable fluctuation, and any pressure drop between the turbine outlet and the process header. A turbine that meets pressure at its casing but not at the most remote user can force supplemental pressure-reducing stations or curtail production.
Flow, temperature, and steam quality
Measure required steam flow as well as pressure. Include minimum, normal, peak, and ramp-rate conditions. The process may also impose a temperature or steam-quality requirement, particularly for direct-contact heating or equipment that is sensitive to moisture. The turbine and downstream piping must be evaluated at the process boundary, including control valves, separators, drains, and distribution losses.
How steady is the thermal demand?
A back-pressure turbine is easiest to justify when the thermal load persists across operating shifts and seasons. Map production schedules, planned shutdowns, weekend operation, and seasonal heating changes. A process that consumes steam only a few hours per week cannot absorb a turbine’s exhaust continuously without a bypass, dump condenser, auxiliary boiler arrangement, or another operating strategy.
- Build an hourly or sub-hourly steam profile for a representative year.
- Identify the minimum load at which the process can accept steam without unsafe pressure rise or product-quality problems.
- Separate production-related steam from weather-dependent heating steam.
- Document periods when the plant exports steam, bypasses the turbine, or shuts down.
When a condensing turbine fits better
Electricity is the main objective
A condensing arrangement is a logical starting point when the site values on-site electricity highly, has a large and reliable high-pressure steam supply, and lacks a steady useful sink for low-pressure exhaust. The condenser provides a controlled endpoint for expansion, allowing the turbine to continue operating when process-steam demand is low.

The plant cannot use all of the exhaust heat
Rejecting heat is not automatically a design failure. If process equipment, district heating networks, or other thermal users are absent or intermittent, a condenser can prevent the turbine from being constrained by a fluctuating steam load. The trade-off is that the rejected heat does not displace fuel or purchased thermal energy elsewhere.
Cooling conditions must be included
Condensing turbine power output is sensitive to ambient conditions. Cooling-water temperature, air temperature, humidity, fouling, and seasonal operation affect condenser pressure and therefore the turbine’s available expansion. Evaluate design-day and seasonal conditions rather than relying on a single nameplate value. A plant in a hot period or with restricted cooling capacity may produce less power than a calculation based on ideal condenser conditions suggests.
When a back-pressure turbine fits better
The process needs steam at a stable pressure
Back-pressure equipment is suited to sites such as industrial plants, campuses, or district-energy systems that can take the exhaust steam directly. The pressure set point should be tied to the least-tolerant thermal user, with controls that prevent the header from falling below its operating limit.
Useful heat matters as much as electricity
Consider the fuel that the delivered steam displaces. If the alternative is firing a separate boiler, the back-pressure turbine can provide electricity while preserving most of the steam’s thermal value for the process. Its merit is the combined output, not the generator’s electric conversion percentage in isolation.

Be prepared for production changes
When the process load falls, the turbine may need to reduce flow, bypass steam around the turbine, or use another heat-rejection path. The controls and auxiliary equipment should be specified for minimum-load operation, start-up, trips, and rapid production changes.
The intermediate option: extraction-condensing
An extraction-condensing turbine can supply process steam from an intermediate turbine stage while sending the remaining flow to a condenser. This arrangement is described by the U.S. Department of Energy for large industrial combined-heat-and-power applications.
It is worth evaluating when the site has a real process-steam requirement but also wants additional electricity whenever steam production exceeds that requirement. The extraction pressure and controllability become central design issues: the process header must remain within its pressure range while the turbine adjusts the flow that continues to the condenser.

- Advantages: serves a thermal load, can generate more electricity than a pure back-pressure unit during periods of surplus steam, and can continue operating when process demand changes.
- Trade-offs: more complex controls, extraction-valve and header interactions, condenser and cooling-system requirements, and a larger set of part-load operating cases to analyze.
- Use it as a candidate, not an automatic compromise: its value depends on the duration and variability of both the process-steam load and the available high-pressure steam.
Understand the efficiency numbers before comparing designs
Electric efficiency is not the whole CHP result
EPA distinguishes total CHP system efficiency from effective electric efficiency. Total CHP efficiency asks how much useful electricity and useful thermal output are obtained from the fuel. Effective electric efficiency credits the useful process steam and asks how efficiently the system produces incremental electricity relative to the fuel that would otherwise supply heat.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFor steam-turbine CHP, EPA’s 2017 catalog gives a typical power-to-heat ratio of 0.05 to 0.2. This indicates a heat-led system: the amount of useful process heat is generally much larger than the electric output. The range is typical for the catalog’s steam-turbine CHP systems, not a guarantee for an individual plant.
In the catalog’s back-pressure examples, electric generation efficiency is below 10 percent on an HHV basis, while effective electric efficiency is reported as above 75 percent when the delivered process steam’s energy value is included. These percentages use different boundaries and denominators. Neither should be presented as a universal turbine rating or used without stating whether useful steam has been credited.
Use consistent boundaries
For every candidate, state whether the calculation includes the boiler or heat-recovery steam generator, turbine-generator, pumps, fans, condenser, cooling system, and auxiliary fuel. Use the same fuel basis and operating period for all options. Otherwise, a condensing unit evaluated on generator output can appear to outperform a back-pressure system whose useful steam is counted as a delivered product.
A practical screening procedure for your plant
- Inventory the steam source. Record boiler or heat-recovery capacity, inlet pressure and temperature, available flow, fuel, and operating constraints.
- Measure the thermal load. Gather process-header pressure, temperature, flow, minimum and maximum demand, condensate return, and the hours each load operates.
- Map the electric objective. Define whether the goal is base-load generation, peak reduction, resilience during grid interruptions, or maximum annual electricity production.
- Identify a heat sink. List every process, heating, or district-energy user that can accept exhaust or extraction steam, including its pressure range and seasonal schedule.
- Screen the configurations. Compare condensing, back-pressure, and—where both outputs matter—extraction-condensing arrangements against the same steam and power profiles.
- Model operating cases. Include normal production, minimum production, peak steam demand, summer and winter ambient conditions, start-up, shutdown, trips, and loss of a major heat user.
- Check pressure and control authority. Confirm that valves, bypasses, extraction controls, and the condenser can keep process headers and turbine inlet conditions within limits during load changes.
- Calculate useful outputs. Report electricity, delivered steam, rejected heat, fuel input, auxiliary consumption, and hours at each operating point.
- Compare with the conventional alternative. Value displaced purchased electricity and displaced boiler or heater fuel using the same site assumptions. Do not treat a CHP percentage as a stand-alone investment verdict.
- Validate site constraints. Check cooling-water availability, ambient design conditions, water treatment, noise, footprint, emissions permits, tie-in outages, and access for maintenance.
Decision guide by plant situation
| Plant situation | Configuration to screen first | Reason | Critical verification |
|---|---|---|---|
| Large, steady process-steam demand at a defined header pressure | Back-pressure | Exhaust steam can directly serve the thermal load while producing electricity | Minimum steam demand, header pressure margin, and bypass operation |
| High value placed on electricity and little useful exhaust-heat demand | Condensing | Vacuum expansion supports greater electric extraction and is not tied to a process header | Condenser performance, cooling capacity, and ambient sensitivity |
| Process steam is required, but surplus steam is available for more generation | Extraction-condensing | Intermediate extraction serves the process and remaining flow can condense | Extraction-pressure control and part-load stability |
| Highly seasonal or rapidly changing thermal load | Case-specific comparison of all three | Thermal variability can limit a pure back-pressure arrangement | Annual load duration, turndown, bypass, and heat-rejection strategy |
Illustrative operating cases
Continuous manufacturing process
Suppose a plant runs around the clock and consumes steam at a pressure that remains nearly constant because several process users operate together. A back-pressure turbine can be screened first: its outlet is connected to the process main, and the thermal load gives the turbine a useful destination for its exhaust. The analysis still has to test production outages and the minimum overnight load, because those periods may require bypass or reduced turbine flow.
Power-focused site with no process heat demand
A facility that wants to maximize electricity but has no reliable steam user should screen a condensing turbine. The condenser provides an endpoint for all operating hours, but the expected power must be corrected for local cooling and ambient conditions. If a future heating network is being considered, model that alternative separately rather than assuming the condenser’s rejected heat will automatically become useful.
Plant with variable production and a base thermal load
A site with a constant low-level steam requirement and a much larger variable demand may find extraction-condensing attractive. The extraction can protect the base process load while additional steam flows to the condenser during high-generation periods. During low production, the control scheme must prevent extraction pressure from drifting outside the process range and must maintain safe condenser operation.

Common selection mistakes and how to correct them
Choosing from electric efficiency alone
Why it fails: it ignores the fuel displaced by useful process steam.
Correction: report electric output and useful thermal output separately, then calculate total CHP and effective electric metrics with clearly stated boundaries.

Overlooking controls and abnormal operation
Why it fails: a turbine can meet design-point performance yet destabilize the process header during trips or rapid load changes.
Correction: specify bypass, extraction, pressure-control, relief, and restart behavior before selecting equipment.
What to request from a feasibility study
A credible CHP or steam-turbine assessment should provide more than a single power number. Ask for:
- Hourly steam and electric load data, with assumptions for missing measurements.
- Inlet and outlet pressure, temperature, flow, and steam-quality conditions.
- Performance at minimum, normal, peak, and seasonal operating points.
- Separate electricity, useful steam, rejected heat, fuel input, and auxiliary-load results.
- Condenser performance under relevant ambient and cooling conditions.
- Controls narrative covering extraction, bypass, trips, start-up, and loss of a process steam user.
- Comparison with the site’s conventional electricity and thermal-supply alternatives.
- Constraints such as water, emissions, footprint, tie-in outage, and maintenance access.
Because no configuration is universally superior, the study should show which load assumptions drive the result and how sensitive the conclusion is to changes in production, steam pressure, electricity value, and cooling conditions.
Bottom-line selection logic
Use a back-pressure turbine when useful steam at a defined pressure is a persistent plant requirement and the facility can consume the exhaust. Use a condensing turbine when electric generation is the dominant objective and exhaust heat has no dependable use. Put extraction-condensing on the shortlist when both process steam and additional electric output matter across changing operating conditions.
Make the final decision with site-specific hourly loads, process-boundary pressure and temperature, annual thermal demand, electric objectives, condenser conditions, and consistent CHP accounting. A published efficiency percentage or representative pressure cannot substitute for that analysis.
